Abstract

Educators are individuals who show others how to achieve a better life so that their humanity improves according to their nature. The term "character education" is now increasingly popular in Indonesian society. Children with special needs (ABK) are a gift from God, but they have shortcomings because these children have various extraordinary privileges behind their limitations, so they are often considered different. This study aims to explain the responsibilities of teachers in teaching Islamic religion to build the independence of children with special needs, as well as the supporting and inhibiting factors they face in this process at SLB Sukamaju Lampung Utara. This qualitative study used observation, interviews, and documentation to collect information. The data analysis process includes data reduction, data presentation, and drawing conclusions. To verify the validity of the data, techniques of extended observation, increased persistence, data triangulation, and references were used. The results of the study indicate that: 1. The role of Islamic Religious Education teachers at SLB Sukamaju Lampung Utara includes: educators, teachers, and mentors. 2. The role of Islamic Religious Education Teachers in developing independence includes: educating, teaching, guiding, being a model and role model, and conducting evaluations. 3. There are several factors that support the development of independent character in children with special needs at SLB Sukamaju Lampung Utara Special Needs School, including support from the family, the school environment, and the way teachers handle children with special needs with various methods of independent character education, such as lectures and habituation.

Abstract

The rapid advancement of digital technologies has significantly transformed the landscape of education, requiring institutions to adopt strategic approaches to remain adaptive and competitive. This study aims to analyze the role of strategic educational management in the age of disruption by integrating innovation, leadership, and learning excellence within a comprehensive framework. Employing a qualitative research design, this study utilizes a conceptual framework approach supported by an extensive literature review of relevant academic sources. Data were collected from peer-reviewed journal articles and analyzed using thematic analysis to identify key patterns and relationships among variables. The results indicate that digital disruption has shifted educational management from traditional administrative practices toward dynamic, data-driven, and technology-oriented strategies. Strategic educational management is found to enhance institutional adaptability, improve decision-making processes, and strengthen organizational performance. Furthermore, leadership emerges as a critical factor in facilitating innovation and managing change, while innovation in teaching and learning significantly contributes to improved student engagement and learning outcomes.

Abstract

Presidential Instruction No. 1 of 2025 on Expenditure Efficiency in the Implementation of the State Budget (APBN) and Regional Budget (APBD) for Fiscal Year 2025 is a strategic policy that requires local governments to adjust non-priority expenditures without compromising the quality of public services. This study aims to analyze the implementation of this policy at the Legal Bureau of the East Java Provincial Secretariat. The approach used is descriptive qualitative, employing George Edward III’s policy implementation model, which encompasses communication, resources, disposition, and bureaucratic structure. Data were collected through interviews, observations, and documentation, and subsequently analyzed using an interactive model. The results of the study indicate that the implementation of the expenditure efficiency policy has generally been quite effective. Policy communication has been understood by implementers, although there are still limitations regarding technical clarity. From the resource perspective, budget cuts, particularly regarding official travel and support expenditures, have become the primary challenge, leading to limited mobility and the potential for reduced effectiveness, especially in handling litigation cases. Implementers’ dispositions demonstrate a strong commitment, while the bureaucratic structure continues to adhere to existing operational standards with technical adjustments; however, it lacks specific guidelines regarding efficiency. This study concludes that policy implementation has aligned with national policy directions; however, a gap persists between efficiency demands and operational needs.

Abstract

The Bandeng Market in Gresik is an annual tradition held before Eid al-Fitr, starting on the 25th night of Ramadan until the last night. This tradition has its roots in the spread of Islam by Sunan Giri in the 15th century, which aimed to fulfill the needs of students at the Giri Kedaton Islamic Boarding School. Milkfish became a typical souvenir brought home by students from various regions. Pasar Bandeng developed into a center for buying and selling milkfish, which is not only a culinary symbol, but also a social interaction within the Gresik community. Over time, Pasar Bandeng has undergone changes due to urban development that has reduced pond land, but this tradition is still maintained through various activities such as milkfish contests and auctions. The plan to establish a milkfish village in Ujung Pangkah, although not yet fully realized, aims to preserve this tradition by managing milkfish from upstream to downstream.

Abstract

Sexual violence against women is a social phenomenon that cannot be understood solely as an individual criminal act, but also as a manifestation of patriarchal power relations in society. This study aims to analyze sexual violence as a form of body politics from the perspective of Kate Millett's radical feminism, and examines the case of Baiq Nuril as a reflection of the unequal power relations between men and women. This study uses a qualitative method with a literature study approach related to sexual violence and radical feminist theory. The results show that sexual violence is part of a patriarchal system that places women in a subordinate position and makes women's bodies objects of control in power relations. The concept of politics of sex proposed by Kate Millet explains that sexual relations between men and women reflect the structure of domination in a patriarchal society. The case of Baiq Nuril shows how unequal power relations in the workplace can facilitate sexual harassment and how the legal system is still influenced by gender bias that has the potential to harm victims. Therefore, structural changes are needed in the legal system, public policy, and social awareness to eliminate the patriarchal culture that is at the root of various forms of sexual violence against women.

Abstract

The existence of the Islamic Student Association (HMI) as an agent of social and economic change within the framework of the Indonesian State of Law. This study is motivated by the strategic position of student organizations in the history of the nation's journey which often appears as a moral force and social control over the direction of state policies. Using normative juridical methods enriched by conceptual and historical approaches, this study examines the constitutional legitimacy of student organizations, the relevance of HMI's role in socio-economic dynamics, and its conformity with the principles of the rule of law and democracy. The results of the study show that the existence of HMI has a strong normative basis in the principle of freedom of association and assembly, as well as gaining legitimacy as long as its activities are in line with constitutional values. Substantively, HMI's role as an agent of social change is reflected in the ideological, structural, and social pragmatic dimensions, while in the economic field, there is a transformation of the movement from a pattern of criticism to empowerment through strengthening entrepreneurship and community economic assistance. Despite facing internal challenges in the form of cadre consistency and external challenges in the form of social, political, and technological changes, HMI still shows adaptive capacity in maintaining its relevance. Thus, this study emphasizes that the existence of HMI is dynamic and contextual as part of civil society that plays a role in maintaining a balance between the state and society, as well as contributing to equitable social and economic development within the framework of the state of law.

Abstract

This research, entitled "Implementation of Community-Based Islamic Religious Education in Binjai City," is motivated by the low level of implementation of Islamic Religious Education in the worship aspect of Binjai City, as seen from the understanding and implementation of daily worship, such as prayer, both in the mosque and prayer room. The purpose of this study is to determine the implementation of community-based Islamic Religious Education in the worship aspect, and the supporting and inhibiting factors. This research method is qualitative. The research instrument is interviews. The analysis technique uses an interactive model in the form of data reduction, data presentation, and drawing conclusions. The research findings are that the implementation of community-based Islamic Religious Education on the aspect of worship in Binjai City emphasizes the role of community elements, namely the MUI of Binjai City, Islamic Religious Figures in Binjai City and the Muslim Community of Binjai City through community consultation services, Daurah Fiqh, and Higher Education for Ulama Cadres (PTKU), regular religious studies, congregational prayer movements in Mosques and worship practices. Supporting factors are the Synergy of the Three Pillars (Ulama, Umara and Umat), the religious character of the community, strong determination from individual communities, family factors, environmental factors, consistent Ustadz, and the active role of BKM. The inhibiting factors are the quality of some educators who are not yet optimal, partial understanding of some communities, cultures that are contrary to sharia, shame in some Muslim communities, low religious literacy, lack of ustadz in the area, and also the problem of activity time.

Abstract

Equivalency education is an essential part of nonformal education aimed at improving public access to education. PKBM Cahaya Ilmu in Pekanbaru City provides Package B and Package C programs as alternative learning pathways for the community. This study aims to analyze quality control of equivalency education programs based on National Education Standards. The literature review discusses concepts of equivalency education, national standards, and the role of PKBM in community empowerment. The research method uses a literature review approach supported by observation, interviews, documentation, and secondary data from national education systems. The results show that facilities adequately support learning activities, the learning process is flexible according to learner characteristics, and evaluation is conducted through written tests, assignments, and activity observation. PKBM plays a role in improving educational access. The conclusion indicates that quality control is implemented adequately in accordance with standards.

Abstract

This study examines the moderating role of safety leadership behavior in the relationship between safety climate, safety behavior, and safety performance in the palm oil processing industry in Indragiri Hulu Regency, Riau, Indonesia. A quantitative approach was employed using data collected from 329 unit leaders across various operational divisions. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS to assess both direct and moderating effects. The findings reveal that safety climate has a positive and significant impact on safety performance, indicating that organizational commitment to safety and risk awareness are critical determinants of effective safety outcomes. In contrast, safety behavior does not show a significant direct effect on safety performance, suggesting that individual compliance and participation alone are insufficient without strong organizational support. Furthermore, safety leadership behavior is found to strengthen the relationship between safety climate and safety performance, highlighting the important role of leadership in reinforcing safety-related perceptions and practices. However, safety leadership behavior does not moderate the relationship between safety behavior and safety performance. These results contribute to the development of followership theory by emphasizing the interaction between leadership and employee roles in achieving organizational safety goals. The study underscores the importance of integrating strong safety leadership with a supportive safety climate to enhance safety performance in high-risk industrial settings.

Abstract

This study aims to identify the procedures, challenges, and strategies for addressing challenges related to museum management in public services at the Museum Subang. This study employs a qualitative approach using the case study method at the Museum Subang. Data collection techniques included observation, interviews, and document review, with data analysis conducted through data reduction, data presentation, and drawing conclusions, as well as through an ASOCA (Ability, Strength, Opportunities, Culture, and Agility) analysis to determine the strategies to be implemented. The management of the Museum Subang in terms of public services is in accordance with existing standard operating procedures (SOPs); however, the museum’s role in providing public services has not yet been fully optimized. Some of the museum’s programs involve students more than the general public. Challenges faced in providing services at the Museum Subang include the quality of the museum’s human resources, the lack of interactive exhibits, the need for digitization and the expansion of museum facilities, as well as the need for programs and promotional efforts to increase public participation in museums.
