Abstract

The Batak Toba ethnic group in Pala Pulu Village serves as the focal point of this study due to its deep-rooted cultural and social capital dynamics. Political brokers play a crucial role as mediators between candidates and the community. While brokers are often perceived as being driven solely by material interests, this is not always the case. Thus, how do brokers interact with electoral processes among the Batak people in their homeland? This study aims to illustrate the complexity of brokers' involvement in securing electoral victories. Using a descriptive qualitative approach, the findings indicate that Putnam's (1993) concept of social capital remains essential for garnering votes. Clan affiliations function as social networks, and trust cultivated over time serves as a significant asset in the village head election contestation among the Batak Toba people in Pala Pulu Village. Meanwhile, money politics still exists but is no longer a dominant or alarming factor, as public awareness and knowledge have significantly improved. In practice, brokers continue to be involved in village politics. However, in Pala Pulu Village, brokers now act as assemblers—constructing networks of new brokers for broader political contestations. This phenomenon is closely linked to the upcoming regional elections in 2024.  Keywords: village head election, the batak toba, political contestation, political broker, electoral strategy

Abstract

Land capability class assessment is important to determine land characteristics as a basis for land management to minimise land damage. This research aims to determine the land capability class as a direction for soil conservation. The data analysis used to classify the land capability class is the Scorring method. The results showed that the land capability in Merdeka Village was generally good. This is because the land in Merdeka Village has high land parameters and small land class boundaries so that it can be utilised with intensive land cultivation. The main indicator in determining land class is slope/topography. Merdeka Village has 4 (four) land capability classes. Class I (AIUc, AIIUc, AIBu) can be managed very intensively with the application of vegetative and chemical conservation. Class II (AIIIUc, AIVUc, AIIBu, and AIISs) is managed with limited intensive with the application of vegetative and mechanical conservation. Class III (AVUc, AIVBu, AIIIHz, AIIHz) is managed on a limited basis with intensive application of mechanical and vegetative conservation. Class IV (AIVHz, AVHz) is managed under a grazing system with vegetative conservation. Mechanical soil conservation is in the form of planting in the direction of contour lines, terracing, and drainage. Vegetative soil conservation in the form of crop rotation, use of mulch, ground cover plants, and enrichment of forestry plants. Chemical conservation in the form of fertilisation/ liming. The conservation measures taken on land units in each land capability class tend to be different, this is mainly influenced by different slopes and land use. With soil conservation, it will provide relatively maximum results in sustainable land management efforts. As for land conservation efforts, it needs the role of various stakeholders, especially the local government in planning, monitoring and evaluation, and further research. Abstract

Direct regional head elections began on June 1, 2005, allowing people to elect their own regional leaders. Provincial, Regency, and City Election Commissions are given the authority to organize direct regional elections and are accountable to the DPRD. Overall, the implementation of direct regional elections demonstrates Indonesia's commitment to strengthening people's sovereignty and implementing democratic principles. The regional election disputes in Pematangsiantar City and Karo Regency in 2015 and 2020 demonstrate the complexity of local political dynamics. The dispute in Pematangsiantar City began when the KPU disqualified one of the candidate pairs in the 2015 regional election, causing delays and dissatisfaction that continued until the 2020 regional election. Meanwhile, in Karo Regency, the 2015 and 2020 regional election disputes included allegations of campaign violations and vote manipulation, which were brought to the Constitutional Court but did not change the final results. These disputes reflect the challenges in implementing local democracy and the need for improvements in dispute resolution mechanisms to maintain integrity and public trust. The research method used is the normative-empirical legal research method. The data collection method uses literature study and interviews. This research is a qualitative research. Analysis is carried out on data from preliminary studies or secondary data. Qualitative data analysis during the field uses the Miles and Huberman Model analysis, namely data reduction, data models, drawing/verifying conclusions. In this qualitative research, data analysis has been carried out simultaneously with the data collection process. The recommendation of this research is that all elements, both society, government, NGOs, tribal leaders, must work together to realize elections with integrity. because elections with integrity are not only seen from the results but the process/stages must also have integrity.
