Abstract

Stunting has a long and permanent impact. Until now, the analysis of the causes of stunting still does not provide a paradigm for women's autonomy. In this paper, it is explained that women's autonomy is rooted in low maternal education, young mother's age, low maternal weight, and domestic violence. These four factors represent the presence of women in relation to stunting based on the scientific literature obtained through the Pubmed database. Therefore, two things are recommended. First, it is necessary to improve health education not only for pregnant women but also for mothers-in-law and other household members in the household when the mother is pregnant and at the age of the baby <6 months. Second, it is necessary to increase husband's support for women during pregnancy and during the breastfeeding period.

Abstract

The literacy level of the people has a vertical relationship to the quality of a nation. A person's high interest in reading affects a person's insight, mentality and behavior. This study aims to describe the measurement results of the Community Literacy Development Index in North Sumatra in 2021, identify and analyze the obstacles faced, and provide recommendations that libraries can do in increasing the community literacy development index in North Sumatra. The urgency of this research, among others, is an effort to meet the availability of accurate and holistic data for all types of libraries, both aspects of collections, service personnel, users, library members and the existence of a budget as the basis for policy formulation as well as library development in North Sumatra. The research method in this study is quantitative research with a descriptive approach. Collecting research data using documentation studies, and questionnaires. Analysis of research data using descriptive statistical analysis. The results of the study found that the Community Literacy Development Index in North Sumatra at 12.40 was in the sufficient category. Meanwhile, there were six aspects that were found to be obstacles faced by libraries in North Sumatra in increasing the Community Literacy Development Index, namely institutional aspects, funding aspects, human resources aspects, facilities/infrastructure aspects, collection materials aspects, and reading interest aspects. Then from these six aspects, 15 strategy recommendations were made to strengthen the role of libraries in increasing the index of community literacy development in North Sumatra. Abstract

This study discusses the legal policy of protection for workers who experience work accidents to find out legal protection and factors that prevent work accidents for workers. The research method used is normative law research. In accordance with the type and nature of the research, the data source used is secondary data consisting of primary legal materials in the form of Law No. 13 of 2003 concerning Manpower which was updated in Law No. 11 of 2020. Analysis of legal materials was carried out using the content analysis method. (centent analysis method) which is carried out by describing the material of legal events or legal products in detail in order to facilitate interpretation in the discussion. The results of the research obtained are how the legal protection for workers who experience work accidents and the legal protection efforts contained in the Manpower Act. The need for a labor protection policy is based on the fact that every worker faces various risks, both inside and outside of work. These risks have the potential to reduce the level of welfare of workers and their families. The policies carried out by the government in accordance with the manpower policy are to improve the welfare of the workers/laborers with various efforts including improving wages, social security, improving working conditions, in this case to improve the position and dignity of the workforce. Work accidents include risks from work, various risks that must be faced by workers in carrying out their work. To overcome the loss of part or all of the income caused by the existence of social risks such as death or disability due to work accidents, both physical and mental, it is necessary to have a work accident insurance.

Abstract

ABSTRACT This study aims to examine the determinants of the decision to choose a spin off or conversion from the bank's customer side. This research then relates it to making the right policy for bank shareholders to spin off or convert. The customer's decision being tested is the effect of employee competence, bank promotion, bank technology on the decision to choose Islamic banking services with customer religiosity as a mediating variable. This study uses SEM PLS analysis by taking the case of Bank SUMUT which is facing the choice to spin off or convert. The research sample of 83 customers was obtained purposively by distributing questionnaires to all branch offices of the SUMUT bank. The results showed that the competency, technology and religiosity variables had a positive and significant impact on the customer's decision to choose a spin off or conversion. However, the Religiosity Variable is not able to strengthen the influence of Competence and Technology on the Decision to choose sharia services. This study concludes that if customers feel comfortable with the competence of employees and the quality of bank technology, then the customer's decision to choose sharia services becomes rational without the need for reinforcement from religiosity. This research has implications for recommending that bank shareholders who own UUS adopt a policy of choosing to convert rather than spin off. Abstract

Gender mainstreaming in development is required with the issuance of various regulations. The implementation is carried out through Gender Responsive Planning and Budgeting (GRPB). This research aims to find out the competence of HR planners in implementing gender responsive planning and budgeting in North Sumatra regional development programs/activities. This research used qualitative, and the data used are primary data and secondary data. Primary data were collected through questionnaires and limited interviews with employees and head of department in the Regional Government Organization (RGO) of North Sumatra Province. Secondary data is obtained from relevant documents and references. The data were analyzed descriptively to obtain actual conditions/problems which were then used as the basis for the preparation of the GRPB Consulting Clinic design in order to increase the competence of human resource planners and improving the implementation of gender mainstreaming in the development of the North Sumatra region. From this case, it was found that the realization of GRPB in North Sumatra regional development programs/activities was still low and did not reach the target. This is due to the lack of commitment from the RGO leadership and the Regional GRPB Secretariat and the low competence (knowledge and skills/ability) of HR Planning in RGO regarding the GAP (Gender Analysis Pathway) and GBS (Gender Budget Statement) techniques as GRPB analysis tools. To advance the competence of the planning human resources, it is necessary to operate a GRPB Consulting Clinic which can be contacted every day, with the following tasks/activities: providing consultation on GRPB, namely knowledge and skills regarding Gender Analysis Pathway (GAP) and Gender Budget Statement (GBS) techniques, as well as increasing the quantity and the quality of filling out GAP and GBS forms for development programs/activities. Abstract

Stunting is still a social problem that the Indonesian government must resolve. The currentgovernment prioritizes one hundred districts to address the problem. Although not all stuntingprevention programs run well, one district considered capable of solving the stunting problemwell is West Lombok Regency. This research is essential because many regions in Indonesia arestill struggling to find a suitable stunting management model. This study aims to find a model forhandling stunting in this area to reduce stunting rates significantly. For this purpose, researchersconducted qualitative research by conducting interviews with the government and people of WestLombok in overcoming stunting. This study found no determinant factors that caused stunting inWest Lombok. Stunting is influenced by many factors, from health, economy, people awareness,environment-sanitation, to culture. Social protection programs in the form of conditionalassistance from the central government for the poor can also not overcome stunting. Theexistence of families receiving assistance but still experiencing stunting proves the aboveassumption. West Lombok government carried out the method of handling stunting in a top-downmanner through mainstreaming stunting handling in government programs. The Regent put a"coercion" mechanism to all agencies within the West Lombok government to create a socialinnovation program to overcome stunting. As a result, all agencies in the West Lombokgovernment have programs with unique names and ways to participate in reducing stunting. Withthis mainstreaming, everyone understands the problem of stunting and makes it a commonproblem that must be solved together so that the stunting rate in West Lombok has decreasedsignificantly.Keywords: stunting, program mainstreaming, social innovation, top-down policy, socialassistance

Abstract

This paper describes the results of legal synchronization analysis of the Special RegionalRegulation Number 3 of 2017 concerning the Maintenance and Development of Culture (PerdaisNo. 3 of 2017) with Law Number 5 of 2017 concerning the Advancement of Culture (UUPemajuan Kebudayaan). The analysis is based on the existence of a number of mandates fromthe Law for the Advancement of Culture to local governments. The existence of regionalregulations (perda) of culture is important as the legal basis for cultural policies in the region.Given that theoretically, a regional regulation should not conflict with the regulations that arehierarchically above it, it is important for this regional regulation to be in line with the Law for theAdvancement of Culture. To achieve this, a normative legal study was carried out with a synchronization approach to the Perdais Yogyakarta No. 3 of 2017 with the Law for theAdvancement of Culture. Based on the synchronization results obtained, it was revealed thatsystematically the number of chapters in the Perdais Yogyakarta No. 3 of 2017 is more than theLaw for the Advancement of Culture, but the number of articles is much less. It has also beendescribed that the Law for the Advancement of Culture has mandated a number of matters tolocal governments. In this regard, Perdais Yogyakarta No. 3 of 2017 seeks to regulate thesemandates in its articles. In this regional regulation, most of the mandates of the Law for theAdvancement of Culture to local governments have been regulated by the said regionalregulation. Abstract

Mental health condition in Indonesia is in an alarming position. The study found that high prevalence of severe mental disorders such as schizophrenia in Indonesia. Unfortunately, people were less aware of several things that may cause mental health problems. Moreover, people with mental disorders were found to be reluctant or delaying treatment. In dealing with those various problems, the primary healthcare service as the front line in mental health services must carry out activities that are not business as usual. As a response to the mental health problems, Aksi Lilin (Ajak/inviting, Interaksi/ interacting, Lindungi/ protecting, Sayangi dengan Nurani/ loving) mental healthcare innovation was formed and implemented by the Primary healthcare Mandala in Lebak Regency. This study aims to explain and analyze the conditions of Aksi Lilin's innovation so it can be appropriately implemented. Furthermore, this study analyze innovation from the new public service perspective. This study uses a case study to analyze the implementation of Aksi Lilin innovation. Incentives, autonomy, leadership and culture, and enablers are the conditions to innovate. Aksi Lilin performs the NPS principles through mental health cadre participation. This study revealed that citizen participation through mental health cadres is crucial because primary healthcare has limited resources in providing public services. Moreover, the presence of the Aksi Lilin innovation is not only to meet service targets but also to realize that the government's task is to provide the best service to citizens, especially to vulnerable groups such as people with severe mental disorders.

Abstract

The research aim to describe pattern of waste management and local government policies in wastemanagement. This research was analyzed qualitatively with a descriptive approach andquantitatively with a simple statistical approach (without statistical tests). The results show thatthe pattern of waste handling in Labuhanbatu Regency is transporting waste from the sourcedirectly to the landfill so that the carrying capacity and capacity of the landfill is overcapacity.Community empowerment in waste management in Labuhanbatu Regency is still very minimal,with the percentage of people who have participated in community empowerment programs andactivities carried out by the local government and other agencies per each assessment indicator asfollows: environmental health counseling (10.16%); socialization about waste management andsimilar activities (13.115%); participation of members/organizational administrators who care about waste management (6.885%); waste management training to be something economicallyvaluable (6.885%); getting the opportunity to work in waste recycling management (1.311%);getting waste management facilities (1.311%); getting business capital for waste management(1.311%); getting economic benefits from waste management (2.295%); producing severalproducts from waste recycling management (4.262%); and protection efforts from the localgovernment when there is a conflict over waste management (3.607%). Labuhanbatu Regencyalready has 2 regulations and laws related to waste management, namely: Peraturan DaerahKabupaten Labuhanbatu No. 8 Tahun 2017 tentang Pengelolaan Sampah, and Peraturan BupatiLabuhanbatu No. 48 Tahun 2021 tentang Pelimpahan Sebagian Kewenangan PengelolaanPersampahan kepada Camat di Lingkungan Pemerintah Kabupaten Labuhanbatu.Keywords: waste management, community empowerment, government policy

Abstract

Solok Regency is one of the districts in West Sumatra Province which has a high number of casesof breast cancer. The aim of the study is to describe the factors which is related to the incidenceof breast cancer and the problems/obstacles in efforts to overcome breast cancer in SolokDistrict, West Sumatra. The research method uses a combination of quantitative and qualitativedescriptive methods. Primary data collection was carried out through direct interviews with breast cancer patients using questionnaires and in-depth interviews with several informants from theHealth Office and Community Health Centers. The results of the study revealed that there werebehavioral factors and patient's habits before the symptoms of cancer diagnosis associated withbreast cancer, including eating patterns and habits. Most of the respondents have a habit ofconsuming foods containing seasonings (95%) and consuming instant noodles/other instant foods(60%). Most of the respondents (60%) had a habit of consuming fatty/cholesterol foods and themajority (90%) rarely consumed fruit/vegetables. Furthermore, most (73%) of breast cancerpatients have a history of using contraception and as many as 30% of patients have a familyhistory of cancer. Problems/obstacles in efforts to overcome breast cancer include the lack ofpublic awareness and knowledge about breast cancer and the existence of behavior, habits andbeliefs of society that do not support a healthy lifestyle and access barriers to health services.The Solok District Health Office must routinely and be integrated to optimize counseling on theprevention and control of breast cancer. There needs to be a policy from the Solok District HealthOffice to fulfill the availability of health workers, the quality of health services, equality andaffordability of health services. It needs improvement of health promotion about breast self-examination more effectively through the use of interesting media. The Community Health Centermust make efforts to regularly increase public awareness and participation in efforts to preventand treatment for breast cancer.Keywords: breast cancer, behavior, obstacle
