Abstract

The West End Festival is an annual event initiated through the collaboration of the Aceh and Sabang cultural and tourism offices. The event aims to inform and emphasize to the national and international communities that the city of Sabang is ready to welcome visitors. This research aims to understand the tourism communication strategies of the Sabang cultural and tourism office through the West End Festival event. The research is descriptive with qualitative data, and data collection techniques include in-depth interviews, observation, and literature study. The results of the research indicate that the tourism communication strategy of the Sabang cultural and tourism office through the West End Indonesia Festival is carried out using Tourism Communication Marketing (TCM), highlighting Aceh's cultural attractions accompanied by a Small and Medium Enterprises (UMKM) bazaar supported by the Sabang government and music performances by local musicians born in Sabang. The strategy further involves creating a destination brand with the title "One Island, Million Colors." Tourism communication management strategy includes promotion through social media and direct promotion using billboards and banners placed at several central points in Sabang City. Visual tourism communication strategy involves showcasing Sabang's unique crafts such as bracelets and clothing, as well as local food sold at UMKM bazaar stands. Online tourism communication strategy includes extensive pre-event promotion through social media and collaboration with influencers. In conclusion, the West End Indonesia Festival has proven to attract tourists to visit Sabang. This is evident from the high enthusiasm of the attendees during the festival and a turnover of hundreds of millions during the event.

Abstract

Smart City is an innovation implemented in Semarang City as an alternative solution to urban challenges and problems by integrating information and communication technology (ICT) based on the Internet of Things (IoT). The success of smart city implementation is inseparable from the role of stakeholders as development actors in driving innovation, public services, and investment in Semarang City as the economic center and economic growth of Central Java. This study aims to identify, map, and formulate the role of stakeholders in terms of the Penta Helix model, namely the government, private sector, academia, mass media, and the community, with the concept of collaboration in the management of Semarang Smart City Quick Wins based on the regulation of the mayor of Semarang Number 26 of 2018. The research method used is a qualitative descriptive method, consisting of primary data obtained through direct interviews (face-to-face) with key informants and secondary data obtained through literature studies and previous studies related to research topics. The data analysis technique uses stakeholder analysis to obtain a strong framework to determine the extent of stakeholders' roles in maximizing smart city implementation. This helps identify the complexity of relationships between parties, minimize risks, and create an environment that supports sustainable innovation in facing dynamic urban conditions and is adaptive to these changes. Knowing the problems and potentials substantially and technically can be a proposed strategy to increase the role of stakeholders, which in turn can be a policy recommendation for stakeholders to improve the quality of public services in Semarang City. Abstract

This research aims to analyze the influence of research infrastructure and research collaboration on the development of Solar Power Plants (PLTS) in Pematang Johar Village, Labuhan Deli District, Deli Serdang Regency. This research uses a quantitative approach with survey methods to collect data from stakeholders involved in PLTS development, including researchers, project managers and village communities. The type of research used is qualitative research with an associative explanatory research model. SuThe research objects are the community and related institutions in the Pematang Johar Village Environment, Kec. Labuhan Deli District. Deli Serdang, North Sumatra Province, while the research object is variables that influence each other, both dependent variables and independent variables, these variables include Research Infrastructure, Research Collaboration and PLTS Development. The population in this research is the community and related institutions in the Pematang Johar Village Environment, Kec. Labuhan Deli District. Deli Serdang.The sample determined based on the survey was 120 (one hundred and twenty) people/participants. Considering that the members of the population are homogeneous, the author took 100% so that the total number was 120 (one hundred and twenty) respondents. The research results show that:1) there is an influence of the Research Infrastructure Variable (X1) on PLTS Development (Y) of 0.337; 2) there is an influence of Research Collaboration (X2) on PLTS Development (Y) of 0.570; and 3) there is an influence of Research Infrastructure (X1) and Research Collaboration (X2) on PLTS Development (Y) of 0.660, so that the influence of PLTS Development on other variables is obtained by an e value of 0.340. Abstract

The main challenge in the oil palm sub-sector, especially in smallholder oil palm plantations, is increasing productivity. Low productivity accompanied by fluctuations in input prices and commodity selling prices have a significant impact on the instability of farmers' income. To increase the productivity of smallholder oil palm, PT Pupuk Indonesia Holding Company (PIHC) initiated the Makmur Program. This program aims to overcome various challenges faced by smallholder farmers, including limited access to fertilizers, fluctuating fertilizer prices, and financial constraints that hinder the implementation of Good Agricultural Practices (GAP). The purpose of this study is to evaluate the success rate of the Makmur Program, starting from the business process, the partnership ecosystem, the role of each party. The research will assess the relevance, efficiency, effectiveness, impact, and sustainability of the program through quantitative and qualitative approaches based on the project and program evaluation guidelines published by the Organization for Economic Cooperation and Development - Development Assistant Committee (OECD-DAC 2021). The research focuses on three cooperatives in Riau Province, Indonesia, which were purposively selected due to the region's significant involvement in oil palm cultivation. The three cooperatives are Mojopahit Jaya Cooperative, Karya Sawit Cooperative, and Hasrat Jaya Cooperative. The Makmur program has facilitated access to quality fertilizer and encouraged collaboration between stakeholders. However, there are challenges to overcome, particularly in raising farmers' awareness, improving the efficiency of the program, and ensuring its long-term impact and sustainability. The Makmur Program in Riau's smallholder oil palm crop as a whole across the three cooperatives is categorized as “Partially Successful”. Abstract

Research on the influence of Information and Communication Technology (ICT) and the Human Development Index (HDI) on economic growth has been carried out by many experts. However, only a few studies have tried to determine the influence of the interaction between ICT and HDI on economic growth. This research was conducted to determine the dynamic influence between ICT, HDI and the interaction between HDI and ICT on economic growth. This research is quantitative research using panel data in 10 provinces on the island of Sumatra for the period 2015 to 2022. GRDP at Constant Prices is used as a proxy for economic growth, ICT uses the ICT Index proxy, human capital uses the HDI proxy. The SYS GMM method was chosen to see the dynamic influence of the independent variable on the dependent variable, based on the results of the Sargan test which was carried out to determine whether the model used was valid or not as well as testing the consistency of GMM estimates using the Arellano Bond test. The three models used in this research are consistent and there is no autocorrelation in the first difference error. As a result, ICT, HDI and the interaction between HDI and ICT have a positive effect on economic growth, namely increasing ICT, HDI and the interaction between HDI and ICT can increase economic growth. ICT increases access to economic opportunities, education, and social participation, and supports inclusivity. Meanwhile, through resource efficiency, environmental management and continuous innovation, technology contributes to sustainable economic growth. To maximize these benefits, supporting policies are needed, namely: increasing ICT access and infrastructure, developing digital skills, protecting workers and creating new jobs, overcoming digital inequality through digital inclusion programs, developing innovation and research policies, social protection and strengthening security social, regulatory and adaptive policies. Abstract

Exclusive breastfeeding for the first six months of a baby's life has been proven to provide significant benefits, both in terms of health and developmental outcomes. However, in many countries, including Indonesia, the coverage of exclusive breastfeeding remains very low, contributing to high rates of malnutrition, including stunting. This scoping review was conducted to identify and analyze the social factors influencing the practice of exclusive breastfeeding, with the aim of informing more effective intervention strategies. The study employed a scoping review methodology, involving a comprehensive literature search across three major databases: PubMed, Scopus, and Google Scholar, covering publications from 2014 to 2024. Of the 401 articles identified, 7 were selected for analysis following a rigorous selection process. The review findings indicate that support from husbands, extended family, and the broader social environment are key factors in the success of exclusive breastfeeding. Identified barriers include a lack of family support, the influence of local cultural beliefs, misinformation about breastfeeding, and misconceptions regarding infant needs. These factors significantly affect mothers' decisions to practice exclusive breastfeeding. Furthermore, the role of healthcare professionals in providing accurate education to mothers and families is crucial in improving exclusive breastfeeding rates. In conclusion, to enhance the success of exclusive breastfeeding, a comprehensive approach involving the entire family and considering local cultural contexts is required. Policy support, intensive educational campaigns, and improved access to lactation counseling services should be prioritized to achieve higher exclusive breastfeeding rates in Indonesia.

Abstract

This study aims to analyze the role of gender relations in best practices for accelerating the reduction of stunting in Labuhanbatu Utara Regency. Stunting, characterized by impaired child growth due to chronic malnutrition, remains a serious health issue in Indonesia. Although the prevalence of stunting has decreased, gender relations within families—particularly regarding child-rearing and nutrition—have yet to receive optimal attention in stunting reduction programs. This research employs a qualitative method with a case study approach conducted in Aek Korsik Village, which has achieved the status of a zero-stunting village. Data were collected through in-depth interviews with pregnant women, mothers with young children, prospective brides, and Family Assistance Team (TPK) cadres. The findings reveal that family roles are still predominantly assigned to women, especially mothers, who bear the primary responsibility for child-rearing and managing nutritional needs. Mothers play a central role in routine activities such as preparing meals and exclusively breastfeeding, while the involvement of fathers is more limited to important decision-making, particularly concerning the child's health. However, decisions like when to take a child to the doctor are typically made jointly by both husband and wife, indicating progress toward gender equality. Additionally, extended family support, especially from parents and in-laws, significantly helps mothers fulfill their caregiving responsibilities. Although traditional norms still influence the division of roles within the family, there are indications of movement toward greater gender equality, particularly in joint decision-making related to family health.

Abstract

Gunungrejo Village is predominantly inhabited by residents who work as farmers and, on the other hand, it has a potential natural tourism object. This research aims to analyze the perception of the village government and its communities regarding development policy of the Village-Owned Enterprise (BUM Desa) in the tourism sector. This study is qualitative research with a case study approach. Data collection methods included observation, interviews, and documentation. Informants were selected based on purposive sampling method. The research shows that the government has chosen the tourism sector as the new engine of growth. The village residents generally comply with this decision. However, those who are part of the farming community hope that the Village-Owned Enterprise (BUM Desa) can contribute more to the agricultural sector. Abstract

The implementation of developmentalism-orientated has resulted in social exclusion. A new development approach is needed to bring about social inclusion. This paper aims to examine the health service policy of the “Brigade Siaga Bencana” of Bantaeng Regency Government in 2008-2018. It seeks to analyse the policy innovation using a sociological perspective and Midgley's (2014) conception of social development. This research uses data obtained through literature study. The data are in the form of reports and research results from government and non-government institutions, scientific articles on social development and social policy, and news articles that discuss the Bantaeng District Government's “Brigade Siaga Bencana” policy. The findings of this study show that the Bantaeng District Government's “Brigade Siaga Bencana” health service policy is an inclusive social development effort. This policy provides increased and equitable access to health for vulnerable groups. Through the programme, maternal and infant mortality rates were reduced. The innovation took place within a decentralised structure, where local governments have the authority to develop the region according to local priorities, urgency and potential. Decentralisation requires participatory and collaborative governance to drive the social development agenda. The social development agenda through health services focuses on providing and protecting the basic rights of citizens. The implementation of the policy shows a transformation; from social exclusion to social inclusion in the health sector. This innovation can work through the collaboration of the state, private and civil society sectors. On the other hand, the policy has not encouraged empowerment, so the policy tends to be carried out in a populist manner. The policy depends on the populist leader's agenda, which aims to strengthen political position. Abstract

This study aims to describe the substance and implementation of the regional loan policy in South Buton Regency. Data were collected through interviews, observations and document review. Data were analyzed interactively starting from data collection, classification, reduction to conclusion drawing. The results showed that the Regional Loan Policy of South Buton Regency had a clear policy substance. The policy objective is to develop port and health infrastructure to improve public services in the field of sea transportation and improve health services which are also expected to increase the achievement of local revenue in the future. The main policy implementers are the Department of Transportation and the South Buton District Hospital.  The stages or process of the South Buton Regency Regional Loan are carried out based on clear processes and stages starting from the district government level, the Southeast Sulawesi provincial government, to the central government through the Ministry of Home Affairs and the Ministry of Finance of the Republic of Indonesia. In its implementation, there are still some findings of weaknesses in both administration and physical work in the application of the principle of obeying the rules and regulations, the principle of accountability and the principle of prudence. This is indicated by the many addendums to the budget ceiling due to planning errors and also the many findings of the Supreme Audit Agency on financial reports related to activities sourced from regional loan budgets. There were also cases of loan principal defaults due to a shift in budget allocation from the original allocation of loan principal repayment funds to activities that became the aspirations of the regional head. The performance indicators of the regional loan policy are problematic in the three aspects assessed, namely the deadline, the physical output of work and non-physical in this case including the activity implementation report. The causes are first, planning errors in the early stages at the Transportation Agency. Keywords:  implementation, policy, regional loan
