Abstract

The allocation of fiscal transfer funds to archipelagic provinces is currently still smaller than non-archipelagic provinces in Indonesia. Its ocean area is larger than that of non-island provinces, and vice versa. Meanwhile, the allocation determination is still based on land area. This study aims to analyze the determinant variables of fiscal transfer disparities between the two groups of provinces, simulate island fiscal transfer funds (DTFK), and analyze their impact on regional inequality. This research uses a panel data model, involving 8 island provinces and 24 non-island provinces, during 2008-2017. This research period was adapted to the 2017 Islands Regional Bill. The results of the DTFK simulation contributed to increasing the DAU, DAK, and DBH of the island provinces. In effect, DAK and DBH reduce regional inequality, while DAU does not.

Abstract

The purpose of this research is to examine the attitude of the accounting profession (public accountants) towards money and their ethical perceptions and to determine whether the ethical perception of the accounting profession can be influenced by the attitude of the accounting profession towards money. This research uses a survey approach, where the questionnaire is conducted based on the Money Ethical Scale (MES). MES was subjected to exploratory factor analysis to test its dimensions and through cluster analysis, respondents were classified based on similarities in attitudes towards money. The relationship between attitudes toward money and ethical perceptions was confirmed using a Multivariate Analysis of Variance (MANOVA) test. The results show that respondents are generally ethically oriented and that women are more ethical than men. Differences exist in terms of respondents' attitudes towards money and the MANOVA results show that money attitudes are good predictors of ethical perceptions of the accounting profession. The findings of this research suggest that understanding individuals' attitudes toward money may be an important way of predicting how they will behave when faced with ethical dilemmas. The analysis makes an important contribution to the previous literature by highlighting the influence of money attitudes on ethical perceptions.

Abstract

This research aims to create and evaluate a queue system for the distribution of rice quotas to civil servants (PNS) at the Wamena Post Office in the mountainous province of Papua. The study will utilize a User-Centered Design approach, encompassing phases such as user needs analysis, prototype design, website development, and user testing and evaluation. The results of the implementation and testing of the civil servants' rice quota queue system application at the Wamena Post Office indicate that the development of the application can be successful through the integration of both web and Android application platforms. Through this integration, the queue system has successfully transformed into a directly integrated and real-time online queue system. It aims to enhance the efficiency and effectiveness of public services for civil servants and the community when obtaining goods and services at the post office.
