Jurnal Keamanan Nasional is a scientific and open-access journal managed and published by Puskamnas, Universitas Bhayangkara Jakarta Raya. This journal is a peer-reviewed journal that aims and focuses to publish new work of the highest caliber across the full range of legal scholars, which includes but is not limited to works in security studies, terrorism, political killings, riots, mass riots, rebellions, security disturbances, maritime security, food security, economic security, and others. However, articles are not included in the area of security studies, national security, human security, or any dimension as long as it is in a security perspective, both traditional and non-traditional security.

Abstract

This study aims to examine the securitization carried out by RDI Urban Refugee Research Group (RDI UREF) through the art exhibition Let’s Walk My Journey in 2022. The group used works of art as a medium to securitize human security issues faced by refugees who are in transit in Indonesia. The issues ranged from uncertain resettlement in a third country to lacking human rights access to legal employment and education in Indonesia. This study uses a qualitative method, with the securitization theory by Barry Buzan and Ole Wæver in place. The author found that the securitization carried out by RDI UREF aims to draw the attention of the Indonesian public to make them aware of refugee issues. The group expected the bigger public awareness of the issues to become a stronger force in urging the government to guarantee refugee rights. Let’s Walk My Journey enables UREF to become a securitization actor, with refugees in transit as a referent object and the Indonesian people and government as a targeted audience. In the exhibition, the group uses artworks as speech acts to make the public and government realize that refugee issues are an existential threat they must address and solve together for the sake of humanity.

Abstract

Separatist groups in the Papua and West Papua Provinces are still carrying out their actions, ranging from gunfights with security forces to attacks on civilians. The security forces find it difficult to deal with the separatist group’s actions because of differences in their ability to control the terrain or territory, in this case the separatist group has more control over the field than the security forces. This study will answer these problems by providing alternative solutions in the form of using remote sensing from an intelligence perspective. This study uses a qualitative descriptive approach using data in the form of aerial photos and the results of processing the Google Earth application. The results of intelligence analysis on the benefits of remote sensing to understand the actions of separatist groups in the Papua and West Papua regions show that it is important to use remote sensing to understand phenomena or events that occur in Papua and West Papua, especially in mountainous areas. The use of remote sensing is part of early efforts to support the national defense system.

Abstract

From 2006 until 2021,13 lone wolf terror attacks have taken place in Indonesia with 7 out of 13 cases indicating that the perpetrators of these attacks have been radicalized through social media content. Social media is apparently effective when it is being used as propaganda since it is flexible, easy to access, and affordable. The social media users who are unable to filter the information and lack critical thinking are vulnerable to such radical content. The vulnerability becomes higher since the transnational groups with their radical understanding benefit social media as their propaganda tools. Then, several lone wolf terror cases in Indonesia prove that the spread of the radical content throughout the social media can encourage individuals to perpetrate terror attacks independently as these individuals have been inspired by the information and the instruction available on the Internet. The lone wolf perpetrators can launch their attacks without any coordination or affiliation with other parties. Hence, the spread of the radical content over social media that triggers the lone wolf terror occurrence is a dangerous phenomenon and thereby there should be an in-depth investigation to identify the root causes and preventive efforts. With regards to the statement, the current study aims to review the lone wolf terror phenomenon as the terror has been triggered by exposure to the radical understanding over social media. In conducting the review, several theories have been adopted and these theories consist of radicalization, social media, lone wolf terror, broadcasting intent, early detection, and counter-radical narrative. The results of the study thus propose a strategy for preventing the spread of radical content over social media through the cooperation between the state actors and the non-state actors.

Abstract

The problem raised in this study is about the role of human intelligence as an organization, human networking, and high technologies special equipment for intelligence when facing the dynamics of the movement of terrorist networks in the middle of the wilderness in Central Sulawesi Province. Meanwhile, the purpose of this study is to determine the role and implementation of information gathering in special intelligence operations. A number of theories used by researchers are intelligence theory, technology utilization theory, strategy theory, and cooperation theory. Where the approach used in this research is a qualitative approach, with a descriptive type that utilizes case study models in certain areas. The researcher used the technique of observation, interview, discussion, and document study. Furthermore, the data obtained were analyzed using an interactive analysis model and then validated. There are three roles described in this intelligence operation, namely the role of investigation, security, and intelligence gathering, where the three activities are carried out by human intelligence and techno intelligence simultaneously.

Abstract

This study investigates the existence of just war and whether the concept is merely a theoretical construct to satisfy moral principles. Or if it can be applied practically in the ethics of war. While war is always destructive, the just war theory aims to justify it by providing valid reasons for a state to declare war. Using qualitative comparative analysis and a descriptive research approach, the researcher compared the just war theory with the theory of war to determine whether just war exists. The findings indicate that the two theories are fundamentally contradictory, making it impossible for a truly just war. This study sheds light on the ethical complexities of war and contributes to ongoing debates surrounding the justification of military conflict

Abstract

Reformasi 1998 dengan tumbangnya rezim Orde Baru Soeharto menghasilkan perombakan yang sifatnya institusional dan belum sampai pada paradigma, mindset, atau budaya politik kita dalam rangka pembangunan bangsa (nation building). Setelah Joko Widodo terpilih menjadi Presiden, langkah awal yang ditekankan kepada seluruh lembaga pemerintahan (kementerian dan non-kementerian) melakukan revolusi mental. Revolusi mental yang menjadi jargon pemerintahan Joko Widodo ditarjamahkan dalam Reformari Birokrasi Polri (RBP). RBP pada awalnya lahir atas dasar “kemauan perubahan” yang datang dari dalam institusi (the spirit of internal change), dengan mengusung 3 pilar perubahan yang lebih dulu dirumuskan dalam “Buku Biru Reformasi Polri”, yaitu: intrumental, struktural dan kultural. Namun sejauh ini, RBP belum sepenuhnya berjalan maksimal. Terlihat dari beberapa riset media massa maupun kajian akademik yang menyimpulkan bahwa kepercayaan masyarakat terhadap Polri masih rendah. Oleh karena itu, Polri ke depan harus merumuskan kebijakan yang lebih strategis, cepat serta tepat dalam menghadapi perkembangan dinamika kejahatan dalam negeri maupun internasional. Manajemen pengetahuan (knowledge management) sangat berperan penting dalam membantu mengatasi permasalahan yang dihadapi. Dalam perdebatan akademik yang terfokus pada peran polisi modern, bahwa keberhasilan polisi tidak hanya dihitung dari sejauhmana tindak pidana kriminalitas dapat diselesaikan, namun pendekatan yang digunakan sejauhmana kedekatan polisi dengan masyrakat sekitar. Dari kerangka pemikiran inilah polisi saat ini didorong ke arah Democratic Policing yang mengakomoditr 5 penilaian: (1) protecting democratic political life; (2) governance, accountability, and transparancy; (3) service delivery for safety, justice and security; (4) proper police conduct; dan (5) police as citizens

Abstract

Kedaulatan, kemandirian dan kemakmuran maritim menjadi inti dalam visi kemaritiman yang dicanangkan oleh Pemerintah RI yang kemudian telah dipertegas dalam RPJMN 2015-2019. Sekalipun sejarah menggambarkan kejayaan maritim di masa lalu, namun dalam beberapa dekade pemerintahan sebelumnya telah meletakkan pembangunan sangat berorientasi kedaratan (Land based development strategy) daripada orientasi pembangunan berbasis kelautan (Ocean based development). Akibatnya berbagai potensi sumberdaya kelautan dan keamanannya terbengkalai. Dalam mengawali keberhasilan pembangunan kemaritiman, maka pembangunan kemaritiman haruslah bebas dari berbagai aktivitas ilegal dan gangguan keamanan yang mewarnai perairan laut Indonesia. Hal tersebut berarti tidak bisa dilepaskan dari pembenahan sistem keamanan maritim. Pilihan sistem keamanan maritim tetap menyimpan sisi kelebihan dan kekurangan. Namun implementasi yang sungguh-sungguh diharapkan menjadi solusi dalam berbagai permasalahan keamanan di perairan Indonesia.

Abstract

A large country like Indonesia should have a law on national security, as a basis for law enforcement and national security stability. Views about concerns about military domination or civilian fear of the abuse of authority by the articles of the National Security Law by the Police, it is time to eliminate them with the formulation of firm and precise articles in the National Security Bill and authorization of prosecution. It is time to emphasize the use of the words ‘leading sector’ with the term involvement and taking over authority in dealing with escalating threats that endanger National Security (Kamnas) and state sovereignty. Every potential threat, both from outside and from within the country, should be seen as a serious threat and handled together for the sake of the integrity and stability of the country’s security. It is time to determine the rules of engagement in each escalation of threats, and the authority of the agencies involved, as well as the authorization of officials who have the right to determine the escalation and involvement of agencies.

Abstract

Trilateral cooperation between Indonesia, Malaysia, and the Philippines in the Sulu Sea is the latest security architecture in Southeast Asia. This cooperation leads to increasingly intensive relations between the three countries in the field of maritime security. Relations became close because of the common security threats experienced by the three countries. These threats vary from threats of terrorism, smuggling, piracy and other transnational crimes. The three countries then formed a joint system to be able to deal with this threat, this situation is hereinafter referred to as cooperative security. This study then has the aim of identifying the cooperative security framework implemented by Indonesia, Malaysia, and the Philippines for maritime security in Sulu Waters. Based on the idea of cooperative security put forward by Richard Cohen there are four rings that are important elements, namely (1 ) individual security, (2) maintaining peace, (3) mutual protection, and (4) actively promoting stability. The four rings are then used to explain the pattern of relations in the context of cooperative security involving Indonesia, Malaysia, and the Philippines. This study uses a qualitative method, with a descriptive approach to explain the overall identification of cooperative security that occurs.

Abstract

This study aims to analyze the determinants of social capital and motivation for the economic resilience of the West Manggarai community in Labuan Bajo, East Nusa Tenggara during the COVID-19 pandemic. The research used a deductive/quantitative approach which was conducted from 24 July to 2 August 2022. This research was limited to only 300 respondents in West Manggarai, Labuan Bajo, and East Nusa Tenggara with a questionnaire instrument. The results of quantitative data processing are enriched by in-depth interviews. The data is further processed to produce descriptive statistical analysis and the results of processing the influence of latent variables using the Structural Equation Modeling (SEM) concept with Lisrel software. The results of the study concluded that there was a significant influence / positive correlation between social capital and the economic resilience motivation of the people of West Manggarai, Labuan Bajo, and East Nusa Tenggara. Social capital is an intangible asset that has not been used optimally in the community empowerment process by local policymakers. Positive social capital will have a positive impact on people’s motivation to live better in fulfilling their daily needs, to achieving good economic resilience.
