Abstract

This article explores the implementation of public policy in water resources management on small islands, focusing on the development of the Nomaha Reservoir on Kisar Island, Maluku. The study aims to provide a comprehensive understanding of how water scarcity can be addressed through a synergistic approach that integrates technical, policy, and sociocultural dimensions. Employing a mixed-methods design, the research combines technical feasibility assessments, policy analysis through document reviews, and field observations of the island’s topographic, hydrological, and environmental characteristics. The findings reveal that the Nomaha Reservoir project reflects a strategic response to water scarcity, supported by spatial planning regulations at the national, provincial, and district levels. The study highlights the importance of local community participation in water management efforts, showing increased public awareness, behavior change in water use, and the incorporation of local wisdom—particularly the customary environmental regulation known as Sasi. The novelty of this study lies in its integration of engineering solutions with policy frameworks and indigenous practices, offering a model for sustainable water governance in small island contexts. This article contributes to the social sciences and humanities by emphasizing the value of participatory, multi-level, and culturally grounded approaches to environmental management, particularly in geographically and ecologically vulnerable regions.

Abstract

This article explores the collaborative role of government and community in shaping sustainable urban waste management as a foundation for building eco-friendly cities. Focusing on Ambon City, this research aims to understand how synergistic partnerships between local authorities and residents contribute to effective and sustainable waste governance. Utilizing a qualitative approach, data were collected through in-depth interviews with officials from the city’s Environmental and Waste Management Agency, supported by field observations and document analysis. The findings reveal that community participation and government support are both essential for addressing urban waste challenges, particularly in contexts where public awareness remains limited. The study identifies that collaboration enables the co-creation of contextually relevant policies, increases public compliance, and improves the effectiveness of waste management practices. The novelty of this study lies in its proposition of sustained, dialogic collaboration as a strategic model for urban waste governance, moving beyond top-down interventions toward more participatory and adaptive approaches. This research contributes to the development of social sciences and humanities by offering an integrated framework that connects environmental sustainability, civic engagement, and public policy. It recommends capacity-building initiatives, community-based programs, and policy reforms to strengthen the alignment between governmental infrastructure and community-led action for sustainable urban futures.

Abstract

This article investigates the rhetorical strategies used by national leaders in communicating and enforcing COVID-19 measures during the global health crisis. The study aims to analyze how persuasive language was employed to influence public behavior and ensure compliance with health protocols. Using a qualitative rhetorical analysis approach, the speeches of four prominent leaders—Donald Trump, Vladimir Putin, Boris Johnson, and Uhuru Kenyatta—were examined to identify the use of classical rhetorical appeals (ethos, pathos, and logos) and linguistic devices such as metaphors, enumeration, and authoritative tone. The findings reveal that each leader strategically adapted rhetorical techniques to their sociopolitical contexts, balancing emotional appeal, credibility, and logical reasoning to motivate collective action. The study highlights how language not only conveys information but also functions as a tool of power and influence, particularly in moments of crisis. The novelty of this research lies in its comparative cross-national approach and its focus on the intersection of rhetoric, leadership, and public health communication. This article contributes to the advancement of social sciences and humanities by offering a framework for understanding political discourse as a persuasive and performative act, and recommends incorporating rhetorical literacy in public communication strategies to enhance crisis response effectiveness in the future.

Abstract

This article examines the impact of universal social pensions on strengthening family bonds and promoting rural development in Tanzania, a country experiencing rapid demographic shifts and an aging rural population. The study aims to assess how cash transfers to the elderly contribute to intergenerational solidarity and socio-economic advancement in rural communities. Using data from a 2012 cross-sectional survey involving over 900 elderly participants in the Mwanza region and complementary findings from the 2019 SAUT Survey across three regions—Arusha, Mtwara, and Mwanza—this research applies a mixed-methods approach to explore the multidimensional effects of social pensions. The findings reveal that universal social pensions play a vital role in reducing poverty, improving health and nutrition, and stimulating local economic activities such as agriculture and rural markets. Moreover, pensions serve as a crucial support mechanism that reinforces familial responsibility and intergenerational care. However, the study also identifies emerging challenges, including weakened traditional family structures, resource limitations, and shifting socio-cultural dynamics that marginalize older adults. The novelty of this research lies in its integration of family sociology and rural development perspectives, positioning universal social pensions not merely as welfare tools but as catalysts for social cohesion and rural resilience. This study contributes to social sciences and humanities by offering policy recommendations for inclusive and sustainable aging strategies in rural contexts.

Abstract

This article examines the agrarian conflict between indigenous communities in Maluku and state authorities, with a particular focus on the dispute between the indigenous community of Negeri Laha and the Indonesian Air Force. Utilizing a sociological perspective, the study aims to uncover the root causes, processes, and resolution mechanisms of agrarian conflict, while proposing preventative strategies that emphasize the role of indigenous communities in land governance. Through qualitative methods—including in-depth interviews, field observations, and document analysis of legal decisions and scholarly literature—the study reveals that contested land ownership, state-led strategic projects, and the marginalization of customary land rights are key triggers of conflict. The findings suggest that inclusive dialogue, recognition of indigenous land rights, and the use of customary conflict resolution mechanisms are vital in achieving sustainable peace. The case of Negeri Laha serves as a valuable reference for resolving similar conflicts in other regions of Indonesia. The novelty of this research lies in its integration of legal, sociocultural, and conflict resolution dimensions, providing a contextual model that links land contestation with identity politics and state power. This article contributes to the development of social sciences and humanities by offering policy-oriented insights into managing agrarian conflicts through participatory and non-violent approaches grounded in local wisdom.

Abstract

This article explores the interconnection between women’s welfare, stunting, and access to reproductive rights in Indonesia, highlighting the often-overlooked role of women’s health and empowerment in combating child stunting. The study aims to analyze how structural barriers, gender inequality, and unmet reproductive health rights contribute to the persistence of stunting, particularly among children under five. Utilizing a literature review method, this research draws from scholarly databases and bibliometric analysis to examine relevant publications on stunting, women’s rights, gender, and reproductive health. The findings reveal that many healthcare services in Indonesia remain inadequate in fulfilling women’s reproductive rights, with limited access to essential services reflecting broader issues of gender injustice and state neglect. The novelty of this article lies in its integrated perspective that frames stunting not only as a child health issue but also as a gender and social equity concern. This study contributes to the social sciences and humanities by emphasizing the need for a holistic, long-term strategy that centers women as both rights holders and key agents in public health. It recommends policy reforms focused on reproductive justice, structural health equity, and the transformation of social norms to ensure that stunting prevention efforts are sustainable and gender-responsive.

Abstract

This study explores the dynamics of toxic masculinity and its impact on gender expression in public spaces in Negeri Rumahtiga, a community characterized by strong patriarchal structures. Employing a qualitative research design, data were collected through in-depth interviews, participant observations, and document analysis to uncover how hegemonic masculinity manifests and shapes individual behaviors. Findings indicate that toxic masculinity in public spaces harms not only women but also men who deviate from dominant masculine ideals, leading to psychological strain and social exclusion. Expressions of femininity in public are often met with ridicule or suppression, while men are pressured to conform to rigid expectations of strength, emotional restraint, and heterosexuality. This research highlights that masculinity is a socially constructed and contested identity, not an innate male trait. The study offers new insights by addressing the psychological consequences of toxic masculinity on men—an area often overlooked in previous literature. It recommends that sociocultural interventions and inclusive gender discourse are essential to challenging entrenched stereotypes and promoting gender justice. This contribution enhances the understanding of gender construction in localized contexts and supports broader efforts within social sciences and humanities to address structural inequalities and promote emancipatory social change.

Abstract

This study examines the transformation of the Njalang tradition among the Nasal clan in Kaur Regency, Bengkulu, from a personal spiritual ritual into a collective cultural event. Once limited to individual visits during Eid al-Fitr, Njalang has evolved into a structured mass pilgrimage involving pre-event meetings, communal services, and ceremonial activities on the second day of Shawwal. Using an ethnographic communication approach, the research involved direct participation and observation to interpret the evolving meanings of this tradition. Findings reveal that Njalang now functions not only as a spiritual practice but also as a means of strengthening social ties, preserving cultural identity, and promoting cultural tourism. This transformation illustrates how local traditions adapt to contemporary contexts while retaining core communal values. The study’s novelty lies in its focus on the transformation of meaning—an aspect often overlooked in previous research. It highlights how traditional rituals can become dynamic platforms for cultural communication and collective identity. This research contributes to the discourse on cultural resilience and offers insights for future studies on heritage preservation in the social sciences and humanities.

Abstract

This study aims to analyze the communication patterns between parents and migrant children in the digital era and their impact on emotional connection between both parties. Digital technology provides an opportunity for parents and children to stay connected despite being separated by distance; however, the intensity of communication plays a crucial role in shaping the quality of this relationship. This research was conducted on migrant students living in dormitories at Pattimura University using a qualitative approach. Data collection techniques included observation, in-depth interviews, and documentation. The findings indicate that migrant children who frequently communicate with their parents feel more emotionally connected, experience less loneliness, and are able to develop independence and new experiences. Conversely, students with lower communication intensity tend to feel lonelier but view this as a coping strategy to stay focused on their lives away from home. Some students reported that excessive communication with parents could trigger excessive longing and a strong desire to return home. The novelty of this study lies in understanding how digital technology serves not only as a communication tool but also as an emotional bridge for families separated by distance. This study recommends that further research explore the psychological and social aspects of communication intensity and its impact on the emotional well-being of migrant children. The findings contribute to the development of social sciences and humanities, particularly in understanding the dynamics of family communication in the digital era.

Abstract

This study investigates the adaptive strategies in the digital transformation of elementary education in Maluku, an eastern Indonesian region facing geographical and infrastructural constraints. The research aims to analyze how elementary schools respond to the imperative of educational digitalization in the disruptive era. Using a qualitative method with a descriptive approach, data were collected through in-depth interviews, observation, and literature review. The findings reveal that although digital transformation is necessary and inevitable, it is hindered by limited technological infrastructure, uneven teacher readiness, and resistance to change. Nonetheless, some schools demonstrate adaptive innovations by utilizing available technology and engaging local communities in the learning process. These practices highlight that digital transformation is not solely dependent on infrastructure but also on the mental resilience and willingness of educators to embrace change. The novelty of this study lies in its contextual focus on remote island education and its emphasis on local adaptation as a key factor in successful digital implementation. The study recommends targeted teacher training, consistent mentoring, and improved access to digital resources to support sustainable transformation. This research contributes to social sciences and humanities by offering new insights into digital education strategies in marginalized and geographically isolated regions.
