Abstract

This study aims to describe the communication synergy between Bank Indonesia and the Maluku Provincial Government in controlling inflation through the implementation of Philip Lesley’s communication planning model. This synergy is manifested in the Regional Inflation Control Team (TPID) of Maluku, where Bank Indonesia acts as the Organizing Entity and the Maluku Provincial Government as the target public. This research uses a qualitative descriptive method, with data collected through observation, interviews, and documentation. The findings show that the communication synergy between the two institutions operates effectively through four planning stages: analysis and research, policy formulation, program planning, and communication activities. Additionally, the Maluku Provincial Government plays a role in providing feedback and evaluation through its involved Regional Government Organizations (OPD). The novelty of this research lies in the structured application of Philip Lesley’s communication model in the context of inflation control in Maluku, illustrating how strategic communication can strengthen inter-agency cooperation to achieve economic goals. The study concludes that successful inflation control in Maluku is highly dependent on targeted communication planning and clear role distribution between Bank Indonesia and the Maluku Provincial Government.

Abstract

This study explores the role of traditional village governments in integrating local wisdom with modern policies through the implementation of sasi, a customary natural resource management system in Negeri Lima, Leihitu District, Maluku. Using a qualitative approach, data were collected through observation and in-depth interviews with local stakeholders, including customary leaders and government representatives. The findings reveal that traditional institutions, particularly the kewang, function as critical intermediaries that align indigenous practices with contemporary governance frameworks. The implementation of sasi has become more adaptive and structured due to this synergy, resulting in improved management of local resources such as nutmeg and coconut, while maintaining ecological sustainability and economic relevance. The study highlights that traditional village governments are not merely preservers of custom, but also agents of innovation who mediate change without sacrificing cultural identity. The novelty of this research lies in its focus on the evolving role of adat-based governance in responding to modern challenges, offering a new perspective on how traditional systems can collaborate with formal policies to produce sustainable, locally rooted solutions. This integration model not only reinforces the relevance of local wisdom in contemporary contexts but also presents a replicable framework for similar communities confronting ecological and developmental pressures. The study contributes to social sciences and humanities by providing empirical evidence of how tradition and modernity can co-create responsive, innovative models for natural resource governance.

Abstract

India’s education policies, including the National Education Policy (NEP) 2020, aim to empower human resources and reduce social disparities by improving access and relevance in education. Vocational education, despite its significant potential in producing skilled labor, often remains disconnected from mainstream academic education, receiving inadequate attention and integration. As a result, graduates often lack sufficient employability and entrepreneurial skills, limiting their opportunities in the job market and in starting their own businesses. This study analyzes national education policies from 1968, 1986, 1992, up to NEP 2020, and includes a case study of the Skill Enhancement Courses at the University of Delhi. Policy analysis methods were used to evaluate policy changes, while the case study aimed to assess the practical impact of these policies. The findings show that NEP 2020 has successfully promoted the integration of vocational education with academic education, and the Skill Enhancement Courses at the University of Delhi have been effective in improving students’ employability skills. The novelty of this research lies in NEP 2020’s priority to integrate vocational education into the mainstream curriculum, demonstrated to be effective through its implementation at the University of Delhi. This study recommends strengthening the synergy between vocational and academic education to address the skills gap among graduates, particularly in the context of developing the social sciences and humanities.

Abstract

This article aims to examine the collaboration between family, school, and customary values in efforts to prevent school dropouts in Maluku. This research uses a qualitative approach with a case study method on several schools in the Maluku region. Data were obtained through in-depth interviews, observation, and documentation related to the interaction between families, schools, and indigenous communities. The results of the study show that families play a crucial role in addressing the issue of school dropouts through effective communication and motivation for children to continue their education to higher levels. On the other hand, schools contribute by building strong relationships with parents, providing counseling guidance, identifying at-risk students, and offering remedial programs and scholarships. Maluku’s customary values, such as masohi, pela, and the philosophy of Potong di Kuku, Rasa di Daging, make significant contributions in emphasizing solidarity and togetherness, which function as social mechanisms to maintain the continuity of education. These findings affirm the importance of synergy between family, school, and customary values in creating an inclusive and sustainable educational ecosystem. The novelty of this research lies in revealing how local customary values can be effectively integrated into educational policies to prevent school dropouts. The recommendation of this study is the importance of strengthening the role of families, schools, and indigenous communities in shaping educational policies based on local wisdom to support social and humanitarian development.

Abstract

The biggest challenge faced by deaf students in education is the limited access to verbal communication, which affects their participation in learning. Communication technology and translation solutions are viewed as potential remedies, but their application in educational settings remains suboptimal. This study highlights the importance of exploring and identifying the most effective assistive technologies to support the communication and academic access of deaf students, with the goal of creating an inclusive and empowering learning environment that enhances their academic outcomes. The research methodology employed a qualitative approach, with in-depth interviews conducted with 10 teachers at Gallaudet University to gain deep insights into the most relevant and effective assistive technologies. The findings indicate that communication technology and translation solutions, such as mobile applications, iCloud services, and sign language, have great potential to support learning, help deaf students efficiently translate educational content, and facilitate knowledge sharing in the classroom. In conclusion, assistive technologies play a significant role in improving the communication and translation abilities of deaf students, thereby contributing to their academic achievement.

Abstract

This study aims to examine the implementation of tourism policies in the development of Jerowaru Tourism Village, East Lombok, as a strategic initiative for rural empowerment and poverty alleviation in coastal areas. Using a qualitative case study method and grounded in Woolcock’s social capital theory, this research involved field observations, in-depth interviews with community stakeholders, and documentation analysis. The findings reveal that policy implementation aligns with various national and regional regulations, including the Tourism Law, Regional Autonomy Law, and the 2021 NTB Governor Regulation. Three key dimensions support the tourism village policy: (1) coordination, communication, and disposition among stakeholders; (2) the active role of youth-driven tourism awareness groups (Pokdarwis) in fostering community participation; and (3) grassroots initiatives that emphasize environmental sustainability and local identity. The tourism village has leveraged the 3A framework—Attractions, Amenities, and Accessibility—while empowering local actors to lead management and innovation. The novelty of this study lies in demonstrating how social capital functions as a bridge between policy implementation and grassroots empowerment, enhancing both community capacity and local economic resilience. The research recommends stronger multi-stakeholder collaboration and targeted policy support to reinforce tourism-based village development models within broader social science and humanities discourse.

Abstract

This study examines the impact of implementing a digital government system as a strengthening factor in the relationship between organizational work culture and human resource management on public satisfaction levels in Pontianak City. The research aims to understand the effectiveness of digital governance in supporting government organizational performance to achieve a more optimal smart city concept. The research method used is quantitative research with an explanatory survey approach, involving 378 respondents selected through a proportional stratified random sampling method. Data collection was conducted using a structured questionnaire, and data analysis was carried out using Structural Equation Modeling (SEM) techniques processed with the SmartPLS version 4.0 application. The study results show that the successful implementation of a digital government system significantly strengthens the influence of work culture on public satisfaction levels. The findings also indicate that the synergy between digital government systems, organizational work culture, and human resource management can increase the public satisfaction index by up to 42.3% compared to traditional methods. This research contributes to the development of social humanities sciences, particularly in understanding the role of digital governance as a reinforcement in the relationship between human resource management and public satisfaction in urban contexts moving towards smart cities.

Abstract

This study aims to analyze the management of Borobudur Temple in Indonesia and Angkor Wat in Cambodia as world heritage sites, focusing on a comparison between single-gate management and conservation-based approaches. The research adopts a qualitative descriptive method, involving data collection through literature review, observation, and interviews. Data analysis is conducted using the Miles and Huberman approach, which includes data reduction, data presentation, and conclusion drawing. The findings reveal that the management of Borobudur Temple has undergone significant transformation, shifting from multi-party management to a single-gate system in 2024 under InJourney Destination Management (IDM). This approach integrates Borobudur as both a tourist destination and a place of worship for Buddhists, with challenges arising in harmonizing conservation and tourism needs. Meanwhile, Angkor Wat has been managed by the APSARA Authority since 1995, with a stronger emphasis on conservation and controlled management to maintain its appeal to tourists while prioritizing the preservation of its cultural and historical values. The study concludes that single-gate management has the potential to enhance efficiency and synergy but requires adaptive strategies to ensure conservation sustainability. The novelty of this research lies in its comprehensive comparison of two management models, offering valuable insights for managing other world heritage sites. The study recommends a more balanced integration of tourism, conservation needs, and local community involvement to support the advancement of social sciences and humanities, particularly in the field of cultural heritage management studies.

Abstract

This study explores the influence of family-oriented leadership on employee performance effectiveness at the National Amil Zakat Institution of Membangun Keluarga Utama (LAZ MKU) in Yogyakarta. Employing a qualitative approach, data were collected through in-depth interviews, direct observation, and document analysis, with triangulation of sources used for validation. The findings reveal that family-oriented leadership—marked by transparent communication, participative decision-making, exemplary behavior, and motivational strategies rooted in familial values—significantly enhances employee performance. A structured evaluation system based on Key Performance Indicators (KPIs) supports continuous performance monitoring and development. The implementation of this leadership model has resulted in employees demonstrating high discipline, strong initiative, and consistent achievement of performance targets. Notably, the study identifies a sense of ownership, solidarity, and commitment among staff as key outcomes of the applied leadership approach. The novelty of this research lies in its integration of a culturally grounded, family-oriented leadership framework within a non-profit organizational setting—an area underexplored in management literature. The study contributes to the advancement of social sciences and humanities by emphasizing the role of local values in shaping effective organizational leadership. It recommends leadership development programs, digital communication enhancements, and reward system implementation as strategic steps for non-profit organizations aiming to adopt similar models.

Abstract

The rapid development of digital transformation in the 4.0 era has significantly impacted work processes and interactions across various sectors, including library management. The Audit Board of the Republic of Indonesia (BPK RI) Representative Office in Bali Province has adopted a strategic approach by transforming its conventional library into a digital library and implementing e-clipping as a tool to modernize its services. This study aims to evaluate the effectiveness of utilizing e-clipping technology in enhancing the quality of digital library services at BPK RI Bali. Using a descriptive qualitative approach, data were collected through observation, in-depth interviews, and documentation. The findings indicate that the implementation of e-clipping not only accelerates information access but also improves operational efficiency and user satisfaction. The novelty of this research lies in revealing the integration of e-clipping technology with a digital library system as an innovative model for government institutional libraries in Indonesia. The study concludes by emphasizing the importance of library digitalization as a strategic step toward modernizing technology-based services. It recommends the broader adoption of e-clipping across other government institutions to enhance public service efficiency and contribute significantly to the advancement of social sciences and humanities, particularly in digital information management.
