Abstract

This Literature System Review seeks to assess the application of financial management principles, specifically transparency and accountability, in the management of state finances at the Village APBDes. The Elucidation to Law of the Republic of Indonesia Number 17 of 2003 on State Finances states that the overall objective of state financial management is to promote good governance in state administration. Therefore, state financial management should be conducted in a professional, transparent, and responsible manner, adhering to the fundamental regulations outlined in the Constitution. The extensive litigation surrounding the misappropriation of village finances by village heads and officials serves as a fundamental premise for this research. When discussing the state financial management system, it is essential to address the management of village funds. These monies are a component of state finances, and their utilization must be properly accounted for. Analysis of fiscal matters at the state level. To ensure the proper functioning of state activities, it is imperative for the government to establish a robust and transparent state financial administration system. This system should effectively prevent any instances of financial leakage, both in terms of revenue collection and expenditure management. State financial management refers to the comprehensive actions undertaken by state financial management officials in accordance with their position and power. These actions encompass planning, execution, oversight, and responsibility. The findings of the literature system review research indicate that in order to establish transparency and accountability in the management of village funds, it is necessary to have legal clarity, coordination and oversight, and community engagement. Additionally, this endeavor requires officials who possess competence and have access to suitable facilities.

Abstract

The movement in the style of Basic Training for Civil Servant Candidates (CPNS) from traditional or face-to-face methods to blended learning has been prompted by advancements in information technology and the COVID-19 pandemic outbreak. Changes in training patterns result in alterations to the social interaction processes conducted among organizers, teachers, and participants. In the classical method, direct social contact is abundant, whereas in blended learning, digital-based communication media predominantly facilitate the engagement process. This study employs a literature review methodology to offer a comprehensive picture of social interactions during the CPNS Basic Training process, utilizing the blended learning approach.

Abstract

OSS RBA is a digital-based application that is used as a means of issuing licensing documents for community business activities. The problem behind this research is that the OSS RBA system cannot be implemented optimally due to limitations in both the application, service providers, and the public when using OSS RBA. Research objective: to determine the effectiveness of the RBA OSS system in business licensing services at the Payakumbuh City Investment and One-Stop Integrated Services Service. Research method: descriptive with a qualitative approach. Using the theory of e-government effectiveness by Timothy Dolan, namely the Six-Dimensional Assessment Tool (6 DAT), Results/Findings: The results of this research indicate that the OSS RBA system in Payakumbuh City is still not effective. Several indicators have been met, such as a good security system, an integrated database, and application updates. However, there are still shortcomings that can be seen from the limited means of communication, lack of information regarding coordination between parties involved in the OSS RBA, low understanding of technical OPD regarding the verification process, interactivity that is still limited, the performance of government licensing services that is not yet visible, and public feedback in providing assessments on the licensing process for the OSS RBA system that is not yet available. This causes the use of the OSS RBA system in society to be not optimal, so the OSS RBA system is still at a transition stage from the old method to the new method.

Abstract

Assets are the component with the greatest value and wealth that is vital for the running of an organization, whether in a government or private company. Researchers will focus this research on the Manpower and Transmigration Service of PALI Regency and how fixed asset management works. whether the implementation of asset management is in accordance with established regulations. So far, management of regional inventory items has been carried out on the basis of the provisions of Minister of Home Affairs Regulation Number 7 of 1997 as the main regulations for regional government inventory regulations. The aim of this research is to understand how fixed asset management at the PALI Regency Manpower and Transmigration Service works. This research uses qualitative research methods with an emphasis on Doli D. Siregar's theory of asset indicators, namely: asset inventory, legal audit, asset assessment, asset optimization, and asset monitoring and control. In selecting informants, researchers used purposive. The techniques used by researchers in collecting data are interviews, observation, and documentation studies. The conclusion from the results of this research shows that fixed asset management at the Manpower and Transmigration Department is not running well. This is because there is still a lack of human resources in the field of asset management, one of whose tasks is to inventory assets, and the large number of assets makes asset managers overwhelmed.

Abstract

The position of witnesses is very important in the trial process because witnesses provide proof of the guilt of the suspect and defendant based on what they saw and experienced. A justice collaborator is a person who is a witness to a criminal act and collaborates with the main perpetrator. If one of the perpetrators of a particular criminal act admits what was done but is not the main perpetrator of the action, they provide information as a witness in the criminal trial. The problems that will be discussed in this research are what is the position of Justice Collaborator in Indonesian criminal law, what is the urgency of Richard Eliezer as Justice Collaborator in the criminal case of the shooting of Joshua Hutabarat (analysis of decision Number: 789/Pid.B/ 2022/PN. Jkt.Sel ). In carrying out this research the author used a method that can answer the problem formulation in this research, namely qualitative with a normative juridical approach. In several cases, the judge handling the Justice Collaborator referred to the Supreme Court Circular No. 04 of 2011 concerning handling Justice Collaborators in certain criminal cases, or SEMA No. 04 of 2011. Protection Regulations carry out protective actions and cooperate with justice. Whistleblowers cannot be prosecuted criminally or civilly for reports or statements made, made, or have been made. However, witnesses cannot be acquitted of criminal charges in the same case if their guilt is clearly proven in court. Because of his testimony, the judge was able to reduce the sentence. The Justice Collaborator is currently regulated by law. The Justice Collaborator is essential to organizing an orderly system of justice and providing effective enforcement and protection for those who are or will be witnesses. It also plays an important role in preventing criminal activity by achieving goals, fostering trust, fostering respect, and encouraging legal cooperation. Supreme Court Circular No. 4 (SEMA) of 2011 states that the government must be involved in investigating cases of witnesses and victims, emphasizing that the idea of justice collaborators is based on the belief that people who are punished for their actions can be used to ensure justice in criminal cases.

Abstract

This research aims to determine the management of the Smart Indonesia Program in junior high schools throughout Sawahlunto City. This type of research is qualitative. The data sources in this research are data on the implementation of the Smart Indonesia Program (PIP) in junior high schools as well as direct field observations. The research informants were 21 (twenty-one) people, consisting of the Head of the Education Department, the Head of the Basic Education Division, the Head of Curriculum and Student Section, the Education Service Operator, the Principal, the School Operator, and the Community. The researcher's main data collection techniques were observation, interviews, and document study. The results of the research conclude that it is not yet optimal. Judging from the results of the research regarding the proposal, determination, distribution, and collection of funds, there are still obstacles when implementing the management of the Smart Indonesia Program in junior high schools. Because there are still many obstacles that occur in the implementation of the Smart Indonesia Program, management needs to be improved so that management of the Smart Indonesia Program is more effective and better.

Abstract

This research is motivated by the desire of the Padang Panjang City Government in realizing the achievement of the third mission of the city government which reads Improving responsive, innovative, and participatory governance. However, this will not be possible without joint efforts between the city government and the community, so that the government through the Padang Panjang Mayor Regulation Number 45 of 2020 concerning Guidelines for Management of Public Complaints Through Guardian Reporting Services in the Padang Panjang City Government, the Lapor Wali program was formed with the hope become a means of government in responding to the needs of conveying the aspirations of the people of Padang Panjang City. In this study, the theory used is strategy theory by Kotten. The method used is descriptive qualitative, with data collection techniques using interviews, documentation, and observation. The selection of informants was carried out using a purposive sampling technique. The results of this study conclude the strategy of the Padang Panjang Inspectorate in dealing with complaints and aspirations of the community through the guardian's report service has been carried out well although there are still some obstacles in handling it such as the inspectorate's communication with the related OPD is still not optimal.

Abstract

Law no. 6 of 2014 concerning villages regulates the appointment and dismissal of village heads. In carrying out the mandate for 6 years, it cannot be denied that along the way the village head will die, resign or be dismissed for one reason or another. Law no. 6/2014 does not regulate in detail the mechanism for replacing the village head. The replacement mechanism is regulated in derivative regulations, such as government regulations (PP) and several Minister of Home Affairs regulations. This article will analyze the mechanism for replacing village heads as regulated in the village law and its derivatives. The results of the research show that Law no. 6 of 2014 and its derivative regulations stipulate that if the village head dies, resigns from his position, and fulfills one of the conditions for being dismissed, the BPD reports to the regent via the sub-district head. The regent/mayor will make a decision to permanently dismiss the village head. The replacement of the village head then looks at 2 things, firstly, if the remaining term of office of the dismissed village head is less than 1 year, then leadership in the village will be held by the acting village head until the village head election. However, if the remaining term of office of the village head is more than 1 year, then leadership in the village is held by the acting village head until the village head is elected at the village meeting.

Abstract

The aim of the research is to find out an overview of the implementation of the Silungkang songket development program with natural dyeing by the Koperindag Department in Sawahlunto City. The importance of implementation is to understand the implementation of the Silungkang songket development program policy with natural dyeing by the Cooperative Industry and Trade Service in Sawahlunto City, namely the synergy between UKM actors and the Sawahlunto City Government, which acts as a regulator and facilitator in empowering songket craftsmen so that they are able to increase the ability of Silungkang songket craftsmen with natural dyeing. The research method uses a qualitative-descriptive approach, with the type of data collection carried out through interviews with the Head of the Sawahlunto City Cooperative Industry and Trade Service, the Head of the Sawahlunto City Bappeda, the Sawahlunto City Cooperative Industry and Trade Head, Sawahlunto City IKM TPL, Silungkang songket craftsmen with natural dyeing, and the community around the central area. The research results show why the implementation of the Silungkang Songket Development Program with Natural Dyeing by the Koperindag Department in Sawahlunto City has not been optimal due to the lack of clarity in the SOP, limited human resources, inadequate supporting facilities and infrastructure, access to capital sources that is still limited, the absence of UPT and third parties for business development, and socialization and coordination that are not yet massive.

Abstract

This research aims to find out how local government policies reduce poverty in Baringin Village, Lubuk Kilangan District, West Sumatra. Includes policy strategies, policy steps, and follow-up Local government policies and village community development, as well as factors that influence local government policies not being optimal in reducing poverty in Baringin District, include budget factors, community factors, resource factors, community factors, and apparatus attitudes. The research method used is qualitative-descriptive. In collecting data, field research was carried out using observation techniques with the aim of directly knowing the data needed. Then carry out interview techniques and conduct library research by searching for documents related to local government policy issues related to reducing poverty in Baringin Village. The results of this research show that the local government's policy in reducing poverty in Baringin Subdistrict is quite good. This can be seen from the policy programs implemented by the subdistrict government, which can be directly felt by the community. However, in the implementation of local government policies to reduce poverty, there are of course obstacles or factors such as budget, lack of communication, less creative human resources, and less professional attitudes of officials.
