Abstract

The function of the sub-district in the local government system is at a crucial level, considering its position which directly relates to and provides direct public services to the local community. Public services themselves have great demands from the public, the public sector is asked to provide excellent service by showing high professionalism. However, according to the Central Statistics Agency, in 2024, the number of Civil Servants (PNS) in Indonesia will decrease from 2015-2023. This causes employee workload to increase, due to bureaucratic reform which is still in progress. In Gubeng District, it was found that there were still not enough employees to be able to meet the existing workload. This study aims to conduct a workload analysis in the Gubeng District Work Unit by referring to PermenPANRB No. 1 of 2020 concerning Guidelines for Job Analysis and Workload Analysis. This research uses a qualitative descriptive method, where this research focuses on an organizational approach, a job analysis approach, and an administrative approach by conducting direct interviews with all Gubeng District staff and collecting data via the e-ABK website. Based on the research results, it was found that the job analysis of employees at the Gubeng sub-district office was considered to be overloaded, so it was necessary to add additional employees so that all tasks were carried out well and did not overlap.

Abstract

The price of rice tends to fluctuate or change, therefore it is necessary to predict the price in the next period as an effort to maintain the stability of the average price of rice in the community. In Bengkulu City, there are 6 types of rice, namely IR 64 Lampung Local Rice (Medium), IR 64 Bengkulu Local Rice (Medium), Manggis Manis Rice (Premium), Kembang Kol Rice (Premium), Termurah Rice (medium), Bulog/Dolog rice. The implementation of linear regression in rice price forecasting in Bengkulu City can help provide an overview of the estimated price of rice in the next 1 year from January to December based on the results of processing time series data on previous rice prices through Linear Regression Method and can help people to minimize losses and maximize profits, especially for the business and economic sectors. Based on the test results of rice price data from 2021 to 2023, the average results of rice price forecasting on 6 types of rice in 2024 are IR 64 Lampung Local Rice (Medium) with a prediction of IDR 12,202, IR 64 Bengkulu Local Rice (Medium) with a prediction of IDR 12. 094,-, Manggis Manis Rice (Premium) with a prediction of Rp 14,876,-, Kembang Kol Rice (Premium) with a prediction of Rp 15,032,-, Termurah Rice (medium) with a prediction of Rp 11,437,-, Bulog/ Dolog rice with a prediction of Rp 10,900,-.

Abstract

The Government Agency Performance Accountability System on an electronic basis, often known as e-Sakip, is one of the accountability methods used in Surabaya government organizations. This model is a performance information system based on information and communication technology that makes it easier for government agencies to produce data that can be accessed by the public to inform the performance of government agencies. Because it is web-based, E-Sakip can be accessed by the public anywhere and at any time via the internet. Organisasi Perangkat Daerah (OPD) in the City of Surabaya use the e-Sakip application to fulfill performance accountability, including the Asemrowo District. The aim of this research is to determine the implementation of e-Sakip in improving the accountability of regional organizational performance (case study in Asemrowo District). Researchers used qualitative research methods with a descriptive approach. The data analysis technique used is a research method that uses the concept of policy implementation according to George C. Edward III. The research results found that the implementation of e-Sakip had a positive impact on the accountability of Asemrowo District OPD performance, which was marked by an increase in evaluation results in the last 5 years.

Abstract

This research is about, the art of the culture put on the playground of Lara Ati on the Platfrom Vidio in order to preserve the local through the film. The researchers are interested in doing research into the representation of local culture of ludruk present in the youth series titled Lara Ati. Researchers want to know how local culture ludruk is represented through films. The author carries out research into Ludruk culture in eastern Java through the Lara Ati drama site using Textual Analysis. Textural Analysis is the analysis of discourse that focuses internally on dictated and viewed texts of form (cohesion) and meaning. (koherensi). On the stage of the drama, Lara Ati tells about everyday life that is shown in the local language. In the playground, Lara Ati also featured a copy of the ludruk art that was on episode 16-17. The result of this research is with the presence of Loka Drama Lara Ati generation now begins to know about the Ludruk art through the media Film on the Vidio application.

Abstract

This study explores the implementation of the Workload Analysis electronic application (E-ABK) at UPTD Liponsos, under the Social Services Department of Surabaya City, aimed at improving the accuracy of workload assessments and task distribution among employees. Employing a qualitative research approach with a case study design, data were collected through in-depth interviews, direct observations, and document analysis. The findings highlight significant challenges such as resistance to change, technical and infrastructure constraints, human resource readiness, system integration issues, and data management concerns. To address these challenges, strategies including intensive training, infrastructure enhancement, effective communication, and robust data security policies are recommended. The study concludes that with committed management and strategic approaches, E-ABK can enhance employee performance, efficiency, and public service quality.

Abstract

The sale and purchase of repacked food products currently circulating in the general public, especially related to repacked food information labels, is currently still found to be incompletely included by the seller/ manufacturer of repacked food products. This study aims to determine consumer protection of repacked food products that are widely traded in Indonesia in terms of Indonesian positive law and Islamic law. This research is a normative research using a legislative approach. The results of this study indicate that there are still many sellers or producers who pay less attention to procedures regarding repacked / repackaged food. The importance of food information labels has been clearly regulated in several laws and regulations in Indonesia in order to minimize the impact of material and immaterial losses that will be experienced by consumers/buyers resulting from consuming repacked food products sold. With the existence of regulations that protect consumers, it is hoped that consumer rights can be fulfilled so that consumers can avoid the actions of fraudulent business actors, and buyers/consumers get firmer legal protection and know more clear information about the repacked food products they consume.

Abstract

In the Minister of State Apparatus Empowerment and Bureaucratic Reform Regulation Number 1 of 2020 concerning Guidelines for Job Analysis and Workload Analysis, workload analysis is defined as a process of collecting, recording, processing and compiling job data into job information. According to Hasibuan, "the steps for job analysis are as follows: Determining the use of the results of job analysis information, drawing up information about the background, selecting the muwakal (person to be assigned) to the position to be analyzed. According to Miles and Huberman, the data analysis technique used by researchers is data reduction, data presentation and conclusion drawing, as well as data validity techniques in this research using triangulation. This research will use Kreitner and Kinicki's effectiveness theory, namely goal achievement, resource acquisition, internal processes, and strategic constitutional satisfaction.1. Achievement of objectives implemented by the DPRKPP is in line with expectations by changing job descriptions and adjusting targets, frequency and working hours. 2. Acquisition of resources which is an indicator of this theory is very effective because with the E-ABK application, employee recruitment can be calculated using the Full formula. Time Equivalent, ABK Value will be a reference for regional officials in proposing additional employees for work effectiveness and efficiency. 3. Internal Process, carried out at DPRKPP with harmonious relationships between parties as a group and individually. The nature of openness carried out by the department also makes it easier for students to carry out monitoring and evaluation. 4. Satisfaction of strategic constituents. With the existence of regulations that are hierarchically tiered from Permenpan-RB to Perwali Surabaya, this has shown the readiness of various parties in implementing E-ABK.

Abstract

Investment or capital investment plays a crucial role in the government's efforts to improve the Indonesian economy. Every investor has an obligation to prepare the Investment Activity Report (LKPM). The purpose of this study is to determine the effectiveness of the training and supervision program for investment activity reports in improving compliance with LKPM reporting by businesses in Surabaya City. The method used in this research is descriptive with a qualitative approach. The required data consists of primary data. Data were obtained through observation, interviews, and documentation, while sample selection techniques used purposive sampling. Effectiveness in this study is based on 5 parameters: program understanding, target accuracy, timeliness, goal achievement, and tangible changes. The research results show that all indicators are considered effective.

Abstract

Public service is a series of activities in order to fulfill the service needs of every citizen and resident for goods, services, or administrative services provided by public service providers in accordance with statutory regulations. This is regulated by Law Number 25 of 2009 concerning Public Services. Monitoring and Evaluation of Public Service Provider Performance (PEKPPP), is an effort to carry out systematic measurements on a work unit within a certain period of time to obtain a public service index value. Monitoring and Evaluation of Public Service Provider Performance (PEKPPP) is carried out annually by the Ministry of Administrative Reform and Bureaucratic Reform (PANRB). The purpose of this research is to gain an understanding of how PEKPPP is implemented in Bubutan Sub-district. This research used descriptive qualitative research method. Data collection used in this research was based on observation techniques, structured interviews and documentation. Data analysis techniques included data reduction, data presentation, and conclusion drawing or data verification. The results show that the implementation of PEKPPP in Bubutan Sub-district is considered successful and well executed, leading to an increase in the IPP value to 4.72 in 2024. This is analyzed through Edward III's implementation theory which consists of four aspects, namely communication, resources, disposition and bureaucratic structure.

Abstract

Workload Analysis is a management technique that is carried out systematically to obtain information about the level of effectiveness and efficiency of an organization's work based on work volume. The results of this analysis can be the basis for increasing work productivity and taking other steps in the development, improvement, and utilization of human resources in the government. One of the important innovations in this field is the application of electronic Workload Analysis (E-ABK). With E-ABK, the workload assessment process becomes more objective and transparent. The data collected covers various aspects of the job, from routine tasks to non-routine activities, providing a comprehensive picture of each employee's contribution. The purpose of this study is to explain to readers the process of working and filling workloads through the E-ABK website related to employee performance results, The benefits of implementing workload analysis in an agency for employees and the agency. In this journal using qualitative research methods, the process of collecting data and information related to this research was obtained by conducting interviews, observations, and documentation studies. The author uses 4 research focuses, namely, Communication, Resources, Bureaucratic Structure, and Disposition. The results of this study show that the implementation of the E-ABK website at the Regional Development Planning Agency, Research and Development of the City of Surabaya has been running optimally in accordance with the implementation theory according to Edward III.
