Abstract

Public services are one of the most important things needed by the community, one of which is health services. Health services in the city of Surabaya are considered inappropriate due to lack of communication between service providers and recipients, inadequate infrastructure facilities, and the use of digital technology is not optimal. Therefore, the government seeks to evaluate through the Public Service Implementation Performance Monitoring and Evaluation (PEKPPP) program in order to improve the performance of public service implementation. This study aims to find out and analyze the implementation of the PEKPPP program at the Jagir Health Center. This research method uses qualitative descriptive research through observation, interviews, and documents. The theory used is the theory of policy implementation by Edward III which consists of four variables, namely communication, resources, disposition, and bureaucratic structure. The results of the study show that the implementation of the Monitoring and Evaluation of Public Service Implementation Performance (PEKPPP) program at the Jagir Health Center can be said to be successful as a whole because it is able to improve the quality of public services through improving and improving the lack of supporting data. Where there is good communication between policy implementers and service users, adequate resources with their respective responsibilities in providing services, the disposition of human resources who provide full support for the implementation of the program, and a bureaucratic structure with a clear division of authority.

Abstract

The literature study method is a series of activities relating to methods of collecting library data, reading and taking notes, and managing research materials (Zed, 2008:3). Literature study is an activity that is required in research, especially academic research whose main aim is to develop theoretical aspects as well as aspects of practical benefits. Literature studies are carried out by each researcher with the main aim of finding a basis for obtaining and building a theoretical basis, framework of thinking, and determining temporary assumptions or also known as research hypotheses. So that researchers can grup, allocate, organize and use a variety of libraries in their field. By conducting literature studies, researchers have a broader and deeper understanding of the problem to be researched. The implementation of grup counseling services certainly does not go straight without any problems that follow. Along the way, there are various kinds of problems that follow the development of grup counseling services. In this research, the author will explain various grup problems in the implementation of counseling services.

Abstract

Literature study is a way to obtain information or references about research subjects. After that, the data was examined using descriptive analysis. The descriptive analysis method begins with an in-depth explanation of the facts. Furthermore, this analysis goes beyond simple explanations to include adequate understanding and sound reasoning. Improving the understanding and application of ethics in group counseling requires collective efforts from various parties. Recommendations that can be implemented include standardizing ethics education and training, ongoing ethics training, developing ethical resources, increasing the role of supervisors, strengthening ethical culture in organizations, and increasing awareness of group members.

Abstract

Based on PANRB Ministerial Regulation No. 29/2022 concerning PEKPPP which explains that every agency is obliged to carry out evaluations related to public services in order to improve the quality of public services. Where employees play an important role in achieving these goals. With employees who have abilities according to the criteria referring to Law Number 5 of 2014 concerning Civil Servants, they can run well. This research looks at the problems that occur where employee abilities still need to be improved, from low knowledge in creating documents that employees should be competent and master, many employees in Semampir District who are still not assigned according to their placement, which can hinder the PEKPPP program and objectives. The aim of this research is to describe and explain whether the empowerment of the PEKPPP program in Semampir District, Surabaya City is appropriate. The method used uses a qualitative method and a descriptive approach, where data collection techniques use interviews, literature reviews and documentation. The results of this research show that the empowerment of the PEKPPP program in Semampir sub-district is still not optimal, with indicators that can be improved, starting from employee capabilities, to employee placement that is more in line with the education they have taken.

Abstract

The central government has passed Law Number 5 of 2014 concerning Civil Apparatus with the aim of realizing good governance and creating a state apparatus with high professionalism. The government is obliged to organize accountable management of apparatus resources through the management of Civil Servants. This arrangement is carried out through workload analysis, which is a stage for determining the number of working hours needed to complete a job within a certain time and determining the number of personnel, as well as the appropriate amount of responsibility or workload. Therefore, the Organization Section of the Surabaya City Regional Secretariat created a workload analysis website or e-ABK which has been implemented in each agency within the Surabaya City Government. This research uses descriptive qualitative research. Data collection techniques were carried out using observation, interviews and literature study methods. The results of the implementation of filling in e-ABK for employees in Krembangan District, Surabaya City have not run optimally because there are still problems with employees filling in supporting data on the ABK website which is not valid. Apart from that, they also still don't understand the analysis of workload implementation because the Organizational Section of the Surabaya City Regional Secretariat did not carry out outreach until they understood. However, they should take the initiative to carry out sharing activities between sub-district employees so that they understand more about the implementation of workload analysis.

Abstract

The Workload Analysis Application or e-ABK is an electronic-based application that is used to measure and calculate the workload for each position/work unit and obtain information regarding the level of effectiveness and work efficiency of regional apparatus based on work volume. One of the objectives of carrying out this workload analysis is to determine the needs of employees who occupy a position. Based on research in the field, there are still discrepancies between the results of the job analysis, there are discrepancies with the results of the job analysis that have been previously formulated by the Organizational Section which is different from its implementation in the field, namely that not all of the job analysis job descriptions are carried out by office holders in the Benowo sub-district. So this has caused several employees in the Benowo sub-district to complain that employee needs are still not appropriate. This research uses a descriptive research method with a qualitative approach. This research was conducted to determine the effectiveness of Application-based Workload Analysis in determining employee needs in Benowo sub-district. Based on the research results, the use of the Workload Analysis Application (ABK) to determine employee needs based on the effectiveness sub focus of Duncan's theory (1985) can be said to be effective. This is because the 3 focuses have been fulfilled (Goal Achievement, Integrity and Adaptation).

Abstract

The aim of this study is to analyze the research topics of online lending along with the trends, themes and contributions used. The output of this study is to find other topics that can be used as research variables in the future. The research method used is a literature review using bibliometric analysis extraction through the Publish or Perish application with the Google Scholar database. After narrowing down the research results to journal articles specifically on online lending, 122 articles were obtained from 200 initial search results.The research results were then compiled through the Mendeley application and visualized through the VOSviewer application to see research trends.The results showed that the classification of online lending topics was divided into four clusters centered on fintech lending, p2p lending, consumer protection and pandemic. This research is limited by the lack of diversity in the research topics examined and the software used.

Abstract

The increasing problem of sexual harassment at Universitas Riau has not escaped the attention of Bahana Mahasiswa's news coverage. As an independent campus media, it is necessary to examine how Bahana Mahasiswa applies the concept of Westerhal objectivity and journalistic ethics to such a sensitive issue. The concept of Westerhal objectivity is divided into two main points, namely factuality and impartiality. Meanwhile, the code of ethics serves as a moral and ethical foundation to ensure that a journalist consistently acts with social responsibility, based on the Journalistic Code of Ethics established by the Press Council and 29 press organizations on March 24, 2006, which consists of 11 articles. The purpose of this study is to examine how the application of Westerhal objectivity and the journalistic code of ethics is carried out in Bahana Mahasiswa's coverage of sexual harassment, with three specific news articles serving as the focus of the research. This study uses a qualitative method. The results of the research show that the three news articles adequately consider the points within the concept of Westerhal objectivity, particularly the aspect of factuality. However, in terms of impartiality, the news coverage is found to be inconsistent in achieving neutrality, specifically in avoiding bias and providing a fair space for all parties involved. Regarding the application of the journalistic code of ethics in the news coverage, several articles were found to be violated by Bahana Mahasiswa, namely articles 1, 2, 3, 4, 8, and 9. Based on the analysis of the journalistic code of ethics in the coverage of sexual harassment at Universitas Riau, Bahana Mahasiswa journalists did not fully demonstrate their commitment to adhering to the applicable Journalistic Code of Ethics.

Abstract

Perwujudan Penyelenggaraan Pelayanam Publik yang sesuai dengan hak dan kebutuhan publik merupakan hal yang mutlak dan perlu adanya kepercayaan publik untuk realisasinya. Adapun program, yang dapat dilakukan untuk mencapai tujuan tersebut adalah dengan melalui Peemantauan dan Evaluasi Kinerja Penyelenggaraan Pelayanan Publik(PEKPPP) dengan berpedoman Permendagri nomor 4 tahun 2023 tentang Instrumen dan Mekanisme PEKPPP. Dalam implementasi kebijakan menggunakan teori Donald S. Van Meter dan Carl E. Van Horn (1975) yang memaparkan adanya 6 unsur dalam keberhasilan implementasi kebijakan yang dalah hal ini adalah PEKPPP yaitu Komunikasi antar organisasi terkait dan program-program realisasi,Standar dan sasaran kebijakan/ukuran dan tujuan kebijakan, Karakteristik Organisasi Pelaksana,sumber daya, disposisi atau sikap para pelaksana dan terakhir adalah lingkungan sosial, ekonomi dan politik. Juga mempertimbangkan factor keberhasilan pemantauan yaitu indikatorr kinerja dan target pelaksanaan. Penelitian ini menggunakan metode deskriptif melalui pendekatn kualitatif. melalui wawancara,observasi, dan dokumentasi. Hasil dari penelitian ini adalah Implementasi PEKPPP mampu meningkatkan penyelenggaraan pelayanan publik yang dibuktikan dengan unsur keberhasilan implementasi yang terpenuhi seperti standar,Disposisi, lingkungan sosial,ekonomi dan politik,dan karakteristik Organisasi pelaksana. dan politik dengan output PEKPPP yaitu Indeks Penilaian Publik(IPP) sebesar 4,15 atau sangat baik. Sehingga ini membuktikan bahwa dengan melalui PEKPPP, penyelenggaraan pelayanan publik dapat ditingkatkan.

Abstract

This research aims to determine the effectiveness of implementing e-ABK at RSUD Dr. Mohamad Soewandhie, Surabaya City. This research is descriptive research with a qualitative approach, with data collection techniques through observation, interviews and documentation studies. This research analysis uses Campbell's effectiveness theory including program success, target success, satisfaction with the program, level of input and output and achievement of overall goals. The research results show that 1). The e-ABK program has succeeded in helping leaders analyze employee workload; 2). The success of the target has not been fully optimal, because there are still problems with several employees who still have difficulty operating the e-ABK application, especially in filling workloads and accuracy in creating supporting data; 3). Satisfaction with the program was stated to be quite satisfactory for employees who were able to operate e-ABK, but a small number of employees tended to feel dissatisfied with the existence of this system because they had difficulty in the operating process and accuracy in generating supporting data. On the other hand, the leadership also stated that they were quite satisfied with the implementation of e-ABK; 4). At the input and output level, the application has been programmed to process input and output according to employee workload analysis needs; 5). In achieving the overall goal, it is quite good, but there are still some employees who do not understand or have the skills to use the e-ABK application and accuracy in creating supporting data. Thus, it can be concluded that the effectiveness of implementing e-ABK in analyzing employee workload at RSUD dr. Mohamad Soewandhie, Surabaya City is not yet fully effective because there are still problems, some employees still do not understand and are skilled in using the e-ABK application and are accurate in creating supporting data.
