Jurnal Ekonomi dan Pembangunan Indonesia (JEPI) has been published since 2000 by the Department of Economics, Faculty of Economics and Business Universitas Indonesia. The journal has been accredited B as a national academic journal based on the Decree of the Director General for Higher Education Accreditation Number 43/DIKTI/Kep/2008. In 2015, it has got re-accreditation B based on Decree of the Director General for Higher Education Accreditation Number 1/E/KPT/2015 on 21 September 2015 for period 2015-2019. Then, JEPI has Reakreditasi Tetap di Peringkat 2 based on Decree of the Minister of Research and Technology/Head of National Research and Innovation Agency Number 148/M/KPT/2020 on 3 August 2020 for period 2020-2025. The journal published biannual in January and July. JEPI focuses on issues pertaining empirical investigation on Indonesian economy. The journal aims to publish and disseminate high quality publication at national level through blind review process. The articles published in JEPI are expected to cover wide range topics in economics and employed standard economics analysis tools focusing on Indonesian economy. The topic encompasses various fields of economics, including but not limited to monetary, fiscal, environment and natural resource, industrial organization, regional and urban economics, and international and trade. It is expected for JEPI to facilitate students, lecturers and researchers to contribute significantly in understanding Indonesian economy.

Abstract

The COVID-19 vaccination is considered crucial for controlling the pandemic and accelerating economic recovery. However, empirical evidence on the impact of vaccination on health and the economy at the district/city level in Indonesia remains limited. This study aims to analyze the impact of vaccination on health outcomes and economic conditions. The methodology used is a fixed effect model with monthly panel data on vaccination and health outcomes (positivity rate and recovery), as well as annual data on per capita expenditure in 514 districts/cities from January 2021 to December 2022. The results show that the first dose of vaccination significantly reduces the positivity rate, increases recovery rates, and enhances per capita expenditure. Furthermore, the second dose of vaccination sustains these positive effects, underscoring the importance of complete vaccination doses.

Abstract

This study aims to analyze green investment planning in medium and large enterprises in Central Java Province. This study employs several analytical tools, including regression with quadratic variables, Klassen Typology Analysis, and Analytic Network Process (ANP). The research locus is 35 districts/cities in Central Java Province. The results of the study show that industries in Central Java contribute significantly to economic transformation, but also harm environmental quality, the regression results show the Pollution Haven Hypothesis in several main industries in Central Java. The sectors that have potential to reduce the quality of the environment are oil and gas mining, textiles, leather goods, and transportation, so incoming investment needs to be directed to reduce negative externalities that arise.

Abstract

Production and consumption of cigarettes in Indonesia tend to increase. Increasing production has a positive impact on state revenue. However, the increasing consumption of cigarettes harms public health. The government implemented a policy of cigarette excise tax to control cigarette consumption. This study aims to analyze the impact of increasing the cigarette tax on the economic performance of the cigarette industry. Using Two-Stage Least Squares (2SLS) estimation methods shows that cigarette production is influenced by its consumption. Cigarette consumption is influenced by its price, per capita income in the previous year, and its consumption in the previous year. Cigarette’s price is influenced by its consumption in the previous year, excise tax, and its price in the previous year. The simulation results show that increasing the excise tax by 23 percent is efficient enough to reduce cigarette consumption while still increasing production.

Abstract

Indonesia has implemented a new policy of regional autonomy and fiscal decentralization for almost ten years. One of the objectives of this fiscal decentralization is to give the full autonomy to local governments in spending and managing their revenues. The local governments have the authority to explore and collect their own-source revenue ('Pendapatan Asli Daerah', or PAD), i.e. through the improvement of their tax effort. The objectives of this study are: (i) to describe the fiscal performance of districts and municipalities in Indonesia, both in the revenue as well as the expenditure sides, (ii) to analyze the effects of intergovernmental transfers ('dana perimbangan', or balancing fund from the central to regional governments) on regional tax efforts, and (iii) to identify the regional economic growth elasticity of intergovernmental transfers and own-source revenue. This study employs a panel datasetof 336 districts and municipalities covering the whole area of Indonesia over the time period of 2001-2008. The results show a relatively low contribution of PAD to regional revenues, indicating high fiscal dependency of regional govemments on the central government. Intergovernmental transfers positively effect tax efforts. The re·sult of the elasticity analysis also indicates a positive role of the transfers as stimuli to economic growth.

Abstract

Economic and political systems might have a great share in determining the speed of the economic growth in an economy. Majority of the researchs in the past relied on physical input accumulation in determining economic growth, without taking into account the contribution of institutional characteristics. This research is aimed to test the hypothesis that economic freedom and political system affect the economic growth. Using panel data method (pooled least square approach) in eight ASEAN countries during the perioo of 1997-2007 and based on a framework of Solow economic growth model, it is showed that the more free and efficient economy leads to faster economic growth, and political democracy can otherwise hinder economic growth. Economy can grow higher if public policies are directed to the creation of a stable monetary conditions, a more efficient in intermediation of financial markets, approp1iate public budget policy, straightforward and efficient regulations, corruption eradication, as well as lower taxes. Nevertheless the index of investment freedom and property rights are far away from the behaviors of existing theories and hypothesis, so further research is needed.

Abstract

The limited number of auction agents of tuna fish and the lack of infrastructure in auction center trigger the occurrence of third parties in marketing system. The collusion on price among agents ocrurs in auction center, especially in harvest season. The asymmetric information of the price between agent to consumer has occurred for a long time in West Sumatra and even in various regions in Indonesia. The challenges are how to develop fisheries and minimize poverty which occur on fisherman. The aim of this research was to analyze the asymmetry of price of tuna fish at agents, sub-agents and retailers coming from three auction centers toward four regional markets in West Sumatra. Methodology used in this research was Boyd and Brorsen's theory by using data on daily price of tuna fish. The result of thisstudy reveals that asymmetry of price was found at auction centre in West Sumatra. This result indicated that the increasing of price at sub-agents was not followed with the increasing of price at agents. However, the increasing of price at sub-agents was directly followed with the increasing of price at retailers.

Abstract

The purpose of this study is to select the management zone to avoid the deterioration of environmental goods, by conducting comparative value of the economic benefits of conservation between management focused on the monument that pay attention only to the entire ecosystem of Borobudur Regions. Two hundred tourists who came to Borobudur or Jogjakarta were obtained as samples. Data were collected using interviews with structured questionnaire. Afterward, we used contingent valuation method (CVM) to calculate the value of the economic benefits and we measured the total value of the individual consumer's willingness to conserve the heritage under several scenarios of hypothetical market. The results testify that the value of theeconomic benefits of Borobudur area conservation reached US$4.2 billion per annum or around IDR40.1 trillion. Thisvalue reflects that the area of Borobudur is important to be preserved. Such values can be operationally useful when planning and management have been conducted comprehensively. The implication of this is that government should forma new governing body that is integrated in one management, holistic, involving multi-stakeholders both central and local governments and local communities. Organizations like these need to be run with the principle of shared responsibility and independence in .financial. Therefore, as a World Heritage icon, the vision of the management of Borobudur area was needed to experience metamorphosis, from initially focus on short-term profits through increased tourism market, shifted to the achievement of long-term prosperity based conservation and education.

Abstract

The aim of this paper was to determine the effect of public sector expenditure to economic growth and poverty in all provinces in Indonesia during period 2006 to 2008. Using Full Information Maximum Likelihood (FIML) approach, the result showed that public sector expenditure on education and health sector had significant effect in boosting economic growth. Inaddition, the output produced by the education and health sector, both of the output had significant effect on economic growth. While, public sector expenditure on infrastructure had insignificant effect. Furthermore, this study showed that public sector expenditure on education and health also had significant effect in reducing the number of poor through the outcome such as form of school enrollment, literacy, infant mortality and life expectancy. On the other hand, the effect of economic growth to reduce the number of poor was not significant.

Abstract

There are several factors influencing the financial system stability, namely the internal and the external factors. The occurrence of stock price volatility internationally, the contagion effects and the spillover effects are some external factors that have effect on the financial system stability. This research aims to know the dynamic relationship of regional and global stocks market in international financial system, and then do the analysis of the occurrence of contagion effects and spillover effects on stock price, and see their influence on domestic economics, monetary policy and financial system stability, by GARCH-VAR model.The results of this research indicate that there are some domination of the mature financial market to regional and domestic market. Moreover, the nearby regional stock price index also have a big contribution to the movement of other regional stock price market. The impact of stock price volatility to the IDR exchange rates volatility is relatively small, but not to the price level which is significantly large. Data analysis shows that there is contagion effects in stock market, but the spillover effect from stock price volatility to exchange rates volatility does not occur.
