Abstract

Cash transfers during crises have become a central instrument of social protection, yet their effectiveness depends heavily on inter-institutional coordination, the timeliness of beneficiary data, and implementation practices at the local level. This study addresses two questions: how institutional coordination, beneficiary data governance, and subnational mediation shape targeting accuracy; and why emergency transfers that alleviate short-term hardship still generate inclusion errors, exclusion errors, and legitimacy-related grievances. The study employs a qualitative case study design through the lens of institutional political economy, drawing on semi-structured interviews with implementing actors, beneficiaries, and local observers, complemented by field observation, document analysis, and contextual administrative statistics. The findings show that uneven coordination capacity among implementing actors and outdated beneficiary registries intensify targeting errors and weaken program legitimacy. Although cash assistance helps sustain household consumption and meet basic needs during crises, its effects remain primarily short-term and protective rather than transformative. This study argues that the effectiveness of cash transfers is shaped not only by the size of the benefit, but also by the interaction between institutional capacity, data quality, and the politics of implementation.

Abstract

This study focuses on the role of the Public Broadcasting Institution Radio Republik Indonesia as a communication media in implementing development on the border of NKRI-RDTL. The purpose of this study is to describe, analyze, and interpret the role of Radio Republik Indonesia as a media for disseminating information on the implementation of the cross-border festival and the fulan fehan festival which have become annual agendas of the Belu district government. The type of research used in dissecting this problem is descriptive research, namely a type of research that describes a phenomenon or event as it is and analyzes data using a qualitative approach. In digging up information from informants, the author uses interview guidelines as a tool in conducting interviews. The interview begins with the Head of RRI Atambua, and the information moves to the Head of Broadcast, Program Director, Broadcast Director and Studio Technician. The results of the study show that LPP-RRI Atambua Station has carried out its function as an information.

Abstract

This study aims to analyze the influence of village head leadership on community participation in development in Nifuboke Village, Noemuti District, North Central Timor Regency, based on the perceptions of village officials. Village head leadership is considered an important factor in encouraging community involvement in village development processes, including planning, implementation, and supervision stages. This study employed a quantitative approach using a survey method. The research population consisted of 13 village government officials in Nifuboke Village, all of whom were selected as respondents through a saturated sampling technique. Data were collected through questionnaires, observation, and documentation. Data analysis included validity and reliability tests, simple linear regression, coefficient of determination, and hypothesis testing using SPSS version 28. The findings indicate that village head leadership has a positive and significant influence on community participation in village development. The regression results demonstrate that improved leadership quality is followed by increased community participation. The coefficient of determination indicates that village head leadership contributes substantially to variations in community participation, while the remaining proportion is influenced by other factors beyond the scope of this study. These findings emphasize the importance of communicative, participatory, and responsive leadership in strengthening community engagement in village development.
