Abstract

Tujuan penelitian ini adalah untuk mendeskripsikan implementasi kebijakan Rencana Kerja Pemerintah Desa (RKPDes) dalam bidang pelaksanaan pembangunan di Desa Kiusili, Kecamatan Bikomi Selatan, Kabupaten Timor Tengah Utara. Fokus penelitian meliputi informasi, isi kebijakan, dukungan masyarakat, dan pembagian potensi. Pendekatan yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa penyampaian informasi terkait penyusunan RKPDes sub bidang kesehatan telah berjalan baik melalui pertemuan langsung dengan masyarakat, aparat desa, tenaga kesehatan, dan tokoh masyarakat, meskipun masih ada kendala seperti informasi yang kurang jelas dan perubahan jadwal musyawarah. Isi kebijakan program kesehatan dirumuskan cukup jelas dan sesuai kebutuhan masyarakat desa, meskipun terdapat kendala keterbatasan anggaran, koordinasi antarpihak yang belum optimal, dan kurangnya partisipasi masyarakat. Dukungan masyarakat terlihat baik secara fisik melalui kehadiran dalam musyawarah dan secara non fisik melalui usulan serta masukan,Pembagian potensi dalam proses penyusunan RKPDes telah dilakukan dengan baik, pemerintah desa berperan mengoordinasikan proses, tenaga kesehatan memberikan data kesehatan dan masukan teknis, tokoh masyarakat membantu menyampaikan aspirasi masyarakat serta masyarakat umum memberikan pendapat dan memberikan laporan kondisi kesehatan yang ada

Abstract

Penelitian ini bertujuan untuk menganalisis partisipasi masyarakat dalam Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) di Desa Modelidu, Kecamatan Telaga Biru, Kabupaten Gorontalo dengan menggunakan kerangka analisis teori partisipasi menurut Kaho yang membagi partisipasi menjadi empat dimensi: perencanaan, pelaksanaan, pemanfaatan hasil, dan evaluasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi terhadap sembilan informan yang terdiri dari aparat desa dan masyarakat. Hasil penelitian menunjukkan bahwa partisipasi masyarakat cukup aktif pada tahap perencanaan dan pelaksanaan, namun rendah pada tahap evaluasi dan pemeliharaan. Faktor penghambat meliputi persepsi bahwa pemeliharaan adalah tanggung jawab pemerintah, rendahnya kesadaran kolektif, dan minimnya sosialisasi. Rekomendasi diarahkan pada peningkatan kapasitas kelembagaan lokal dan penguatan edukasi masyarakat.

Abstract

Penelitian ini bertujuan untuk mengevaluasi kinerja Badan Keuangan dan Pendapatan Daerah (BKPD) Kabupaten Bone Bolango berdasarkan tiga indikator utama, yaitu akuntabilitas, responsivitas, dan responsibilitas. Penelitian ini menggunakan pendekatan deskriptif dengan analisis data kualitatif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi, kemudian dianalisis melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kinerja BKPD telah berjalan dengan baik. Aspek akuntabilitas, BKPD mampu mewujudkan keterbukaan informasi melalui laporan keuangan yang transparan dan dapat diakses publik, serta melibatkan pemangku kepentingan dalam perencanaan dan evaluasi program. Aspek responsivitas, BKPD mampu memberikan tanggapan cepat dan tepat terhadap kebutuhan masyarakat maupun perubahan regulasi, serta menghadirkan layanan berbasis data yang akurat. Sementara pada aspek responsibilitas, BKPD menunjukkan kepatuhan terhadap aturan pemerintah pusat dan daerah, menjaga keberlanjutan kinerja melalui penguatan SDM, perencanaan jangka panjang, pemanfaatan teknologi, serta penerapan etika organisasi melalui disiplin kerja, sosialisasi kode etik, dan keteladanan pimpinan. BKPD menunjukkan kepatuhan terhadap aturan pemerintah pusat dan daerah, menjaga keberlanjutan kinerja melalui penguatan SDM, perencanaan jangka panjang, pemanfaatan teknologi, serta penerapan etika organisasi melalui disiplin kerja, sosialisasi kode etik, dan keteladanan pimpinan. Rekomendasi hasil penelitian, BKPD perlu terus memperkuat koordinasi antar-stakeholder, meningkatkan kapasitas SDM, serta mengoptimalkan pemanfaatan teknologi dalam pengelolaan keuangan daerah.

Abstract

This study aims to analyze the success of collaborative governance in managing parking levy administration at the Department of Transportation of Kupang City. A qualitative research method was employed, using both primary and secondary data. Data were collected through observation, interviews, and documentation, and analyzed using descriptive qualitative analysis based on the collaborative governance theory proposed by Ansell and Gash. The findings indicate that the success of parking levy management is influenced by four main indicators. First, face-to-face dialogue plays a crucial role in strengthening collaboration among stakeholders and improving efficiency and effectiveness in parking services. Second, trust-building is a continuous process that requires commitment to transparency, fairness, and service quality improvement. Third, commitment to the process is a core element in achieving effective and sustainable parking management. Fourth, mutual understanding among stakeholders contributes to a more responsive, efficient, and sustainable parking management system that enhances public welfare and stakeholder satisfaction.

Abstract

Community empowerment emphasizes the effective mobilization of local resources and active participation to stimulate local economic development. This study seeks to examine the partnership between the Tlogojati Village Government and PT Tambi in the management of village-owned land assets, applying the Asset-Based Community Development (ABCD) framework and Public–Private Partnership theory to expand employment opportunities for local residents. Optimizing village assets is a critical aspect of rural development, as it contributes to improving community welfare. A descriptive qualitative approach was employed, with data collected through interviews, observations, and document analysis. The findings indicate that the partnership was established on a mutually beneficial basis: the village government contributed village land as a productive asset, while PT Tambi provided managerial expertise in tea plantation operations. This collaboration generated tangible outcomes, including increased employment in production, maintenance, and processing activities, as well as growth in Village Original Revenue (PADes). Nevertheless, the study identified several challenges, particularly limited land value and the need for greater transparency in asset management. Overall, the partnership represents a best practice in asset-based community empowerment, although strengthening institutional capacity and expanding partner diversification remain essential to ensure long-term sustainability.

Abstract

This study examines coordination practices within the Weliman District Government in carrying out governmental functions. A descriptive qualitative approach was employed using observation, in-depth interviews, and documentation analysis. The findings show that internal coordination is conducted through routine weekly and monthly meetings and official circulars, generally aligned with annual plans and established agendas. However, coordination effectiveness is constrained by weak cross-unit communication that leads to miscommunication, as well as limited human resources in terms of both quantity and capacity. External coordination functions to convey government directions to the community, supporting mutual understanding and encouraging public cooperation in line with district objectives. Horizontal coordination is implemented through regular meetings, coordination forums, and cross-sector communication involving task division, information exchange, and joint decision-making. Nevertheless, limited commitment and responsiveness from some stakeholders, along with constraints in time, budget, and energy, hinder optimal outcomes. Vertical coordination plays a strategic role in ensuring effective governance and security at the sub-district level, yet its implementation remains suboptimal. Strengthening inter-agency collaboration, establishing consistent communication forums, improving data and information support, and fostering shared commitment among leaders and law enforcement agencies are essential to enhance coordination and public service delivery.

Abstract

The issue in this research is whether there is an influence of education on community participation. This study aims to determine the influence of education on community participation in development in Naekake A Village, Mutis District, North Central Timor Regency. This type of research uses quantitative research methods. The population in this study totaled 1,734 people and the sample consisted of 95 individuals. This research was conducted in Naekake A Village, Mutis District, North Central Timor Regency. The data sources come from primary and secondary data. Data collection techniques used questionnaires, observations, and documentation. Data analysis techniques use Spearman Rank Correlation and the Coefficient of Determination (R2). The research results indicate that there is an influence between education and community participation in development in Naekake A Village of 17.5%, while the remaining 82.5% is influenced by other variables outside this research model.

Abstract

This study aims to analyze the implementation of BUMDes Jaya Lestari in Sungikulon Village by focusing on management optimization strategies, existing constraints, and its contribution to Village Own-Source Revenue (PADes). A qualitative single-case study design was employed using in-depth interviews, participatory observation of business units such as Pospay services and 3-kg LPG outlets, and document analysis of financial statements, sales logbooks, and other operational records. Data were analyzed through an interactive process involving data reduction, data display, and conclusion drawing. The findings indicate that strategies related to human resource capacity building, product promotion, partnerships with PT. Pos and PT. Pertamina, and capital strengthening are only sufficient to maintain operational continuity and have not yet generated a significant contribution to PADes. Internal constraints include limited managerial and financial skills, low transparency, and less effective leadership, while external constraints arise from market competition and low community participation. The contribution of BUMDes is more evident in non-financial aspects such as service facilitation, economic empowerment, and social impact, whereas its direct financial contribution to PADes remains very limited.
