Adabi: Journal of Public Administration and Business is an international journal published by Sekolah Tinggi Ilmu Administrasi Adabiah Padang. This journal discusses and raises various issues related to admininstration and business both theoretically and practically, while also raises the issue of research in business and administration such as: curriculum, media and learning model, instruments for evaluation in business and administration, learning development for business and administration, and action researches. Articles will be published if they were scientifically valuables, providing new knowledge and useful for the community of business and administration. This journal is published twice a year, published in June and December.

Abstract

Democracy at the local tier exhibits intricate dynamics and possesses substantial variances, one of which pertains to the democratic framework in Nagari, West Sumatra. The West Sumatra Provincial Regulation 7/2018 delineates an interpretation of Nagari through the principle of territorial unity within the governmental structure of Nagari. In alignment with its legal authority, West Sumatra Provincial Regulation 7/2018 encompasses a conceptualization of Nagari infused with the essence of Traditional Village, achieved through establishing Nagari institutions aimed at fortifying customary practices. This fortification is directed towards the component of traditional leaders, which signifies a hallmark of the Minangkabau cultural entity. Traditional leaders, or tribal chiefs, have diminished their authoritative power due to the polarization of political institutions governing the village. The West Sumatra Provincial Regulation 7/2018 advocates for governmental institutions to reinforce traditional stakeholders or leaders alongside their inherent rights. In this regard, West Sumatra Provincial Regulation 7/2018 elevates the status of traditional leaders, who have traditionally occupied roles within community institutions, to positions of prominence within governmental frameworks. This elevation is predicated on the premise that conventional leaders embody the essence of tradition itself, serving as figures who exemplify leadership and uphold the distinctive characteristics of the village populace as dictated by traditional norms.

Abstract

This research rigorously examines the pivotal function of supervisory mechanisms in augmenting the performance of regional governmental bureaucracies. Through a comprehensive review of extant literature, this inquiry underscores the critical significance of proficient supervision in fostering accountability, transparency, and operational efficacy within the regional governance framework. The results suggest that although conventional supervisory techniques remain indispensable, incorporating technological innovations and participatory methodologies markedly enhances the effectiveness of oversight frameworks. Nonetheless, the investigation also elucidates that the efficacy of these supervisory functions is profoundly contingent upon contextual variables, including institutional capacity, political endorsement, and local cultural intricacies. The study delineates existing deficiencies within the literature, particularly emphasizing the necessity for a more integrative and contextually pertinent supervisory paradigm that can adjust to the distinctive challenges inherent in local governance. This research enriches the academic discourse by proffering pragmatic recommendations to refine supervisory practices within regional administrations, with the ultimate objective of enhancing public service delivery and bolstering public trust.

Abstract

Indonesia's plan to relocate its capital from Jakarta to East Kalimantan is driven by various socio-economic and environmental challenges in Jakarta, including overcrowding, economic disparity, water scarcity, and environmental degradation. The decision has faced criticism for its potential financial burden amidst the COVID-19 pandemic recovery efforts and concerns over legal and managerial complexities. Despite the strategic benefits of reduced congestion and disaster risk in Kalimantan, issues such as social integration, security threats, and the need for substantial funding remain pivotal in determining the project's success. This paper employs a qualitative descriptive approach, integrating academic literature and expert opinions, to analyze the economic-political implications of the capital relocation amid public resistance and government challenges.

Abstract

The recession that shook the world due to Covid 19 has not ended. This situation hurts almost all SMEs, including Optic Ihsan located in  Padang City, West Sumatra, vulnerable to natural disasters. Revenue that has continued to decline since the pandemic until the end of 2024 is a strong reason to conduct a risk management analysis for the continuity of the store in the future, facing the recession 2025 which is expected to peak in 2026 and end in 2027. The purpose of this study is to analyze the possible risks that exist in Ihsan Optic using ISO 31000. The research method used is qualitative. Data collection was carried out by observation and in-depth interviews. The results of this study obtained 10 possible risks that occurred, consisting of 3 High Risk, 6 Medium Risk, and 1 Low Risk. It is recommended to increase online store activities and maintain and improve service and quality through good quality management

Abstract

This research examines the execution of the zoning-based New Student Admissions (PPDB) policy at SMA Negeri 2 Padang, in alignment with the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 1 of 2021. This policy aims to enhance equitable access to and the quality of education across Indonesia, stipulating that schools must admit a minimum of 50% of new students through the zoning pathway, which is determined by residential proximity. Nonetheless, enacting this policy encounters many challenges affecting educational institutions, local government bodies, and the broader community. This study employs a qualitative descriptive methodology, utilizing comprehensive interviews with school principals, educators, PPDB committee members, parents of students, and representatives from the Education Office. Additionally, data collection methods encompass the analysis of relevant policy documents and direct observational research. The findings indicate significant impediments to policy dissemination and the technical dimensions related to zoning. Numerous parents express confusion regarding the metrics for distance measurement and the allocation of quotas for academic achievement, affirmative action, and transfer pathways. The inadequacy of school infrastructure further contributes to public discontent. Despite the policy’s intent to foster equity, the perception of preferred schools persists. Enhanced dissemination of information, rigorous policy oversight, and infrastructural enhancements are imperative in educational institutions in less developed areas to effectively realize the objective of educational equity.

Abstract

Libraries have an important role in supporting academic research. Librarians are not only tasked With managing information resources, but also play a role in assisting researshers in the process of searching for information, processing data, and publishing research result. The aim of this research is to identify the role of librarians in supporting academic research, both in terms of services, infrastructure and information literacy. The research result shows that the role of librarians is very important in increasing the effectiveness and efficiency of academic research. Information literacy and the proper use of electronic resources are two areas in which librarians may make a difference. Since it stores, processes, and provides the information sources required throughout the research process of its academic community, the library plays a crucial role as a supporting element of universities in research operations. However, up until now, the university library has mostly served as a repository for research findings and has played little to no role in the actual research process. First, the library should revitalise its reference collection in order to better assist researchers. 2.
