Abstract

Mangroves are tropical coastal ecosystems that play a vital role in climate change mitigation, ecosystem service provision, and supporting the livelihoods of local communities. However, over the past five decades, the world has lost nearly one-third of its mangrove forests due to land conversion, coastal development, and overexploitation. In Papua, Waropen represents one of the regions with extensive mangrove coverage while simultaneously facing ecological degradation pressures. This study aims to examine the role of Waropen women in mangrove management, particularly following the Women’s School (Sekoper Waropen) initiative launched in 2018, which graduated its first cohort in 2019. The research employed a descriptive qualitative approach, relying on secondary data from government reports, scholarly publications, and media documentation. Thematic analysis was conducted to identify changes in women’s social, economic, and ecological roles post-Sekoper. The findings reveal a significant transformation in women’s roles. Prior to Sekoper, women were mostly confined to subsistence use of mangrove resources for household consumption and had limited involvement in public forums. After participating in Sekoper, women became more engaged in mangrove rehabilitation, village decision-making processes, and economic ventures such as mangrove-based food and beverage products, including crab dishes and mangrove fruit syrup. The program also enhanced women’s environmental literacy, self-confidence, and social recognition as agents of change. Nevertheless, challenges remain, including limited access to capital, technology, and policy support. This study highlights the importance of gender mainstreaming in coastal ecosystem governance and offers recommendations to strengthen women’s role as key actors in sustainable development.

Abstract

This study aims to analyze the investment policies in Semarang City, focusing on Regional Regulation Number 9 of 2014 and its execution by the Investment and One-Stop Integrated Services Office (DPMPTSP). Using a descriptive qualitative approach, this research applies the policy implementation theory by Edward III, examining four variables: communication, resources, disposition, and bureaucratic structure. The results show that despite significant efforts to promote investment, the policy implementation still faces various challenges. These include suboptimal communication between agencies, limited human resources (HR) capacity, and misalignment between regional regulations and newer national policies, such as the Omnibus Law and the Online Single Submission (OSS) system. Although Semarang City has great investment potential supported by adequate infrastructure, the realized investment has yet to meet the set targets. Therefore, this study recommends an optimization strategy that includes simplifying licensing procedures, enhancing the capacity of apparatus, harmonizing regulations across government levels, and integrating technology to improve transparency and ease of investment.

Abstract

This study analyzes the strengthening of bureaucratic ethics to realize quality public services in Indonesia using a descriptive narrative method by triangulating data from 40 speakers, policy documentation, and literature studies. The findings show that the implementation of bureaucratic ethics still faces a gap between formal norms and field practice, with an average community satisfaction index of 75.6. Five main factors influence effectiveness: transformational leadership, oversight and sanction systems, organizational culture, HR competencies, and technology support. The study proves a positive correlation between strengthening bureaucratic ethics and improving service quality, where units with high ethical implementation show a 15-20% higher satisfaction index. The main challenges include the resistance of the bureaucratic culture, weak reward and punishment, and lack of systematic capacity building. Strategies to strengthen ethics include: ethical leadership, reform of the reward and punishment system, digitization of services, sustainable capacity building, and strengthening supervision. The theoretical implications contribute to the integration of Weber's ethical concepts, New Public Service, and good governance in the Indonesian context. The practical implications provide a blueprint for bureaucratic reform through five comprehensive strategies that can be implemented in stages to achieve the 2025 world-class public service target.

Abstract

This article traces the evolution of modern public administration from Weberian rational bureaucracy to contemporary ideas of adaptive bureaucracy. We synthesize four classic books and eleven peer‑reviewed journal articles to map paradigm shifts from traditional bureaucracy to New Public Management (NPM), New Public Governance (NPG), digital‑era governance, complexity leadership, collaborative governance, and organizational resilience. Using an integrative literature review, we (1) compare core design logics (structure, coordination, decision rights, and accountability) across paradigms; (2) distill a five‑pillar conceptual model of adaptive bureaucracy—ambidextrous structure, agile learning processes, networked/collaborative governance, data‑driven/digital capabilities, and resilience/risk governance; and (3) advance actionable propositions for reform. We argue that adaptive bureaucracy reconciles rule‑bound reliability with continuous adaptation by coupling Weberian legality and due process with exploration, co‑creation, and digital enablement. The model clarifies how public organizations can meet volatility and complexity without sacrificing legitimacy. Implications include redesigning roles and incentives for exploration–exploitation balance, codifying agile yet auditable routines, scaling collaborative platforms, and investing in socio‑technical data infrastructure and resilience exercises. The article contributes a structured bridge between classic administrative rationality and contemporary adaptive governance suitable for volatile, uncertain, complex, and ambiguous (VUCA) contexts.

Abstract

The development of digital technology has significantly changed the way organizations manage human resources (HR), both in the public and business sectors. Organizations are now required to transform from an administrative HR management system to a technology-based strategic role to improve efficiency, competitiveness, and economic productivity. The results show that HR management transformation plays a significant role in improving organizational performance through the implementation of digital technologies such as Human Resource Information Systems (HRIS), people analytics, big data, and artificial intelligence (AI). This transformation can improve work efficiency, accelerate decision-making processes, and encourage innovation and collaboration. In the public sector, human resource digitalization supports bureaucratic reform towards transparent and accountable governance, while in the business sector, it strengthens employee competitiveness and creativity. However, key challenges identified include the digital competency gap, resistance to change, and limited technological infrastructure, particularly in public organizations and developing regions. The study concluded that the success of human resource transformation depends not only on technology adoption but also on organizational cultural readiness, visionary leadership, and the continuous development of digital competencies. Synergy between people and technology is key to achieving sustainable economic productivity in the digital era.

Abstract

This study aims to analyze the impact of digitalization of public services on budget efficiency, governance innovation, and economic growth in Indonesia. Using qualitative methods through a literature review approach, this study explores various academic sources and policies related to the digital transformation of government. The results show that the implementation of the Electronic-Based Government System (SPBE), e-budgeting, and online public services have a positive impact on increasing transparency, accelerating service delivery, and reducing operational costs. Furthermore, digitalization has contributed to the creation of a new economic ecosystem, which in turn strengthens the principles of good governance in government. However, several obstacles remain to be overcome, such as infrastructure inequality, low digital literacy among the public, and weak regulations supporting the application of technology in public services. Therefore, the success of digitalization of public services depends heavily on the readiness of human resources, the strengthening of more inclusive policies, and synergy between government agencies so that digital transformation can be effective, sustainable, and reach all levels of society.

Abstract

Digital era demands rapid adaptation by public administration to increase economic effectiveness and drive innovation in national development. This study aims to analyze the impact of public administration digitalization on economic effectiveness and national development innovation, as well as to identify inhibiting and supporting factors. The method used is a qualitative approach through a literature review of various secondary sources such as scientific journals, policy reports, and government publications. The results indicate that digitalization through e-government and the integration of technology-based public services have increased bureaucratic efficiency, transparency, and the quality of public services, which in turn strengthens the national economic ecosystem. Digital transformation also encourages policy innovation and cross-sector collaboration in development. However, gaps in digital infrastructure between regions, low digital literacy among officials and the public, and bureaucratic cultural resistance are major obstacles to equitable distribution of these positive impacts. Therefore, optimizing public administration digitalization requires a national strategy oriented toward equity, human resource capacity building, and institutional innovation to strengthen economic competitiveness and achieve sustainable national development.

Abstract

The Indonesian government prioritizes food self-sufficiency to ensure food availability and affordability as a pillar of national stability. The Food Self Sufficient Village Program (DEMAPAN) was launched as an effort to achieve food self-sufficiency at the village level, with Sodong Village as the pilot project location in 2024. This study aims to analyze the strategies employed by the Agriculture and Food Security Department of Tangerang Regency in creating food self-sufficiency through the Food-Self-Reliant Village Program (DEMAPAN) in Sodong Village, as well as the challenges faced. The research method used is descriptive qualitative, involving observation, interviews, and documentation. This study employs Kooten's theory as cited in Salusu (2006). Program Strategy, and Institutional Strategy have been implemented optimally through synergy between the Department, Village Government, and community groups, successfully increasing farmers' income, access to nutritious food, and sustainable training. However, in the dimension of Resource Support Strategy, the results have not been optimal due to constraints such as labor shortages, declining member motivation, and issues related to fund and land management. Other challenges include limited budgets, expensive agricultural equipment, and unfavorable land conditions. To achieve optimal results, it is necessary to enhance resource support, provide continuous training, and pay special attention to motivation management and human resource development.
