Abstract

This study aims to analyse the quality of public services in Kelurahan Blabak using the SERVQUAL dimensions, so as to provide a comprehensive picture of the level of community satisfaction and provide input for improving service quality in the future. This research uses descriptive qualitative method to analyse the quality of public services in Blabak Village, Kediri City, based on the five dimensions of SERVQUAL. Data were collected through interviews, observations, and documentation, then analysed using interactive analysis with triangulation for data validity. The results showed that public services in Blabak Village, Kediri City, showed a fairly good quality based on the five dimensions of SERVQUAL. In terms of tangibles, facilities such as computers, printers, and internet networks are well available. However, limited space and seating are still an obstacle in providing comfort for the community. In reliability, administrative services, especially the processing of population documents, run quite reliably, especially with the presence of the SAKTI application which facilitates online processing and reduces queues. The responsiveness dimension is reflected in the readiness of officers to serve and respond to the needs of the community, although sometimes it is still constrained by technical problems such as internet networks. In the assurance dimension, people feel safe because the officers show a friendly and professional attitude, in accordance with the motto ‘Salam, Sapa, Senyum,’ which creates a warm and pleasant service atmosphere. Meanwhile, empathy can be seen from the officers' concern for the community, despite the limited number of personnel and diverse educational backgrounds, they still try to serve optimally. Thus, despite the challenges, public services in Blabak Village have run quite optimally. However, improvements are needed in terms of infrastructure and the number of officers so that services can be more comfortable, fast, and efficient.

Abstract

Digital transformation has become a major driver of organizational change across sectors. However, many organizations still fail to build adequate capacity due to a lack of understanding of the critical success factors in the digital era. This study aims to identify and analyze key elements that influence the success of capacity development in organizations facing digital disruption. Using a descriptive qualitative approach, data were collected through literature reviews and case analyses of organizations that successfully implemented digital transformation. The findings indicate that success is determined by the synergy of four primary factors: transformational leadership, adaptive organizational culture, human resource competence, and technological readiness. These factors operate not in isolation but as a mutually reinforcing managerial ecosystem. Visionary leadership shapes innovative culture; supportive culture enhances HR capabilities; and competent HR facilitates optimal use of technology. This study contributes theoretically by offering an integrative and practical model that can serve as a strategic guide for organizations aiming to enhance their internal capacity sustainably in the face of digital complexity.

Abstract

Talent management in the modern business sector is crucial because it provides a greater contribution to the management of human resources, which are now seen as valuable assets of the company. This approach not only functions as an internal strategy, but also as a form of anticipation of the risk of losing quality workers, considering the tendency of high employee mobility who can move to other companies at any time with more attractive offers. Through effective talent management, companies can optimize the potential of their personnel in achieving organizational goals. This study uses a literature study method, and the findings show that job satisfaction has a significant correlation with talent management practices. Some of the strategies identified in this context include developing digital skills, mapping talents in accordance with digital initiatives, creating a culture of innovation and maintenance, and utilizing technology and data analytics. A holistic and strategic talent management approach, supported by innovative leadership and adaptive marketing strategies, enables companies to effectively identify, develop, and retain the potential of individuals. This process includes the stages of recruitment, competency development, performance management, talent retention, and succession planning. The long-term output of successful talent management is the company's ability to retain the millennial generation workforce, which is known to be dynamic and demands a progressive work environment that supports continuous self-development

Abstract

This study examines the role of the Disability Service Center (PLD) in Blitar City as a social policy instrument aimed at enhancing justice and access to services for Children with Special Needs (CSN). The main objective is to analyze the implementation of social policy through the integrated services provided by PLD, including diagnostic assessments, psychological therapy, occupational therapy, physiotherapy, speech therapy, and transition education, as well as to identify supporting and inhibiting factors. A qualitative descriptive approach was employed, utilizing in-depth interviews, participatory observations, and document studies for data collection. Findings reveal that PLD has successfully increased both the quantity and quality of services reaching various types of disabilities, supported by a multidisciplinary team of experts and adequate facilities. Active involvement of parents and teachers strengthens family empowerment and the sustainability of therapies. However, challenges such as social stigma, limited human resources, and funding constraints remain significant barriers. This study emphasizes that robust social policies and cross-sector collaboration are key to the success of inclusive services for CSN. Implications highlight the need to enhance human resource capacity, strengthen regulations, and broaden socialization efforts to optimize services and support social inclusion. Further research with quantitative methods and long-term impact evaluation is recommended.

Abstract

This study aims to analyze the interplay between ethical values and materialism in digital advertising and its impact on branding strategies in the digital era. Using a qualitative literature review approach, the study evaluates 25 national and international journals discussing contemporary ethical dilemmas, such as visual manipulation, transparency issues, and consumerist values in advertising. The findings highlight that while materialism can enhance brand imagery, it risks breaching ethical standards without alignment to honesty and social responsibility. The study also underscores the relevance of Islamic ethical values—such as as-sidq and amanah—in building sustainable branding. Ethical awareness in digital advertising is not just normative but a long-term branding strategy

Abstract

 Coastal communities in Tanjungpinang have enormous local potential, such as marine products, crafts, and tourism. However, this potential has not been optimally utilized due to limited access to information, skills, and policy support. This study aims to examine the empowerment of coastal communities in Tanjungpinang City, Riau Islands Province, through the utilization of local potential to improve shared welfare. The approach used is qualitative with descriptive analysis methods, through literature reviews from various relevant sources. The results of the study show that empowerment strategies carried out through skills training, strengthening local institutions, and developing potential-based businesses such as fisheries, crafts, and community-based tourism, have succeeded in increasing community participation, household income, and opening up new job opportunities. The success of empowerment is greatly influenced by active community involvement, cross-sector support, and approaches that adapt to local conditions. However, challenges such as limited access to capital, infrastructure, and inequality in access to training are still obstacles. This study recommends the need for a more inclusive, sustainable, and social justice-based empowerment strategy so that the benefits are felt evenly by all levels of coastal communities.

Abstract

This study aims to analyze the leadership style of female village heads in Watumanu Village in carrying out their duties and responsibilities in organizing village government. The main focus of this study is on aspects of leadership style that highlight four leadership indicators including decision making, motivation, communication, and supervision. The type of research used in this study is qualitative research with a descriptive approach. The results of the study indicate that the head of Watumanu Village uses a feminine-masculine leadership style and a transactional-transactional leadership style flexibly according to the situation. This was obtained by analyzing four aspects of leadership style including decision making, motivation, communication, and supervision. In the aspects of decision making and communication, the head of Watumanu Village uses a balanced leadership style between feminine and masculine characters. While in the aspect of motivation, the village head uses a feminine-transformational leadership style. The feminine-transactional leadership style is applied by the head of Watumanu Village in the aspect of supervision to improve the performance of village officials.

Abstract

This study aims to analyze how the performance of the PPA Unit of the Kupang City Police Criminal Investigation Unit in handling cases of domestic violence that occur in Kupang City. The number of informants was 9 people. The performance theory used as the basis for analysis is the theory of Dwiyanto (2008), which includes four main indicators: Productivity, Responsiveness, Responsibilities. And Accountability. This research uses a qualitative approach with descriptive methods. Data was obtained through observation, interviews, documentation, and literature study. The data sources used are primary and secondary data. The triangulation technique used is source triangulation. The results showed that in terms of productivity, the PPA Unit of Kupang City Polresta needs to improve the quality of investigations, especially in collecting evidence and witnesses, the availability of inadequate RPK, good cooperation carried out by the PPA Unit of Kupang City Polresta with UPTD PPA Kupang City in handling domestic violence cases but there needs to be improvements in coordination procedures and the need for improvement in conducting socialization. In terms of responsiveness, the Kupang City Police PPA Unit showed concern and responded quickly to victim reports, but there were still obstacles in handling cases. In terms of responsiveness, the implementation of tasks is largely in accordance with applicable regulations, although there are technical errors in the implementation in the field. Abstract

This study aims to analyze the management of mangrove conservation areas in Sidoarjo Regency using the Community Based Conservation (CBC) approach. Mangrove forests play a vital role in maintaining coastal ecosystem balance, yet their existence continues to decline due to land conversion, weak regulations, and low public awareness. The CBC approach emphasizes active community participation in sustainable conservation efforts. This research uses a qualitative method with data collection techniques including interviews, observations, and documentation. The analysis focuses on four CBC indicators: Enabling Conditions, CBC Emergence, CBC Persistence, and CBC Diffusion. The findings indicate that mangrove conservation management in Sidoarjo is not yet optimal due to weak institutional structures, limited public participation, and a lack of cross-sectoral policy integration. It is necessary to establish local regulations, strengthen local institutions such as Community Forestry Groups (KTH), and foster multi-stakeholder collaboration, including the utilization of CSR funding, to support sustainable conservation. This study recommends the formulation of specific local policies and collaborative models for community-based mangrove conservation to promote sustainable coastal development.
