Abstract

The pathology of the bureaucracy is a disease in the state bureaucracy that arises due to the behaviour of the bureaucrats and the conditions that open up opportunities for it, whether related to politics, economics, social culture and technology. The role of the bureaucracy as the implementer of political policy, or in other words the bureaucracy as the organizer of the government, then the pathology of the bureaucracy can be interpreted as a problem or problem that occurs in government administration due to the inability of the bureaucracy's performance to meet public needs properly. The pathology of the bureaucracy can be manifested in the inability of political officials in the executive (elected due to political mandates) or the performance problems of elected public officials, namely officials in the bureaucracy who occupy positions due to the political process. Or because of the performance of administrative leaders, namely career bureaucrats who occupy career positions in the bureaucracy. Or the bureaucracy itself as an institution, or government agents or bureaucrats who are unable to provide public satisfaction. With the emergence of bureaucratic disease in the organizational structure, it has become a major influence in service. In addition, there is still discrimination in services or differences in services including the E-KTP making service provided by officers to the community. The level of response or staff skills which is still low, needs to be improved and is important in influencing the level of community satisfaction where the service is fair and regardless of status and position supported by the availability of adequate facilities and infrastructure in administrative services.

Abstract

Legislation plays an important role in the economic development of a nation, but that the law can play a role in providing legal certainty for economic operators, the government as policy makers in the field of law. Determination of investment legislation in an effort to create a climate of investment, beginning with the presence of the Capital Market Law normatively accommodates the various interests of foreign investors. For example, there is the provision and maintenance of non-discrimination given to local entrepreneurs or the arena of domestic market share, investment protection and guarantees against nationalization and export risk threats, as well as the guarantee of the right to transfer profits or dividends. And the right to carry out legal settlement through international arbitration. Law in economic development, there are five elements that must be developed in the economic development of the nation, namely stability, prediction, justice, education, and in particular the development of law graduates (special development ability of the prosecutor) and the law should also have the ability to give an exact picture in situations or a future relationship conducted in the present. Both have procedural capability. Legislation that directly or indirectly impact on the economy and the legal system must provide a balance in awareness efforts to implement economic development. This is where the law becomes a very important factor in relation to the legal protection afforded by a country for investment activities. As revealed by Erman Rajagukguk that the main factor for the law can play a role in economic development is whether the law is able to create "stability", "predictability" and "fairness". The first two are the prerequisites for any economic system functioning. Included in the stability function (stability) is a potential law to balance and accommodate competing interests. The legal system and legal regulations to provide protection will create predictability, fairness and efficiency for investors to invest their capital. Abstract

Organizations that are private in carrying out activities, the emphasis lies in getting a profit or profit, therefore proper organizational activities and can achieve optimal goals can be realized, so that waste is avoided and all the potential that is owned will be more beneficial for the achievement of common interests. This includes higher education organizations. Administrativeactivities are generallyassociatedwithplanning, organizing, controlling, placing, directing, motivating, communicating and making decision activities carried out bye achorganization with the aimofcoordinating various resources owned by the company, so that a productor service will be produce defficient. In such circumstances, in carrying out their duties, without exception all member sof the organization need to work to gether in order to lead to the achievement of the main goals of the organization. All these different activities can be harmonized with one another and gohand in hand to ward the ultimate attainment which is directing and harmonizing. Organizational effective nessis the result of work that is right on target and effective in accordance with predetermined planning or in accordance with the desired results at various levels of the organization in order to achieve mutually determined targets. This research states that the main influencef actors on organizational effectiveness are Organizational Characteristics, Environmental Characteristics, Characteristics of Workers and Management policies and practices. The formation of work units in anorganization is an attempt to achieve goals. The work unit must always have a main task and function as a basis for determining plans.

Abstract

The economic development and digital marketing provide opportunities as well as challenges for SMEs in Indonesia. This especially provides an opportunity for SMEs to promote at a low cost while penetrating the market by cutting the product distribution channel to the final consumers. The presence of ICTs needs to be coupled with the ability of human resources (HR), in this case SMEs in Lembang District, West Bandung Regency. The digital marketing competence of these SMEs is important in developing small and medium businesses that enable potential customers to obtain information about products as well as transact through the internet. The research method was carried out by means of a survey with data collection techniques through questionnaires, interviews, and secondary data sources. The questionnaire was distributed to SMEs in Lembang District, West Bandung Regency with a sampling technique, and interviews were conducted with informants which were conducted selectively. The results of the study showed that the knowledge, attitude skills of SMEs are competencies that need to be improved. Digital marketing competence of SMEs in Lembang District, West Bandung Regency requires strengthening to encourage increased knowledge, attention to new knowledge through technology and media, making innovation and creativity in running their business through digital marketing skills, so that SMEs can optimally carry out their business by utilizing digital marketing. Digital marketing competence of SMEs in West Bandung Regency, especially in Lembang District does not yet have the level of ability needed to improve business performance, because the ability of adaptation and the ability to take advantage of opportunities, especially in technological development needs to be provided facilitation and retrieval from related parties, such as the government, universities, and other related organizations.

Abstract

This research aims to find out, analyse and review the strategic management, leadership style, job satisfaction and employee performance and influence of strategic management and leadership style towards job satisfaction and implications on employee performance. The method used in this research uses the Explanatory Survey method, the data analyzed using the path analysis technique. Based on the analysis of the research results, obtained the following findings, stratejic management is in the category good towards. Very good job satisfaction is in the category of good towards very good and employee performance is in the category good towards very good. Stratejic management and leadership style have both partial and simultaneous positive influences on job satisfaction, and job satisfaction has a positive and significant influence on employee performance,

Abstract

Direct Pilkada is a form of filling model for public officials so that accountability to the owners of sovereignty becomes more concrete. The problem that occurs is that the voices of women politicians are still rare, there are at least two possible realities, first, women politicians reflect more on the ideals of parties and the economy than women's interests, so that women's political participation is still low. At least 30% women's representation in the General Election as stipulated in Law Number 15 Year 2011 concerning Election Implementation. Political participation will run if the community participates in political decision-making taken by the government because the programs organized by the government are none other than for the welfare of the community in the economy itself. This study aims to relate to the representation of women in the world of politics and the economy. We have high hopes for the existence of women in direct regional head elections which are currently rolling in the world of politics and the economy. The research method used is a qualitative research method, with a case study approach. In the qualitative analysis of case studies using pervariable analysis tools that have been linked between the two then analyzed based on observations also based on interviews. The data collection techniques consisted of literature studies, field studies at the West Java KPU and Election participating parties in West Java related to political participation and the economy (through observation, interviews, questionnaires, focus group discussions) and documentation studies. The output target of this research is political participation model, economy and IPR.

Abstract

The rapid development of information and communication technology has resulted in the emergence of a new economy marked by the phenomenon of internet-based business or e-commerce. The economic growth of the middle class of Southeast Asian people in the digital economy era is moving towards a non-cash transaction system and changing the lifestyle of people who depend on the internet for traveling, shopping and doing business online as well as creating new phenomena for the growth of the e-commerce industry or electronic commerce is attractive and growing rapidly. What is interesting is how the influence of middle class economic growth on the development of e-commerce in Southeast Asia. The method used in conducting this research is descriptive qualitative which aims to describe the phenomenon of the growth of the middle class in the development of e-commerce in Southeast Asia systematically for research and problem solving. The estimation results of this study are that with the increasing number of middle class people who use technology for business activities in the network, the development of e-commerce in ASEAN is marked by the use of electronic payment methods or cashless payments where business transaction processes become more efficient and stimulate economic growth. The emergence of new startups. The challenge for the use of e-commerce is readiness in overcoming problems related to ICT such as cyber security, internet networks and adequate ICT infrastructure. Every country in Southeast Asia has advantages and limitations in the use of e-commerce but digital globalization forces countries in Southeast Asia that are experiencing an economic growth to be prepared to build e-commerce infrastructure, especially for MSMEs by utilizing e-commerce to open new markets that are more and the government must prepare infrastructure and regulations that support entrepreneurs to compete in the current e-commerce era.

Abstract

The marketing environment is developing very dynamically, has influenced the existence of traditional markets in Indonesia. This rapid and dynamic environmental change, such as the increasing number of modern shops / retails / minimarkets, has an impact on the existence of traditional markets. Traditional markets as a source of economy for the people in Indonesia, which have unique characteristics with bargaining transactions, are also faced with the classic market problems that are identical with smell, muddy, dirty, are demanded to continue to make changes to be able to compete with modern shops. Market revitalization efforts, changes in consumer behavior, as well as market management professionalism need to be improved so that traditional markets can compete with modern shops and have a positive image in society. In this study, it tries to offer a strategy in developing traditional markets, through the concept of marketing within the framework of marketing competence of traditional market traders, especially in Pasar Panorama Lembang, West Bandung Regency. The research method was carried out through survey techniques, by conducting interviews, distributing questionnaires and collecting secondary data through searching journals, documentation and other sources. The questionnaire was distributed to traders using accidental sampling techniques of several types of commodities sold in the market. Based on the results of the research, the competence of Trader Marketing in Panorama Lembang Traditional Market, West Bandung Regency shows that the knowledge, understanding, attitudes, and skills of traders based on product, price, promotion and distribution elements have different competencies based on the types of commodities sold by traders. . Marketing competence of merchants who sell fashion has a level of marketing competence above traders who sell basic food commodities. That includes individual competences of traders such as knowledge, attitudes, skills, understanding and values. The marketing competence of traders in the traditional market Panorama Lembang, West Bandung Regency, does not yet fully know and understand the concept of marketing in their merchandise marketing activities. Marketing competence needs to be given strengthening related to product, price, promotion, and distribution elements to traders to improve the existence of traditional markets that are competitive and adaptive to market changes, towards a market that is safe, clean, comfortable, and continues to be of interest to the public to shop at the market. traditional.

Abstract

The purpose of this research is to analyze the Sari Luyu Village-Owned Enterprise that has been running for 5 years, but does not yet have an independent business because all the business units it works are carried out through business partnerships with villagers who already have a business. Its business activities include: selling melon gas cylinders, beef cattle farms, 2 units of rafting boat rentals, rental of wedding party equipment and circumcision rentals. In the early 2020, BUMDes management Sari Luyu and Warnasari Village Head had thought about the need to start a business unit that would be managed directly by the BUMDes management, which would establish a BUMDes stall which would be located next to the Warnasari village office building. The main factor that caused the emergence of the business idea was because in the village office area there were already potential potential customers, namely community members who came for treatment at the puskesmas and community members who had an interest in the village office as well as a number of people who worked at the Warnasari village office. Another supporting factor is the presence of students in the Warnasari public elementary school, where the location of the school building is right in front of the village office. The research method used was a case study with interviews as technical data collection to informants and non-participant observation as well as literature study. Data analysis uses data credibility, transferability, dependability and confirmability tests. The plan to open a BUMDes stall is expected to further strengthen the position of BUMDes as a reliable business entity in gaining profits for BUMDes because the location is relatively far from other stalls owned by villagers.

Abstract

The purpose of Karang Taruna is a form of youth organization and actively involved in all community activities because it is considered capable of bringing change to improve the welfare of its community. It participate in the tourist management attractions in the Warnasari village which has a lot of natural tourism potential and can improve the village economic level, one of which is the natural tourist attraction of Situ Cileunca which has many rides that can be enjoyed by tourists, tourist attractions are managed by investors professionally, but Karang Taruna is involved in technical management. The problems is the low competence of youth in tourism management, out of work and unable to create jobs, the cause being the low level of education and skills. This study aims to determine the extent of empowerment in seeing the potential of Karang Taruna in advancing tourism and its impact on improving the community's economy. The method used in this research is descriptive qualitative with data collection through in-depth interviews, observation, and documentation studies. The results show that the ability of youth organizations in tourism management is still weak, especially their management capabilities, management is still mostly carried out by investors, youth organizations are only involved in managing infrastructure. The Karang Taruna is also weak in mastering technology and foreign languages. The challenge is that required to master technology and language as well as possible to communicate with investors and the community in order to improve their economic empowerment
