Abstract

This study aims to examine Bapperida's strategy in promoting regional innovation in Mandailing Natal Regency. A qualitative approach with a case study design was used. Data collection was conducted through in-depth interviews with key informants, observation of innovation activities, and review of regional planning and policy documents such as the RPJMD and RKPD. The findings indicate that Bapperida plays a crucial role as a policy maker and coordinator in integrating innovation into regional development planning documents. In addition, Bapperida functions as a facilitator that encourages cross-sector collaboration, including with the tourism, health, and fisheries agencies, to expand the application of innovation. The implementation of the strategy is carried out through strengthening coordination, facilitating collaborative forums and capacity-building workshops, assisting regional apparatus, and providing funding support for pilot projects. However, the effectiveness of the strategy still faces obstacles in the form of limited human resources and budget, weak coordination between regional agencies, and a monitoring and evaluation system that is not yet optimal. Therefore, optimization efforts are needed through increasing human resource capacity, developing innovation guidelines and SOPs, integrating innovation into the RKPD, and developing incentive mechanisms and sustainable regional performance evaluations.

Abstract

This study aims to explore the management of the Information and Communication Technology (ICT) literacy program for teachers at SMA Muhammadiyah Mlati. Using a qualitative descriptive case study, data were gathered through in-depth interviews, classroom observations, and documentation analysis. Findings reveal that the program is managed through a managed through a systematic cycle: needs-based planning, collaborative implementation (including peer mentoring and hands-on practice), and reflective evaluation via academic supervision. The program is integrated into the school’s work plan (RKS) and aligns with the Merdeka Curriculum. Results indicate that the initiative significantly enhances teachers' pedagogical-digital competencies, fostering interactive and student-centered learning environments. However, challenges such as varying teacher proficiency levels, limited training time, and infrastructure constraints persist. The study concludes that consistent managerial support, tiered training, and strengthened teacher learning communities are essential for sustainability. This research affirms ICT literacy as a strategic educational management tool to improve learning quality in the digital era.

Abstract

Asset management is a strategic aspect in supporting the performance and sustainability of state-owned enterprises, including PT Kereta Api Indonesia (Persero). PT KAI Regional Division I North Sumatra manages various assets, especially land and buildings, which have high economic and strategic value. However, in practice there are still several problems such as suboptimal asset utilization, limited asset management information systems, and land disputes due to leasing to third parties without accountable procedures. This study aims to analyze the accountability of PT KAI Regional Division I North Sumatra in asset utilization based on good governance principles. The research uses a qualitative descriptive approach. Data collection techniques include observation, interviews, and documentation. Data analysis is conducted through data reduction, data presentation, and conclusion drawing. The results show that PT KAI Regional Division I North Sumatra has implemented accountability principles such as compliance with regulations, transparency in reporting, and efficiency and effectiveness in asset utilization. However, improvements are still needed in optimizing asset management systems and strengthening supervision to prevent misuse of assets.

Abstract

High job demands, long working hours, and employment uncertainty place nursesparticularly those working in private hospitalsat increased risk of work-related stress. These conditions are further influenced by imbalances between professional responsibilities and personal life. This study aimed to examine the effects of job insecurity and work-life balance on work stress among nurses working in private hospitals in Bumiayu District.This study employed a quantitative method with a correlational approach. The sample consisted of 184 male and female nurses aged 2035 years, selected using simple random sampling. Data were collected using standardized scales measuring work stress, job insecurity, and work-life balance. Data analysis was conducted using SPSS version 26.0. Hypothesis testing indicated that job insecurity had a positive and significant effect on work stress (F = 173.152; p 0.05). Work-life balance had a negative and significant effect on work stress (F = 173.152; p 0.05). Simultaneously, job insecurity and work-life balance had a significant effect on work stress (F = 124.454; p 0.05).

Abstract

This study aims to analyze maxim violations in the teenage sitcom Victorious. The series features interactions that are often sarcastic, humorous, and spontaneous, making it relevant to examine from a pragmatic perspective. The study employs a descriptive qualitative method based on Grice’s Cooperative Principle Theory (1975), which includes the maxims of quantity, quality, relevance, and manner. The data were collected purposively from several episodes containing humorous elements and conversations that deviate from these principles. The analysis shows that all types of maxims are violated in the series, with relevance maxim violations being the most dominant. These violations function to create humor, strengthen character portrayal, and construct implicit meanings within the characters’ interactions. The findings indicate that maxim violations are not merely communicative deviations but also serve as effective linguistic strategies for generating humor and conversational dynamics.

Abstract

The urban development of Medan, Indonesia, reflects a growing social challenge related to the presence of street children living in vulnerable conditions. Official data from the Social Service of North Sumatra indicate that there are approximately 525 street children. Current social facilities often adopt a warehousing model, referring to large scale, institutionalized mass shelter systems that tend to neglect the psychological needs of users. This is particularly concerning given that 92% of street children suffer from profound trauma. This study proposes a Trauma-Informed Healing Architecture (TIHA) framework for a Social Center in Medan Selayang. By synthesizing Irwin Altman’s Territoriality and J. Douglas Porteous’s "Meaning of Home," the research identifies spatial strategies to mitigate triggers and foster recovery. Methodologically, a qualitative descriptive approach is used to analyze local demographic data against global benchmarks. Key findings suggest that circular massing for passive surveillance, zonal acoustic buffering to counter traffic noise, and the provision of primary territories significantly reduce aggression. The resulting design integrates neo-vernacular stilt architecture to address urban flooding while restoring the dignity and agency of marginalized youth.

Abstract

The low level of science literacy and utilization of public educational facilities in Indonesia, particularly in the city of Medan, demonstrates the need for the development of more productive and human-centered learning spaces. Science libraries no longer function solely as repositories of information, but have evolved into active, collaborative learning spaces and centers for knowledge production. This study aims to examine the application of biophilic architecture in the design of science libraries as an attempt to increase user productivity. This study is qualitative and based on literature reviews and case studies of educational buildings and libraries that apply biophilic principles. The analysis is descriptive and thematic in order to identify the relationship between biophilic architectural principles, the nature of the science library space, and its impact on users' cognitive, psychological, and social aspects. The research results show that the integration of biophilic elements, both through direct connection with nature, analogies to nature, and spatial experiences, contributes positively to increasing users' concentration, comfort, creativity, and quality of interaction. The biophilic architectural approach has the potential to transform science libraries into sustainable, adaptive, and productive learning environments that are relevant to the social and environmental context of the city of Medan.

Abstract

Drug addiction in North Sumatra remains a critical public health and social issue, characterized by increasing numbers of users and limited rehabilitation facilities. Beyond physical and psychological challenges, social stigma significantly affects patients’ willingness to undergo rehabilitation and influences recovery outcomes. The built environment plays an essential role in shaping human Behaviour, emotional responses, and social interaction during rehabilitation recovery. This study aims to examine how behavioural architecture principles can support the effectiveness of drug rehabilitation facilities. A qualitative descriptive method with a design-based approach is employed. Data were collected through literature review and semi-structured interviews with the National Narcotics Board (BNN/Badan Narkotika Nasional) of Medan. The analysis focuses on the relationship between spatial design and patient behaviour, including movement patterns, emotional regulation, territoriality, and social interaction. The findings indicate that the application of behavioural architecture through spatial zoning, environmental stimulus control, socio-spatial interaction settings, and territorial organization can positively influence patient behaviour, reduce stress, enhance emotional stability, and improve participation in therapeutic programs. The study concludes that behavioural architecture functions as a therapeutic design strategy that supports the effectiveness of drug rehabilitation environments.

Abstract

The development of digital technology has shifted media consumption patterns from conventional television to digital platforms such as TikTok. This change requires television stations to adapt their content distribution strategies to remain relevant and maintain audience engagement. Metro TV utilizes the TikTok live streaming feature to expand the reach of its evening news program and attract digital audiences. This study aims to analyze how Metro TV expands its audience reach through live streaming on TikTok and how interaction with digital viewers is formed.This research uses a qualitative method with a case study approach. Data were collected through in-depth interviews, observation, and documentation. The study focuses on the strategy used by Metro TV in adapting television news content into digital formats suitable for TikTok.The results show that Metro TV modifies television content into shorter, lighter, and more interactive formats that match the characteristics of TikTok users. Live streaming also enables real-time interaction through comments and live chat features. These interactions create two-way communication between broadcasters and audiences, which increases engagement and audience loyalty. The study concludes that live streaming on TikTok is an effective strategy to expand television audience reach, particularly among younger generations who increasingly consume news through digital platforms.

Abstract

Spit-up in babies is a common condition due to an immature digestive system. One effort that can be done to reduce spit-up in infants is the burping technique after breastfeeding. This study aims to determine the effectiveness of the burping technique in reducing spit-up in Mrs. Y's baby at PMB Bdn. Silvi Ayu, S. Keb Pekanbaru. The method used is a case study with the intervention provided in the form of a burping technique after each breastfeeding session. The results showed a decrease in the frequency of spit-up after the intervention was carried out regularly.
