Abstract

This study aims to analyze the robustness and risk of military decisions through theapplication of an operations research model based on sensitivity analysis. Conventional militarydecision-making has historically relied on doctrine, experience, and the intuition of commanders.This approach is adaptive, but has limitations in testing the resilience of military decisions tochanges in strategic and operational parameters. The research methodology uses a quantitativeapproach with operations research modeling and sensitivity testing for key parameters such astime, cost, and risk. The main results indicate that military decisions based on operationsresearch models have a more consistent level of robustness than conventional approaches. Thestudy's conclusions confirm that operations research models play an effective role as objectiveand measurable military decision-support systems. This research contributes to strengtheningthe systems and decision science approaches in the study of conventional military decisionmaking.

Abstract

This study aims to structurally examine why loss of access to Bitcoin is permanentand to assess claims regarding the possibility of recovery, master keys, or backdoors in theBitcoin system. This study departs from the general trend that positions Bitcoin solely as amonetary innovation, while its most radical aspect lies in its system design. Bitcoin is analyzedas a non-linear formal system that defines ownership through cryptographic facts, rather thanthrough identity, intent, or social context. The methodology used is a conceptual-design analysisbased on cryptographic studies, protocol architecture, empirical precedents of human error, andthe implications of network consensus. The main results demonstrate that irreversibility and lossof access are not system failures, but rather direct consequences of Bitcoin's design axioms,which tie ownership to high-entropy private keys and reject all forms of discretionary authority.The analysis also shows that claims of backdoors, whether mathematical, implemental,hardware, or temporal, are structurally incoherent without undermining the fundamentalassumptions of cryptography and decentralized consensus. The study's conclusions affirm thatBitcoin's resilience stems not from adaptive flexibility but from deliberate rule rigidity. Thisresearch's contribution lies in mapping Bitcoin as a system design artifact that resists recovery,while also expanding the Bitcoin discourse from the monetary realm to the study of systemdesign, applied cryptography, and the philosophy of technology.

Abstract

This study aims to analyze the relationship between employee agility and workengagement, as well as their implications for the quality of immigration services, using aliterature review approach. Technological advancements, digital transformation, and risingpublic expectations regarding public services require organizations—including immigrationagenciesto possess a workforce that is both adaptive and highly engaged. Employee agilityand work engagement are identified as key factors in enhancing service quality. The researchemploys a literature review method, examining five scholarly articles published between 2024and 2025 that were selected based on their relevance to the research topic. Data wereanalyzed descriptively through the identification, categorization, and synthesis of findings fromprevious studies. The review indicates that work engagement contributes positively toenhancing employee agility, while employee agility is influenced by various factors such asorganizational support, leadership, digital competence, and human resource managementpractices. The synthesis further reveals that employees with high work engagement and strongadaptability have the potential to deliver services that are more effective, responsive, andoriented toward public needs. The study concludes that employee agility and work engagementare crucial factors in improving the quality of immigration services. This research contributes ascholarly synthesis of the relationship between these two variables, serving as a conceptualfoundation for future empirical research and as a reference for formulating human resourcemanagement strategies within immigration agencies.

Abstract

This study aims to analyze the role of budget evaluation as a basis for improvingbudgeting quality in public sector organizations. The study applies a qualitative approach usinga literature review method covering 15 scientific articles on budget evaluation, performancebased budgeting, budget effectiveness and efficiency, accountability, internal control systems,human resource quality, and the use of budgeting information systems. The data were analyzedthrough content and thematic analysis involving identification, reduction, coding, thematicclassification, and interpretation. The findings indicate that budget evaluation contributes toidentifying discrepancies between plans and realization, assessing the effectiveness andefficiency of fund utilization, improving the clarity of performance indicators, and strengtheningbudget accountability. Budgeting quality is also influenced by human resource competence, dataquality, integration between planning and budgeting, information system utilization, and internalcontrol. The main constraints include inaccurate performance indicators, low budget absorption,limited staff capacity, system disruptions, and weak utilization of evaluation results as feedback.The study concludes that budget evaluation should be conducted periodically, supported byreliable data, and followed up in the preparation of the next budgeting period to produce a moreeffective, efficient, measurable, transparent, and results-oriented budgeting process.

Abstract

This study aims to analyze the effectiveness of immigration supervision in detecting marriages of convenience as a form of residence permit violation. The study employs aqualitative approach using a literature review of 15 scientific articles discussing sham marriages,foreign national supervision, residence permit abuse, immigration law enforcement, and interagency coordination. The data were analyzed through content and thematic analysis involvingidentification, reduction, coding, thematic classification, comparison of findings, and conclusiondrawing. The results show that immigration supervision is conducted through administrativeexamination and field supervision. Early detection may be carried out by assessing documentvalidity, consistency of the spouses’ statements, relationship history, age differences, familybackgrounds, cohabitation, and the purpose of marriage. The effectiveness of supervisionremains constrained by difficulties in proving the parties’ intentions, limited human resources,broad supervisory areas, weak coordination, low public participation, and the absence ofstandardized examination indicators. Supervision can be strengthened through layeredverification, in-depth interviews, inter-agency data exchange, reinforcement of the ForeignersMonitoring Team, and post-permit monitoring. The study concludes that immigration supervisionplays an important role in preventing the misuse of marriage as a means of obtaining residencepermits, but its implementation must be strengthened to become more systematic, measurable,and sustainable.

Abstract

This study aims to analyze the legal framework of Alternatives to Detention (AtD)in the international immigration system and compare it with the immigration detention systemin Indonesia. Furthermore, this study also aims to formulate a legal reconstruction model forAtD that is suitable for application in the Indonesian immigration detention system, taking intoaccount the juridical, institutional, and socio-cultural aspects. The research method used isnormative-doctrinal legal research, with a legislative, conceptual, comparative, and case-basedapproach. Data were collected through documentation studies, interviews with relevantstakeholders, and case studies of the implementation of AtD in other countries such asAustralia, Belgium, Canada, and Thailand. The data analysis techniques used are qualitativeand comparative analysis to evaluate Indonesia's immigration detention policy and theopportunities and challenges of AtD implementation. The results of the study indicate thatalthough Indonesia has adopted several international principles related to human rights, theapplication of AtD in the Indonesian immigration system is still very limited. This studyrecommends regulatory changes, institutional strengthening, and public education to createacceptance for refugees and immigrants. A more comprehensive implementation of AtD canimprove the immigration system to be more humane, effective, and in line with internationalstandards.

Abstract

This study aims to analyze the benefits of transforming public service governanceinto an ecosystem that utilizes an integrated digital system. In realizing the vision of GoldenIndonesia 2045, integration of inter-agency licensing bureaucracy is crucial for attracting foreigninvestment. This study analyzes the collaboration between the Ministry of Investment, the Ministryof Manpower, and the Directorate General of Immigration in facilitating foreign worker licensingand residence permits in Special Economic Zones. A descriptive qualitative approach was used,utilizing secondary data through documentation studies and content analysis of the latestregulations and technical policies for 2025-2026. The integration of the Online Single Submission(OSS), TKA Online, and E-Visa systems has transformed public service governance into anintegrated digital ecosystem. This automation significantly reduces business operational costs,as evidenced by the automatic issuance of Limited Stay Permits (ITAS) within 24 hours and theimplementation of strict selective policies. This synergy has had a direct impact on investmentrealization, reaching IDR 1,931.2 trillion and absorbing 2.7 million workers by 2025. This crossministerial collaboration has successfully created an efficient and transparent investment climate,while simultaneously strengthening national security through data-driven surveillance andbiometric technology.

Abstract

This study aims to analyze the optimization of human resource management asa strategy to enhance the quality of immigration public services. Human resource managementplays a crucial role in improving public service quality, particularly in immigration services,which demand precision, responsiveness, professionalism, and public trust. Immigrationservices involve not only administrative procedures but also legal certainty, document security,public mobility, and the nation's image in serving both citizens and foreign nationals. This studyemploys a descriptive qualitative approach through a literature review, examining relevant priorresearch on human resource management, employee competence, public service quality,digital service innovation, workload, and immigration services. The findings indicate that thequality of immigration public services is significantly influenced by employee competence, workdiscipline, professionalism, integrity, workload management, and employee readiness to adaptto digital-based services. Human resource optimization can be achieved through competencedevelopment, continuous training, appropriate personnel placement, workload evaluation, thestrengthening of a service culture, and the enhancement of digital literacy. The studyrecommends that immigration agencies prioritize human resource development as a strategicelement of public service reform. Robust human resource management can facilitateimmigration services that are faster, transparent, responsive, and oriented toward publicneeds.

Abstract

This study aims to analyze detention practices regarding foreign nationals (WNA)in the case of a forged visa used by Ruhilul Amin, a Bangladeshi national who enteredIndonesia using documents inconsistent with immigration databases; the discrepancy was onlydetected when he applied for a residence permit extension at the Class I Special ImmigrationOffice (TPI) in Semarang. Findings indicate that multi-layered administrative checks—includingvisa code verification, document metadata analysis, and biometric screening—served as theprimary mechanisms for identifying data mismatches that pointed to suspected documentforgery. The study also highlights the pivotal role of "Operation Jagratara Phase II" in identifyingRA as the sole violator subjected to *pro justicia* proceedings, with detention utilized as anadministrative instrument to ensure the continuity of the investigation in accordance with LawNumber 6 of 2011 concerning Immigration. Employing a descriptive qualitative approach andthe theoretical framework of Global Governance, the study concludes that immigration lawenforcement relies on the integration of digital checks, field operations, and detention authority;it further emphasizes the need to strengthen data-based verification systems to minimizeopportunities for document forgery within modern migration systems.

Abstract

This study aims to map research trends regarding sentiment analysis and publicopinion within the immigration ecosystem. A Systematic Literature Review (SLR) methodologywas employed, adhering to the PRISMA 2020 protocol guidelines. Digital transformation throughthe implementation of Electronic Government (E-Government) has brought about fundamentalchanges in immigration administration and services. Amidst this modernization, public opinionand sentiment captured on digital platforms serve as crucial indicators for evaluating servicequality and the effectiveness of state regulations. Following processes of searching, screening,and eligibility assessment, 19 key studies published within the last five years were selected forsynthesis. Data extraction results indicate that the application of sentiment analysis in theimmigration sector can be classified into four primary dimensions: (1) evaluation of publicservice innovations and E-Government, (2) law enforcement and border security, (3) socialdynamics and international humanitarian issues, and (4) socio-economic and tourism impacts.The study concludes that public sentiment-based evaluation serves not only to measure theperformance of digital applications but also acts as an objective instrument for the government.This is essential for reconstructing adaptive immigration policies that balance serviceconvenience (prosperity approach) with the preservation of state sovereignty (securityapproach).
