Abstract

The purpose of the author's observation were to the system and licensing process of foreign ship crew at PT. Pelayaran Batam Samudra. The type of observations used by the author are qualitative and descriptive. In broad terms, the system and procedures for the licensing of foreign ship crews begin with the first step, which is the manufacture of a dahsuskim as a basis for employing foreigners as ship crew operating in the waters of Indonesia. After the completion of the 'dahsuskim,' the next step is the process of creating the COR. The COR, serves as recognition of the skills and qualifications of the foreign ship crew. The next process is the issuance of the IMTA. which is required as an official permit to employ foreign workers. Subsequently, when foreign ship crew members intend to leave Indonesian territory due to the expiration of their contracts, the next process is the handling of EPO  to facilitate their departure from Indonesia. Challenges faced by the authors in the licensing process include a lengthy licensing processing time, document discrepancies, lack of coordination, and limited human resources, which can result in obstacles in the licensing process. To address these issues, it is essential to improve coordination between agents and ship owners, conduct regular checks on licensing requests, and increase the number of agents to facilitate the licensing process for the foreign ship crew.

Abstract

The process of issuing a Grosse Akta (Grosse Deed) at the Parepare Class III Harbormaster and Port Authority Office is crucial for ensuring the legality of fishing vessels operating in the region. However, several obstacles often arise, slowing the process and increasing the administrative burden on fishermen. One major obstacle is incomplete documentation, which hinders the smooth running of the administrative process. Many fishermen do not fully understand the required documents and administrative procedures. This results in longer processing times for issuing a Grosse Akta. Technical issues also contribute to a hindering process, particularly those related to systems that are not yet well integrated. The continued use of manual recording in some parts of the process often leads to errors or inaccuracies in vessel data processing. Furthermore, a shortage of trained experts in handling administrative documents also contributes to the delay in completion times. To address these obstacles, this study suggests several strategic steps that can be taken to improve the efficiency of issuing a Grosse Akta. A comprehensive and easily understood guide for fishermen will assist them in properly preparing the required documentation. Simplifying the document format can also speed up the process, while improving consultation and help desk services will provide faster assistance to fishermen experiencing difficulties. Furthermore, digitizing the document management system will speed up workflows and reduce reliance on error-prone manual record-keeping. These steps are expected to improve the efficiency of the Grosse Akta publication process and provide better service to fishermen. By implementing these strategies, it is hoped that the Grosse Akta publication process will be more transparent and easily accessible to all fishermen.

Abstract

This research investigates the online Seaman's Book renewal service process at the Belawan Main Port Authority Office and the Belawan City Office. It identifies the obstacles that arise during the renewal process and explores potential solutions to address these challenges. The study aims to provide an understanding of the existing procedures, pinpoint any hindrances, and recommend ways to enhance the efficiency of the service. The Seaman’s Book is an essential document for seafarers, as it serves as a verification of their employment and travel status. Therefore, it is crucial that the renewal process is seamless and accessible, particularly with the increasing demand for online services. The research utilizes qualitative descriptive methods, which are effective for understanding phenomena within a specific context. This approach helps in uncovering the nuances of the Seaman’s Book renewal process, particularly in the context of online services. By gathering in-depth information from the relevant authorities and seafarers, the study aims to reveal insights into the procedural steps, potential bottlenecks, and the overall experience of service users. The findings will help the offices improve their operations and better meet the needs of seafarers. Through the qualitative descriptive method, the research will also examine the existing facilities and infrastructure available at the Belawan Main Port Authority and Belawan City Offices. A key part of the study will be assessing whether the service spaces are adequate for providing comfortable and efficient services to seafarers. The smooth, quick, and precise processing of Seaman's Book renewals largely depends on the availability of sufficient resources and the resolution of obstacles that may arise .

Abstract

This research aims to deeply analyze the process mechanism for the management and issuance of the National Pollution Prevention Certificate (SNPP) by PT. Multi Jaya Samudera Belawan at the Port Authority and Harbormaster’s Office (KSOP) Belawan. The SNPP is a crucial document that certifies a vessel’s compliance with technical and administrative requirements regulated by national laws and international conventions, specifically concerning the prevention of marine environmental pollution. The research methodology employed is a qualitative descriptive case study, focusing on direct observation of the procedural stages and interviews with relevant parties within the shipping agency and the KSOP institution. Data were collected through field observation during the fieldwork period and literature study relevant to ship certification procedures. The findings indicate that the SNPP issuance process involves a series of structured stages, beginning with the application submission, verification of supporting document completeness, followed by a physical vessel inspection by KSOP inspection officers to ensure that all pollution prevention installations and systems function according to the required standards. The final stage involves issuing the certificate once all requirements are met. Despite the established procedures, this study identified several key challenges, including: (1) Administrative Delays, which can interfere with the processing schedule; (2) Lack of Understanding among business actors regarding the latest detailed procedures, often resulting in incomplete documentation; and (3) Limited Technical Support, encompassing digital information systems or other supporting facilities. The optimization of SNPP issuance heavily relies on solid coordination between the shipping agency, ship’s crew, and the regulator (KSOP). The implications of these findings highlight the importance of regular dissemination and socialization of the latest regulations and procedures, as well as enhancing the efficiency of digital administration systems to minimize waiting times and ensure vessel compliance with marine pollution prevention standards.

Abstract

This study aims to analyze the effect of berthing time performance on the loading and unloading process of dry bulk wheat on the MV Green Sapphire ship at PT. Gelora Perkasa Belawan. The research methods used in writing this paper are field research and library research methods. Berthing time performance has a significant influence on the smoothness and efficiency of the loading and unloading process of dry bulk wheat on the MV. Green Sapphire ship at PT. Gelora Perkasa Belawan. Optimal berthing time can accelerate the completion of loading and unloading activities, minimize operational costs, and increase company productivity. Supporting factors such as equipment readiness, workforce skills, and coordination with port authorities play an important role in achieving work targets. Conversely, obstacles such as bad weather, equipment damage, and dock congestion can extend berthing time and reduce efficiency. Therefore, planned operational management, routine equipment maintenance, administrative digitalization, and good coordination between related parties are needed to ensure berthing time remains effective and the loading and unloading process takes place safely, quickly, and efficiently.

Abstract

This study aims to identify the factors causing delays in the issuance of the Certificate of Pratique (COP) for foreign vessels and to review the standard procedures applicable at the Banten Health Quarantine through the role of PT. Bahari Tirta Jaya Banten Branch. The COP is a critical document certifying that a vessel has met health requirements and is permitted to have contact with the shore (berthing/stevedoring). The research method employed is field research through direct observation at the port and library research involving laws, regulations, and relevant port literature. The research findings indicate that delays in COP issuance are caused by several primary factors, including: (1) incomplete ship administrative documents, (2) quarantine procedures requiring additional inspections, (3) poor ship hygiene conditions, (4) limited human resources within the quarantine office, and (5) technical constraints in the quarantine information system. These delays have a significant impact on ship berthing schedules, the efficiency of loading and unloading processes, and potential financial losses for shipping companies. This study recommends the need for improved coordination between ship agents and Health Quarantine authorities, evaluation of procedural efficiency, and strengthening of information system resources to ensure smooth services within the Banten Port area.

Abstract

This study aims to analyze the management process of the Cargo Ship Safety Construction Certificate by PT. Putra Andalas Samudera at the Port Authority and Harbormaster Office (KSOP) Class I Dumai. This certificate is a vital document to ensure ship seaworthiness in accordance with the standards of the Directorate General of Sea Transportation. The research method used is descriptive qualitative with data collection techniques through field observations, in-depth interviews, and documentation studies during the internship period. The results indicate that the management procedure is currently conducted digitally through the Shipping and Seafarers Information System (SIMKAPEL). Although the system aims for efficiency, several main obstacles were found, namely: data entry errors by staff, excessive digital document file sizes that hinder system verification, and internet network instability causing disruptions to the central server. Optimization efforts carried out by the company include increasing the accuracy of document validation before uploading and strengthening coordination between the agent, ship owner, and KSOP authorities. This study concludes that optimal certificate management is crucial to prevent financial losses due to ship operational delays and to ensure the safety of the crew and cargo.

Abstract

The purpose of writing this paper is to find out the role of sea toll ships in supporting logistics distribution in disadvantaged areas by PT. Subsea Lintas Globalindo Tanjung Perak Surabaya branch. The methods used in data collection are the field method through observation, as well as the library research method, to understand the extent of the sea toll ship operated by PT. Subsea Lintas Globalindo Tanjung Perak Surabaya Branch contributes to smoothing the flow of logistics distribution to disadvantaged areas, especially in Eastern Indonesia. The results of the study show that sea toll ships play a strategic role in reducing the disparity in the price of goods, increasing logistics accessibility, and supporting equitable development and economic growth in remote areas. The obstacles faced include uncertain weather factors, limited port infrastructure, and coordination that still needs to be strengthened between related institutions. Therefore, better synergy is needed between the government, ship operators, and other stakeholders, including the private sector and local communities, to optimize the benefits of the sea toll program in a sustainable manner, improve distribution efficiency, and support equitable distribution of welfare throughout Indonesia.

Abstract

The purpose of writing this paper is to find out the Procedure for Handling the Arrival of the Mt. Bentley I Ship Loading Crude Palm Oil (CPO) at PT. Tarunacipta Kencana, Tarahan Branch, Lampung. The methods applied are library research and field research by describing the Procedure for Handling the Arrival of the Mt. Bentley I Ship Loading Crude Palm Oil (CPO) at PT. Tarunacipta Kencana, Tarahan Branch, Lampung. This paper explains the procedures for the arrival of the ship and the administration to the relevant agencies regarding the arrival of the ship and coordinating with the Shipper and owner regarding the smoothness of the ship in the arrival process and the loading process. In the process of the Arrival of the Mt. Bentley I Ship, Pt. Tarunacipta Kencana as an agent provides the best service to the Mt. Bentley I Ship such as fast and efficient PKKA management, providing updated information about the ship's berthing to the owner and charter. He also explained the obstacles encountered, including cargo not being ready by the shipper and cargo analysis results not yet being released by the customs and excise agency. He also explained what can be done to ensure the ship's loading process is unimpeded and its departure is not delayed.

Abstract

This paper is prepared with the objective of examining the stages and procedures involved in the issuance of e-visas for crew members assigned to Safeen Station 5 through PT. Menara Shipping Agency Batam. The process begins when the crew members perform sign on and continues through sign off, encompassing all activities from the arrival of the crew in Indonesia until their return to their respective home countries. In preparing this paper, the author applied a methodological approach through the implementation of Practical Training (Onshore Practice). Data were collected using two primary methods, namely field study and library study, in order to obtain an in-depth understanding of how PT. Menara Shipping Agency Batam carries out ship agency services, particularly in relation to the crew change process. PT. Menara Shipping Agency Batam is a company engaged in ship agency services, acting as a representative (shipping agency) responsible for handling various ship-related documents and operational requirements, including the process of crew replacement. In practice, one of the common obstacles encountered during the implementation of crew change procedures is miscommunication between the ship owner, the agent, and the relevant authorities. Therefore, effective synergy and coordination among all parties—especially between shipping companies and authorized government institutions—are essential to ensure the smooth execution of crew change services. The coordination referred to involves the clear division of roles and the optimal performance of functions by each institution, so that ship services can be carried out safely, efficiently, and without unnecessary obstacles.Field Study The field study method was conducted through direct observation at the company. Through this method, the author was able to directly observe the crew change handling process on several vessels and to ask questions to employees regarding matters that were not yet fully understood.
