Abstract

Pertumbuhan informasi online mengalami peningkatan yang signifikan pada dewasa ini. Peningkatan informasi ini memerlukan suatu mekanisme yang mampu menyajikan informasi secara efektif. Salah satu solusi yang ditawarkan adalah melakukan peringkasan teks secara otomatis tanpa menghilangkan konten dan makna dari dokumen. Pada penelitian ini dilakukan penggabungan metode Latent semantic analysis  dan metode Maximum marginal relevance untuk proses peringkasan multi-dokumen, sehingga menghasilkan suatu ringkasan dokumen yang tetap mengandung informasi yang dianggap penting dan mewakili topik dari dokumen yang diringkas tersebut.

Abstract

Abstract - Software Defect Prediction is a scientific methods which is used to predict errors, bugs , failures in software.  This technique will be very helpful in System Development Life Cycle (SDLC) process, especially for software testing part. This method can also be used to ensure the quality of software development, through software metrics even before the software is not yet built. In the end all of this will save time and cost in the project. Abstract

Risks of transportation safety are still a common issue in Indonesia. Communities living in coastal and marine areas, the majority of whom work as fishermen, still rely on traditional knowledge and skills. Wawontulap Village is located in the Tatapaan District with a total of 80 active fishermen, most of whom use small-scale traditional fishing boats with 50 cc to 80 cc motor engines and without adequate navigation tools, thus impacting visibility for ship maneuvers. fisherman. The position and potential for catching larger fish at night is a challenge for the fishing community in Wawontulap Village. This is because at night many fishing or fishing boats with larger sizes also descend into the sea which can cause a collision hazard between ships. The problem of navigation tools in the form of navigation lights is deemed necessary to find a solution immediately. Navigation lights on board apart from functioning as navigation guides can also be used as lighting and communication tools in the form of light signals if fishermen need help at any time. the method of socialization and delivery of assistance in the form of 3 (three) navigation lights which were handed over symbolically to village officials (the old law). From this community service activity it shows that fishermen's knowledge of the importance of navigation lights becomes clear and the danger of ship collisions when fishermen go outside to catch fish can be avoided.

Abstract

Pengabdian Masyarakat Politeknik Pelayaran Sulawesi Utara kepada masyarakat Desa Babang dilatarbelakangi oleh tanggungjawab pelaksanaan Tri Dharma Perguruan Tinggi dan masih rendahnya pemahaman masyarakat terhadap dasar-dasar keselamatan saat berada di atas kapal laut, khususnya kapal laut yang mengangkut penumpang dari dan antar pulau yang ada di provinsi Maluku Utara dan sekitarnya. Kegiatan dilaksanakan pada bulan Mei tahun 2023. Tujuan dari pengabdian masyarakat ini adalah tercapainya target program kerja pengabdian masyarakat dan meningkatnya pengetahuan masyarakat tentang diklat dasar keselamatan dan kesigapan bencana di atas kapal. Metode yang digunakan adalah penyuluhan dan pelatihan dengan pengambilan angket sebagai validasi data kegiatan.. Hasil dan kesimpulan yang didapat adalah 90% masyarakat memahami dasar-dasar keselamatan di atas kapal serta menginginkan kegiatan serupa dilaksanakan kembali.

Abstract

Dalam perkembangannya posisi TKBM di Pelabuhan menjadi sangat penting, ini dapat dilihat dengan semakin banyaknya kapal-kapal nasional yang mulai memadati pelabuhan-pelabuhan di Indonesia sehingga sangat membutuhkan para tenaga kerja bongkar muat yang memiliki keahlian serta kehandalan dalam menggunakan alat – alat pada saat bongkar muat. Oleh karena itu, kinerja TKBM memegang peranan penting dalam proses bongkar muat di Pelabuhan. Artikel ini mereview faktor-faktor yang memengaruhi kinerja tenaga kerja bongkar muat, yaitu kompetensi, pelatihan dan usia, suatu studi literatur bidang kepelabuhanan. Tujuan penulisan artikel ini guna membangun hipotesis pengaruh antar variabel untuk digunakan pada riset selanjutnya. Hasil artikel literature review ini adalah: 1) kompetensi berpengaruh terhadap kinerja tenaga kerja bongkar muat; 2) pelatihan berpengaruh terhadap kinerja tenaga kerja bongkar muat; dan 3) usia berpengaruh terhadap kinerja tenaga kerja bongkar muat.

Abstract

Alumni merupakan hasil atau produk dari sebuah institusi pendidikan. Kualitas, kontribusi dan peran alumni dalam sebuah perguruan tinggi sangat penting untuk diketahui, dilacak dan didata karena keberhasilan alumni di masyarakat adalah keberhasilan perguruan tinggi, begitu juga kegagalan alumni tidak terlepas dari perguruan tinggi juga. Data alumni selain berperan sebagai penentu kualitas dari sebuah perguruan tinggi, data pengguna alumni juga berperan dalam menentukan nilai akreditasi yang diperoleh oleh perguruan tinggi. Politeknik Pelayaran Sulawesi Utara merupakan perguruan tinggi negeri di lingkungan Kementerian Perhubungan yang berkedudukan di Kabupaten Minahasa Selatan Provinsi Sulawesi Utara yang sudah banyak meluluskan Taruna yang mempunyai keterampilan sesuai dengan bidangnya masing- masing dan siap bekerja. Jumlah alumni yang begitu banyak tersebut telah menyebar di beberapa wilayahIndonesia. Maka dari itu, Diperlukan suatu system informasi yang dapat menginformasikan data secara akurat dari para alumni yang ada. Guna mendapatkan informasi yang akurat dan mudah dalam pengaksesan datanya, maka informasi dapat dirangkum dalam sebuah sistem informasi berbasis web dan perlu juga dibangun sebuah sistem informasi yang tentunya dapat mempermudah proses akses data tersebut. Tracer Study merupakan pendekatan yang memungkinkan institusi pendidikan tinggi memperoleh informasi tentang kekurangan yang mungkin terjadi dalam proses Pendidikan dan proses pembelajaran dan dapat menjadi dasar untuk perencanaan aktivitas penyempurnaan dimasa mendatang. untuk lebih mempermudah memperoleh informasi dari data alumni Polteknik Pelayaran Sulawesi Utara. Metode yang di gunakan pada penelitian ini menggunakan metodelogi penelitian waterfall. untuk dapat memecahkan masalah ini dengan menganalisis dan merancang sistem informasi Tracer Study berbasis Web sehingga diharapkan dapat menyelesaikan permasalahan dan dapat membantu kinerja pegawai pengelola Data dan Informasi Alumni pada Politeknik Pelayaran Sulawesi Utara.

Abstract

Lifeboats are one of the safety devices used to leave the ship in the event of an emergency which aims to save the lives of the ship's crew on board. Lifeboats must always be in a ready-to-use condition, so maintenance is required according to the SOLAS standard which discusses the standardization of safety equipment on board including lifeboats. solving problems regarding the obstacles in the implementation of lifeboat maintenance and efforts to overcome obstacles in the implementation of lifeboat maintenance. Before carrying out the maintenance of the lifeboat, there must be a maintenance plan, so that it can be seen which parts of the lifeboat require treatment first. In writing this scientific paper, the researcher uses qualitative methods. Observations, documentation and literature studies are carried out to collect relevant data. Data analysis is defined as an activity carried out to change the data resulting from a research into information that can later be used to draw a conclusion. Abstract

The background of this research is the incident that occurred on a ship that experienced problems crossing with other ships in early December 2022 the MV ship, Charlotte was sailing from the loading port in Marunda (North Jakarta) to the unloading port in Palembang. At the time of the change of guard from the second officer on guard duty at 00.00-04.00 with the first mate on guard duty at 04.00-08.00, at that time the ship was in TSS towards the unloading port. In Marunda there is a tugboat that is towing a barge loaded with wood that will cut the TSS from the right side of MV Charlotte's hull. By viewing the tugboat's three parallel white lights it can be identified that the ship is less than 6 Nautical Miles away. To be sure, at that time the second mate checked through radar and it turned out that the distance from the MV Charlotte to the tugboat was 5.5 Nautical Miles. At the time of the second handover of the guard with the first mate by showing the surrounding conditions and notifying that there was a tugboat that would cut in front of the bow which was still 5.5 Nautical Miles away. Maybe because the first mate was not yet conscious because he was still sleepy, he just said "yes" to the second mate and immediately sat down in a chair without taking into account the surroundings. At that time the tugboat, whose position crossed the MV. Charlotte already saw her sidelights turning red, when the cadet checked it on the radar it turned out that the tugboat was already 3.0 Nautical Mile, so at that time the cadet immediately reported it to the first mate. At that time if one of the ships does not change course it will result in a collision hazard and the closest point indicated by the radar has shown the number zero (0). At that time the ship MV. Charlotte has communicated with the tug but there is no response and when the ships are approaching each other, where should the MV. two power-driven ships are sailing with their bows crossing each other so that there is a risk of collision, the ship which has the other ship on its starboard side must keep aside and if circumstances permit must avoid crossing ahead of the other ship”. But what happened to the first mate who had just climbed onto the bridge and was still in a sleepy state gave the order to the helmsman to change course to the left. After the helmsman observed carefully, if the ship changes course to the left, the ship will collide with the tugboat. Finally the helmsman told the first mate, that the ship would experience a collision if it changed course to the left, because the ship would meet between the bows and the tugboat. The first mate then paid close attention to the position of the ship and the tugboat, it turned out that what the helmsman had told was correct, the ship could collide with the tugboat if it changed course to the left. Finally, the first mate quickly gave an order to the helmsman for the starboard wing to take the stern of the tugboat.

Abstract

The implementation of the ship maintenance management system, certification, and ship operation on the ship Tug Boat Anugerah Lautan 5 did not run optimally, which impacted the less-than-optimal condition of various training ship equipment because the crew did not carry out the ship maintenance system according to the procedure, resulting in the incident that the ship's anchor left winch operation did not function optimally when the ship was anchored in Belang Port, Southeast Minahasa. This study aims to identify and analyze the positive and significant effect of the planned maintenance system on shipping safety. The primary data collection methods used in this study were questionnaires and interviews. In this study, data processing and presentation were in the form of diagrams and path analysis with structural equation modeling (SEM-PLS) using SmartPLS. From the results of the data analysis, the R-square value of shipping safety (Y) is 0.433, which means that the maintenance system (X1) and ship maintenance (X2) can affect shipping safety (Y) by 43.30%. Ship maintenance (X1) has a significant effect on safe sailing (Y), with P-values = 0.033 > 0.05 (hypothesis accepted). Certification (X2) has a considerable impact on safe sailing (Y), with P-values = 0.036 > 0.05 (hypothesis accepted). The operation of ship (X3) has a significant effect on safe sailing (Y), with a P-value of 0.000 > 0.05 (hypothesis accepted). As a result of the analysis, it was found that the planned maintenance system has a significant effect on shipping safety. Keywords: Maintenance System; Sertification; Safe Sailing, ship.

Abstract

Purpose of the study: This research was conducted to investigate how the praxis and effectiveness of digital literacy praxis in diploma III students of the Marine Transportation Management study program at the Merchant Marine Polytechnic of Sulawesi Utara. Methodology: The type of approach used in this study is a mix method approach, which is by combining quantitative and qualitative research. Quantitative research was used to calculate the number of correspondent responses. Qualitative research is the activity of exploring and developing the phenomena that occur. Usually, qualitative research makes a complex picture, examines words, detailed reports from the respondent's point of view and conducts a study on the situation that occurs. Main Findings: From the findings and discussions that have been carried out regarding the praxis of the four pillars of digital literacy in Marine Transportation Management students in the 3rd semester at Merchant Marine Polytechnic of Sulawesi Utara, 2 (two) conclusions can be reached. The first conclusion is that digital skills are the pillars in digital literacy that are most mastered by Marine Transportation Management students in the 3rd semester at Merchant Marine Polytechnic of Sulawesi Utara. Students are very proficient in using digital devices and utilizing the internet network in processing information. Novelty/Originality of this study: In common ways, the result of this research will offer valuable information to set up appropriate solution to make learning materials in order to empower and enrich students skills on literacy understanding and its practice.
