Abstract

This study aims to innovate in population administration services in Integrated Administrative Services (PATEN) in Rappocini District, Makassar City, in this study using the theory of Rogers (1983) the characteristics of innovation, namely: a). Relative Advantage (relative suitability), b) Compatibility (suitability), c). Complexity, d). Trialibility, and e). Observability. This type of research is qualitative research with data collection techniques, namely observation, interviews, and documentation. The data obtained from the results of the research were processed using data reduction data analysis techniques, data presentation and conclusion drawn. The results of the study show that Innovation in Population Administration Services in Integrated Administrative Services (PATEN) in Rappocini District, Makassar City is already in the good category when viewed from several indicators, namely: Relative Advantage (relative suitability), Compatibility (suitability), Complexity (complexity), Trialibility (trial), and Observability (observability). However, it needs to be optimized on the Complexity indicator so that adopters are more aware of the extent to which this innovation will be used in the future.

Abstract

The level of community participation in the implementation of development planning deliberations at the Sumbang Village level is quite high, because the community begins to be active in the implementation of Musrenbang by attending the implementation of Musrenbang and proposing opinions and suggestions regarding the work program that will be implemented for one year; and Factors that affect the level of community participation in the Development Planning Deliberations at the Sumbang Village level include:  Factors to the community's activity in participating in participation, factors for the activeness of village governments, factors for the availability of resources, be it in the form of funds, human resources, or infrastructure facilities in Musrenbang in Sumbang Village, Curio District, Enrekang Regency.

Abstract

This study aims to evaluate the quality of services provided by the Enrekang Regency Population and Civil Registration Office to people with disabilities to the facilities and services available in the office. This research includes qualitative descriptive research with data collection techniques through Observation, Interviews and Documentation. The Miles and Huberman Data Analysis technique consists of data condensation, data presentation, and conclusion drawn.The results of this study show that the Services for Persons with Disabilities in the Population and Civil Registration Office of Enrekang Regency in general have not been fully successful from six (6) service evaluation indicators, namely Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. The Effectiveness indicator shows that it has not been running well, it is seen from  the availability of facilities and accessibility for people with disabilities in accessing services such as the unavailability of special toilets for people with disabilities, special parking and information related to service procedures for people with disabilities so that it has not been said to be optimal. Efficiency shows that it has not gone well because in the process of recording ID cards which are carried out outside the scope of the Enrekang Regency Population and Civil Registration Office (pick up the ball), recording facilities such as cameras are still lacking, making this an obstacle during the process of picking up the ball. The adequacy shows that human resources (HR) can be said to be sufficient in providing services to the community, but the resources for infrastructure provided by the Enrekang Regency Population and Civil Registration Office that are needed by people with disabilities in the administrative service process are still inadequate. Equity shows that there is a separate policy given to people with disabilities in making it easier to access public services and also in the decision-making process, the Population and Civil Registration Office of Enrekang Regency consults with people with disabilities to obtain advice and input on how to provide accessibility and good services. Responsiveness shows that the Enrekang Regency Population and Civil Registration Office has implemented the correct public service system where officers as quickly as possible respond and respond to complaints and obstacles from the community during service. The accuracy shows that people with disabilities have felt the positive impact of the services provided, where they can feel that their rights have been fulfilled in receiving services according to the needs of people with disabilities. Of the six (6) service indicators, there are three (3) service indicators that have not been maximized, so it needs to be optimized again to improve quality services for people with disabilities.

Abstract

This research aims to find out the development of micro, small and medium enterprises in the Cooperatives and MSMEs Office in Tonra District. The research method is qualitative using a qualitative descriptive approach. The main instrument is the researcher himself with data collection techniques through observation, interview, and documentation techniques. The data analysis used in the study uses a qualitative interactive model with four flows, namely data reduction, data presentation and conclusion. The results of the study show that the development of Micro, Small, and Medium Enterprises at the Cooperatives and Micro, Small and Medium Enterprises (MSMEs) Office in Tonra District is considered to be quite well developed, where the findings of this research are supported from every dimension of SME development starting from the dimension of innovation promotion which the implementation of development by the Bone Regency SME Cooperative Office is carried out consistently by providing support to business actors to always innovate products and systems marketer.

Abstract

This study aims to determine the quality of BPJS Kesehatan services at the Labuang Baji Regional General Hospital, South Sulawesi. This study is a qualitative descriptive research with a total of 6 informants. Data collection was carried out using observation, interview, and documentation techniques. The data analysis techniques used consist of data condensation, data presentation, and conclusion drawn. The results of the study show that the quality of BPJS Kesehatan services at the Labuang Baji Regional General Hospital in South Sulawesi is in the category of quite good. Looking at the focus of the research, namely: 1) physical evidence is in the inadequate category; 2) responsiveness is in the very good category; 3) reliability is in the good category; 4) the guarantee is in the poor category; and 5) empathy is in the very good category.

Abstract

This study aims to find out the role of the village government in improving services and what are the obstacles of the Village Government in improving services to the community at the Matompi Village Office, Towuti District, East Luwu Regency. This study uses a descriptive qualitative approach. Data collection was used by observation, interview, and documentation techniques. The data obtained from the results of the research were processed using interactive model analysis, namely data condensation, data reduction, data presentation and conclusion drawn.The results of the study show that the role of the village government in improving services to the community at the Matompi Village Office, Towuti District, East Luwu Regency has been running well. This is shown by the role of the government as a regulator, facilitator, and dynamizer in improving community services. However, some of the obstacles experienced in realizing the government's role to improve public services include the size of the area, community awareness and socio-cultural conditions in Matompi Village, Towuti District, East Luwu Regency.

Abstract

This study aims to find out the Implementation of the Complete Systematic Land Registration Program (PTSL) in the context of Accelerating Land Registration at the Makassar City Land Office as well as the supporting and inhibiting factors for the implementation of the Complete Systematic Land Registration Program (PTSL) at the Makassar City Land Office. This research uses a qualitative approach. Data collection was carried out through observation, interview, and documentation techniques. The data analysis technique used in this study is interactive data analysis through stages: data condensation, data presentation, and conclusion testing.The results of this study show that the Implementation of the Complete Systematic Land Registration Program (PTSL) at the Makassar City Land Office has been running well, although there are still some shortcomings in its implementation. This is seen from the standards and objectives of the policy, the characteristics of the implementing bodies/agencies, communication between organizations, the attitude of the implementers in the implementation of PTSL has been running well, but there are still shortcomings in policy sources and the economic, social, and political environment. The supporting factors in the implementation of the PTSL program are the existence of a clear legal basis, good communication between organizations, and support from the community. Factors that hinder the implementation of the Complete Systematic Land Registration (PTSL) program at the Makassar City Land Office include the lack of human resources, the existence of land in the dispute stage, the delay of the community in collecting administrative requirements, and the existence of land plots whose owners are unknown.

Abstract

This study aims to determine the role of BUM Desa in empowering the economic potential of the village (case study in BUM Bumiayu Village and BUM Batetangnga Village in Polewali Mandar). This study uses a qualitative approach and produces descriptive data. Data collection was used by observation, interview, and documentation techniques. The data obtained from this study was then analyzed using data collection, data condensation, data presentation, and conclusion drawn.The results of this study show that the role of BUM Batetangnga Village in empowering the economic potential of the village is still not optimal. As for the implementation of four indicators, the role of BUM Desa in empowering the economic potential of the village, namely in regulators, dynamists, facilitators and catalysts. The constraints of the Batetangnga Village BUM include Human Resources (HR), science and technology, capital resources and cooperative relationships between communities. Meanwhile, BUM Bumiayu Village has shown success in empowering the economic potential of the village. And the factors of the success of BUM Bumiayu Village are Human Resources (HR), good community cooperation relationships, science, and capital resources.The conclusion in the implementation of the four indicators of the role of Village BUM in empowering the economic potential of the village from the two Village BUM is that the regulator indicator has not been successful, the dynamizer has been successful, the facilitator has succeeded and the catalyst is still not successful.

Abstract

This research aims to find out the capabilities owned and supervision at the Regional Inspectorate of South Sulawesi Province. This research is a qualitative research that shows an objective picture of a situation. Data collection was carried out through observation, interview, and documentation techniques. The data analysis techniques used in this study are data reduction, data presentation, and conclusion drawn.The results of the study show that the APIP Capability at the Regional Inspectorate of South Sulawesi Province has been running well, although there are still some shortcomings in its implementation. This can be seen from Roles and Services, Professional Practices, Accountability and Performance Management, Culture and Organizational Relationships, Structure and Governance that have been running well, but there are still shortcomings in HR Management. The supervision carried out as a form of service for ASN is the Review Assistance Service for Regional Apparatus Organizations (OPD) in the South Sulawesi Provincial Government, the Digitization System for Follow-up Information on Audit Results (TLHP), Submission of Complaints of Suspected Criminal Acts and Violations of ASN Discipline.

Abstract

This study aims to determine the Quality of Inpatient Services at the H. Andi Sulthan Daeng Radja Regional General Hospital, Bulukumba Regency, this study uses a qualitative approach. Data collection was carried out through observation, interview, and documentation techniques. The Data Analysis Technique used in this study is interactive data analysis through the following stages: data condensation, data presentation, and conclusion testing.The results of this study show that the Inpatient Services at the H. Andi Sulthan Daeng Radja Regional General Hospital, Bulukumba Regency have generally run well, although there are still shortcomings in its implementation. This can be seen from several indicators, namely, determination, implementation and responsibility. However, there are still shortcomings in administrative personnel who are still not agile in serving non-medical patients, but the Bulukumba Regency Government has made every effort to improve services at the H. Andi Sulthan Daeng Radja Regional General Hospital, Bulukumba Regency, including inpatient services. The supporting factor in inpatient services at H.Andi Sulthan Daeng Radja Bulukumba Hospital is the existence of good communication between medical personnel and patients, and also receives support from the government and the local community. The inhibiting factor in the service at H. Andi Sulthan Daeng Radja Hospital, Bulukumba Regency is in the research licensing section which is still charged to get a permit for research.
