Abstract

The issue of stray livestock has become a significant concern in Lappa Village, Sinjai Regency. This phenomenon has caused various impacts, such as crop damage, traffic disruptions, and social conflicts within the community. This study aims to examine how the implementation of livestock management policies aligns with Van Meter and Van Horn's policy implementation theory. This theory highlights six key variables influencing the success of policy implementation: policy standards and objectives, resources, characteristics of implementing agencies, inter-organizational communication, implementers' disposition, and social, economic, and political environments. The research findings indicate that the implementation of livestock management policies in Lappa Village, Sinjai Regency, has been optimal. This conclusion is based on observations and interviews conducted during the study. However, some aspects still require attention and improvement. In terms of policy standards and objectives, they have been adequately met. However, some livestock owners in Lappa Village still fail to comply with Regional Regulation No. 4 of 2015 of Sinjai Regency. Regarding resources, the human resources for implementing the livestock control policy are sufficient, but financial resources remain inadequate, making the implementation process less effective. The characteristics of implementing agents have been effective, as the procedures are well-organized and executed according to standard operating procedures (SOPs). In the variables of social, economic, and political conditions, the lack of awareness among livestock owners regarding these regulations has led to many livestock still wandering in public facilities. The implementers’ attitude is both humane and firm in enforcing Regional Regulation No. 4 of 2015 of Sinjai Regency.

Abstract

The high MMR and IMR are a problem in health services at Daya Regional Hospital, Makassar City. This research aims to determine the implementation of the Maximum Reach Innovation for Integrated Maternal and Child Health Services in Reducing MMR and IMR in the Daya Hospital of Makassar City. This research uses a qualitative approach with a descriptive method with data collection techniques in this research namely interviews, observation and documentation. Checking the validity of the data in this research was carried out by source triangulation. Data analysis techniques use data condensation, data presentation and drawing conclusions. The results of this research show that the implementation of innovation for maximum coverage of integrated maternal and child health services is based on Stephen Robbins' theoretical indicators, namely having distinctive/special characteristics, having characteristics or elements of novelty, the innovation being rolled out has the aim of having been implemented well. However, the indicators of innovation programs implemented through planned programs still require some improvement in order to provide quality services for pregnant and giving birth mothers. This innovation needs to maintain its existence, especially ensuring that this program continues to run so that the goals to be achieved in creating innovations for maximum coverage of integrated maternal and child health services can reduce MMR and IMR maximally.

Abstract

This study aims to determine the evaluation of the Family Hope Program in overcoming poverty in Eran Batu Village, Buntu Batu District, Enrekang Regency and its inhibiting factors. This type of research is qualitative with data collection techniques carried out by means of observation, interviews, and documentation. The data analysis technique used consists of data reduction, data presentation and conclusion drawing. The results showed that the Evaluation of the Family Hope Program in overcoming poverty in Eran Batu Village, Buntu Subdistrict, Enrekang Regency, based on the six aspects studied, namely Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Accuracy in general has had an impact on the recipients of this assistance, seen in each year the recipients are decreasing even though there are still some obstacles in the data collection of recipients but it is hoped that there will be an intervention between several parties not only from the village who collect data to avoid discrimination against recipients.

Abstract

This research aims to determine the Management of Cekkeng Market Retribution in Increasing Original Regional Income of Bulukumba Regency. This research uses a qualitative approach and produces descriptive data. Data collection was used using interview, documentation and observation techniques. Data analysis techniques consist of data reduction, data presentation and drawing conclusions. The results of the research show that the Management of Cekkeng Market Retribution in Increasing Original Regional Income of Bulukumba Regency is based on Mardiasmo (2018) management indicators, namely: 1) planning and preparation stage, 2) ratification stage, 3) implementation stage, 4) reporting and evaluation stage, that in general In general, market levy management is quite good, but it needs to be optimized in terms of the planning and preparation stages as well as the implementation stage in order to avoid problems that could affect regional income.

Abstract

This study aims to determine the Strategy for Overcoming Early Marriage in Wajo Regency. This research includes descriptive qualitative research with data collection techniques through observation, interviews and documentation. Data analysis techniques using SWOT analysis.The results showed that the Early Marriage Response Strategy in Wajo Regency has not been overcome because there are still challenges in overcoming early marriage, although there have been efforts to overcome this, this is evidenced based on the indicators of Travis Hirchi's (2005) overcoming theory, namely: 1) Attachment (Affection), 2) Commitment (Responsibility), 3) Involvement (Involvement) 4) Believe (Trust). That in general, the Strategy for Overcoming Early Marriage in Wajo district is still not optimal due to various challenges that still exist, the main challenge is the lack of public awareness of the impact of early marriage and the existence of social and cultural norms supporting early marriage,By using SWOT analysis, the results obtained from this study are in quadrant IV or WT (Weakness-Threats) strategy, it is necessary to have firmer regulations and clear sanctions for violators of regulations related to early marriage, these sanctions are in the form of fines, criminal penalties in accordance with applicable policies in Wajo Regency.

Abstract

This study aims to understand, analyze, and describe how the optimization of e-Government implementation in the reporting of the National Industrial Information System (SIINas) is carried out at the Department of Trade and Industry, Jeneponto Regency and its supporting and inhibiting factors. This research is qualitative in nature, employing data collection techniques such as observation, interviews, and documentation. The data obtained from the research are processed using an interactive model analysis, which includes data condensation, data display, and conclusion drawing. The results of the study indicate that the implementation of e-Government in the National Industrial Information System (SIINas) at the Jeneponto Regency Trade and Industry Office has not been running optimally. This is identified through the extent to which the elements of successful e-Government implementation have been implemented, consisting of support, capacity, and value. The support and capacity elements need to be improved again. Meanwhile, in the value element, SIINas has a good impact on the Jeneponto Trade and Industry Office and Small and Medium Industries (IKM). However, these benefits have not been felt evenly by IKM in Jeneponto. Supporting factors in the implementation of e-Government in the National Industrial Information System (SIINas) at the Jeneponto Regency Trade and Industry Office, namely coordination with other institutions related to the implementation of SIINas and direct assistance to the community. Meanwhile, inhibiting factors, namely the absence of a special budget allocation prepared for SIINas, minimal knowledge of SMEs about technology, lack of skilled human resources, and low awareness of business actors.

Abstract

This study aims to determine public service innovation through LaNCAR D'DUKCAPIL 7311 LaO KeDesa at the Population and Civil Registration Office of Barru Regency. This type of research is descriptive with a qualitative approach. The data collection techniques used were observation, interview and documentation. Data analysis techniques, using an interactive model, namely data condensation, data presentation and conclusion drawing. The results showed that public service innovation through LaNCAR D'DUKCAPIL 7311 LaO KeDesa at the Population and Civil Registration Office of Barru Regency has been implemented well and has succeeded in creating quality public services for the community. This refers to the fulfillment of 4 aspects of innovation attributes, namely relative advantages that are superior to the previous licensing system, compatibility with the previous service system, the possibility of being tried through socialization, technical guidance, and ease of observation through an increase in the number of comparisons of ownership of population documents, while the factors that hinder the application of LaNCAR D’DUKCAPIL 7311 LaO KeDesa innovation are explained in the aspect of complexity, namely internet network stability.

Abstract

This research aims to evaluate the Gowa Regency government's policy in relocating street vendors along the axis road. By using descriptive qualitative research methods and referring to James Anderson's second type of policy evaluation theory, this research analyzes the success rate of the relocation program through various aspects that have been determined by data collection techniques, namely, observation, interviews and documentation. The checking of data validity is done through source triangulation and technical triangulation. Data analysis techniques used data condensation, data presentation, and conclusion drawing. The results showed that the relocation policy of street vendors had varying degrees of success in the aspects evaluated. Three aspects showed positive results, namely improving environmental cleanliness, creating comfort for road users and the surrounding community, and improving the beauty of urban planning. However, there are two aspects that have not achieved optimal results, namely the aspect of order and the impact of relocation on traders. The order aspect still faces challenges in terms of traders' compliance with the established rules, while the impact of relocation raises various socio-economic consequences that need further attention from the local government.

Abstract

This research aims to find out how public services are created in the SKCK processing process and to find out the supporting and inhibiting factors for creating public services in the SKCK processing process at the Makassar Police Intelligence and Security Unit. This research uses a qualitative approach and produces descriptive data. Data collection was used using observation, interviews and documentation techniques. Data analysis techniques use Miles Huberman, namely, data condensation, data presentation, and drawing conclusions. The results of this research show that the Intelligence and Security Unit's Public Service Evaluation of Making Police Record Letters (SKCK) for the Makassar City Police. There are 2 stages of the SKCK making service, namely offline (coming to the police station) and online by accessing the National Police Precision APP application, which, like the making stages, requires different time periods. The additional administrative requirements for making a Skck are that the BPJS card must be active for the Skck applicant who takes care of it. This rule will be implemented starting March 1 2024. However, Skck applicants do not yet know the rules. issued so that there are obstacles such as checking that the applicant's BPJS card is inactive or has not paid so that the applicant's SKCK cannot be issued. Applicants/people who administer SKCK prefer the online method because they can access it from various places and conditions. And the facilities and infrastructure provided are not yet fully effective. Sat Intelkam proposes to increase new sustainable breakthroughs by promoting the creation of Skck Online on social media, providing mobile Skck services so that people do not have difficulty reaching them from where they live.

Abstract

This research aims to determine the evaluation of policies for the arrangement and development of street vendors at Minasa Maupa Market, Somba Opu District, Gowa Regency. The policy implemented by the regional government aims to improve order, cleanliness and welfare of street vendors. This research uses a qualitative descriptive approach with in-depth interviews, observation and documentation methods. The research results show that the policy for structuring and coaching street vendors has not yet achieved good results in the sense that it has not had a positive impact on market order and cleanliness. Judging from the policy evaluation indicators, it is stated that five of the six indicators including Effectiveness, Efficiency, Coverage, Equity and Responsiveness are still in the poor category and have not been implemented well in achieving goals and success, while the Decree indicators are in the good category and have achieved success goals. . There are obstacles such as lack of policy outreach, lack of supporting facilities, and resistance from traders. Therefore, it is still necessary to evaluate policies to ensure the sustainability and effectiveness of the program.
