Abstract

Road infrastructure development in rural areas is an important aspect because it directly affects accessibility, community mobility, distribution of agricultural products, and improvement of rural community welfare. This study aims to describe and analyze road infrastructure development in Bukit Permata Village, Kaubun District, East Kutai Regency, and to identify the supporting and inhibiting factors in its implementation.This study used a descriptive qualitative approach. The research focused on three main stages of village road infrastructure development, namely planning, implementation, and supervision or monitoring. Data were collected through observation, interviews, and documentation. The data were analyzed using the interactive model proposed by Miles, Huberman, and Saldana. The results show that road infrastructure development in Bukit Permata Village has been implemented properly through the stages of planning, implementation, and supervision or monitoring. However, some implementation processes have not run optimally because development has not been fully distributed. The implementation also still faces several obstacles, including geographical conditions, limited labor, unavailable construction materials, and budget constraints. Therefore, it can be concluded that road infrastructure development in Bukit Permata Village has provided benefits for the community by improving accessibility and supporting village economic activities. However, equitable development, stronger supervision, and better planning still need to be improved so that road infrastructure development can run more effectively, evenly, and sustainably.

Abstract

This research aims to find out about the implementation of the program policy for providing educational scholarships to outstanding students in Pinrang Regency. This research uses a case study research design with a qualitative approach. Data was obtained using observation, interviews and documentation methods. The results of the research show that the implementation of the Program Policy for Providing Educational Scholarships to Achieving Students in Pinrang Regency is quite good. This is proven based on observations and interviews conducted, on several factors proposed by George C. Edwards III (1980), namely communication, resources, disposition and organizational structure. However, in its implementation, several things were still found that needed attention and improvement. In Communication, there are three (3) indicators, there are two (2) indicators that are considered to have worked well, namely clarity and consistency. This can be seen from the overall scholarship distribution process which is considered successful, while for the transmission indicator it is said that it has not run effectively because there are still some students who sometimes don't know about the existence of this educational scholarship, even though it has been spread via social media. For resources, there is one (1) indicator that has been met, namely human resources and one (1) indicator regarding budget resources is said to be still less effective, but the time for disbursement of aid funds is slightly hampered due to several problems, so the implementation process is slightly hampered. Meanwhile, the disposition is said to have gone well in accordance with the policy to be implemented and the high willingness of the policy implementers to carry out the policy. And the bureaucratic structure is running well in implementing the educational scholarship program policy, which has been regulated by procedures and has been implemented properly based on standard operating procedures (SOP).

Abstract

This research is a type of qualitative research that is descriptive and aims to determine the implementation of the Makassar City HIV/AIDS Management Policy (KPA). The data sources used are primary data sources and secondary data sources. In determining informants using purposive sampling technique. Data collection techniques were carried out using interviews, observation and documentation. The informants in this research were the AIDS/HIV Program Manager, Makassar City Health Service, Head of Social Rehabilitation Division, Makassar City Social Service, Mitra Husada Foundation Prajangkau Officer, Guardians/Patients infected with HIV/AIDS. The results of this study indicate that the Implementation of the HIV/AIDS Control Policy (KPA) in Makassar City has not been optimally implemented. There are 4 sub-indicators that are considered based on the theory of George C. Edward III (1980). This can be seen in two indicators that have been implemented well, namely the disposition and bureaucracy indicators and two indicators that have not been optimal in their implementation, namely the communication and resource indicators. This is because the communication process through socialization has not fully reached the key population and there is still stigma/discrimination against PLWHA and there are still inhibiting factors in the resource variable which should be the most optimized variable. The inhibiting time in the implementation of HIV/AIDS control (KPA) in Makassar City is related to social stigma and discrimination against PLWHA (People with HIV/AIDS), limited special budgeting for HIV/AIDS programs, and limited Human Resources (HR).

Abstract

This paper aims to determine the Implementation of Public Transportation Control at Daya Terminal in Makassar City along with supporting and inhibiting factors of the Implementation of Public Transportation Control Policy at Daya Terminal in Makassar City. This study uses a qualitative approach and produces descriptive data. Data collection is carried out by means of observation, interviews and documentation. Data are processed using three simultaneous activity flows, namely data reduction, data presentation and drawing conclusions/verification. The results of the study indicate that the Implementation of Public Transportation Control at the Daya Terminal in Makassar City in this case has been implemented but is still less than optimal. There are 4 dimensions that are considered in viewing the implementation of the policy, namely in terms of disposition, communication, resources and bureaucratic structure. Of the four indicators, the obstacles in the application and implementation are disposition and resources because they have not been optimally implemented in the control of public transportation at the Daya Terminal in Makassar City. The causal factors that are obstacles include the lack of public awareness, facilities and infrastructure, and driver awareness regarding the policy of controlling public transportation at the Daya Terminal in Makassar City.

Abstract

This research aims to understand the Policy Evaluation of the Community-Based Integrated Child Protection (PATBM) program by considering geographical variations in Maros Regency. This research uses a descriptive qualitative approach, with data collection techniques through observation, interviews and documentation studies. The validity of the data was checked through diligent observation and triangulation of sources. Data analysis is carried out through the stages of data collection, data condensation, data presentation, and drawing conclusions or verification. The results of this research indicate that the Evaluation of the Community-Based Integrated Child Protection Program (PATBM) takes into account geographical variations in Maros Regency, based on six William N. Dunn Policy Indicators (2003), namely: 1) Effectiveness, 2) Efficiency, 3) Coverage, 4 ) Alignment, 5) Responsiveness, 6) Accuracy, Quite optimal level of effectiveness in mountainous and coastal areas. With a minimal budget, the program still achieved its goals, showing good efficiency. The eligibility criteria are also met, with PATBM becoming an alternative solution to the problem of child violence. In terms of alignment, this program has been evenly distributed. Apart from that, the PATBM program is considered quite responsive to community needs and meets the responsiveness criteria and this program is also appropriate, but needs improvement in the monitoring and evaluation (monev) process

Abstract

This research aims to determine the SOP for licensing via e-government in Makassar City. This type of research is descriptive with qualitative research, which is research to answer a problem in the context of the time and situation concerned. The data collection techniques used were observation, interviews and documentation. The results of the discussion in this research were carried out using 3 elements, namely: Support. The first and most important element in the Operational Standards for Licensing Services Through E-Government without any support from the government, local communities or other policy stakeholders. Operational Standards for Licensing Services Through E-Government will not work as it should, so support is needed so that Licensing Services via E-Government can be realized in society.  Capacity (Resources) Competent and qualified human resources for management and access to information technology to ensure Licensing Services via E-Government run as expected at the Makassar City DMPTSP Office. Regarding human resources at the Makassar City DMPTSP Office. Value (Benefits) Benefits of Operational Standards for Licensing Services through the E-Government Application (SIMBG) should be felt by the wider community whatever system is built if the benefits cannot be obtained. Supporting factors for licensing services through the E-Government application (SIMBG) at the Makassar City DMPTSP Office.

Abstract

This research includes show that the Implementation of the Policy for the Development and Management of Street Vendors in Parepare City. This can be seen from the results of interviews which show that the implementation of the Street Vendor Development and Management Policy has gone quite well, as well as street vendors' awareness of guidance and management showing good results. And seen from the policy implementation theory according to Merilee S. Grindle, it consists of indicators: Interests influenced by the policy, type of benefits produced, degree of change desired, location of decision making, program implementers, sources involved, power, interests, and strategies of the actors involved, Characteristics of institutions and authorities, Compliance and responsiveness. However, there are still indicators that are not good in the implementation of the PKL Development and Arrangement Policy, namely indicators of the power, interests and strategies of the actors involved, where the Satpol PP carries out socialization activities regarding the guidance and structuring of PKL on a regular basis but most of the PKL still do not follow or violate regional regulation No. 7 of 2019 concerning public order.

Abstract

This study aims to determine the implementation of vehicle asset management policies at the Department of Trade, Industry, Energy and Mineral Resources of Sinjai Regency and the obstacles faced. The results of the study indicate that the implementation of vehicle asset management policies at the Department of Trade, Industry, Energy and Mineral Resources of Sinjai Regency found that: 1) Communication between Fields and UPTD is fairly good. There is an effective internal communication system to provide the latest information on vehicle condition reports and STNK renewal schedules and maintain effective communication by involving all relevant parties in the vehicle management process through the official WA group. 2) The resources from the available official vehicle facilities are sufficient. However, the budget allocation is not adequate for vehicle maintenance. It is important to continue to monitor and manage resources efficiently. Periodic evaluation of budget availability to support better vehicle maintenance. 3) The disposition of operational official vehicles has been well regulated. The attitude of vehicle users/holders has maintained and maintained the vehicles they own. 4) The bureaucratic structure is already in place because the asset manager is signed by the Sinjai Regent and the names of official vehicle holders are signed and coordination is carried out with the head of the service and asset manager, BKAD in reporting and accountability for regional assets. The obstacle faced is that the maintenance costs that were previously available for each unit in the last 4 years have been eliminated due to limited regional budgets since Covid-19 and the local government can only afford to pay STNK renewal taxes.

Abstract

The Krayan Highlands in Nunukan Regency, North Kalimantan, represent an organic farming area grounded in local wisdom with high strategic value for border community food security. The cultivation of organic adan rice, holding a Geographical Indication (GI) certificate, serves as both a cultural identity and flagship commodity. However, development of this organic agriculture faces significant challenges: geographic isolation, inadequate infrastructure, low product competitiveness, and suboptimal farmer institutional capacity. This study aims to identify the most effective policy strategy for developing Krayan organic agriculture to strengthen sustainable food security in border areas. The research employs a descriptive-analytical approach using USG (Urgency, Seriousness, Growth) for problem prioritization and Expert Judgment-based weighted criteria analysis for policy selection. Results indicate that among three policy alternatives evaluated, the Integrated (Holistic) Approach achieved the highest weighted score of 4.55 out of 5.00. Policy recommendations require cross-ministerial synergy, supported by state budget, regional budget, village funds, international grants, and private investment.

Abstract

This study identifies challenges, opportunities, and solutions in human resource management in education in the digital age. We used a literature review approach to analyze literature related to the application of technology in HRM and its impact on the efficiency and transparency of teacher performance management. The results reveal that the main challenges include limitations in technological infrastructure, low digital skills among educators, gaps in technology access in remote areas, and education policies that do not fully support digitalisation. However, digitalisation offers opportunities such as increased efficiency in performance evaluation, easier access to technology-based training, and the use of data for more accurate decision-making. This study also proposes solutions to overcome these challenges, such as increasing investment in technological infrastructure, developing digital-based training, and formulating more in-depth education policies. We anticipate that the findings of this study will contribute to more effective education policies and enhance the quality of human resource management in educational institutions in the digital era.
