Abstract

This research aims to determine the implementation of Road Infrastructure Development Policy in Lembang District. This research includes qualitative research with descriptive research type. Data collection was used using interview, observation and documentation techniques. The data obtained from the research results were processed using data analysis according to Miles & Huberman, namely data condensation, data presentation, drawing conclusions and verification. The results of the research show that the implementation of government policy at the Bina Marga Cipta Karya and Spatial Planning Service (Case Study of Road Infrastructure Development in Lembang District, Pinrang Regency) can be said to have run smoothly in terms of standard indicators and policy targets, resources, communication between organizations, agency characteristics implementer, socio-economic and political conditions, and disposition. However, there are still some things that need to be paid attention to, such as resource indicators. In terms of resource indicators, the budget owned by the Pinrang Regency government is limited and not sufficient to carry out construction and repair of damaged roads, while the funds needed to carry out road construction are very large.

Abstract

This study aims to find out the Discipline of Using the E-Performance Application for ASN in supporting the assessment of superiors. This research includes qualitative descriptive research with data collection techniques through observation, interviews and documentation. The data analysis technique uses data condensation, data presentation, and conclusion drawn. The results of this study show that the assessment carried out by the boss has gone well through this application using the theory of Performance Assessment indicators, work quality, work quantity, time period, workplace attendance, and cooperative attitude. However, in filling the workload carried out by employees is still not optimal. It can be seen in indicators, time period and attendance at work. This is because there are still many employees who are not good at utilizing and lack awareness of the importance of time discipline, further efforts need to be made to increase employee awareness and understanding of the importance of e- performance and provide more intensive training so that the use of the application can be more effective and efficient

Abstract

This research aims to determine the Evaluation of the Family Hope Program (PKH) in Overcoming Poverty in Bone Regency. This type of research is descriptive with a qualitative approach. Data were collected through observation, interviews and documentation with data analysis techniques using data reduction, data presentation and drawing conclusions. The results of this study indicate that needs assessment has not been fully effective in identifying community needs accurately. There is a discrepancy between beneficiary data and conditions in the field, which indicates weaknesses in the data updating process. However, the planning of the PKH program in Bone Regency has been quite good, involving various parties and having a structured fund distribution mechanism. Formative evaluation also shows that the implementation of the program is quite good, with structured monitoring and evaluation and efforts to increase public awareness. In terms of impact, the Summative Program shows that the PKH program has a positive impact on Beneficiary Families (KPM), namely helping to meet the basic needs of KPM, improving welfare, and encouraging behavioral changes towards economic independence. Overall, the PKH program in Bone Regency has shown positive results in improving the welfare and economic independence of KPM. However, improvements are needed in the needs assessment process to ensure that the identification of community needs is more accurate and on target and it is recommended that data be updated regularly to avoid discrepancies between beneficiary data and conditions in the field.

Abstract

The Role of the Social Security Organizing Agency (BPJS) Employment Pinrang Branch Office in Increasing Informal Sector Participation, Especially Traders in Pinrang Regency. Faculty of Social Sciences and Law, Makassar State University. Supervised by Muhammad Yamin and Herlina Sakawati. This study aims to determine the Role of the Social Security Organizing Agency (BPJS) Employment Pinrang Branch Office in Increasing Informal Sector Membership Especially Traders in Pinrang Regency. this research uses a qualitative approach and produces descriptive data. Data collection is done by means of observation, interviews, and documentation, then analyzed using three stages, namely data reduction, data presentation, and verification. The results showed that BPJS Ketenagakerjaan Pinrang Branch Office has played a role in increasing membership of the informal sector, especially traders in Pinrang Regency, although it is not yet fully optimal. There are 4 indicators that are taken into consideration in seeing how the role of the Employment BPJS in increasing membership according to Emile Durkheim's theory (1999), namely, the role as an informator, the role as a facilitator, the role as an organizer, and the role as an evaluator, as for some obstacles faced by the Pinrang Branch Office Employment BPJS, namely the lack of employees which results in the provision of information or socialization is not often carried out, then the Pinrang Branch Office Employment BPJS in carrying out its role as a facilitator is still not well implemented, has not provided much access to information, and the facilities provided are still limited to one type only.

Abstract

This study examines the implementation of PT Vale Indonesia Tbk’s corporate social responsibility (CSR) initiatives within the Community Development and Empowerment Program (PPM) based on the Independent Rural Area Development Program (PKPM) in Sorowako District and Nuha District. Data collection methods included observation, interviews, and documentation. Data analysis techniques included data reduction, presentation, and drawing conclusions. Vale Indonesia Tbk provides resources to support social responsibility programs focused on education, health, the economy, and social welfare. Vale Indonesia Tbk’s PPM-PKPM program aims to improve community welfare through enhancements in the economic, social, health, and educational sectors. As part of its corporate social responsibility, Vale Indonesia is the subject of this study. Research data was collected from January to May 2024. Data collection techniques included observation, interviews, and documentation. Data analysis techniques included data reduction, presentation, and drawing conclusions. Vale Indonesia Tbk provides resources to support corporate social responsibility programs focused on education, health, the economy, and social issues. The PPM-PKPM program of Vale Indonesia Tbk aims to improve community welfare by enhancing the economic, social, health, and educational sectors. As part of its corporate social responsibility, PT. Vale Indonesia Tbk has integrated social responsibility into its organizational structure.

Abstract

This study aims to analyse the planning capacity for General and Thematic Bureaucratic Reform in Musi Banyuasin Regency. The research uses a qualitative method with a descriptive approach and relies on primary data in the form of official documents, namely the final bureaucratic reform assessment report, the General and Thematic reform recap tables, and the 2025 action plan. The findings show that analytical capacity is reflected in the formulation of problems, indicators and targets for both reform tracks, although the linkage between internal governance indicators and thematic development outcomes is not yet articulated consistently. Operational capacity appears in detailed action plans in several areas, especially digital government and records management, while some General reform activities still do not have fully elaborated plans. Political capacity is indicated by the alignment of bureaucratic reform with regional development planning and the distribution of roles across local government organisations, yet a clear institutional focal point for integrating the General and Thematic tracks has not been firmly established. These results suggest that strengthening analytical linkages, balancing operational detail and clarifying integrative leadership would improve the overall planning capacity of bureaucratic reform in the regency.

Abstract

Administration and management are processes, occurring within the organization. While the core of management and administration is leadership. Leadership is the determinant of whether an organization runs well or not. One of the leaders who is considered qualified or ideal is Adnan Purichta ihsan, the Regent of Gowa Regency.  This study aims to identify and describe the leadership of the Regent of Gowa Regency based on the principles of the relevant 5 pillars of leadership theory. The method used in this research is qualitative. While the type of research used is the appropriate case study method proposed by Robert K Yin. The data collection techniques used in this research are interviews, and documentation. The data validity technique used in this research is triangulation. The results showed that the leadership of the Regent of Gowa Regency can be said to be ideal leadership. There are 5 requirements to be a quality leader. Namely power, competence, credibility, willingness and enthusiasm, and courage. From these five conditions, it is found that the Regent of Gowa Regency fulfills the five conditions to become a quality leader. Although there is no perfect leadership, the five conditions are fulfilled, so the result is that the Regent of Gowa Regency is an ideal leader. This is in line with the quality leader proposed by Augustine Johanes Djohan. Quality leaders and ideal leadership have a close and interrelated relationship where quality leaders are individuals who demonstrate leadership qualities and characteristics that are considered positive as well as effective, while ideal leadership reflects the highest standards or expectations in the context of leadership.

Abstract

This research aims to find out about the Evaluation of Public Roadside Parking Management Policies at Cidu Market, Makassar City. This research uses a qualitative approach to produce descriptive data. Data collection techniques are carried out through observation, interviews and documentation. The data analysis technique used consists of data reduction, data presentation, and drawing conclusions. The research results show that the Evaluation of Public Roadside Parking Management Policies at Cidu Market, Makassar City is based on the dimensions of effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. The effectiveness dimension shows that the management policy is not yet optimal, this is because there is still illegal parking on the edge of the public road in Cidu Market, Makassar City. The efficiency dimension shows that although PD Parking has prepared 11 parking attendants, the arrangement of vehicle parking for visitors around the market area is not yet optimal. Cidu, the adequacy dimension shows that there is not enough parking area to accommodate motorized vehicles. The leveling dimension shows that socialization activities regarding notification of public roadside parking management policy regulations in the Pasar Cidu community have not been optimal. The responsiveness dimension shows that the responsiveness of the authorities has not been optimal in dealing with parking problems, besides that there are still people in Cidu Market who are not aware of the existence of regulatory policies. Areas regarding Public Roadside Parking Management. The accuracy dimension shows that the policies that have been issued so far are not on target. Apart from that, regulations regarding Public Roadside Parking Management do not meet the public's expectations in managing parking order and security as well as enforcing sanctions against parking attendants and visitors who violate parking policies on public roads.

Abstract

This study aims to determine the real strategies carried out by the local government by investigating in more depth how the implementation of these strategies can make a real contribution to the development of tourism in the Tanah Toa customary area with the hope of having a positive impact on the local community. This study uses a qualitative approach and produces descriptive data. Data collection is used with interview, documentation, and observation techniques. The analysis technique uses SWOT analysis. The results of the study indicate that the Regional Government Strategy in Developing Tanah Toa Tourism Objects in Bulukumba Regency based on tourism development indicators according to Gamal Suwantoro (2019), namely: 1) Promotion, 2) Accessibility, 3) Tourism Products, 4) Human Resources, that overall the implementation of the strategy for developing cultural tourism objects in the Tanah Toa Traditional Area carried out by the local government is quite good but still requires improvement and refinement in several aspects, especially in developing accessibility and developing human resources. By using SWOT analysis, the results obtained from this study are at quadrant III or WO (weakness-Opportunity) strategy, so the strategy that must be carried out by the local government in developing Tanah Toa tourism objects is to utilize external opportunities and overcome internal weaknesses

Abstract

This study aims to find out how the Diffusion of Innovation in Integrated District Administrative Services (PATEN) in realizing Good Governance in Biringkanaya District, Makassar City. This type of research is descriptive with a qualitative approach. The data collection techniques used are observation, interviews, and documentation. The data analysis technique uses interactive methods, namely data condensation, data presentation, and conclusion drawn. The results of the study show that the diffusion of patent innovations in Biringkanaya District, Makassar City has not been optimally adopted. This refers to the four main elements in innovation diffusion, which among the four main elements of innovation diffusion there are three elements that are included in the poor category, namely innovation elements that are still found to have some weaknesses from before the implementation of the PATENT innovation, communication channel elements that are still not effective in the use of communication channels because they only use interpersonal communication, and time period elements that are classified as slow, especially during the trial period Adoption. In addition, there is one element of diffusion that is included in the good category, namely the element of the social system with the results of the research finding that the target and role of the leader are effective in adopting PATENT innovations. In this study, it is suggested that the government that diffuses or adopts innovations is expected not only to follow the demands of the rules, but also to be balanced with the readiness of the organizers both in terms of infrastructure and human resources.
