Abstract

This research aims to look at the potential development strategy for the Massenrempulu Botanical Garden tourist attraction in increasing tourist interest in Enrekang Regency. The type of research used is a qualitative method with a descriptive approach. From the research results, there are four indicators, namely: First, environmental analysis, the management of the Massenrempulu Botanical Gardens uses Strategic Management analysis in organizing tourist attraction programs through the formation of a strong work structure and experts in their respective fields. Meanwhile, for external matters, coordination with various SKPDs in Enrekang district and the private sector is to continue to build programs that are synergistic by prioritizing attractions according to the needs of tourists. Second, strategy formulation, Upt Kebun Raya Massenrempulu in preparing sustainable programs always pays attention to the needs and demands of tourists, so that improvements in service quality continue to be carried out by trying to create programs that can meet tourist needs. Third, implementation of strategies, patterns of implementation of activities carried out by the Massenrempulu Botanical Gardens Center, which always innovates and improves existing attractions at tourist attractions. Apart from that, additional tourist attractions were also carried out to increase visitor interest. Fourth, evaluation and control, all the Massenrempulu Botanical Garden Upt programs that have been implemented have been running effectively, but there are still several obstacles in the process of maintaining tourist attractions due to the lack of capital available

Abstract

This research aims to find out how the implementation of Regional Regulation Number 10 of 2013 concerning the Sustainable Complete Class System Policy in Gowa Regency is carried out. To achieve this goal the researcher used data collection techniques through observation, interviews and documentation. Data obtained from research results are processed using qualitative analysis by revealing the problem or situation or event as it really is so as to reveal the true facts of the object under study.The results of the research show that the implementation of Regional Regulation Number 10 of 2013 concerning the Sustainable Complete Class System Policy in Gowa Regency has been carried out well. Judging from the 3 main indicators of implementation according to Daniel A. Mazmanian and Paul Sabatier which are quoted in (Suwitri 2008), including: Tracbility Variable of the Problem (Level of Simplicity of the Problem) in this case the Implementation of the Sustainable Complete Class System Policy in Gowa Regency has implemented well in accordance with Regional Regulation No. 10 of 2013 concerning SKTB, Ability of Statue To Structure Implementation (Ability of Laws to Structure the Implementation Process) where the ability of legislation to implement SKTB has a big influence in structuring an implementation process, Nonstatutory Variables Affecting Implementation (Variables Outside the Law that Influence Implementation) still lacks support and understanding among some people regarding the SKTB policy.Dependent Variables or Stages in the Implementation Process also determine the success of implementing Regional Regulation Number 10 of 2013 which discusses the implementation of SKTB so that the implementation of the SKTB program can run well

Abstract

This study aims to find out the innovation of risk-based services (OSS-RBA) in providing quality public services for business actors at the Makassar City Investment and One-Stop Integrated Services Office (DPMPTSP). This research uses a qualitative approach with a descriptive type. So that to achieve the goal, the researcher uses data collection techniques through observation, interviews and documentation. The results of the study show that the innovation of risk-based business licensing services (OSS-RBA) at the Makassar City DPMPTSP has been well implemented and has succeeded in creating quality public services for business actor service users. This refers to the fulfillment of 4 aspects of innovation attributes, namely superior relative advantages compared to the previous licensing system, conformity to the OSS 1.1 licensing system, the possibility of being tried through socialization, technical guidance, online-based services, information service counters and LONTARA programs and ease of observation through increasing the licensing that has been issued and increasing the investment value, while the factors that hinder the implementation of OSS-RBA Innovation are explained in The complexity aspect is technical constraints, the complexity of KPPR, the complexity of KBLI and the level of public knowledge about technology which is still limited and has not been fully resolved

Abstract

This research aims to determine and describe the effectiveness of implementing poverty reduction policies in Pangkep Regency. This type of research is descriptive qualitative researchwith data collection techniques through observation, interviews and documentation. Meanwhile, checking the validity of the data is carried out through source triangulation. Data analysis techniques use data condensation, data presentation and conclusion drawing. The research results show that the effectiveness of implementing poverty reduction policies in Pangkep Regency hasnot been optimal. There are six dimensions that are taken into consideration when looking at the implementation of this policy, namely in terms of policy standards and targets, resources. characteristics of implementing agents, inter-organizational relationships, implementor dispositions and social, economic and political conditions. These six dimensions are obstacles in implementing and implementing poverty reduction policies in Pangkep Regency. that in general policy implementation is quite good, but it is hoped that the resource dimension can be improved and its availability maximized. Policy standards and targets so that the implementation of povertyreduction policies can run effectively and on target, as well as economic, social and political conditionsaround thelocation can be improved sothat theimplementation process ofthis Regional Regulation can run optimally. Dimensions of implementation disposition, characteristics of implementing agents and Inter-organizational relationships have been implemented optimally, this is due to strong will and good inter-organizational relationships in overcoming poverty in Pangkep Regency

Abstract

The success of an innovation can be seen through the characteristics of an innovation. This study aims to determine the application of innovation in research permit services for the New normal innovation application of the online campus information system (Neni Si Linca). This research uses a qualitative approach with descriptive methods. The informants in this study consisted of 7 Neni Si Linca users, 5 employees and the head of DPMPTSP. The data collection techniques in this study were interviews, observations, and document reviews. Data validity checking in this study was carried out by triangulating sources. Data analysis techniques use data condensation, data presentation and conclusion drawing.  The results of this study indicate that the application of the Neni SI Linca innovation can be seen from the suitability of innovation to the attributes or characteristics of innovation in this case the New normal innovation online campus information system (Neni Si Linca) at DPMPTSP South Sulawesi Province. There are five indicators on innovation attributes according to Roger (Suwarno, 2008), namely relative advantage, compability, complexity, triability, observability. Based on the results of observations and interviews, it shows that there are three successful indicators, namely relative advantage, compatibility (compability), trialability (triability) then there are 2 indicators that are not yet appropriate is complexity and observability

Abstract

This study aims to determine the Implementation of E-government at the Center for Training and Development and Government Management Studies of State Administration Institutions (PUSLATBANG KMP LAN) in Makassar. This research includes descriptive qualitative research with data collection techniques through observation, interviews and documentation. Data analysis techniques consist of data reduction, data presentation and conclusion drawn. The results of the study show that the implementation of E-government at the Center for Training and Development and Management Studies of the State Administration Institution (PUSLATBANG KMP LAN) in Makassar is based on the implementation model of George Edward III, namely: 1) Communication, 2) Resources, 3) Disposition, 4) Bureaucratic structure that in general the implementation of policies is still not good,  still needs to be optimized in the Resource indicator so that the impelemmetor can be more optimal in implementing policies This e-government.

Abstract

The low level of innovation implementation within bureaucratic organizations in Sorong City is not directly proportional to the increasing reform budget allocated annually, indicating a fundamental problem in the organization's capacity to absorb and process external knowledge into concrete public service innovations. This study aims to analyze the relationship between absorptive capability and innovation within bureaucratic organizations in Sorong City from an institutional perspective. The study used a qualitative approach with a case study design in six regional government organizations, involving 18 informants selected through purposive sampling. Data were collected through in-depth interviews, non-participant observation, and documentation studies, then analyzed using six-stage thematic analysis. The results identified four main themes that form a layered causal system: limited knowledge acquisition, weak knowledge internalization, institutional barriers, and imbalances in human resource capacity as structural roots. These four themes operate as a system of mutually reinforcing barriers, where weaknesses in one dimension consistently exacerbate weaknesses in the others. Bureaucratic innovation in Sorong City is a systemic problem whose solution requires simultaneous intervention at the human capacity level, the institutional environment, and the organization's knowledge management mechanisms

Abstract

This study aims to find out how the development of the State Tourist Attraction Above the Clouds (Lolai) in increasing Regional Original Revenue (PAD) of North Toraja Regency. This type of research uses qualitative with a descriptive method. Data collection uses literature study techniques, observations, interviews, and documentation. The data analysis technique uses SWOT analysis techniques. Based on the results of the SWOT analysis using the Internal Factor Analysis Summary (IFAS) and External Factor Analysis Summary (EFAS) matrices, it shows that the development of the State Above the Cloud (Lempe Lolai) tourist attraction provides an increase in Regional Original Revenue (PAD) of North Toraja Regency. The results of IFAS and EFAS calculations show that a positive value means that the development conditions of the tourist attraction of the Land Above the Cloud (Lempe Lolai) are in good condition where the coordinates generated between IFAS and EFAS are in quadrant 1, namely X = 0.15 and Y = 1.1. This means that the tourist attraction is in a very favorable situation so that it has the power to take full advantage of the existing opportunities. Thus, the strategy that must be applied in the development of tourist attractions is an aggressive growth strategy (Growt Oriented Strategy).

Abstract

Traffic supervision on bridge infrastructure plays a crucial role in maintaining the security, safety, and sustainability of the bridge’s function as a public transportation facility. The increasing number of vehicles, particularly heavy-tonnage vehicles, can impose excessive loads that may damage the bridge structure. Therefore, the Samarinda City Government implements vehicle restriction policies on the Achmad Amins Bridge through supervision conducted by the Samarinda City Transportation Agency in collaboration with the Traffic Police Unit of Polresta Samarinda. This study aims to describe the supervision of vehicle restrictions on the Achmad Amins Bridge in Samarinda and to identify factors that hinder the effectiveness of such supervision. The research employed a qualitative descriptive approach with a case study design, collecting data through direct observation and in-depth interviews with officials from the Transportation Agency and Satlantas of Samarinda. Data analysis followed the interactive model developed by Miles, Huberman, and Sadana, comprising four components: data collection, data condensation, data presentation, and conclusion drawing. The results indicate that the Transportation Agency and Satlantas of Samarinda have conducted supervision of vehicle restrictions on the Achmad Amins Bridge; however, it is not yet optimal, as reflected in the indicators outlined in Samarinda Mayor Regulation No. 50 of 2023, namely: (a) monitoring and (b) inspection. The supervision is constrained by limited personnel and insufficient public awareness, resulting in drivers violating regulations by bypassing or crashing through restriction barriers, which can potentially cause traffic congestion or accidents.

Abstract

This research is a type of descriptive qualitative research and aims to find out about the Implementation of Direct Cash Assistance for Village Funds in Mangki Village, Cempa District, Pinrang Regency. Data collection techniques were carried out by interview, observation and documentation. The data analysis technique used consists of data reduction (Data Condensation), Data Presentation (Data Display), Conclutions Drawing and Verifications. The results showed that the implementation of direct cash assistance of village funds in Mangki Village, Cempa District, Pinrang Regency can be said to have gone well in accordance with the theory of George Edwards III. This can be seen from 4 sub-indicators that are running well including: a. Communication b. Resources c. Disposition d. Bureaucratic Structure. Bureaucratic Structure. One sub-indicator is still not good, namely in terms of communication. The inhibiting factor in the implementation of direct cash assistance for village funds is the community itself who does not understand this program, while the external inhibiting factor is that the process of disbursing funds from the local government is usually late, thus hampering the process of distributing this program. Implementors are expected to provide an even understanding to the community so that there is no social jealousy, program implementers must be more active in providing socialization and maintaining existing infrastructure.
