Abstract

The aim of this research is to determine and describe community participation in the implementation of development planning (Musrenbang) and the factors that determine community participation in development planning deliberations in Polejiwa Village. The type of research used in this research is descriptive qualitative and the data collection methods used are interviews, observation and documentation. The data analysis techniques used are data condensation, data presentation, and verification or drawing conclusions. The research results show that the level of community participation in the implementation of development planning deliberations in Polejiwa Village is still less than optimal because generally the community is not directly involved in the development program planning process that will be implemented each year. Factors that determine success in the process of implementing development planning deliberations (musrenbang) in Polejiwa Village include community awareness, level of education, socialization, trust in the government, role of leaders, socio-economic conditions.

Abstract

The Buy The Service (BTS) program is a government subsidy program that entered Makassar City in 2021 where its operation until now still has problems such as conflicts with pete-pete groups so that the BTS Teman Bus is not running optimally. The purpose of this research is to find out; 1) How is the implementation of BTS Teman Bus in Makassar City; 2) to find out what are the inhibiting factors in the implementation of the BTS Teman Bus program in Makassar City. The type of research used is descriptive research using a qualitative approach. Data collection techniques were carried out by observation, interview, and documentation. Data analysis uses data reduction, data presentation and conclusion drawing. The results showed that; 1) The implementation of the BTS Teman Bus Program in Makassar City has gone well, although there are still shortcomings in its implementation. This is because the operation of BTS Teman Bus has not yet reached all routes in Makassar city; 2) The inhibiting factors in the implementation of the BTS Teman Bus program are caused by several factors, such as the number of prohibited stops, the closure of corridors 3 and 4 due to the reduction of subsidiesfrom the center to cashless payments. In this study, it is hoped that there will be supporting policies that can follow the sustainability of the BTS Teman Bus subsidy, such as the availability of bus stops to the completion of the bus stop point.

Abstract

This research is to find out how employees perform in land certificate services at the bulukumba districk land office. This type of research is descriptive qualitative. Data collection was carried out by means of observation, interviews and documentation. Data analysis uses interactive model analysis, namely data condensation, data presentation and drawing conclusions. The focus of this research is based of mangkunegara theory with five indicators, namely,work quality, work quantity, cooperation, responsibility and initiative. The results of the research show that the performance of employees at the bulukumba district land office in terms of land certificate services is good, in accordance with performance measuring indicators, namely: 1) quality of work is categorized as good, 2) quantity of work is categorized as good, 3) cooperation is categorized as good, 4) responsibility answer is categorized as good, 5) initiative is categorized as good.

Abstract

This study aims to describe the effectiveness of the Kartu Mamuju Keren policy in improving the welfare of the people in Mamuju Regency. This research is a descriptive qualitative study, with data collection techniques including observation, interviews, and documentation. The data were analyzed through stages of data condensation, data presentation, and drawing conclusions. The results of the study show that, in general, the Kartu Mamuju Keren program is effective in providing access to social and health services. However, the program still faces several challenges, such as a lack of transparency in the data collection and distribution processes, as well as unequal distribution of the program's benefits. Additionally, improvements are needed in terms of program socialization, system integration, and cooperation among all involved parties.

Abstract

The high level of administrative violations in elections shows the need for Bawaslu's active role as an election supervisory agency to design strategies to prevent administrative violations appropriately, especially in the South Sulawesi Province area. This study aims to determine the strategy of the Election Supervisory Agency (Bawaslu) of South Sulawesi Province in preventing election administration violations. This research uses a qualitative approach andproduces descriptive data. Data collection was used with observation, interview, documentation, and questionnaire distribution techniques. Data analysis techniques use SWOT analysis and conclusion drawing. The results of this study indicate that the strategy of the Election Supervisory Agency (Bawaslu) of South Sulawesi Province in preventing election administration violations has several supporting factors and internal and external inhibiting factors. Based on the results of the SWOT analysis, it can be seen that the strategy of the Election Supervisory Agency (Bawaslu) of South Sulawesi Province in preventing election administration violations is in quadrant III, which is turn arround, so that the strategic direction needed is W-O (weaknesses-opportunity) or minimizing weaknesses by taking advantage of existing opportunities. Therefore, researchers suggest that the South Sulawesi Provincial Election Supervisory Agency (Bawaslu) take alternative strategies, namely 1). Increase the program budget to support participatory supervision with the community, 2). Maximizing the election administration socialization program by increasing program optimization, 3) Reducing election administration errors by increasing supervision of political parties and candidate pairs, 4) Adding employees in the field of technology and information and providing education or training to existing IT employees, and 5) Bawaslu South Sulawesi Province needs to improve infrastructure to improve performance.

Abstract

This study aims to determine and describe the Implementation of the Food Diversification Improvement Program at the Bone Regency Food Security Service. This type of research is qualitative descriptive research with data collection techniques through observation, interviews and documentation. Data analysis techniques use data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of the food diversification improvement program at the Bone Regency Food Security Service has not run optimally. There are four dimensions that are considered in viewing the implementation of the program, namely disposition, bureaucratic structure, communication and resources. Of the four dimensions, the obstacle in the implementation of the program is the resources that are not yet optimal for Agricultural Extension Workers. In general, the implementation of the program has gone well. In the disposition dimension, all stakeholders and regional apparatus organizations participate and support the implementation of the program, in the bureaucratic structure dimension all policy makers have followed the rules, this can be seen from the lower to the upper levels together carrying out this program. In the communication dimension, stakeholders have communicated with all related parties such as the Department of Agriculture, the BKKBN Department, the Health Department, PKK, Village Heads, Village Heads, Farmer Groups, Agricultural Extension Workers, and the Community through routine meetings held twice a year.

Abstract

This study aims to analyze the concept of Collaborative Governance in the implementation of the Urban Farming Program in Rappocini District, Makassar City, based on the theoretical perspective of Ansell and Gash (2008). This study employed a literature review method with a descriptive qualitative approach. Data were obtained from various secondary sources, such as scientific journals, books, research reports, and policy documents relevant to the themes of Collaborative Governance and urban farming. Data analysis was conducted through the stages of data condensation, data display, and conclusion drawing based on the model of Miles, Huberman, and Saldaña (2014). The results show that the implementation of the Urban Farming Program in Rappocini District is influenced by four main dimensions of Collaborative Governance, namely starting conditions, institutional design, facilitative leadership, and collaborative process. In the starting conditions dimension, collaboration emerged due to limited urban land, the need for food security, and interdependence among actors. In the institutional design dimension, the involvement of government, communities, academics, community groups, and the private sector indicates the existence of an institutional structure that supports participation. Furthermore, in the facilitative leadership dimension, the government plays a role as a facilitator in building communication and coordination among stakeholders. Meanwhile, in the collaborative process dimension, collaboration is characterized by face-to-face dialogue, trust building, commitment, shared understanding, and intermediate outcomes that encourage increased community participation and the utilization of urban land. The conclusion of this study indicates that Collaborative Governance is a relevant and effective approach to explain the implementation of the Urban Farming Program in Rappocini District, Makassar City. The success of the program is highly determined by the synergy among stakeholders in building sustainable, participatory, and goal-oriented cooperation, particularly toward food security and the empowerment of urban communities.

Abstract

The low accessibility of fisherman assistance in the KUSUKA Program in Malunda District, caused by inadequate socialization, limited ownership of KUSUKA cards, and complex administrative procedures, hinders the equitable distribution of aid and the effectiveness of the program. This study focuses on the distribution, communication, and program implementation constraints that influence the affordability of assistance for fishermen. Using a qualitative descriptive method through interviews, observations, and document analysis, it was found that these factors constitute the primary obstacles in the implementation of the program. This research involved interviews with seven informants from the Fisheries and Marine Affairs Office and fishing groups to understand the accessibility of assistance within the KUSUKA program. Observations were conducted on fishermen’s activities in accessing aid and the distribution process in the field. Additionally, document analysis was carried out on KUSUKA program policies, annual budget reports, and statistical data related to fishermen in Malunda District. Based on Frenton's (2005) accessibility theory, the communication and information dimensions remain the key aspects that need improvement in this program. This research also highlights the importance of direct involvement from local governments and fishermen's organizations in building a more transparent and efficient distribution system, ensuring that the benefits of assistance are more equitably received by fishermen. The main recommendations of this study include increasing socialization efforts, simplifying administrative procedures, and strengthening coordination with fishing groups. Abstract

This study aims to find out the Regional Government's Strategy to Overcome the Circulation of Alcoholic Beverages in Kesu District, North Toraja Regency. This research uses a qualitative approach and produces descriptive data. Data collection was used by observation techniques, interviews, documentation and questionnaire distribution. The Data Analysis technique uses SWOT Analysis and conclusion test drawn. The results of this study show that the Regional Government's Strategy in Countering the Circulation of Alcoholic Beverages in Kesu District, North Toraja Regency has several efforts, namely tightening licensing and carrying out supervision and enforcement against the circulation of alcoholic beverages. However, the government needs to increase the special budget for the supervision of alcoholic beverages so that supervision and counseling can run effectively. Using SWOT analysis, the results obtained from this study are at the point of Quadrant III supporting the Turn-Arround Strategy, namely how external opportunities (Opportunities) can be used to overcome weaknesses (Weaknesses).

Abstract

This study aims to determine the influence of Leadership Style and Work Environment on Public Service Performance at the Library and Archives Service of South Sulawesi Province. The type of research uses quantitative descriptive with data collection techniques using observation and questionnaires of 42 respondents with sampling techniques. Analyzed by multiple linear regression using SPSS version 25.Descriptive research results show that Leadership Style is classified as very good at 4.16, Work Environment is classified as very good at 4.08, Service Performance is classified as very good at 4.00, Inferentially Leadership Style has no influence on Service Performance. This shows that without supervision from leadership, service performance continues to run very well. There is an influence of the Work Environment on Service Performance of 0.47. There is a simultaneous influence between Leadership Style and Work Environment on Service Performance of 0.168. The ability of the independent variable to explain the Service Performance variable at the Library and Archives Service of South Sulawesi Province is simultaneously explained by Leadership Style and Work Environment on Service Performance by 46.3% while 53.7% is influenced by variables not examined in this research. Based on the research results, it was concluded that the independent variable that had the dominant influence was the work environment variable in influencing service performance compared to the leadership style variable. Service performance should be focused on the work environment in supporting Service Performance at the Library and Archives Service of South Sulawesi Province.
