Abstract

Managerial performance in public sector organizations is an important aspect in realizing effective, efficient, and accountable governance. However, various phenomena in the Regional Apparatus Organizations (OPD) of Sungai Penuh City indicate a discrepancy between the set performance targets and the achieved results, low quality of budget implementation, variations in the implementation of public accountability, and asynchronous implementation of decentralization of authority between work units. These conditions indicate the need for an evaluation of the factors that influence managerial performance. This study aims to analyze the effect of budget participation, public accountability, and decentralization on managerial performance, and to examine the role of organizational commitment as a moderating variable in OPDs of Sungai Penuh City. The study used a quantitative approach with a survey technique through the distribution of questionnaires to structural officials of echelon III and IV across all OPDs of Sungai Penuh City. The sample was determined by the purposive sampling method with 160 respondents. Data analysis was conducted using the Partial Least Square-Structural Equation Modeling (PLS-SEM) approach through SmartPLS 4.0 which includes evaluation of the outer model, inner model, and testing of moderation effects. The results of the study indicate that budget participation has a significant effect on managerial performance, public accountability has an effect on managerial performance, and decentralization has also been shown to have an effect on managerial performance. However, organizational commitment does not moderate the effect of budget participation on managerial performance and does not moderate the effect of decentralization on managerial performance. Conversely, organizational commitment has been shown to moderate the effect of public accountability on managerial performance. The findings of this study provide important implications for local governments, namely that strengthening manager1ial performance does not only need to focus on increasing budget participation, accountability quality, and decentralization effectiveness, but also requires selective strengthening of organizational commitment aspects, especially in the context of public accountability. This study is expected to contribute to the development of public sector management literature and serve as a reference for local governments in formulating policies to improve managerial performance.

Abstract

This research examines the role of performance management in improving the quality of human resources and organizational effectiveness in the Treasury Section of the Supervision and Service Office of Customs and Excise Type Madya Pabean A Bogor (KPPBC TMP A Bogor). The study focuses on how the performance management system, including performance planning through Performance Agreements (PK) and Employee Performance Targets (SKP), individual performance dialogue, periodic monitoring, and evaluation based on measurable indicators, is implemented and contributes to increasing accountability, work coordination, and achievement of organizational targets. The research uses a descriptive qualitative approach based on literature studies analyzed through policy documents, internal reports, and Ministry of Finance regulations. The results show that the performance management system is able to clarify work expectations, strengthen collaboration, and improve the quality of business processes in the Treasury Section. In addition, the application of the system impacts the increasing competence of employees, a more adaptive work culture, and alignment between individual performance and organizational goals. These findings affirm that performance management is not only a monitoring mechanism but also a strategic instrument in the continuous development of employees.

Abstract

Special monitoring is a mechanism carried out to identify potential non-compliance and ensure that customs obligations are fulfilled by companies receiving bonded zone facilities. The study was conducted using a descriptive-narrative approach by utilizing and processing data on invoices from special monitoring results in 2024 and 2025 at Bogor Type A Customs and Excice Supervision and Service Office. This study examined the extent of the contribution of state revenue from special monitoring to the 2025 state revenue target. The results showed that special monitoring made a real contribution to state revenue, with a total realization of 11.47 billion rupiah by November 1, 2025. This contribution is still relatively small, namely 1.65% of the total state revenue target in 2025 (693.79 billion rupiah); therefore, the role of special monitoring is still complementary. However, when viewed from the aspect of contribution to the increase in revenue targets from 2024, which amounted to 70.07 billion rupiah, invoices from special monitoring have a significant impact of 16.38%.

Abstract

This study evaluates the workload of refinery operators at PPSDM Migas and its impact on organizational effectiveness and efficiency using a descriptive qualitative with 8 key informants approach. Interviews show that operators handle a high and varied task load, including equipment operation, inspections, reporting, coordination, and troubleshooting especially during start-up, shutdown, and unstable operating conditions. The 3-team shift system, particularly night shifts, increases physical and mental strain due to reduced rest and the need for heightened alertness. Operators generally perceive the workload as heavy, driven by high responsibility and operational risks. Excessive workload contributes to increased human error, reduced vigilance, potential emergency shutdowns, and lower productivity. However, regular training and certification help enhance operator competence and support stable operations. Overall, the findings highlight that effective workload management through adequate staffing, improved shift arrangements, digitalized monitoring, and strengthened competencies is essential for maintaining organizational effectiveness and efficiency in refinery operations.

Abstract

This study aims to gain an in-depth understanding of the recruitment process at Toko Uddan, a small business in the goods distribution sector, using a qualitative approach and grounded theory analysis. Data was collected through in-depth interviews with the owner, administrator, field coordinator, and employees. The results of the study show that recruitment at Toko Uddan is simple, flexible, and greatly influenced by social proximity. Candidates are obtained almost entirely through family and relative recommendations, while selection is conducted informally by considering personality, work ethic, and readiness to start working immediately. Orientation is provided through a one-week field trial period without formal training. Through open coding, axial coding, and selective coding, this study produced a Relational-Operational Recruitment model consisting of three core categories: trust-based recruitment, personality- and work readiness-based selection, and rapid placement through hands-on practice. When compared to Dessler's (2013) recruitment theory, Toko Uddan's recruitment practices show significant differences in terms of formality, diversity of applicant sources, and objectivity of selection, but remain effective in the context of SMEs. The validity of the findings is maintained through the application of Lincoln and Guba's (1985) criteria, including credibility, transferability, dependability, and confirmability. These findings make an important contribution to understanding relationship-based recruitment patterns in small businesses in Indonesia and their implications for more adaptive and contextual human resource management

Abstract

Oranges are a horticultural commodity that is high in vitamin C and very easy to cultivate, and because of this, the demand for orange seedlings continues to increase. Grafting is a breeding technique that involves attaching a bud to the bark of a tree in order to obtain the superior characteristics of both indicators. The demand for orange seedlings in Tolitoli Regency is quite high. With the development of the times, the distribution process is not only carried out conventionally but can also be done digitally. Therefore, the purpose of this study is to see the tendency of farmers to purchase grafted orange seedlings digitally and conventionally and the factors that influence it. The method used in this study is Multiple Linear Regression Analysis. The regression analysis results found that the variables of price, convenience, ease of access, and security influence farmers' preferences in purchasing grafted orange seedlings, while the variable of seedling quality does not influence it.

Abstract

This conceptual paper develops an integrative model explaining how Relational Marketing Agility (RMA) operates as a mediating dynamic capability that strengthens the linkage between Entrepreneurial Marketing (EM) and Sustainable Competitive Advantage (SCA) in entrepreneurial tourism. Responding to increasingly dynamic tourism environments, shifting customer expectations, and intensified digital-based competition, this study synthesizes insights from Entrepreneurial Marketing, the Dynamic Capabilities View (DCV), relational capability, and agile marketing. Through systematic literature integration, RMA is conceptualized as a higher-order dynamic capability consisting of customer-sensing agility, relational adaptation agility, and rapid response capability. The proposed framework argues that RMA mediates the influence of EM on SCA by enabling tourism firms to identify relational opportunities, adjust engagement strategies, and respond swiftly to evolving customer needs. This model advances theoretical understanding by positioning RMA as a pivotal mechanism that transforms marketing innovativeness into long-term competitive strength within experience-driven tourism markets. As one of the earliest conceptual articulations of RMA in entrepreneurial tourism, the study contributes to dynamic capabilities literature and provides a foundation for future empirical research. It also offers strategic guidance for tourism SMEs aiming to enhance competitiveness through the development of agile relational capabilities
