Abstract

This study aims to analyze the effectiveness of human resource (HR) governance in improving employee performance at the Serang City Cooperatives and SMEs Office in 2025. The research method used is a quantitative approach with a survey design, involving 100 employees as respondents. Data were collected through questionnaires and analyzed using multiple linear regression to test the effect of HR governance variables, which include planning, organizing, implementing, and supervising, on employee performance. The results of the study indicate that HR governance has a positive and significant influence on improving employee performance at the Serang City Cooperatives and SMEs Office. Specifically, clear HR planning, efficient organization, structured implementation, and effective supervision have been shown to increase employee productivity and work quality. The implication of this study is the importance of improving and strengthening HR governance as a strategy to improve employee performance, which ultimately can increase productivity, efficiency, and effectiveness in carrying out the duties and responsibilities of local government agencies.

Abstract

This study investigates allegations of fabricated Accountability Letters (SPJ) and budget irregularities at the Tanjungpinang City Women's Empowerment, Child Protection, and Community Empowerment Agency (DP3APM), just as the regional budget deficit reached Rp97 billion. Internal reports and local media coverage reveal strong indications that funds allocated for outbound activities were diverted to purchase clothing and shoes, which were then used for the Proclamation Walk even though the outbound activities themselves never materialized, raising suspicions of fictitious SPJs and a lack of transparency in the management of public funds. Qualitative descriptive methods were applied through in-depth analysis of news documents, official statements, and regional financial management regulations such as Law No. 23/2014 concerning Regional Government. The analysis highlights violations of fiscal accountability principles under the pressure of the local budget crisis, recommending a comprehensive independent audit by the Supreme Audit Agency (BPK) or regional inspectorates, along with oversight reforms involving the digitization of financial reports to prevent a repeat in other regional governments across Indonesia.

Abstract

This study evaluates the effectiveness of the SOSEK MALINDO (Malaysian-Indonesian Socio-Economic) regional collaboration program in addressing human trafficking, coordinated by the Regional Border Management Agency (BPPD) of the Riau Islands Province (Kepri). The Riau Islands Province, which borders Malaysia and Singapore, is a strategic entry point vulnerable to transnational crimes, including human trafficking. The main factors driving the people of Kepri to choose illegal routes to become Indonesian Migrant Workers (TKI) to Malaysia are economic pressure, limited job opportunities, attractive promises from brokers (tekong), complex and expensive official bureaucracy, and a lack of accurate information about official procedures. This situation is exploited by human trafficking networks through hidden routes, illegal ports, and methods of illegal labor and sexual exploitation. Although SOSEK MALINDO aims to improve the socio-economic welfare of communities in border areas and indirectly functions to reduce vulnerability to human trafficking, this program does not specifically make human trafficking its main focus. The BPPD plays a very important role as a liaison in cooperation with the Indonesian National Police, Immigration, and BP3MI for prevention and supervision. However, the BPPD faces challenges such as limited funding, overlapping authority between institutions, and a lack of accurate data on human trafficking. Strategic recommendations include making human trafficking a primary focus of the SOSEK MALINDO forum agenda, establishing a dedicated cross-border human trafficking task force, strengthening the BPPD's role in coordination and information gathering, and involving local communities, NGOs, and international organizations in mitigation efforts.

Abstract

The rapid development of digital technology has encouraged local governments to reform public service delivery in order to become more effective, transparent, and responsive to community needs. Pandeglang Regency, as a region that is gradually implementing digital-based public service innovations, faces both challenges and opportunities in this transformation process. This study aims to analyze the role of local government in improving public services through digital innovation in Pandeglang Regency by examining the forms of innovation implemented, the implementation process, and the perceived impacts on the community. This research employed a qualitative descriptive approach, with data collected through in-depth interviews, observations, and document analysis. The findings indicate that the local government plays a crucial role in promoting digital innovation through policy formulation, institutional coordination, and the provision of supporting resources. The implementation of digital innovation has contributed to improved service efficiency, increased access to information, and enhanced service transparency. However, the effectiveness of these innovations remains uneven due to limitations in human resource capacity and varying levels of digital literacy among citizens. The implications of this study suggest that successful digital innovation in public services requires sustained commitment from local governments, continuous capacity building for public officials, and inclusive service strategies to ensure that the benefits of digital transformation are equitably experienced across different segments of society.

Abstract

Article 20 of the Personal Data Protection Law (UU PDP) normatively regulates the protection of data subjects and constitutes a key provision emphasizing the principle of consent as the legal basis for the processing of personal data for commercial purposes. This norm safeguards individual privacy rights, including the validity of explicit consent, the right to withdraw consent, and the responsibility of data controllers. Furthermore, Articles 65–70 of the UU PDP substantively regulate various forms of criminal violations in the context of personal data protection, including the acquisition, disclosure, processing, falsification, and illegal use of personal data, demonstrating the state’s commitment to providing criminal law protection against personal data breaches. This study employs doctrinal legal research with a descriptive-normative approach to address two main issues. First, it aims to examine and identify the legal protection of personal data trading under the UU PDP. Second, it seeks to analyze and identify the legal certainty of personal data trading as regulated by the UU PDP. Although Article 20 of the UU PDP is intended to provide strong protection against the commercial use of personal data, the provision still gives rise to legal uncertainty due to the lack of clear regulation of several crucial aspects. Similarly, Articles 65–70 contain significant legal uncertainties, particularly with regard to the elements of criminal offenses, forms of harm, corporate criminal liability, overlap with other regulations, and the absence of clear enforcement mechanisms and implementing institutions.

Abstract

Public service quality plays a crucial role in ensuring that social assistance is delivered effectively to vulnerable communities. This study aims to analyze the quality of public services in the distribution of social assistance by the Social Service Office of Kerinci Regency and to identify improvement efforts undertaken by the institution. This research employed a descriptive qualitative approach using observation, interviews, and documentation techniques. Informants consisted of Social Service officials, social facilitators, and beneficiary communities. Service quality analysis was conducted using the SERVQUAL dimensions: tangible, reliability, responsiveness, assurance, and empathy. The findings indicate that the social assistance distribution service in Kerinci Regency is generally adequate, particularly in the assurance and empathy dimensions. Beneficiaries feel that services are delivered fairly, transparently, and without discrimination. However, obstacles remain in the tangible, reliability, and responsiveness aspects, including limited service facilities, inaccurate beneficiary data due to incomplete DTKS updates, and delays in assistance distribution in remote areas caused by geographical constraints. To address these challenges, the Social Service Office has implemented periodic data validation, strengthened coordination with village administrations, and optimized digital-based social service information systems. This study provides empirical evidence that can serve as an evaluation reference for local governments in improving transparent, effective, and equitable social assistance services.

Abstract

Traditional markets are an important component of the people’s economy and play a strategic role in supporting trading activities and community social life. The Government of Muaro Jambi Regency implemented a policy to relocate the Sengeti People’s Market to reorganize and improve the quality of trading facilities so they become more orderly, feasible, and representative. However, after relocation, market utilization has not functioned optimally, and various management problems persist. This study aims to analyze traditional market governance after relocation in Muaro Jambi Regency, using the Sengeti People’s Market as a case study. The research employs a qualitative approach with a case study method. Data were collected through field observations, in-depth interviews, and documentation, involving informants from the Trade Division of the Office of Cooperatives, SMEs, Industry, and Trade, as well as market managers, traders, and community members. Data analysis was conducted using descriptive qualitative techniques, including data reduction, data presentation, and conclusion drawing. The findings show that post-relocation governance has not been optimally implemented. Key issues include weak policy communication, mismatches between facilities and traders’ needs, limited trader participation, and poor coordination among relevant agencies. The study highlights that successful market relocation depends not only on physical development but also on participatory, transparent, and sustainable governance, supported by stronger institutional coordination, increased trader involvement, and continuous evaluation.
