Jurnal Kajian Islam dan Hubungan Internasional yang dikenal dengan Jisiera merupakan jurnal akademik tahunan yang diterbitkan oleh Persatuan Kajian Islam dan Hubungan Internasional Indonesia (Insiera). Penerbitan jurnal ini bertujuan sebagai jembatan komunikasi intelektual yang memperkuat jaringan Insiera dan menyebarluaskan pemikiran atau karya penelitian yang memberikan kontribusi positif terhadap pengembangan ilmu pengetahuan dan ummat (komunitas Islam global). Jisiera mempromosikan perdebatan akademis dengan menyediakan artikel ilmiah dengan semua pendekatan akademik yang tersedia (intradisipliner, lintas disiplin, multidisiplin, interdisipliner, dan transdisipliner) yang berfokus pada isu-isu terkait Islam, Dunia Muslim, dan Hubungan Internasional. Perhatian khusus diberikan pada artikel yang membahas pendekatan Kajian Islam dalam Hubungan Internasional dan penerapan perspektif Islam dalam Hubungan Internasional. Meski begitu, Jisiera tidak sebatas pembahasan hanya pada tema-tema tertentu saja.

In 2014 Indonesian Presidential Election, Joko Widodo promised to give a priority in the issue of Indonesian migrant workers, especially in Malaysia. This was basically part of Jokowi’s program to protect Indonesian citizens abroad. In Malaysia, Indonesian migrant workers have involved into various problems and cases. Therefore, this article attempts to examine Jokowi’s administration related to Indonesian migrant workers in Malaysia and its impact to both countries bilateral relations. Both countries obviously gained many advantages from the influx of Indonesian migrant workers in Malaysia. The migrant workers remittance is one of the largest revenue for Indonesian government. As for Malaysia, the presence of Indonesian migrant workers highly contributed to the national economy amid lack of interest of Malaysian citizens to such kind of “dirty jobs.” Hence, this article invites readers into the comprehensive discussion on migrant workers issue and Indonesia-Malaysia relations, especially during the first half of Jokowi’s tenure of the office.

Kingdom of Saudi Arabia in post Arab Spring (2010-2016) had many strong and unpredictable policies. After Saudi Arabia able to accommodate condition at the Day of Rage, Saudi’s was invading Yemen after evacuating president Hadi to Riyadh. ISIS that became a threat in the north also became one of interest in the Saudi Arabia’s decision making. This kingdom together with Sunni countries cooperating to fight terrorism, giving birth to one of its agenda northern thunder. All of that policies are important policies that need to be made to keep identity, stability, and Saudi legality. This research design is based on identity construction with Alexander Wendt Constructivism, reference to Saudi citizen and values from Saudi citizen identity. The result showed that Saudi Arabia has a state identity construction based on the Quran and Sunnah (tradition) of the Prophet ﷺ, that emphasis on the purity of Islam. This value become the concept brought to the Saudi society. The influence of the ulema is very great, because the Saudis had a strong relations between the ruler and the ulema. The Value and influence of ulema brought decision making was taken from domestic level until international level. These concepts include amar ma’ruf nahi mungkar and manhaj salaf. Both of these concepts are used to address contemporary issues such as political turmoil and terror in the Middle East.

Influencers become a booming fashion icon among the society. They represent themselves with an ideal identity to the society, from fashion, makeup, vacation spots and other modern lifestyles. Influencers want to make themselves as role model for society and become a culture followed by society. Influencers have power relations to their followers, so they can affect their followers to follow the culture brought by them. Previous research said that influencer became a phenomenon in the new media era towards the establishment of a hedonist lifestyle of digital society. Researcher argued that in addition to the power relation from the influencer to their followers, the emotional pleasure problem of the followers in consuming, especially in consuming the same stuff as the influencer, becomes an important aspect to the establishment of hedonist lifestyles. This research uses a qualitative approach with interviews and visual analysis from influencer's Instagram account.

War and conflict lead to situations that are not conducive, so that people choose to leave their country and move to another country that is considered more secure and worthy to live in. These people are called refugees and the number has reached 60 million in the world. Indonesia is part of the refugee journey. However, Indonesia has not been a party to the 1951 Convention and the 1967 Protocol on Refugees. This underlies the research objectives for analyzing the challenges of the Indonesian government to ratify the International Convention on Refugees. Qualitative research methods are used to develop interpretation and data collection from the literature review. The study finds that the challenges of Indonesian government to ratify the International Convention on Refugees are due to economic challenges in fulfilling the obligations to refugees, security challenges that potentially open transnational crime opportunities, and international practice challenges that demonstrate non-compliance by the Convention's receiving countries in their countries

The research aims to describe the implementation of responsibility to protect concept from military intervention to nonmilitary intervention in Rohingya refugee case. Ethnic conflict in Rakhine, Myanmar has caused many Rohingya people became a refugee in neighboring countries and lead a regional problem. Approximately 700 Rohingya peoples have become a refugee in Aceh, Indonesia as a victim of the ethnic conflict in Rakhine, Myanmar. As a part of international community and maintain regional stability, Indonesia has taken role to protect them. Using the responsibility to protect concept as a nonmilitary approach, this research seeks to point out Indonesia’s perspective in protecting the victim of the Rohingya ethnic conflict. Humanity became the main basis of Indonesia action. The result showed what has been done by Indonesia is in accordance with the principle of responsibility to protect.

This paper aims to discuss the underlying assumption of Western people in discussing the issue of political Islam in world Politics. This issue is analyzed using post-colonial approach in International Relations. This perspective rejects many claims of Western scientific approach on universality and objectivity of the truth or knowledge. Post-colonial approach believes that the process in producing knowledge must have relations with power. This article argues that knowledge about Political Islam that produced within Western perspective is not an objective and universal truth rather it is produces or constructed for a specific political interest, namely to have a control and hegemony to other states and societies.

Discussion and focus in the study of International Relations have been developed and influenced by the concept of diplomacy. One of the impacts of its development is the emergence of the cultural diplomacy. Cultural diplomacy has long been practiced by Indonesian government, since Indonesia gained its independence. Although the cultural diplomacy in the Old Order era had not shown any significant impact on Indonesia's national interests, cultural diplomacy always be a part of Indonesia's foreign policy. This paper aims to provide an overview, comparison and evaluation of cultural diplomacy in Indonesia from the New Order era until post-reform. Through the analysis of a number of literatures, authors found that Indonesia cultural diplomacy in the New Order era carried to short-term interests; whether economic or development interest manifested in exhibitions, cooperations and international forums, as well as competitions; and still lack of political or cultural interest. However, Indonesia post-reform cultural diplomacy has encouraged the involvement of non-state actors as well as the performance of public and digital diplomacy.

The prolonged conflict in Rohingnya has resulted in many victims. This humanitarian crisis attracted the attention of a globalized world. International organizations and several countries are flocking to solve this problem. However, some constraints and problems in completing it. Therefore this article will attempt to explain the cause of conflict and some of the world's global efforts in completing it. In this paper will also discussed some of the problems and also Indonesia's role in resolving this conflict. As well as some of the criticism and suggestions to solf the conflict in rohingnya.

This study is based on the rise of Islamic perspective in International Relations (IR) in several IR study programs in Indonesia. This study aims to elaborate the achievements of the development of Islamic perspectives in IR studies in Indonesia and what the factors influence the lack of productivity of scientific publications that related to Islamic International Relations. The subject of research are the head of the International Relations program under Islamic Universities (University of Darussalam Gontor, Muhammadiyah University of Yogyakarta, Islamic University of Indonesia, Sunan Ampel State Islamic University Surabaya and Muhammadiyah University of Malang) and members of Insiera (the Indonesian Islamic Studies and International Organization Relations Association) based in Yogyakarta. This study founded that the lack of quantity of Islamic International Relations-based scientific works in Indonesia is related to three conditions: first, the lack of development of the Islamic International Relations methodology in several universities; second, this temporary Islamic International Relations limited to specialization and not expertise; and the last, internal conditions on each campus, which is not related to the development of Islamic International Relations, has captured the attention of the majority of Islamic International Relations thinkers and researchers.Keywords: Islamic perspective; International

This research aims to understand the influence of Islam in Indonesia-China public diplomacy perspective, to determine the roles of non-state actors, as well as to identify its opportunity and challanges. This research conducts a qualitative-descriptive approach. The researcher found that Islam influences both countries’ public diplomacy in art and cultural field as well as public diplomacy practices. Admiral Cheng Hoo holds major roles in the spread of Islam that time. The roles of non-state actors are crucial when conducting people-to-people approach: as dialogue and cooperation partner, and as promotor. Both countries has enjoyed advantages being each other’s partner in various fields. The role of promotor is beared mainly by Muhammadiyah and Nahdatul Ulama in disseminating the core value of Islam which is peace and justice. The opportunity in actualizing a sustainable cooperation between Indonesia- China is wide open in the near future due to the spirit of Belt and Road Initiatives. Meanwhile, the challenges are quite solid. The fact that Islam is minority in China and the lack of references leads to misperception among Chinese people; the domination of China in economy that are considered as a threat by most Indonesian people; the long-existed negative perception toward Indonesian-Chinese descendants; as well as Indonesia’s double identity dilemma (pluralist and religious state) in formulating public diplomacy are several defiances that must be solved in achieving a harmonious relations between Indonesia and China.
