Abstract

Iran-Indonesia bilateral relations have reached 75 years, and both countries have been members of the Organization of Islamic Cooperation (OIC) since 1969. Amid the global health crisis since 2019, Iran and Indonesia have cooperated in various fields, including the health sector. In this contemporary era, Iran's health technology is growing. However, Iran is also facing economic sanctions from Western countries, which impacts Iran's relations with Western countries. Thus, considering the health situation in Indonesia, Iran is trying to expand its health technology by cooperating with Indonesia. This research aims to answer the question of how the implementation of Health Diplomacy was conducted by Iran in Indonesia through the Telerobotic Surgery and Telemedicine project in 2021-2023. The author uses Ilona Kickbush's Global Health Diplomacy Theory approach to analyze the research question. This research uses a qualitative approach with descriptive methods and literature study techniques to obtain data from various sources, such as journals, reports, books, media, and official documents. The results showed that Iran's Health Diplomacy was considered adequate, as seen from the implementation of the Telerobotic Surgery and Telemedicine cooperation, which ran smoothly in 2021-2023. The implementation of this cooperation also has a positive impact on the increasingly intense and sustainable Iran-Indonesia relations.

Abstract

Since 2014, Russia and Ukraine have been locked in a protracted conflict in Eastern Ukraine, escalating in the Russian invasion of Ukraine in 2022. Both sides utilized various ethnically charged propaganda themes to justify their positions. This paper examines the extent to which the conflict is framed as an indispensable necessity to protect the ethnic interests of Ukraine and Russia. The paper employs the three ethnic theories—primordialism, constructivism, and instrumentalism—to analyze the underlying dynamics of the ethnic propaganda in the Russia-Ukrainian conflict. The finding suggests that the broader geopolitical interests are veiled in the ethnic narratives from both sides.

Abstract

Ibadah haji merupakan salah satu rukun Islam yang wajib dilaksanakan bagi seluruh umat muslim yang mampu dan berakal. Indonesia merupakan salah satu negara dengan mayoritas penduduk muslim terbesar di dunia. Oleh karena itu, masyarakat Indonesia memiliki minat yang tinggi untuk melaksanakan ibadah haji. Namun, kuota haji yang diberikan kepada Indonesia belum bisa memenuhi permintaan yang tinggi di Indonesia. Jemaah haji harus menunggu belasan hingga puluhan tahun untuk berangkat ke Tanah Suci setelah mendaftar. Perlu dilakukan diplomasi yang kuat oleh pemerintah Indonesia terhadap pemerintah Arab Saudi dalam permintaan penambahan kuota haji untuk mengurangi masa tunggu ibadah haji sampai jumlah tambahan kuota haji dapat dinilai memuaskan. Untuk itu, maka tulisan ini akan menjelaskan bagaimana diplomasi Indonesia terhadap Arab Saudi dalam penambahan kuota haji di tahun 2017-2024. Penelitian ini akan menggunakan teori diplomasi oleh G.R. Berridge, melalui tiga tahapan, yaitu tahap pra-negosiasi, tahap formula, dan tahap details. Melalui tahapan ini, akhirnya pada tahun 2024, Indonesia berhasil mendapatkan pemberian kuota haji terbesar sejumlah 20.000 kuota tambahan.

Abstract

This research provides an insight on the reasons behind the difficulty to introduce and promote religious accommodations for Muslim workers in Japan through Indonesian Muslims’ perspectives. As the country progresses into a multicultural society, the Japanese society faces challenges in incorporating and integrating religious communities, particularly Muslims, in Japanese workplaces. Through the scope of multiculturalism and literature research, the difficulty to the provision is caused by a combination of external and internal factors. Additionally, creating a multicultural society leads to the necessity for societal reforms involving not only individuals and non-governmental organizations, but also the potential for local-scale diplomatic relations.

Abstract

In the aftermath of the US military withdrawal, Afghanistan turned into an Islamic Emirate, installed by the Taliban through harsh interpretation of Sharia laws. Within the framework of the Emirate, this paper intends to ask how the Taliban theocracy excludes women from exercising civil liberties in Afghanistan. Given the context of the gender dimension, the withdrawal of the US military and the re-emergence of the Taliban at the political helm converted Afghanistan into a Theocratic state. They supplied power from the depth of religious sources. Considering the Taliban theocracy as a method of governance, it has been crucial to identify the gender disparities perpetuated through multiple civic restrictions upon women. Unlike modern constitutional democracies, the Islamic Emirates have a distinct interpretation of gender equality, locating the position of women in the political set-up as secondary. With the usage of qualitative and descriptive research methods, this paper examines, along with the question and the emerging grounds, the internal contradictions between the Taliban theocracy and civil liberties in Afghanistan through the perspective of women. Moreover, the paper focuses on assessing the validity of a deep state to legitimise the governance of the Taliban and the exclusion of women from civic life. Having been convinced of the significance of inclusive governance in Afghanistan, this paper also attempts to address the possible political bargain available before the Taliban by allowing women to exercise civil liberty; in return, the Taliban government would produce confidence globally to be recognised as a sovereign state. The findings of this paper encircle the question and the grounds identified and maintain the authenticity by showing the data extracted from both primary and secondary sources with sound analysis.

Abstract

الملخص: تتناول هذه الدراسة تداعيات الصراع السوري على الحركات الإسلامية، ولا سيما التحديات التي تواجهها في الانتقال من الثورة إلى السلطة ومن الحركة إلى السكون، مع الإشارة إلى تجربتي جبهة النصرة وهيئة تحرير الشام. من خلال تحليل معمّق للتجربة السورية، توظف الدراسة عدداً من نظريات الحركات الاجتماعية للكشف عن ديناميكيات وأسباب التحول الآني للثورة قبيل وأثناء وصولها لدمشق، وتستخلص عددا من الدروس الأساسية للحركات الإسلامية في التكيف مع تحديات السلطة والمعارضة والحكم. ومن خلال استكشاف التفاعل بين الأيديولوجيا والبراغماتية والقدرة المؤسسية، يقدّم البحث رؤى حول الفرص والتحديات والعقبات التي تواجه الحركات الإسلامية في سعيها لتحقيق التوازن بين مبادئها الثورية ومتطلبات الحكم والحداثة. الكلمات المفتاحية: الثورة السورية، الجهادية، الإسلاموية، الإسلام السياسي

Abstract

This research explores the dynamics of migration to Iran following the resurgence of the Taliban in Afghanistan in 2021. By accommodating Push-Pull Theory as the analytical tool, this study examines the factors that have influenced this migration pattern of Afghans to Iran post-Taliban takeover. The study employs an approach of gathering data from sources such as academic literature, government records and news articles. It reveals that a significant number of Afghans migrate to Iran driven by their need for access to education, better economic opportunities and security reasons. This migration trend raises concerns, for both Afghanistan and Iran as it impacts stability and international migration policies. The data findings show that the number of Afghan immigrants continues to increase year over year, peaking in 2023. Moreover, this study finds that Iran, which previously pursued open-door policies to immigrants, has shifted to a more restrictive and discriminatory regulation towards Afghan migrants. In addition, concerning the multidimensional instability, this paper highlights the crucial agenda to prioritize the safety of refugees by multiple actors, particularly the state and civil society.
