Abstract

Abstract : This study examines digital governance in addressing the misuse of Digital Population Identity (IKD) services at the Population and Civil Registration Office (Disdukcapil) of Makassar City. The rapid digitalization of public services, including IKD, has improved administrative efficiency but also introduced new risks, particularly misuse and digital fraud. This research aims to analyze how digital governance is implemented in mitigating such risks. The study employs a descriptive qualitative approach using the information ecology framework proposed by Bekkers and Homburg (2005), which includes four dimensions: institutional arrangements, information relations, technical infrastructure, and monitoring and control. Data were collected through in-depth interviews with Disdukcapil officials and citizens affected by IKD misuse, as well as observation and documentation. The findings reveal that digital governance practices are primarily administrative, focusing on formal procedures, controlled service access, complaint recording, and basic public education. However, limitations persist in terms of centralized authority, uneven information dissemination, limited digital literacy, and reactive monitoring mechanisms. These conditions reduce the effectiveness of efforts to prevent misuse, especially those driven by social engineering practices. This study concludes that strengthening digital governance requires improved cross-sector coordination, more adaptive and participatory communication strategies, enhanced digital literacy, and the development of risk-based monitoring systems to effectively mitigate misuse in digital public services.   Keywords: Digital Governance; Digital Population Identity (IKD); Service Misuse; Digital Fraud; Public Service

Abstract

This study aims to analyze the effect of work ethic on employee job performance, with work discipline as a mediating variable, at the Kapuas Regency Education Office. The research problem stems from fluctuations in employee discipline levels, which have the potential to affect organizational performance. This study employs a quantitative approach with an associative design. The study population consists of 97 employees, with a sample of 78 respondents determined using the Slovin formula with a 5% margin of error and stratified random sampling. Data were collected via a questionnaire using a Likert scale and analyzed using Partial Least Squares-based Structural Equation Modeling (SEM-PLS). The results indicate that work ethic significantly influences work discipline, work discipline significantly influences work performance, and work ethic significantly influences work performance. Furthermore, work discipline was found to mediate the relationship between work ethic and employee work performance. These findings indicate that enhancing work ethic values must be accompanied by strengthening disciplinary behavior as a mechanism that transforms value orientation into measurable performance. This study provides a theoretical contribution to strengthening the value–behavior–performance relationship model in the public sector, as well as practical implications for human resource management in local government agencies.

Abstract

This study aims to analyse the influence of organisational climate on employee performance, with work motivation as a mediating variable, at the Banjarmasin Class I Harbour Master’s Office and Port Authority. The study employs a quantitative approach using a survey method and purposive sampling technique, with 48 employees as respondents. Data analysis was conducted using Partial Least Squares Structural Equation Modelling (PLS-SEM) via the SmartPLS version 3.29 application. The results indicate that organisational climate has a positive and significant influence on employees’ work motivation (t = 6.823; p < 0.05). Furthermore, work motivation also has a positive and significant effect on employee performance (t = 3.833; p < 0.05). In addition, organisational climate was found to have a direct effect on employee performance (t = 3.028; p < 0.05). The results of the mediation test indicate that work motivation partially mediates the relationship between organisational climate and employee performance (t = 3.464; p < 0.05). These findings confirm that improvements in employee performance are influenced not only by the creation of a conducive organisational climate, but also by the level of work motivation employees possess in carrying out their duties and responsibilities effectively.

Abstract

School accreditation serves as a national quality assurance mechanism to evaluate institutional compliance with the Indonesian National Education Standards (SNP). In 2018, SMPN 4 Dadahup Kuala Kapuas received a C accreditation (score 73), with low performance in Graduate Competency Standards, Educator and Education Personnel Standards, and Facilities and Infrastructure Standards. This study aims to analyze the principal’s strategic management in improving accreditation scores, identify institutional constraints, and examine improvement efforts undertaken. The research employs a qualitative post-positivist approach using purposive sampling. Data were collected through observation, interviews, and documentation and analyzed through triangulation involving data reduction, presentation, and conclusion drawing. The findings reveal that the principal adopted administrative compliance–oriented strategies, including formation of an accreditation team, instrument identification, evidence fulfillment, task distribution, and school self-evaluation. Improvement efforts focused on infrastructure procurement, optimization of facilities maintenance, addition of teaching staff, and fulfillment of documentation requirements. However, structural limitations such as limited human resources, inadequate infrastructure, and geographical constraints significantly influenced implementation effectiveness. The study concludes that while strategic compliance strengthened administrative readiness, sustainable accreditation improvement requires structural capacity building beyond document fulfillment.

Abstract

Teacher performance remains a central determinant of educational quality, particularly in Islamic secondary schools where organizational leadership and institutional climate play strategic roles. This study examines the structural relationships between leadership and work environment on teacher performance, with work motivation acting as an intervening variable. A quantitative explanatory research design was employed involving 80 teachers from two State Islamic Junior Secondary Schools (Madrasah Tsanawiyah Negeri) in Pelaihari District, Tanah Laut Regency. Data were collected using Likert-scale questionnaires and analyzed through Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings reveal that leadership and work environment do not have a significant direct effect on teacher performance. However, leadership significantly influences work motivation, and work motivation significantly affects teacher performance. Furthermore, work motivation mediates the relationship between leadership and teacher performance, while it does not significantly mediate the relationship between work environment and teacher performance. These results suggest that motivational mechanisms play a crucial role in translating leadership practices into improved teacher outcomes, whereas environmental factors alone are insufficient to directly enhance performance. This study contributes to educational management literature by clarifying the mediating function of work motivation within Islamic school contexts. The findings imply that strengthening motivational strategies through effective leadership practices is essential for improving teacher performance in public religious educational institutions.

Abstract

This study aims to analyze the implementation of the Musyawarah Perencanaan Pembangunan (Musrenbang) policy in the health sector in Satui Subdistrict, Tanah Bumbu Regency, and to identify the challenges encountered during its implementation. Musrenbang serves as a participatory planning forum mandated by the national development planning system to accommodate community aspirations in regional development. This research employed a qualitative descriptive approach, using observation, interviews, and documentation involving subdistrict officials, village heads, local legislators, health office representatives, and community members. Data were analyzed using Grindle’s policy implementation model, which emphasizes the dimensions of policy content and implementation context. The findings indicate that procedurally the Musrenbang process has been conducted in accordance with established mechanisms, particularly in collecting and prioritizing community proposals. However, implementation remains suboptimal due to budget constraints, policy intervention, and limited public participation. Strengthening stakeholder commitment and enhancing community engagement are essential to improve the effectiveness of participatory health development planning.

Abstract

This study aims to analyze the implementation of Balangan Regent Regulation Number 41 of 2018 concerning Civil Servant Competency Development within the Balangan Regency Government, to identify supporting and inhibiting factors, and to assess its effectiveness. The research employs a descriptive qualitative approach using Edward III’s policy implementation model, which includes four variables: communication, resources, disposition, and bureaucratic structure. Data were collected through interviews, observations, and documentation involving ten key informants. The findings indicate that, in terms of resources and bureaucratic structure, the policy has been implemented with adequate budgetary support and comprehensive Standard Operating Procedures (SOPs). Leadership disposition reflects strong commitment to competency development initiatives. However, communication remains a challenge, particularly regarding data synchronization and inter-agency coordination. The main supporting factors include leadership commitment and regulatory legitimacy, while the inhibiting factors consist of inaccurate competency data and limited compliance among several regional work units (SKPD). Based on the indicators of policy accuracy, implementation accuracy, target accuracy, and environmental suitability, the implementation is categorized as effective. This is evidenced by the significant increase in civil servant participation in competency development programs, from 12.6% in 2021 to 72.3% in 2023.
