Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas pelayanan pengurusan paspor di Kantor Imigrasi Kelas I Kota Makassar.  Penelitian ini menggunakan metode penelitian kualitatif dengan data primer yang dikumpulkan melalui wawancara dengan aparatur pelayanan paspor di Kantor Imigrasi  Hasil penelitian diharapkan dapat memberikan pemahaman mendalam tentang efektivitas pelayanan pengurusan paspor di Kantor Imigrasi Kota Makassar, serta mengidentifikasi faktor-faktor yang memengaruhi kinerja pelayanan tersebut. Temuan ini diharapkan dapat memberikan masukan konstruktif untuk perbaikan dan pengembangan layanan publik di bidang keimigrasian, sesuai dengan prinsip-prinsip pelayanan publik yang telah ditetapkan dalam undang-undang dan kebijakan yang berlaku.

Abstract

The purpose of the study was to determine the Implementation of the School Mover Program in Improving the Quality of Independent Learning Education at UPT SD Negeri 114 Pinrang Regency. The type of research that uses a qualitative method with a descriptive research type, data collection techniques through observation, interviews, and documentation, The results of the study indicate that the communication process in the implementation of the school mover program policy at UPT SD Negeri 114 Pinrang Regency has been effective where communication can be in formal form through official letters and face-to-face meetings. In addition, the availability of resources, namely educators, physical facilities, and technology, have been well managed to support the School Mover and Independent Learning Programs. Implementer disposition Support from the principal, teacher adaptation to innovative methods, and positive student responses to interactive and collaborative learning. The bureaucratic structure plays a role in supporting the implementation of the School Mover Program through technical guidance, training, funding, and monitoring and evaluation.

Abstract

Penelitian ini mengevaluasi kebijakan pemerintah dalam meningkatkan kualitas permukiman kumuh di Kelurahan Kassi-Kassi, Kecamatan Rappocini, Kota Makassar. Permukiman kumuh di perkotaan menjadi tantangan bagi pemerintah daerah, termasuk di Kota Makassar. Penelitian ini bertujuan untuk mengidentifikasi kebijakan yang telah dirancang dan diimplementasikan oleh pemerintah untuk mengatasi masalah permukiman kumuh, serta menganalisis dampak kebijakan tersebut terhadap kesejahteraan masyarakat setempat. Metode penelitian yang digunakan adalah kualitatif, dengan pengumpulan data melalui observasi, wawancara mendalam dengan pihak terkait (pemerintah dan masyarakat), dan dokumentasi. Hasil penelitian menunjukkan bahwa pemerintah telah berupaya melaksanakan berbagai kebijakan yang mencakup peningkatan akses layanan dasar (seperti air bersih dan sanitasi), bantuan langsung kepada masyarakat, dan program pemberdayaan ekonomi. Namun, efektivitas implementasi kebijakan masih menghadapi kendala, antara lain keterbatasan kualitas hunian, akses terhadap layanan dasar yang belum memadai, distribusi bantuan yang belum merata, serta tantangan dalam pemberdayaan ekonomi masyarakat. Penelitian ini menyimpulkan bahwa kebijakan pemerintah telah memberikan dampak positif tertentu, tetapi masih diperlukan perbaikan dan penguatan implementasi agar dapat memberikan perubahan yang signifikan dan berkelanjutan terhadap peningkatan kualitas hidup masyarakat di permukiman kumuh.

Abstract

Penelitian ini bertujuan, untuk mengetahui Efektivitas Penerbitan Surat Pemberitahuan Pajak Terhutang (SPPT) Pajak Bumi dan Bangunan (PBB) Di Kecamatan Bontonompo Kabupaten Gowa. Penelitian ini menggunakan metode pendekatan kualitatif dengan tipe penelitian deskriptif, sumber data yang digunakan adalah sumber data primer dan data sekunder. Pengumpulan data menggunakan Teknik Observasi, wawancara secara mendalam, serta dukumentasi. Hasil penelitian menujukkan bahwa Penerbitan Surat Pemberitahuan Pajak Terhutang (SPPT) Pajak Bumi dan Bangunan (PBB) Di kecamatan Bontonompo Kabupaten Gowa cukup efektif, Namun masih mengalami kendala seperti kurang singkronisasi data pada administrasi perpajakan ditingkat pusat dan daerah masih kurang, peningkatan kapasitas sumber daya manusia, keterbatasan fasilitas, dan optimalisasi teknologi. Meskipun demikian pemerintah kecamatan Bontonompo selalu berupaya setiap tahun untuk mengoptimalkan penerbitan surat pemberitahuan pajak terhutang (SPPT) pajak bumi dan bangunan (PBB).

Abstract

This research aims to determine the implementation of state civil servant discipline policies at the secretariat of the regional people's representative council of Mamuju district. This type of research is qualitative research and the type of research uses a descriptive approach. The population in this study were all civil servants at the Secretariat of the Mamuju Regency Regional People's Representative Council. Based on the research results, it can be concluded that "Implementation of Discipline Policy for State Civil Servants at the Secretariat of the Regional People's Representative Council in Mamuju Regency" in this case Law Number 94 of 2021 Amendment to Law Number 15 of 2014, PP Number 94 of 2021 concerning State Civil Servants, this Law was created to regulate the rules regarding work discipline for Civil Servants. This law also regulates that State Apparatus must not be biased towards the political axis or need to have a neutral attitude towards politics.

Abstract

This study aims to determine the role of social media in increasing the participation of first-time voters in the 2024 regional elections in Galesong District, Takalar Regency. The research method used was a qualitative case study approach. Data were collected through observation, interviews, and documentation. Data analysis was conducted using thematic analysis techniques. The results indicate that social media plays a strategic and significant role in encouraging first-time voter participation. First, from a social contact perspective, social media has proven successful in creating a dynamic interaction space, both directly and indirectly, between first-time voters and fellow voters and election organizers. Second, social media communication serves as a highly effective means of conveying election information. The Takalar Regency General Elections Commission (KPU) successfully utilized digital platforms to disseminate informative and engaging content, enabling first-time voters to quickly and accurately access candidate data, programs, and election schedules. Third, awareness of the role of social media plays a role in increasing first-time voters' understanding of their rights and responsibilities in the democratic process.

Abstract

Abstract: The implementation of e-government through digital technology is a strategic initiative to enhance the quality of public services. One such initiative is the adoption of the Ferizy application as a ferry ticket booking system at Pamatata Port in Selayar Regency. This study analyzes the effectiveness of e-government implementation through the Ferizy application in the context of public service delivery at Pamatata Port. Employing a qualitative descriptive approach, data were collected through observation, in-depth interviews, and documentation involving ASDP officers and ferry service users. The effectiveness analysis was conducted using five indicators proposed by Sutrisno: program understanding, target accuracy, timeliness, goal achievement, and real change. The findings indicate that the implementation of the Ferizy application has been effective in improving service accessibility, transparency, and efficiency in the ticket purchasing process. Nevertheless, several challenges persist, including limited digital literacy among certain segments of the population, technical difficulties within the application, and prolonged queues for ticket verification at the port. In conclusion, the study demonstrates that implementing e-government through the Ferizy application has had a positive impact on public service delivery. However, further efforts are required to strengthen socialization, provide user assistance, and improve system functionality and operational coordination. Abstract

Abstract : This study aims to analyze the implementation of Muhammadiyah's education management policy in Jeneponto Regency and identify its supporting and inhibiting factors. The focus of the study refers to the Muhammadiyah Central Leadership Guidelines Number 1/Ped/I.0/B/2024 concerning Primary, Secondary, and Non-Formal Education. The research method used is qualitative with a descriptive approach. Data were collected through in-depth interviews with key informants from the Muhammadiyah Regional Leadership, the Elementary and Secondary Education Council, school principals, and students, as well as through observation and documentation. Data analysis techniques include data reduction, data presentation, and drawing conclusions based on George C. Edwards III's policy implementation theory which includes variables of communication, resources, disposition, and bureaucratic structure. The results of the study show that the implementation of the policy has been carried out through intensive coordination between PDM and Muhammadiyah's Charity Enterprises, but still faces challenges in the aspects of resources and internal communication. The main supporting factors are the loyalty and high militancy of cadres in saving educational assets, as well as strong ideological support from the organization. Meanwhile, inhibiting factors include limited facilities, a shortage of specialized human resources, and internal conflicts at the local level that impact management stability. This study concludes that despite technical and financial constraints, the ideological commitment of cadres is a key pillar maintaining the existence of Muhammadiyah education in Jeneponto Regency. Abstract

The purpose of this study is to determine the extent of the influence of organizational culture variables on employee performance variables at the Department of Agriculture in Pangkep Regency. The method used in this research is a quantitative approach with descriptive research type. Data collection techniques were carried out through surveys using Likert-scale questionnaires distributed to 90 employees as samples through a saturated sampling technique. Data analysis was performed by assessing respondents' responses to the level of organizational culture and employee performance, and using multiple linear regression analysis to identify the relationship between the two variables. he results of this study indicate that the organizational culture variable is categorized as 'Excellent,' with an average score of 407.6 or a percentage of 90.57%. Similarly, the employee performance variable falls into the 'Very High' category, yielding an average score of 404.5 or 89.88%. Furthermore, multiple linear regression analysis demonstrates that organizational culture has a positive and significant effect on employee performance, with a coefficient of determination of 0.681, or 68.1%

Abstract

Maritime decentralization and blue governance have emerged as strategic issues in contemporary marine governance reforms, particularly within the framework of regional autonomy. This article examines the conceptual relationship and evolving literature on maritime decentralization and blue governance using a systematic literature review (SLR) approach. The review process followed PRISMA guidelines and included peer-reviewed publications published between 2019 and 2024. The findings indicate that maritime decentralization has evolved from administrative deconcentration toward substantive devolution and more collaborative polycentric governance models. The effectiveness of decentralization is strongly influenced by multi-level governance configurations, particularly vertical coordination and horizontal cross-actor participation. Meanwhile, blue governance has developed as a normative paradigm emphasizing ecological sustainability, equitable benefit distribution, transparency, and community participation in marine resource management. In the Indonesian context, the implementation of blue governance faces challenges related to regulatory harmonization and subnational institutional capacity following marine authority reforms. The study concludes that maritime decentralization can only achieve its intended outcomes when embedded within an adaptive multi-level governance framework aligned with the principles of blue governance.
