Abstract

Poverty is an economic phenomenon that has become a serious issue that must be addressed immediately. This phenomenon is a serious problem not only in Indonesia but also worldwide. The aim of this research is to identify the strategies used by the government of Bantaeng Regency to control poverty rates.This study employs a qualitative approach using observation, interviews, and documentation methods. The research findings reveal that the poverty rate in Bantaeng Regency was initially at 8%, then increased to 9% after the Covid-19 pandemic before dropping back to 8%, with fluctuations that were not too significant. According to the Social Affairs Office of Bantaeng Regency, the factors contributing to poverty include the Covid-19 outbreak, education level, low income, lack of skills, stagnant mindset, inadequate healthcare, and economic uncertainty. The government's strategy for controlling poverty in Bantaeng Regency includes social assistance programs and improving human resource quality through education. Social assistance helps the economic development of the community by ensuring their basic needs are met, and the aid provided can serve as capital for starting businesses. Meanwhile, enhancing human resource quality through education helps improve people's skills in various fields. Based on the data obtained, the implementation of these strategies has successfully controlled the poverty rate in Bantaeng Regency.

Abstract

This study aims to determine the effect of service quality on public satisfaction at the Gowa Regency Public Service Mall. The research method used is quantitative with data collection techniques through questionnaires, observation, and documentation. A sample of 100 respondents was selected using the Accidental Sampling technique. Data collection techniques in this study: Descriptive Statistics, Validity Test, Reliability Test, Simple Regression Analysis, Hypothesis Test. The results of the study indicate that service quality consisting of tangibles, reliability, responsiveness, assurance, and empathy dimensions has a positive and significant effect on public satisfaction. This is evidenced by a partial test which shows a significant value of 0.000 <0.05, it is known that the coefficient of determination R square has a value of 0.513 or 51.3%. Thus, improving service quality can increase public satisfaction with the services provided at the Gowa Regency Public Service Mall.

Abstract

The aim of this study is to explain the discourse and differences between research, quantitative research and qualitative research. Qualitative research, based on the philosophy of postpositivism, is used to examine the condition of natural objects with the aim of understanding phenomena. Qualitative research is an intense communication process between the researcher and the phenomenon being studied. Quantitative research, which is based on the philosophy of positivism, is used to study a specific population or sample, collect data using research instruments, and then analyze the data quantitatively or statistically to test a predetermined hypothesis. Quantitative research and qualitative research differ in terms of the criteria, processes, and competencies used.

Abstract

Abstract : This study aims to determine the Quality of Public Services of the Library and Archives Service of South Sulawesi Province. The research method used is a descriptive method with a qualitative approach, while the data collection method is through observation, interviews and documentation. The results of this study indicate that the Quality of Public Services of the Library and Archives Service of South Sulawesi Province, based on 5 indicators according to Zeithaml regarding the quality of public services, namely 1) Physical evidence (tangible) of the provision of physical facilities in the library such as air conditioning, tables, computers, and mobile library services, as well as active promotion through social media 2) Reliability, namely services that are fairly consistent, timely, and equal to all visitors 3) Responsiveness is seen from the quick response of employees to visitor needs, 4) Assurance, namely consistent services according to Standard Operating Procedures (SOP) provide a sense of security and trust for visitors 5) Empathy is seen from employee participation in various literacy activities in 24 Regencies/Cities.

Abstract

: This study aims to analyze the regional asset management strategy at the Regional Financial and Asset Management Agency (BPKAD) of Makassar City in order to improve the effectiveness, efficiency, and accountability of regional asset management. This research is motivated by various challenges faced by BPKAD, such as suboptimal asset utilization, limited proof of asset ownership, assets controlled by unauthorized parties, and limited integration between administrative data and physical asset data. This study uses a qualitative method with a case study approach. Data were obtained through interviews, observation, and documentation. Informants in this study consisted of six people who played a direct role in asset management, namely Muh. Dakhlan, Islamiyah Sondeng, Maryana Panggalo, Muh. Rahmatullah, Muhammad Tahir, and Muh. Yusuf. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that asset management at BPKAD faces strengths in the form of regulatory and infrastructure support, weaknesses in human resources and information systems, opportunities in the form of technological developments and cooperation with third parties, and threats in the form of potential asset misuse and regulatory changes. Based on the SWOT analysis, strategies that can be implemented include optimizing asset utilization through the asset management information system (SIMBAKDA), increasing human resource capacity, strengthening asset inventory and certification, and implementing the principles of transparency and accountability as well as better governance in Makassar City.

Abstract

: The purpose of this research is to find out how the implementation and obstacles of the anti-corruption village program in Pakatto Village, Bontomarannu District, Gowa Regency. The theory used in this study is the program implementation theory according to Charles O. Jones which mentions three basic activities, namely organization, interpretation, and application. The research method used is qualitative descriptive. The results of the study show that the implementation of the anti-corruption village program in Pakatto village initiated by the Corruption Eradication Commission in its implementation has been good. Judging from the structural organization and integrity of human resources, it has run optimally. From the aspect of interpretation, the program implementers have understood the goals and guidelines of the village program. In the implementation aspect, it was found that the realization of the implementation of the village work program went smoothly by holding a coffee morning activity with a Focus Group Discussion scheme and the existence of an Independent Digital Platform connected to the Website. Abstract

This study aims to analyze the implementation of Regional Regulation Number 4 of 2023 concerning waste management in the coastal area of Galesong Utara District, Takalar Regency. The research employs a descriptive qualitative method, with data collected through observation, interviews, and documentation. Data were analyzed using the stages of data reduction, data display, and conclusion drawing. The findings reveal that policy implementation is influenced by four main aspects: communication, resources, implementers’ disposition, and bureaucratic structure. Socialization and inter-agency coordination play crucial roles in enhancing public awareness and participation. However, several challenges remain, including limited facilities, human resources, and financial support. Despite these obstacles, implementers consistently strive to strengthen community involvement in coastal waste management. The study concludes that the effectiveness of waste management depends on strong collaboration, transparent communication, adequate resources, a committed implementing apparatus, and an efficient bureaucratic framework that supports sustainable coastal governance.

Abstract

This study aims to analyze the role of the Election Supervisory Agency (Bawaslu) in efforts to prevent the practice of money politics in the 2024 Regional Head Election (Pilkada) in Sinjai Regency. This study uses a qualitative descriptive research method with a case study approach, this study was conducted for approximately two months at the Secretariat of the Sinjai Regency Election Supervisory Agency. Data collection was carried out through observation, interviews, and documentation. The results of the study indicate that the Sinjai Regency Election Supervisory Agency (Bawaslu) has carried out its role and responsibilities well in the regional head election (Pilkada) process in Sinjai Regency. Based on the analysis of the four indicators, it was found that the Sinjai Regency Election Supervisory Agency (Bawaslu) always strives to carry out its duties and promises to prevent the practice of money politics and ensure that the election process continues to run effectively. This study underlines the importance of utilizing technology in increasing effectiveness and accountability in preventing the practice of money politics in the election process in Sinjai Regency.

Abstract

Abstract : Artikel ini menyintesis literatur untuk merumuskan model blue governance yang operasional bagi pemerintah daerah pesisir Indonesia. Dengan tinjauan pustaka sistematis (scoping review) atas publikasi 2000–2025, penelusuran awal 1.250 temuan disaring menjadi 40 artikel yang relevan. Sintesis menunjukkan tiga pilar kunci tata kelola: (1) otonomi daerah untuk penyesuaian kebijakan dengan konteks lokal; (2) integrasi ekosistem guna menautkan pemanfaatan dan konservasi (termasuk blue carbon seperti mangrove dan seagrass); dan (3) partisipasi publik yang dioperasionalkan melalui Forum Musyawarah Pesisir serta pelembagaan kearifan lokal. Dibandingkan kerangka ICZM, MSP, dan EBM, model yang diusulkan lebih kontekstual pada desentralisasi Indonesia dan menempatkan partisipasi sebagai mekanisme legitimasi kebijakan. Implikasi praktis mencakup integrasi model ke RPJMD/RTRW, pembentukan Dewan Pesisir Daerah dan Satgas Blue Governance (kemitraan aparatur komunitas), optimalisasi dana desa untuk aksi biru, serta monitoring partisipatif berbasis komunitas dan perguruan tinggi. Rekomendasi menargetkan perbaikan koordinasi lintas-level, pengelolaan trade-off konservasi pembangunan, dan penguatan data. Keterbatasan utama terletak pada absennya validasi lapangan, sehingga studi mixed-methods pada lokasi percontohan disarankan. Secara keseluruhan, model ini menawarkan kerangka praktis untuk mewujudkan tata kelola pesisir yang inklusif, resilien, dan berkelanjutan, sekaligus menopang pencapaian SDGs dan NDC Indonesia.   Kata Kunci: blue governance; otonomi daerah; partisipasi publik; integrasi  ekosistem; ekonomi biru; pesisir Indonesia.
