Abstract

Program Keluarga Harapan (PKH) is a program organized by the Ministry of Social Affairs to provide conditional social assistance to the community, especially underprivileged families or poor families. The research was conducted to describe the implementation of the PKH in Kampung Seraya Village. The selection of research locations took into account the number of PKH Beneficiary Families and the number of independent graduates in each village of Batu Ampar District. The data collection process was carried out by interviewing informants, observation, and document studies. Another goal was to find out the driving and inhibiting factors of program implementation, as well as formulating a strategy to improve PKH implementation. The result was implementation of PKH in Kampung Seraya have been running but had several deficiencies, namely there was still a discrepancy in the identity of PKH Beneficiary Families recorded in the DTKS, the Population and Civil Registration Agency, and channeling banks, which affected the distribution of aid funds. There were also several driving and inhibiting factors that influence the implementation of PKH. Author recommends that government can develop and improve the strengths and opportunities as it is explained in the research. In addition, the author also designed a strategy model for updating PKH Beneficiary Family data to minimize identity discrepancies.

Abstract

Dalam penyelenggaraan pemerintahan dan pembangunan di abad 21 kita dihadapkan berbagai permasalahan krusial yang sangat rumit dan penuh ketidakpastian, hal ini merupakan konsekuensi logis dari perkembangan privatisasi. Otonomi daerah dan globalisasi yang sedang berlangsung. Dari berbagai permaslahan yang ada khusunya yang berkaitan dengan permasalahan ekonomi, maka tidak dapat kita sangkal lagi, bahwa keunggulan daya saing dari suatu negara akan sangat menentukan keberhasilan negara tersebut dalam menghadapi krisi perekonomian pada saat ini.

Abstract

The aim of this research was to analyze the influence of controlling function by Inspectorate’s in improving the performance of civil servants (Case study of Regency Tapanuli Tengah). The concept of controlling used Robbins and Coulter’s (2006) theorywhich consists of three dimensions namely (1) standard; (2) measurement; and comparison; (3) action. The performance concept used Mitchell’s (1985: 391) theory which consists of two dimensions (1) ability; and (2) motivation. These three controlling dimension were applied to analysis performance apparatus in Regency Tapanuli Tengah. To indentify the three influence of dimension, a survey approach was conducted through a proportional sample of 144. The data were analyzed using Path Analysis, in the LISREL (Linear Structural Relation) program. The value was found out each dimension as follows; (a). Influence standard (X1) to performance apparatus (Y) is 0.362 (low category), influence measurements and comparison (X2) to performance apparatus (Y) is 0.371 (low category), influence action (X3) to performance apparatus (Y) is 0.251 (very low category). The effect (X1, X2, X3) to Y is 69.62% (strong category, and the residual is 30.38% influenced the other dissimilar factor (epsilon).

Abstract

Cimahi City Government initiated “jemput bola” public service for citizen with disability. “Jemput bola” public service is an act of recording electronic citizen identity card (e-KTP) for citizen with disabilty, elderly, and acute sickness by going directly to the their houses. This study aimed to determine the implementation of population administration services through “jemput bola” public service for citizen with disability at the Population and Civil Registration Office of the Cimahi City along with the obstacles that occured during the process. The research method used was qualitative research. Sources of data in this study were interview, direct observation, and document study. The results of this study indicated that in carrying out ball “jemput bola” public service for citizen with disability, there were some obstacles, i.e.: the absence of Standard Operating Procedures, internet network quality, character of citizen with disability, and access toward citizen’s house location. To overcome the main obstacles, researchers created a Standard Operating Procedure document as guidance for “jemput bola” public service for citizen with disability. For internet network problem, officers could prepare a specific internet network system that was worked in the targeted area and also brought up a backup network. For obstacle related to mood disturbance of citizen with disability, officers needed special training to handle challenging situation so they could serve them in a more appropriate way. For obstacle related to access toward citizen’s house location, officers could bring recording equipment to citizen’s house. This research could benefit Cimahi City Office of Population and Civil Registration to improve the quality of “jemput bola” public service for citizen with disability and also as reference for similar research.

Abstract

The role of leaders in improving local government competetitiveness is apparently significant and determinant. The focus, therefore, is to find ways of improving leaders capacity in creating and designing policies that support and develop local competitiveness power among communities. This article discusses the leaders competence development strategies that are closely linked with the efforts to improve local competitiveness. The essay begins with a case of Indramayu regent who has been _ to certain extent- succesful in improving Indramayu’s competitiveness among other regencies in West Java. The discussions is then focused on the concept of competetitivess and is closed with several strategies to improve leaders competence.

Abstract

Tidak mengherankan hingga saat ini masih cukup banyak pemerintah daerah belum mengimplementasikan Kepmendagri 29/2002 dalam menyusun Rancanagan Pendapatan dan Belanja Daerah (RAPBD). Pembahsan RAPBD di beberapa daerah tertunda karena lembaga daerah maish belum siap dengan Rancangan Anggaran Satuan Kerja (RASK) mereka Penyusunan RAPBD berdasarkan pada semangat Kepmendagri tersebut di beberapa kabupaten/kota menunjukan bukan hanya dinas-dinas yang relatif belum sipa namun lembaga legislatif juga belum siap.

Abstract

Kabinet kerja yang baru dilantik pada tanggal 27 Oktober 2014 lalu mengisyaratkan bahwa anggota kabinet yang terpilih adalah orang-orang yang memiliki integritas dan kompetensi di bidangnya. Merit system yang tidak sekadar pertimbangan pembayaran hutang politik terlihat dalam pemilihan para pejabat yang duduk di kabinet. Pada level pusat, sistem ini telah dimulai. Meski demikian, kabinet yang disebut dengan Kabinet Kerja ini mengemban pekerjaan rumah birokrasi yang tidak sedikit. Data tahun 2013 menunjukan bahwa proporsi terbesar belanja daerah adalah belanja pegawai, dengan proporsi di atas 40 persen.

Abstract

Isu otonomi daerah yang dihubungkan dengan upaya transformasi demokrasi menuju “good governance” telah menjadi isu yang sangat kental dalam wacana sistem politik dan pemerintahan Indonesia saat ini. Apalagi setelah ditetapkannya UU Nomor 22 tahun 1999 beberapa waktu yang lalu. Isu otonomi ini sebenarnya sudah mulai terangkat pada saat adanya PP No. 45 tahun 1992 tentang Peletakan Titik Berat Otonomi Pada Daerah Tingkat II yang ditindaklanjuti dengan Kepmendagri No. 105 Tahun 1994 tentang penetapan 26 Daerah Tingkat II sebagai lokasi uji coba pelaksanaan Otonomi Daerah yang dua diantaranya adalah Kabupaten Bandung untuk Jawa Barat dan Kabupaten Sidoadjo untuk Jawa Timur. Bercermin dari pelaksanaan uji coba di dua daerah tersebut hendaknya cukup memberi makna dalam menyongsong semangat transformasi yang dibawa oleh UU yang baru tersebut.

Abstract

Sentralisme pembangunan nasional selama tiga dekade terakhir telah memarjinalkan arti “masyarakat lokal”, yaitu satuan masyarakat lintas batas administratif desa/kecamatan/kabupaten yang diikat oleh ragam hubungan kerjasama sosial-ekonomi sebagai basis perkembangan mandiri. Gaya perencanaan dan pelaksanaan program pembangunan yang bersifat sentralistik, “dari atas kebawah” telah memantulkan inisiatif masyarakat lokal sekaligus menjauhkannya dari sumber daya sosial-ekonomi yang seharusnya menjadi hak masyarakat tersebut.

Abstract

Perubahan konstelasi kepolitikan nasional kontemporer pasca Pemilu 2004 membawa tuntutan perlunya dirumuskan kembali hubungan eksekutif legislatif yang lebih seimbang dan harmonis. Hanya dengan kemitrasejajaran (checks and balances) yang efektif, maka formulasi maupun implementasikan kebijakan dan program-program pembangunan dapat berjalan dengan baik. Selain itu, checks and balances memegang peran penting untuk menciptakan stabilitas ekonomi dan politik daerah sebagai prasyarat dasar membangun daerah.
