Abstract

This research aims to describe fiscal independency in regions (cities) /municipalities in Kepulauan Riau Province. Researcher selected Kepulauan Riau Province because seven regions/municipalities in Kepulauan Riau Province are new local government; and regions/municipalities in Kepulauan Riau Province have a lot of natural resources. Fiscal independency is measured used degree of Fiscal Desentralization concept. This Research used qualitative approach and descriptive method.Beside that, this research used data local government budget (APBD) regions/municipalities in Kepulauan Riau Province periode 2008-2012 which is got from Indonesian Finance Ministry. The result shows there are five regions/municipalities in Kepulauan Riau Province have well fiscal independency and low dependency about central government. And just two regions/municipalities in Kepulauan Riau Province still have bad fiscal independency and high dependency about central government.

Abstract

LIPI Public Relations is one of the support services functions that provide scientific services to researchers in terms of cooperation, public information, media and inter-institutions relations, and facilitating the socialization of science and technology. Reorganization causes changes in the function of public relations services from work units to regions, so it is necessary to analyze the satisfaction, performance and interest gaps of public relations services in the Cibinong Science Center-Botanical Garden LIPI. This study used a quantitative method approach with qualitative data as a support. Data was analyzed from two instruments, i.e. Community Satisfaction Index (IKM) and Importance Performance Analysis (IPA). Among four PR service functions, three of them (cooperation, public information, media and inter-institutional relations) were perceived as working properly, meanwhile for facilitating the socialization of science and technology was not good. Officer behavior indicator was good, thus needed to be maintained. IKM’s indicators, such as: service requirements, procedures, completion time, product specifications, competence of officers, and complaints handling were not good enough, so that it became a priority for improvement. Moreover, the cost and infrastructure indicators could be ignored. Research suggested that the implementation of procedures was a priority for short-term improvement. Furthermore, development of product specifications and enhancing the competence of officers were short-term to medium-term improvement priorities.

Abstract

Otonomi Daerah memberikan kebebasan bagi daerah untuk lebih leluasa mengembangkan peran serta dan prakarsanya guna memikirkan, mengembangkan dan memajukan daerah. Otonomi Daerah membuat daerah dan masyarakatnya menjadi lebih berdaya, sehingga ketergantungan kepada Pemerintah Pusat berkurang. Perangkat Daerah berfungsi sebagai front line management, yang bekerja atas dasar misi dan potensi nyata yang ada di daerahnya. Perangkat Pemerintah Daerah yang berorientasi kepada pelayanan publik akan menimbulkan keberdayaan (empowerment) dan bukan ketergantungan masyarakat. Dalam konteks keberdayaan tersebut, partisipasi masyarakat tumbuh bukan karena dimobilisasi melainkan karena self efficacy. Dengan demikian harus ada perubahan dalam birokrasi Pemerintah Daerah. Perubahan tersebut harus dilakukan meskipun memakan waktu yang cukup lama. Hal ini juga akan menjadi lebih lama apabila tidak diakomodasi oleh figur kepemimpinan daerah yang mempunyai komitmen untuk kepentingan masyarakat dengan orientasi jauh ke depan.

Abstract

Based on the spirit of reform required a fundamental change in improving the welfare of society widely, it needs empowerment and support community involvement in development planning and implementation. Top-down development of paradigm in the centralized Orde Baru regime immediately changed with the issuance of Constitution No. 25 in 2004 about National Development Planning System, with the strengthening of aspiration and inclusion of stakeholders from the lowest level to the highest level. In order to optimize the implementation of development, one way that must be taken is strategic planning. During the 10 years of implementation, we need to know the extent to where public participation in the activity today. Therefore through this paper, the research objectives formulated to determine how public participation in the implementation of the strategic plan. This study also determined descriptive method study using a quantitative approach. And, by taking the locus of research in the Rappocini district, Makassar, it obtained analysis results that the level of public participation is relative to be good enough to the planning and implementation of strategic planning, but in terms of maintenance tends, it has the opposite results. In anticipation of these terms, it needs persuasive approaches to encourage more optimal public confidence in supporting the implementation of the development.

Abstract

Perancis sebagai salah satu negara besar di dunia dari dulu sampai sekatang memiliki keunikan tersendirir dalam politik luar negeri maupun dalam sistem pemerintahannya. Keunikan tersebut mencerminkan suatu gambaran akan kemandirian negara tersebut yang tetap menjunjung kepribadian bangsa dan nasionalismenya. Artikel ini memberi sedikit gambaran tetang keunikan tersebut yang bisa dijadikan bahan komparasi dalam mereformasi tata pemerintahan di Indonesia yang sedang kita lakukan dewasa ini.

Abstract

Adalah sutiyoso, Gubernur DKI jakarta yang mencuatkan gagasan Megapolitan yang akan mempersatukan DKI dengan beberapa daeah milik Propinsi Jawa Barat dan Banten (Bogor, Depok, Bekasi, Tangerang dan Cianjur) dan menimbulkan pro & kontra terutama dengan Gubernur Jawa Barat dan Banten. Berbagai reaksi muncul atas gagasan tersebut. Masyarakat Jawa Barat merasa keberatan dengan hal tersebut, karena konsep megapolitan dimaksud dikhawatirkan akan mencaplok sebagian daerah Jawa Barat. Walaupun menurut Sutiyoso tidaklah demikian, yang ada justru sebaliknya daerah yang akan dijadikan megapolitan akan menjadi lebih makmur dan lebih tertata

Abstract

One of the challenges of the Secretary-General of Dewan Perwakilan Daerah Republik Indonesia (Setjen DPD RI) is to support both development of National Legislation Priority (Prolegnas) and the Bill of DPD RI. Researchers and policy analysts possess a strategic position in facing the challenge. However, researchers and policy analysts have not had clear roles, tasks, and functions yet on the making of both Prolegnas and the Bill. This study aims to provide a model of role for researchers and policy analysts on the making of both Prolegnas and the Bill in Setjen DPD RI. This study uses qualitative case study approach and aims to show that both researchers and policy analysts have each different roles. The differences can be seen from the momentum of task implementation, output, and the level of influence. This study recommends a follow-up study that will explore the role of all employees involved on the making of Prolegnas and the Bill of DPD RI
