Abstract

This research aimed to explore the transition from community-based tourism into mass tourism which has been initiated by the government. Data was collected through in depth interviews, observation, and secondary data analysis. This research found that the central government has been creating mass tourism since the ‘80s, because the state was interested in making tourism become one of the main incomes after the end of oil boom era. Mass tourism was booming until the end of the ‘90s. Nevertheless, the decrease in international tourist arrival was occurred because of forest fires, economic crises, Bali Bombing I and II, and SARS pandemic. Unfortunately, Yogyakarta’s earthquake in 2006 has hindered the recovery process. One decade after the earthquake, a mass tourism was booming again which was marked by the expansion of hotel construction. There were negative impacts such as lack of water access for public, repression of the labour movement, and policies that neglected public participation. The government continued to develop mass tourism through RPJMD DIY 2017-2022 as the nexus of central and local government interests. Projects from RPJMD DIY 2017-2022 were done by cultures and repressions mobilization, thus lead to another problems such as worsened public interests marginalization, land and labour privatization.

Abstract

I looked at my own district named Margacinta, which vision is as secondary centre supporting the Gedebage primary Centre the district is also developed to become a servicing area whose motto’s “BERBUDAYA” it also to become the support centre for Bandung City, whose motto is “BERMARTABAT” to take a part in increasing the economic growth. In the era of regional autonomous, one of which goals is to developt small and middle enterprise in the field of agrobusiness, agroindustry and tourism i have identified. The district,s potency for anticipating the 3 field of business. One of the district’s 2008 strategic plans, is to realize the green district. Some alternative locations for building those 3 field enterprises on, and the most appropriate is the village is still are housing. Return on investment of the business were discussed as well in the article. However, about investor depend on the district’s political will.

Abstract

Kreativitas merupakan pengembangan ide baru dan inovasi merupakan proses penerapan ide tersebut secara aktual ke dalam praktek, sedangkan modal intelektual adalah pengetahuan yang dimiliki karyawan sebagai kekayaan baru organisasi. Sumber Daya Manusia Kreatif dan inovatif yang memiliki pola pikir global,harus mempunyai dorongan untuk mempunyai pandangan yang luas, terus menerus mencari konteks, pengetahuan/informasi sehingga mampu bereaksi lebih cepat dari pesaing. Dengan pemberdayaan, dapat mendorong tumbuh dan berkembangnya kreativitas dan inovasi serta mampu mendayagunakan modal intelektual atau pengetahuan/informasi yang dimiliki sehingga mampu menghadapi peluang dan tantangan di masa depan.

Abstract

In addition to salaries and allowances to civil servants who are still actively working, government provides pension and superannuation. The latter program aims to create prosperity after the PNS is not actively working. However, the welfare of which will be felt to be nurtured and built himself during the civil works. Why is that? This is because the governments as an employer only facilitate the program. Under the auspices of PT. Taspen, funds collected through pension and managed superannuation. Compared to retirement income, the income of civil servants when they were still actively working is higher. With that kind of policy, if a civil servant were not saving from their income, she/ he should get ready to live with lower income when they retired. Even if the pattern of the life of a retired civil servant who has been witli before retirement, one can imagine each month will be a big burden.

Abstract

Di awal pembentukan Negara Kesatuan Republik Indonesia (NKRI) pada tahun 1945, para founding fathers telah memiliki visi dan misi yang jelas. Prof. H. Bintoro Tjokroamijojo menegaskan visi pembentukan NKRI adalah sebagaimana tercantum dalam Pembukaan Undang-Undang Dasar 1945 yakni “Negara Indonesia, bersatu, berdaulat, adil dan makmur1. Untuk mewujudkan visi tersebut, para pendiri Negara tersebut menetapkan empat misi, yakni: (1) melindungi segenap Bangsa Indonesia dan seluruh tumpah darah Indonesia; (2) memajukan kesejahteraan umum; (3) mencerdaskan kehidupan bangsa; dan (4) ikut melaksanakan ketertiban dunia yang berdasarkan kemerdekaan, perdamaian abadi dan keadilan sosial.

Abstract

Konsep utama manajemen strategik adalah bagaimana menyiapkan sebuah organisasi untuk memiliki keunggulan (competitive advantage) dengan berbasis pada pemetaan kekuatan dan kelemahan yang secara internal dimliki oranisasi tersebut, maupun peluang dan ancamanyang dihadapi organisasi secara eksternal. Konsep manajeman stategik pada awalnya banyak dikembangkan oleh kalangan privat atau sektor bisnis, namun pada saat ini konsep ini telah banyak diadopsi oleh kalangan non-privat termasuk lembaga pemerintahan. Untuk tulisan ini mencoba menguraikan tentang implementasi konsep tersebut pada kasus lembaga pendidikan.

Abstract

The aim of this research is to analyze the influence controlling towards policy implementation building ooniruction permission (Case studyofRegency Deli Serdang). Thetheory ofoontrolling tested out by the writerbyRobbins and Coulter (2006) wich consists of three dimension namely (1). standars, (2). measurements and comparison (3) action. The theory performance tested out by the writer by Iones (1994:166) dimension (1). organization (2). interpretation (3). aflication. 'D1ese three dimension were applied by the to analysis policy implementation building amtruction permission in Regency Deliserdang. To inden tify the three influenceof dimension, a survey approach was conducted through a proportional sample of 130 head of household (informants). The data were analyzed by using Path Analysis, in the program SPSS. The value was found out eadi dimensions as follows; (a). influence standars ( X) to policy implementation building contruction permission (Y) is 26.53% (low category), influense measurements and comparison (X) topolicy implementation building contruction permission (Y) is 16.19% (low category), influense action (X) topolicy implementation building contruction permission (Y) is 33.86% (medium category). Theefiizct ( X,,X,,X,) to Y is 76.58% (strong category, and the residu is 23.42% influenced theother dissimilar factor (epsilon).

Abstract

Pelaksanaan otonomi daerah berdasarkan UU Nomor 5 tahun 1974 sudah tidak sesuai dengan perkembangan masyarakat dan tantangan global, sehingga perlu ditinjau kembali. Dalam kaitan ini, beberapa pilihan bentuk otonomi sebagai alternatif pengganti bentuk otonomi sebelumnya adalah: otonomi daerah satu tingkat pada Kabupaten/Kota, otonomi daerah satu tingkat pada Provinsi, serta otonomi dua tingkat pada Provinsi dan Kabupaten/Kota. Masing-masing bentuk otonomi daerah tersebut mengandung kekuatan dan kelemahan, sehingga perlu dipertimbangkan secara matang. Beberapa aspek krusial yang harus diperhatikan meliputi aspek kewenangan daerah, kelembagaan, pengelolaan sumber daya manusia dan sumber daya lainnya, serta masalah-masalah pembangunan lainnya.
