Abstract

Research related to leadership models that focus on public service is currently experiencing an increase. This is based on the urgency of leadership in public service. With the phenomenon of the development of research on leadership models in public services, the question arises of how to apply the right leadership model for public services. On the basis of this problem formulation, this study aims to describe a leadership model in public services in the 2015-2020 period using bibliometric analysis which in the process uses the VOSViewer and Biblioshiny applications. The research results show that there are 54 keywords related to the topics discussed. Of the 54 keys found, 1,259 relationships were created between the subject and the keywords. Of the 1,259 linkages, there are 4,367 total link strengths. Based on the analysis of one of the most widely cited studies, it was found that the leadership model influences employees' innovative behavior by increasing the emotional approach. A leader can also influence his employees' behavior with the leadership model he applies. Therefore, selecting the right leadership model is necessary to create quality public services.

Abstract

The problem of proverty and energy crisis has created the withdrawl oil energy subsidies policy, and resulted the unintended policy impact, such as the deterioration of economic life of the people, the destruction of public investment climate and demoralitation. Nowadays the government has issued the bio energy alternatives policy. The question is, how the seriousity of the government to implement this policy? How far the proffesionality of the policy actors, all are depend on most of the policy system.

Abstract

Penyelenggaraan pemerintahan daerah dalam rangka otonomi daerah dan desentralisasi memerlukan kreativitas dan inovasi dalam bidang pemerintahan secara keseluruhan. Pada kenyataannya hubungan antara legislatif dan eksekutif di daerah masih diwarnai nuansa perbedaan cara pandang, ketidakberdayaan peraturan dan permainan politik yang berdampak merugikan kepentingan masyarakat. Sehubungan dengan hal tersebut, diharapkan dapat mulai dikembangkan perspektif, mekanisme cheks and balances yang dapat memberi peluang kepada lembaga eksekutif dan legislatif untuk saling mengontrol dan mengimbangi.

Abstract

Information system is an effective media in disseminating information in the modern era. Utilization of information systems in government considered to be essential to improve public services in this licensing service in Bandung city. Therefore this study aims to determine the Management Information System conducted by the Government Licensing Service Agency of Bandung (BPPT). Indicators used include three elements: planning, organizing, and supervision. The focus of this research is BPPT. The approach conducted in this study is a qualitative in order to avoid generalize the results, Data collection techniques used is the study of documentation and interviews. Based on these results, it is known that the existence of an information system that can be accessed by people in the BPPT is available with a variety of categories, and tailored to the needs and accessibility, As for management it has been well planned, but at this stage of implementation and supervision, there are still some obstacles.

Abstract

The implementation of development should be carried out in harmony between the development programs carried out by the central government, regional governments and village governments.Therefore, you can imagine that if development is not accompanied by community participation, it is impossible to handle it by the government itself and will not be successful evenly and sustainably. The mixed method approach is used as the basis for a research approach in which the researcher tries to fully describe the conditions or situations faced by utilizing the data from field observations and then adding a literacy study whose results are processed again with a linear regression approach to determine the relationship between variables that influence each other. From the results of the data processing of the results of the research, information was obtained that the existence of community participation in the village development process is the realization of a strategy in an effort to observe and investigate the needs and various problems faced by the village community and determine various development programs in order to meet the needs and answer various problems. there is this and with community participation, it is hoped that village development will succeed in achieving its goals and targets.

Abstract

Kalau pada bagian I telah dijelaskan pemberdayaan organisasi publik (supra struktur politik) yang titik beratnya untuk meningkatkan profesionalisme, maka untuk infra struktur politik hendaknya lebih ditekankan pada kemampuan mediasi. Infra strukutur politik yang baik mestinya menjadi mediator (penyambung lidah) rakyat yang diatasnamakannya. Jika sebagian diantaranya menjadi anggota supra struktur politik (terutama legislatif) yang seharusnya derajat keterwakilannya terbukti dalam kiprahnya baik sebagai politisi yang negarwan sekaligus.

Abstract

Kerap kali, peneliti mengalami tantangan tatkala melakukan riset terkait kebijakan publik. Mekanisme penelitian yang berbelit dan responden birokrat yang terkesan enggan memberikan keterangan adalah tantangan yang sering dijumpai dalam penclaahan dan evaluasi kebijakan pcmerintah terlebih jika permasalahan yang ditelifi tergolong sensitif. lsu sensitif seperti transparansi anggaran publik adalah isu dengan tantangan pengumpulan data yang berat. Metode pengumpulan data terkait transparansi penganggaran pemerintah diungkap Edy Barlianto, jumalis Harian Bisnis Indonesia, dalam buku yang bertajuk Menelisik Anggnnm Publik. Buku yang terbit pada 2012 ini dijabarkan dcngan alur yang runut, renyah dan gaya reportase investigasi selama kurun waktu penulis bertugas sebagai wartawan yakni dari tahun 1993 hingga 2008. Metode dan trik yang dilakukan penulis dapat diadopsi kc dalam pengumpulan data untuk penelitian mendalam terkait isu penganggaran pemerintah.

Abstract

PADS selama ini telah dianggap sebagai salah satu tolok ukur keberhasilan otonomi di daerah, sehingga memiliki nilai strategis. Namun pada saat yang bersamaan, PADS juga selalu identik dengan kekurang mampuan daerah yang bersangkutan. Meskipun demikian, permasalahan otonomi daerah bukan semata-mata masalah kemampuan PADS. Dalam kaitan ini, diperlukan upaya sistematis untuk merevitalisasi baik sistem maupun sumber PADS yang ada sekarang. Hal ini memerlukan adanya kapasitas administrasi dan pengelolaan sumber keuangan daerah dengan menerapkan prinsip pemerintahan berorientasi hasil (result oriented government), yang mendorong aparatur untuk menerapkan prinsip enterprising government, yang akan lebih berorientasi kepada upaya kreatif dan inovatif untuk meningkatkan kemampuan penerimaan PADS (earning) dari pada menghabiskan dana anggaran (spending).

Abstract

This article describe the role of public relations in building local government transparancy. As transparancy concerned with the provision of appropriate, necessary, and relevant information to stakeholders when needed and upon demand; so the role of public relation in local government is ensure that the provision is fulfilled. Public relations in local government in doing so can adopt the concept of two-way symmetrical communication between local government is built based on the interest of stakeholders and the local government itself. In enhancing its roles, public relations in local government should enhance its organizational and individual capacity.
