Abstract

Seringkali pertumbuhan ekonomi dengan’keadilan’dijadikan 2 dimensi yang secara teoritis dikontradisikan. Tatkla diinginkan suatu pertumbuhan yang optimal kebijakan pemerintah yang antara lain diwujudkan dalam kebijakan alokasi anggaran seolah-olah harus mengorbankan dimensi ‘keadilan’ dan sebaliknya jika dimensi keadilan ingin dikedepankan, maka pertumbuhan harus dikorbankan. Berbagai pendekatan dalam ekonomi regional dan ekonomi publik seolah-olah mengatakan bahwa kondisi pareto optimal dan interpersonal equity sulit dicapai karena berbagai constrait yang ada.

Abstract

Regional autonomy as local independence acceleration policy framework still has not managed to demonstrate achievement, especially in the fiscal aspects. Start from these problems, this research aims: first, examines the relationship between the General Allocation Fund (Dana Alokasi Umum, DAU) and expenditure area consisting of operating expenditure and capital expenditure; the second examines the relationship between revenue local own (Pendapatan Asli Daerah, PAD) and the expenditure area consisting of operating expenditures and expenditures capital. Third, it examines the relationship DAU and PAD; Fourth, it examines whether there is a flypaper on capital expenditure and operating expenditure regency/ cities in Indonesia during the period 2004 to 2013. In line with these objectives in research analysis tool used is the Granger Causality Test and Vector Autoregressive (VAR). The results show: first, DAU and operating expenditures do not have a reciprocal relationship, while the capital expenditure, DAU has a reciprocal relationship with the capital expenditure. Second, revenue and operating expenditures have a reciprocal relationship, so did his relationship with capital expenditure. Third, DAU and PAD do not have a reciprocal relationship, even though it is actually contrary to the practice that occurs in a government in which the determination of the amount of DAU is based on the PAD. Fourth, there is a flypaper in relation DAU, PAD with capital expenditure.

UU Nomor 22 Tahun 1999 masih menyimpan pertanyaan-pertanyaan yang perlu mendapatkan kejelasan. Konsep pemisahan kewenangan ataukah distribusi kewenangan yang digunakan. Bila konsep separation of Authority yang digunakan dimana daerah memonopoli suatu bidang pemerintahan misalnya Pendidikan, mungkinkah Daerah dapat melaksanakan seluruh kewenangan Bidang Pendidikan dari Pendidikan Dasar sampai Pendidikan Tinggi? Kalau menggunakan distribusi kewenangan bagaimana pembagian kewenangannya?

Teori pengawasan yang digunakan adalah Teori Robbins and Coulter dengan dimensi standars, measurements, comparison dan action. Sementara teori kualitas pelayanan menggunakan teori Denhardt.

Abstract

Isu hak asasi manusia bagi para pekerja TKI dewasa ini sangat mengemuka. Berbagai kasus nunukan penganiyaan dan pemerkosan serta pemulangan TKI menunjukan bahwa perlindungan terhadap nasib dan hak-hak dasar mereka kurang mendapay perhatian secara instrumen hukum perlindungan pekerja asing dan berbagai kesulitan dalam tataran implementasiny. Kegagalan kebijakan perlindungan HAM bagi pekerja ini bersumber dari aspek institusional, sosial serta dimensi ekonomi. Atas dasar berbagai kegagalan tadi. Tulisan ini menawarkan beberapa langkah konkrit yang diharapkan dapat memperbaiki nasib dan kondisi para pekerja (TKI).

Abstract

Target achievement of Complete Systematic Land Registration in Kebumen Regency in 2017 as many as 50,000 fields have been completely completed (100%). The success is inseparable from the role of the leadership and employees of the Land Office of Kebumen Regency. The success of achieving the targets of Complete Systematic Land Registration activities (PTSL) is determined by employee motivation. Factors that play a role in employee motivation include the leadership style and organizational culture. Scientific Writing Research aims to determine the relationship between leadership style and organizational culture on employee work motivation associated with achieving PTS targets. The results of data processing using the correlation test show that there are significant influences and strong influences from each and collectively the factors of leadership style and organizational culture on the work motivation of the Kebumen Regency Land Office employees. This influence proves that the success of achieving the target activities must involve all elements of the employee to be responsible and professionally complete the task. The role of leaders in mobilizing and motivating employees is very important in order to create a positive organizational culture.

Abstract

Implikasi dari lahirnya UU Nomor 22 tahun 1999 tentang pemerintahan daerah dan UU Nomor 25 Tahun 1999 Tentang Perimbangan Keuangan Pusat, adalh terjadi perubahan dalam pembagian kewenangan dan keuangan dari kondisi yang telah ditetapkan sebelumnya (UU Nomor 5 Tahun 1974 Tentang Pokok-pokok pemerintahan di daerah ). Menurut kedua UU yang baru tersebut mengalami penambahan baik dalam kewenangan mengurusi bidang tugas, maupun dalam pengelolaan dan bagian keuangan, terutama yang bersumber dari kekayaan alam dan sumber lain yang ada di daerahnya. Sementara itu, Pemerintah Daerah Propinsi mengalami pengurangan kewenangan dalam mengurusi bidang tugas maupun dalam bagian serta pengelolaan keuangannya.

Abstract

Social capital is a set of values or norms informally shared by a group of people that enable them to cooperate with each other. The social capital which is built and developed in a society allows the people to do their social functions effectively and redeems any social conflicts happened at a certain scale. In Indonesia, for example, the society has large defisit of social capital, which was built within colonial and feodal policies. The defisits are reflected in the way the people live, in which the grow a dishamony, live in fear and distrust of each other. Therefore, it is a collective responsibility that the people do a socio-cultural transformation towards a stronger and healthier social capital.

Abstract

The public services reform is still become an agenda of Indonesian Government. All this time, City government of Denpasar is one of the local government known by integrating public service delivery using technology (E-Government). Nevertheless, there is a new concept that has been developed to improve the government services named Open Government. This concept has three principles, they are policy principle, policy catalyst and policy outcome. Accordance with those terms, the objective of this paper is to provide an analysis of open government policies on public service in Denpasar City. This study is using qualitative method with descriptive approach. The result of this research shows that Denpasar has been achieving the principle of Open Government. The government trying to provide transparency, integrity as well as public participation in accessing public services. The government policies are part of Government of Denpasar’s strong commitment to improve their public service delivery. It’s already stipulated through the mayor’s regulation and mayor’s decree. However, there are several challenges that should be noticed by the City Government of Denpasar. For the massive implementation, they need to provide a legal framework of local regulation and a monitoring and evaluation instrument for public services
