Abstract

In an effort to streamline public services and increase their efficiency, South Lampung Regency formally introduces the Public Service Mall. This Public Service Mall is located near officially opened on Monday, December 5, 2023, by the Menpan RB. The public management theory employed in this study refers to a set of procedures, policies, and initiatives meant to effectively and efficiently manage public resources. Aspects of the public sector include funds, personnel, infrastructure, data, and other types of government-owned assets. Public management's primary objective is to allocate and coordinate these resources as efficiently as possible to meet the many demands of society and have a positive impact on it. The methodology used in this study is qualitative. Researchers start their investigations. This is accomplished through observation, which is followed by support and interviews, with supporting documentation. Using purposive sampling, the researchers identified 5 informants, 4 support informants and 1 key informant. The infrastructure and amenities offered by South Lampung Regency Public Services' malls are highly comprehensive. There appear to be existing amenities for those with disabilities (road obstacles), a lactation area, a playground, and a reading nook.

Abstract

There are still a lot of people in Penengahan District who have not paid their taxes or who are paying them late. People don't pay because their economy is still in need, and they lack a sense of nationality, among other reasons. In order to remedy this, the Village Government must be able to take advantage of the area's land and construction tax potential and encourage taxpayers to fulfill their tax-payment duties. Leadership and governance are the theories that were applied in this study. Governance as a set of social and political processes involving the government and society in a variety of areas pertaining to societal interests and government engagement in these interests. A qualitative approach was taken in this study. After doing observations, the researcher conducted interviews and provided documentation to back up her findings. The researcher collected five informants—three main informants and two support informants—by using purposive sampling to identify the informants. According to the study's findings, the village government plays a crucial role in helping those who are less aware of the value of taxpayers in Penengahan District by educating the public about paying taxes, offering advice, and simultaneously assessing tax receipts.

Abstract

This study examines how training management is implemented by the Workforce Productivity Development and Training Section for Workers at the Cooperatives, Small and Medium Enterprises, Manpower, and Transmigration Service in the city of Yogyakarta. This study uses interview and documentation data collection methods. The training management implemented by the Workforce Productivity Development and Training Section is in accordance with theoretical management principles. Among them are training analysis according to needs, determination of the required training curriculum, determination of methods, media, and instructors. Not only that, in managing training for workers, training supervision is implemented by the monitoring team owned by this Section and training assessment as a reference for issuing training participant certification.

Abstract

Digital transformation has brought significant changes to the public sector, demanding adaptive, data-driven, and collaborative leadership to enhance efficiency and service quality. This research aims to identify the role of transformational, data-driven, and cross-sectoral leadership in managing digital transformation in the public sector, with a focus on the challenges and opportunities involved. A qualitative approach through a literature review is employed to analyse various relevant academic sources, including journals, books, and reports from 2015 to 2024. Data collection techniques involve searching academic databases such as Scopus, Web of Science, and Google Scholar. The findings reveal that transformational leadership significantly contributes to the success of digital transformation by fostering innovation and driving organisational cultural change. Data-driven leadership enhances accountability and efficiency, while cross-sectoral collaboration strengthens the digital ecosystem through multi-stakeholder participation. These findings also highlight key challenges, including organisational cultural resistance, technological infrastructure limitations, and data security issues. The study concludes by emphasising the importance of public sector leaders integrating technology-driven, data-informed, and participatory strategies to design sustainable digital transformations. The practical implications of this research include strategic guidance for the public sector to navigate dynamic digital changes.

Abstract

The phenomenon of online loans, as one of the innovations in financial technology, has significantly impacted society, particularly younger generations, by offering quick and easy access to finances. This study aims to analyse the effects of online loans on financial literacy, social awareness, and character education, while also identifying educational measures to mitigate their negative impacts. Using a descriptive qualitative approach and thematic analysis, this research explores various aspects of individual behaviour related to online loans based on literature and previous studies. The findings reveal that university students are among the groups most vulnerable to consumptive behaviour due to low financial literacy. Furthermore, aggressive debt collection methods often impact users' mental health. The study underscores the importance of incorporating financial literacy into formal education systems as a mitigation strategy, and supports an interdisciplinary approach that integrates digital and financial literacy. The primary conclusion of this research is the need for stricter regulations and more comprehensive education to create a society that uses financial technology wisely. This study contributes to policy development and educational practices in the digital era to mitigate the negative impacts of online loans.

Abstract

In the digital era, characterized by rapid and unpredictable changes, adaptive leadership has become crucial for organizational sustainability. This study aims to examine the importance of adaptive leadership in facing business dynamics, the key characteristics required of adaptive leaders, implementation strategies, and the challenges involved. A descriptive qualitative method was used through a literature review approach. The results indicate that adaptive leaders must possess a clear vision, flexibility, strong communication skills, and the courage to make decisions amid uncertainty. Key strategies include training programs, encouraging innovation, and fostering team involvement. The main challenges are resistance to change and limited resources. In conclusion, adaptive leadership is not only a competitive advantage but also a necessity in addressing the challenges of the digital business landscape.

Abstract

The purpose of this study is to analyze the economic potential of each region in Metro City and formulate development strategies to improve the regional economy from a public administration perspective. The research method uses a descriptive-analytical qualitative approach with secondary data from BPS, RPJMD, and SME/IKM profiles. The findings reveal the unique characteristics of each sub-district: Metro Pusat as a trade center, Metro Utara with its ecoprint batik center, and the spread of creative SMEs/IKMs such as tapis weaving and handicrafts throughout the region. Supported by a high Human Development Index/HDI (70.18 in 2020), Metro City has a strong human resource foundation, but it is not yet supported by an integrated regional development strategy. Policy recommendations focus on implementing the fourth mission of the RPJMD through three strategies: (1) developing economic clusters based on regional uniqueness, (2) improving infrastructure support and technology access for SMEs/IKMs, and (3) strengthening triple helix collaboration between the government, private sector, and academia. The conclusion emphasizes that optimizing regional potential through a strategic public administration approach will drive inclusive and sustainable economic growth in Metro City.

Abstract

The capacity building of State Civil Apparatus (ASN) is an important factor in achieving professional and quality public services.The achievement of the performance of ASN Indonesia is still confronted by many problems that refer to effectiveness, professionalism and responsiveness in public service.This state tells that development of the ASN compentence must be systemic and sustainable. The purpose is to examine the approach developing ASN competency in Badung Regency Government through the Civil Service and Human Resources Development Agency. The research applies a qualitative method and adapts case study design. The methods of data collection are documentary study and regulations on the subject in question, scientific literature. Descriptive qualitative analysis is used with strategic management models and SWOT analysis.Findings indicate that ASN competency development in Badung Regency is driven by robust regulations, local government commitment and the strategic role of BKPSDM.However, there are still limitations, including expensive cost of budgeting and a brief track for training.Based on the results of this study, it is recommended that local civil service positions be further developed according to merit principles and bureaucratic reform in Badung Regency. This research concludes: that the development for ASN competence in the district government of Badung with regard to improving training quality, using technology and ongoing evaluation

Abstract

Tourism is important for the growth and development of any economy, either national or regional; thus, it is essential to pay attention to the factors that motivate tourist demand for a destination. In the Niger Delta, policies on tourism are not well articulated, and one of the consequences of this is that the recreational needs of both local and foreign tourists are not adequately met. In light of the foregoing, this study sought to investigate tourism features deficiencies and the tourist level of demand for the destination in the Niger Delta, Nigeria. The Service Quality Theory (SQT) was the theoretical framework that guided the study. Twelve tourist destinations were chosen from six states that comprise south-south Niger Delta, including Ossosso and Igarra tourist destinations in Edo State, Rivotel hotel and Gordon Resort hotel in Delta State, Ox-Bow lake and Peace Park tourist destinations in Bayelsa State, Port Harcourt Zoo and Pleasure Park in Rivers State. Ibeno Beach and Garden Hotel Resort in Akwa-Ibom state, as well as the National Museum and Tinapa tourist destination in Cross River State. A total of 950 respondents across the 12 tourist destinations constituted the sample size for this study, and primary data through the use of well-structured questionnaires were extracted from these respondents. The Crumbach Alpha method was used to measure the validity of the instrument, and result shows a strong positive reliability of the instrument. The data was analyzed first by using descriptive statistics, while the multiple Regression technique was used to test the study hypothesis. The findings of the study revealed that there is a significant difference among tourist destinations in their deficiency of tourism features. The findings also revealed that features which were lacking in tourist destinations but needed urgent provisions are a variety of affordable food and drinks, horse and donkey riding, a standard zoo and museum, and affordable and comfortable accommodation. Others include: student hostels, picnics, attractions and medical facilities. In light of these findings, the study recommended, among others, that tourist facilities, considered lacking, should be adequately provided and tailored to cater for the diverse needs of tourists in destination centers in the Niger Delta.

Abstract

This study examines the role of social mobilization in mitigating climate change impacts on vulnerable populations in the Niger Delta. This study adopted the cross-sectional survey design using questionnaire. Though the region constitutes nine states with a total population of 44,654,600, three States are purposely selected namely Bayelsa, Delta and Rivers with a population size of 15,650,300. A sample size of four hundred (400) was determined using the sample size Yemane’s formula. out of the four hundred (400) questionnaires distributed, only three hundred and seventeen (317) were retrieved from respondents, representing seventy-nine-point three percent (79.3%) response rate. The hypothesis was tested using linear regression and t-test at a 0.05 level of significance with the aid of the Statistical Package of Social Science (SPSS version 23.0). the study revealed that social mobilization significantly impacts the mitigation of climate change's adverse effects on vulnerable communities within Nigeria's Niger Delta. Regression analysis confirms that social mobilization plays a statistically significant role in reducing climate vulnerability. The concluded that a successful climate adaptation must be centered on the right policy tools that permeate all strategic ministries, departments and agencies at the state and regional institutions backed by strong political will, public awareness, stakeholders’ participation and consistent action plan which are not yet available and accessible in the Niger Delta region and therefore not being integrated in social development programmes. The study therefore recommended among others that governments at local and national levels should prioritize investments in the Niger Delta's infrastructure, healthcare, and educational facilities to build trust within communities. These improvements could foster a positive perception of governmental commitment and motivate community members to engage in climate resilience efforts.
