Abstract

Utilizing swampland as a source of food production is a crucial strategy for supporting national food security amidst limited productive agricultural land and the increasing pressures of climate change. This study aims to analyze the effectiveness of swampland utilization in supporting food security through the implementation of a rice farming expansion program in Merauke Regency, as well as to identify supporting and inhibiting factors in the governance of these resources. This research employed a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and documentation studies, which were then analyzed using thematic analysis based on the perspectives of public policy implementation and natural resource governance. The results indicate that swampland utilization in Merauke has strategic potential in supporting national food production, but its implementation effectiveness remains suboptimal. This is influenced by limited infrastructure, the complexity of swampland characteristics, and weak institutional integration and local community participation. Furthermore, the dominance of a top-down approach in policy implementation also impacts program effectiveness at the local level. This study confirms that the success of swampland development is determined not only by technical aspects of agriculture but also by the quality of governance and multi-stakeholder synergy. These findings have important implications for strengthening sustainable swamp ecosystem-based food security policies.

Abstract

Vocabulary development plays an important role in English as a Foreign Language (EFL) learning because it supports learners’ ability to understand and produce meaningful communication. However, classroom practices still rely heavily on textbook-based materials and provide limited exposure to authentic spoken English. Informal language features such as slang expressions are often overlooked in vocabulary instruction, although they frequently appear in daily communication. This study investigated slang expressions in the animated movie Zootopia and explored their potential contribution to EFL vocabulary learning. This study employed a qualitative descriptive design using documentation and note-taking techniques based on the movie script and subtitles to ensure contextual accuracy. The data were analyzed through qualitative content analysis to identify and classify slang expressions according to their linguistic forms, communicative functions, and contextual meanings. The findings revealed 30 slang expressions categorized into reduced forms, informal lexical slang, idiomatic expressions, and address terms. Informal lexical slang and reduced forms were the most dominant categories, showing the frequent use of conversational language in the movie. In addition, these expressions reflected pragmatic and sociolinguistic meanings that supported learners’ understanding of authentic spoken English. The study suggests that animated movies can serve as effective media for contextual vocabulary learning by providing authentic exposure to natural spoken English and supporting learners’ awareness of natural language use in EFL classrooms.

Abstract

This study aims to formulate warehouse layout optimization strategies to improve material flow efficiency in retail distribution warehouses. Using a qualitative approach with a case study method, this research was conducted at a fast-moving consumer goods (FMCG) distribution warehouse in the Jakarta area. Data collection was carried out through participatory observation, semi-structured interviews with 12 participants (managers, supervisors, operational staff, pickers, checkers, and inventory control staff), and document studies. Data analysis employed the interactive model of Miles, Huberman, and Saldaña. The findings reveal that the existing layout implements a random storage system without classification based on movement frequency, resulting in material handling distances reaching 1,450 meters per cycle (31% above industry standard), picking time of 4.2 minutes per line item, space utilization of only 68%, and a shipping error rate of 3.8%. Analysis shows that 15% of SKUs account for 78% of picking activity. The novelty of this research lies in the integration of class-based storage methods based on FSN (Fast, Slow, Non-moving) analysis with product association identification, as well as the recognition of non-physical factors (equipment limitations, WMS rigidity, informal worker adaptive strategies) as determinants of implementation success. The formulated optimization strategy has the potential to reduce material handling distances by 40-50%, reduce picking time by 30-35%, and reduce material handling operational costs by 25-30%. This research contributes to the development of a contextual and holistic layout optimization framework for retail distribution warehouse.

Abstract

The transformation of the administrative legal framework through the enactment of the Government Administration Law has generated new dynamics in the practice of resolving administrative disputes, particularly concerning the limits of the absolute jurisdiction of the State Administrative Court (PTUN). The urgency of this research lies in the persistent lack of clarity regarding the boundaries of PTUN’s absolute competence in handling an increasingly broad range of dispute objects, including factual actions and electronic decisions, which potentially lead to overlapping jurisdiction with other courts. This study aims to analyze the scope of PTUN’s absolute jurisdiction following the enactment of the law and its implications for legal certainty. The method employed is normative legal research using statutory and conceptual approaches. Data were analyzed through a literature review of legislation, court decisions, and doctrines of administrative law. The results indicate that the expanded interpretation of State Administrative Decisions now encompasses a wider range of administrative actions, thereby broadening the absolute jurisdiction of PTUN. However, inconsistencies in practical implementation remain, particularly in the interpretation of dispute objects and the boundary between administrative and civil domains. The implications of this study highlight the need for regulatory harmonization and the strengthening of judicial guidelines to prevent jurisdictional conflicts among courts. Furthermore, enhancing law enforcement officials’ understanding of the concept of absolute jurisdiction is essential to achieving legal certainty and justice in the resolution of administrative disputes.

Abstract

This study examines the controversy surrounding the Ormas Mining policy under Government Regulation No. 25 of 2024, which grants priority access to Special Mining Business Permit Areas (WIUPK) for religious community organizations (CSOs), particularly Nahdlatul Ulama (NU). The study aims to explore public discourse dynamics, identify causes and implications, and formulate recommendations grounded in Islamic economic principles. A netnographic method was employed, analyzing 13 YouTube videos and 21,470 public comments from November to December 2025 using NVivo for thematic, sentiment, narrative, and discourse analysis. Findings reveal sharp polarization, with negative sentiment (96 references) dominating positive sentiment (43 references). Based on discourse analysis of these digital sources, the policy appears to generate more mafsadat than maslahah, as reflected in public discussions highlighting internal organizational tensions, dual leadership conflicts within PBNU, concerns over the moral credibility of religious leaders, threats of irreversible environmental damage in conservation areas, and issues of accountability in policy implementation. Evaluation through maqashid sharia indicates the policy contradicts hifzh ad-din, 'adl, amanah, shaffafiyyah, and hifzh al-bi'ah. The study recommends that NU reaffirm its socio-religious mission and develop an alternative economic model based on productive waqf and sharia cooperatives.

Abstract

This study aimed to develop an environmental chemistry e-module based on the Engineering Design Process (EDP) integrated with Socio-Scientific Issues (SSI) to improve students’ environmental care character. This study employed a Research and Development (R&D) method using a modified Borg and Gall model. The sample consisted of 19 students selected through purposive sampling. The research instruments included expert validation sheets, student response questionnaires, and pretest and posttest instruments for measuring environmental care character. The data were analyzed using descriptive statistics, N-gain, normality tests, and the Wilcoxon Signed Rank Test. The expert validation results showed that the e-module obtained an average score of 3.57, which was categorized as highly valid. The student response questionnaire obtained an average score of 4.22, which indicated a highly practical category. The average score of students’ environmental care character increased from 73.68 in the pretest to 82.37 in the posttest. The N-gain score was 0.33, indicating a moderate improvement. The Wilcoxon Signed Rank Test showed a significance value of 0.001, or p < 0.05, indicating a significant difference between the scores before and after the use of the e-module. These findings indicate that the EDP-based environmental chemistry e-module integrated with SSI is valid, practical, and effective in improving students’ environmental care character.

Abstract

This study aims to analyze the implementation of the “7 Habits of Great Indonesian Children” (G7KAIH) program and to identify its supporting and inhibiting factors at SMAN 11 Muaro Jambi. This study employs a qualitative approach with a case study design. Data were collected through interviews, observations, and documentation involving the school principal, teachers, and students as research participants. The results indicate that the implementation of G7KAIH has not yet been fully optimized and remains uneven across certain behavioral aspects. Supporting factors include school leadership, institutional support, and extracurricular activities, while inhibiting factors consist of limited facilities and infrastructure, low parental involvement, and the socioeconomic conditions of students. This study highlights the importance of collaboration between schools, families, and the broader social environment in supporting the implementation of character education programs.

Abstract

The implementation of education policies for children with special needs (CWSN) in Special Schools (SLB) is crucial for achieving inclusive education. This study employs a systematic literature review of 18 articles with thematic synthesis to analyze policy implementation, challenges, and gaps. The main findings indicate that implementation involves school management, curriculum and pedagogical practices, and student services; key challenges include limited teacher competence, inadequate facilities, insufficient funding, and weak coordination among stakeholders; and gaps exist between formal policy and practice, across regions, and in service quality. The study recommends strengthening institutional capacity, enhancing teacher competence, providing adequate facilities, and improving cross sector coordination to enhance implementation quality. The novelty of this research lies in the thematic synthesis that presents a multi level analytical framework for understanding policy implementation in SLB.

Abstract

This study analyzes the implementation of the Character Education Strengthening Policy (PPK) at SDN 131 Pematang Sulur, Jambi, focusing on the alignment between PPK as a normative framework and the Seven Habits of Highly Effective Indonesian Children (G7KAIH) as an operational strategy. A qualitative case study approach was employed, with data collected through semi structured interviews, non participatory observation, and document analysis. Data were analyzed interactively using triangulation to ensure validity. The findings indicate that PPK implementation occurs through four integrated approaches: classroom learning, school culture reinforcement, co curricular and extracurricular activities, and parental and community involvement. A systematic alignment between PPK and G7KAIH translates abstract values into concrete daily practices. Supporting factors include school leadership, teacher competence, positive school culture, and parental support, while inhibiting factors involve limited parental involvement, social and digital environmental influences, teachers’ conceptual understanding, and resource constraints. The impact of implementation varies across character dimensions, with stronger internalization observed for religiosity, nationalism, independence, and cooperation, while integrity remains relatively weak. Overall, PPK implementation is more effective in shaping habitual behavior than in developing moral reasoning, highlighting the importance of translating values into structured daily practices and ensuring strong synergy among school, family, and broader social contexts.

Abstract

Multicultural education plays a strategic role in fostering tolerance and respect for diversity within Indonesia’s plural society. Amid the increasing challenges of intolerance and radicalism, strengthening religious moderation has become an urgent priority in the education sector. This study aims to analyze the role of multicultural education as a strategy for strengthening religious moderation in Indonesia through a Systematic Literature Review (SLR) approach. The study reviewed relevant scholarly articles from accredited national and reputable international journals through stages of identification, screening, eligibility, and inclusion. The findings indicate that multicultural education contributes significantly to the development of tolerance, inclusivity, and mutual respect among religious communities. The integration of multicultural values into curricula and learning practices also encourages students to develop moderate and inclusive religious perspectives. However, its implementation still faces challenges, including limited educator understanding, inadequate curriculum support, and insufficient social environmental support. Therefore, strengthening educational policies, improving educator capacity, and systematically integrating religious moderation values into learning processes are essential. This study contributes to the development of inclusive educational policies and practices that support diversity and social harmony.
