Abstract

This research aims to describe and analyze the development strategy for Code Tourism Village in Jetisharjo Yogyakarta. This tourist destination is based on community empowerment that takes advantage of the beauty of the Code River. Even though it has great potential, the development of this tourist village is hampered by the lack of skilled human resources, inadequate facilities, and the impact of the Covid-19 pandemic which has significantly reduced the number of visitors. This research tries to formulate a development strategy using SWOT analysis (Strengths, Weaknesses, Opportunities, Threats), as well as looking at destination development using Cooper's theory including: (1) Attractions; (2) Accessibility; (3) Amenities; (4) Ancillary Service; and (5) Institutions. This research method is descriptive qualitative with data collection techniques in the form of in-depth interviews, field observations and documentation studies. The research results show that Code Tourism Village has a unique attraction in the form of a beautiful river ecosystem, culture-based attractions, and facilities such as homestays and weekly traditional markets. However, digital institutions and promotion still need to be improved. The recommended strategy is to strengthen government and community collaboration, provide human resource training, and utilize digital platforms for tourism promotion. By implementing this strategy, it is hoped that Code Tourism Village can develop into a leading destination in Yogyakarta and improve the welfare of the local community.Keyword: Strategy; Development; Tourism Village; Sustainable Tourism.

Abstract

This research is a descriptive qualitative study that aims to know the development strategy of the CV. Rajawali Andalan Pratama Sleman with a swot analysis. Technology development has become a factor in changing the power to buy people from offline to online, this makes the expedition service very appealing to the public because through the services of the expedition the goods will be delivered to a place where the people want it to go. That's why expedition services competition has become increasingly intense and every expedition service company has to be able to devise a strategy to deal with the competition. Besides, the whole point of this research is to find strategies that has never done before CV. Rajawali Andalan Pratama Sleman. Prescription research contains a discussion on CV. Abstract

The responsiveness of public services is a key indicator of quality in healthcare, particularly for patients using BPJS, Indonesia's national health insurance program. This study examines the responsiveness of public services provided to BPJS patients at the Gantiwarno Community Health Center in Klaten Regency. Through a qualitative approach, data were collected from both BPJS patients and healthcare providers to understand service satisfaction levels, response times, and challenges faced. Findings indicate varying levels of responsiveness, influenced by factors such as staff workload, resource availability, and administrative processes. The study concludes with recommendations for improving responsiveness and enhancing service quality for BPJS patients, which may lead to better healthcare outcomes and increased patient satisfaction. These insights provide valuable guidance for policymakers and healthcare providers in optimizing public health services in community health centers.Keyword: Responsiveness; Public Services; Healthcare; BPJS Patients.

Abstract

Archives are evidence and records of activities, from creation to decision making, which have important value for government administration. The Wukirsari Village Office, Kapanewon Imogiri, Bantul Regency was chosen as the research location because of problems in archival management. Initial observations showed that archive management was not in an orderly manner in terms of storage and arrangement. This research aims to describe archive management and the factors causing the lack of orderly management of archives, for administrative order at the Wukirsari Village office, Kapanewon Imogiri, Bantul Regency. The research method is descriptive qualitative with data collected through interviews, observation and documentation. The results of the research show that archive management at the Wukirsari District Office is not yet orderly, even though Bantul Regent Regulation Number: 139 of 2022 has been implemented regarding Archive Classification Codes within the Bantul Regency Government.  In the process of implementing the electronic Surat Bantul (e-surban) application, archive management training has been held. The factors causing deficient records management are lack of attention to records maintenance, limited facilities, lack of understanding of technology among employees, difficulty adapting to technology, and the absence of a policy and schedule for records depreciation.Keyword: Archives Management; Administrative Order.

Abstract

This study aims to describe the role of the Department of Communication and Informatics of Sleman Regency in supporting administrative digitalization within the Sleman Regency Government. The research design used is descriptive qualitative research with a case study approach. Data collection techniques include observation, interviews, and documentation studies.The results of this study conclude that: 1). The Department of Communication and Informatics of Sleman Regency plays an important role in supporting administrative digitalization within the Sleman Regency Government through the provision of information technology infrastructure, the development of electronic office applications, and training to enhance the competence of government personnel. In addition, the Department also ensures data and network security and promotes the implementation of an Electronic-Based Government System (SPBE), making administrative processes more efficient, transparent, and accountable. 2). Several systems and applications are utilized to support administrative digitalization, including E-Office (correspondence), Lapor Sleman (a local innovation application), SP4N Lapor,SINP (Attendance Information System), Regional Asset Inventory Information System, SIPD (Regional Government Information System), the official Sleman Regency Government Website, SMS Gateway, various social media platforms, and Padukuhan Wi-Fi networks. 3). Some obstacles in improving the effectiveness of administrative digitalization include limited human resources, technical challenges such as system disruptions or suboptimal integration between applications, uneven technological infrastructure particularly in remote areas with limited network access and insufficient adaptation to a digital work culture. 4). To overcome these challenges, several efforts have been made, including capacity building for human resources, providing direct technical assistance to government offices (OPD) facing difficulties in using digital applications, improving application systems to make them more stable and integrated through the SPBE portal, developing network infrastructure in underserved areas, and fostering a digital work culture that is adaptive and open to change.

Abstract

The data in this study were analyzed descriptively and qualitatively. The data were described in the form of words or sentences, outlining errors in letter format, date, attachments, address, and pronouns in closing paragraphs of official letters received by ASMI Desanta Yogyakarta. The research subjects were official documents received by ASMI Desanta Yogyakarta. The data obtained in this study were written data in the form of official letters received by ASMI Desanta Yogyakarta. Data collection was conducted using document analysis techniques. Document analysis is a data collection technique that involves collecting, reviewing, examining, and analyzing documents in the form of official letters received by ASMI Desanta Yogyakarta, and then drawing conclusions. The results of the study showed that many letters were still typed in a manner inconsistent with the existing formal letter format. Some letters still included the city name in their date, a dash (-) was used for attachments without attachments, and the number of attachments was still written or typed with both numbers and letters. Many still used the word "to," "to," and "sir," in addressing, before the name of a person with a title, rank, or position. The second-person pronoun (-nya) was used in the closing paragraph because in writing we are communicating with a second party. The pronoun "-nya" is used for third-person pronouns. Thus, recoqnizing various mistakes will educate the letter writers in drafting future official letters to be more accurate, and as a consequence, it will futher enhance the quality of Indonesian correspondence in Indonesia.

Abstract

Household waste management in Indonesia remains a crucial issue involving the government, communities, and non-governmental organizations. Waste is a residual material discarded due to its perceived lack of value. Improper management can negatively impact the environment, health, and public safety, leading to pollution. According to the Regulation of the Minister of Public Works No. 3 of 2013 on Household Waste Management Infrastructure and Facilities, waste handling involves sorting at the source based on the 3R principles (Reduce, Reuse, Recycle), collection, processing, residue transport, and final disposal. This study was conducted in Panggungharjo Village, Sewon Sub-district, Bantul Regency, to examine the effectiveness of the TPS3R KUPAS program in waste management and identify its supporting and inhibiting factors. The effectiveness indicators used include program understanding, target accuracy, timeliness, goal achievement, and tangible change. This qualitative descriptive research employed observation, interviews, and documentation as data collection techniques. Informants were selected using purposive and snowball sampling, while data were analyzed through the stages of collection, reduction, presentation, and conclusion drawing. The findings indicate that the effectiveness of the TPS3R KUPAS program is moderate. The indicators of program understanding, target accuracy, and tangible change show low achievement. The timeliness indicator is fulfilled since waste collection and processing generally follow the schedule, although occasionally hindered by technical problems. The goal achievement indicator is partially met, evidenced by the program’s contribution to reducing waste volume at the landfill, though its impact declined after the discontinuation of the incinerator. Supporting factors include trained human resources, stakeholder collaboration, adequate facilities, marketing networks, and economic benefits. In contrast, inhibiting factors involve low public participation, limited equipment, lack of continuous socialization, odor issues, weak supervision, and low maintenance awareness among workers.

Abstract

Rumah Relawan Gunungkidul merupakan inovasi kelembagaan berbasis komunitas yang dikembangkan oleh komunitas relawan Gunungkidul untuk mendukung tata kelola penanggulangan bencana melalui mekanisme kolaborasi multipihak. Penelitian ini bertujuan menganalisis efektivitas Rumah Relawan sebagai ‘Collaborative Public Management Model’ ditinjau dari aspek tata kelola organisasi, koordinasi antarpelaku, pengembangan kapasitas kelembagaan, dan kontribusinya terhadap sistem kebijakan penanggulangan bencana daerah. Metode penelitian menggunakan pendekatan kualitatif dengan observasi, dokumentasi, dan wawancara terhadap 12 aktor kunci. Hasil penelitian menunjukkan bahwa Rumah Relawan berkontribusi dalam meningkatkan ‘network governance’, memperkuat modal sosial organisasi, dan berkontribusi terhadap respon bencana melalui peran sebagai pusat konsolidasi relawan, logistik, dan koordinasi. Namun, efektivitas kelembagaan masih menghadapi tantangan seperti belum tersedianya SOP formal, pendanaan berkelanjutan, serta persepsi kepemilikan ruang yang belum sepenuhnya inklusif. Temuan ini menegaskan pentingnya institusionalisasi tata kelola, penyusunan kebijakan formal, dan mitra pendanaan strategis agar Rumah Relawan dapat berkembang menjadi model kelembagaan publik berbasis partisipasi masyarakat dalam manajemen kebencanaan.

Abstract

The diversity of tourism potential is one of the factors that contribute to regional and national income. Parangtritis Beach is one of the tourist attractions that offers various potentials. However, this destination still faces several challenges, including a declining trend in visitors from 2022 to 2024, waste management issues, visitor complaints about poorly maintained facilities and unorganized vendors, inadequate beach safety with several dangerous rip current zones, and underutilized accommodations. The purpose of this study is to identify the strengths, weaknesses, opportunities, threats, and development strategies of Parangtritis Beach tourism through SWOT analysis. This research applied a qualitative descriptive method. Data analysis was conducted using the Miles and Huberman model. The research indicators covered internal factors (attraction, accessibility, amenities, ancillary) and external factors (government policy, institutions, competition, technology, and customers). The findings formulated development strategies for Parangtritis Beach: Maintaining natural attractions, developing tour packages, strengthening digital promotion, organizing thematic events, and creating dedicated media accounts; Involve community empowerment, local training, construction of art stages, integration of accommodation information, and reactivation of the tourism information center; hosting unique events, distinctive branding, diversifying facilities, and private sector collaboration; securing funding for facility improvements, optimizing accommodation supervision, and waste management through waste banks, education, and strict sanctions. In conclusion, Parangtritis Beach holds significant potential but continues to face challenges, making strategic development essential. Recommendations include integrated beach environmental management, revitalization of tourism information services and digital promotion, improvement of facilities with accommodation regulation, development of tour packages, and strengthening cross-stakeholder collaboration.

Abstract

This article discusses the transformation of the role of civil servants in the context of Indonesia's bureaucratic reform through the New Public Service approach, which places citizens at the center of service delivery. This paradigm shift requires the alignment of values, structures, and work culture of the ASN to be more professional, responsive, and free from political influence. The discussion covers three main aspects, namely the shift in the orientation of the ASN towards humanistic public service, the importance of neutrality and depoliticization in maintaining the objectivity of services, and the strengthening of professionalism and performance-based results through innovation and an accountable evaluation system. The results of the study show that the implementation of the NPS principle, a merit system, and the strengthening of ASN competencies are key to producing fair, effective, and integrity-based public services. This article emphasizes that the success of ASN reform depends on policy consistency, institutional commitment, and public involvement in overseeing bureaucratic change.
