Abstract

This study aims to analyze the policies of the Palembang City Government in developing the culinary industry, focusing on the role of political, economic, and local regulatory aspects. The research employs a qualitative method with a descriptive approach. Primary data were obtained through in-depth interviews with culinary traders, consumers, and officials from the Department of Industry and the Department of Cooperatives & SMEs of Palembang City. Secondary data were gathered from policy documents, academic literature, and relevant local regulations The findings indicate that government policies, such as packaging innovation, promotion through culinary festivals, and the provision of fiscal incentives, have had a positive impact on improving product competitiveness and the quality of the business environment. However, policy implementation still faces challenges in terms of equitable access to facilities and limited assistance for small-scale entrepreneurs. Therefore, more inclusive and collaborative strategies are needed to ensure the sustainable development of Palembang’s culinary industry.

Abstract

The rapid digital transformation requires human resources (HR) to be able to adapt to various new technologies in the work environment. This research aims to analyze the level of readiness of human resources in facing the implementation of digital technology, identify the digital competencies needed, and formulate relevant training strategies based on actual needs. The research method used was descriptive quantitative with a survey approach of 120 respondents from the service and public administration sectors. The results show that HR readiness levels vary, with younger generations and operational job positions showing higher readiness than senior generation and top-level management. The most needed digital competencies include basic digital literacy, data analysis skills, work software utilization, cybersecurity, and digital communication. The main implication of these findings is the need for initial competency mapping and the implementation of need-based training to effectively address the challenges of digital transformation. The study also identified implementation barriers, such as budget constraints, resistance to change, and lack of top management support. These findings make an important contribution to the formulation of adaptive and sustainable HR development strategies in the digital era

Abstract

This study investigates how language learning contributes to leadership transformation among students in higher education. In an increasingly global and multilingual environment, leadership is no longer defined solely by technical competence or formal authority, but also by the ability to communicate effectively, influence others, and manage social interactions. Using a descriptive qualitative approach, this study explores how participation in language learning activities shapes students’ communication practices, leadership behaviors, and social roles within group settings. The participants were 50 students from three diploma programs who had completed courses in Indonesian and English. Data were collected through classroom observations, semi-structured interviews, reflective journals, and documentation of speaking tasks and group discussions. The findings show that language learning enhances leadership communication through increased verbal initiative, more precise message delivery, improved persuasive ability, greater involvement in group decision-making, and higher communication confidence. The study also identifies learning strategies that foster leadership capacity, including group discussions, oral presentations, role-play activities, collaborative projects, and reflective writing. However, several barriers were identified that limit leadership transformation, including fear of making mistakes, limited vocabulary, low self-confidence, cultural inhibition, and unequal participation in groups. Overall, the study concludes that language learning provides a powerful social and communicative space for developing leadership, although its impact depends on both individual and contextual factors.
