Abstract

Objective: This study aims to analyze the role of the Ganggangpanjang Village Government as a facilitator, mobilizer, and regulator in the development of Punden Mbah Reco tourism. The focus of the study is directed at how these three roles are implemented in an integrated manner to support the balance between economic management, cultural preservation, and environmental sustainability. Method: This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, direct field observations, and documentation studies. Research informants include the village head, the Tourism Office, the Village Community Empowerment Office, local MSMEs, and tourists. Data analysis was carried out thematically to identify the implementation of each role of the village government. Results: The results of the study show that as a facilitator, the village government provides supporting infrastructure such as road repairs, toilets, prayer rooms, gazebos, and vendor stalls, accompanied by village fund support and long-term planning in the form of tourist maps and historical information boards. As a mobilizer, the village government has succeeded in mobilizing the active participation of the community, especially youth, in daily operations, maintaining cleanliness, and developing MSMEs that support tourism. Meanwhile, as a regulator, the government establishes operational regulations, vendor zoning, and prohibits behavior that violates norms to maintain the cultural value and sacredness of the site. The synergy of these three roles creates participatory, adaptive, and sustainable tourism governance. Novelty: The novelty of this research lies in the integrated mapping of the three roles of village government (facilitator, mobilizer, regulator) as a model for community-based tourism management that can be replicated in other tourism villages. This approach not only strengthens tourist attractions but also ensures cultural and environmental sustainability simultaneously.

Abstract

Objective:  This study aims to analyze implementation policy use E-Buddy application in the correspondence process at the Department Transportation Regency Sidoarjo, with focus on effectiveness, constraints, and strategies applied in optimization system said. Method: Using method study qualitative with approach descriptive, data obtained through interview in-depth, observation direct, and study documentation to employees involved in management correspondence. Results: Research results show that implementation E-Buddy application is capable of increase efficiency channel digital disposition and archiving, however Still found constraint like limitations competence technology part employees, facilities devices that have not been evenly, and need update system periodically. Efforts improvement implementation done through internal training, mentoring technical, as well as strengthening regulations use application. Abstract

Objective: This study investigates the systemic barriers and demographic disparities affecting the success of youth entrepreneurial ventures in Nigeria, with the aim of identifying the structural constraints within the entrepreneurial ecosystem. Method: The research uses a convergent mixed-methods design, integrating both quantitative and qualitative approaches. Data were collected from 595 youth entrepreneurs aged 21–35 across multiple Nigerian cities using a validated 49-item questionnaire on a five-point Likert scale. Fifteen purposively selected participants also provided qualitative data through semi-structured interviews. Statistical methods like descriptive statistics, t-tests, ANOVA, chi-square, and structural equation modeling (using SPSS and AMOS), as well as thematic analysis with NVivo, were employed. Results: The study found that limited access to startup capital, inadequate infrastructure, and political and economic instability are the primary systemic threats. Disparities were noted, with female entrepreneurs facing greater financial barriers, participants in peripheral regions experiencing higher infrastructural deficits, and less-educated entrepreneurs facing more regulatory challenges. Significant interaction effects between gender and location exacerbated disadvantages in underserved areas. Novelty: The novelty of the study lies in its comprehensive analysis of how systemic barriers intersect with demographic factors like gender, education, and geographic location, offering empirical evidence for policy reform aimed at creating a more inclusive and sustainable entrepreneurial ecosystem in Nigeria.

Abstract

Objective: The ongoing conflict involving the United States, Israel, Iran, and Iraq has significant geopolitical and economic ramifications, extending far beyond the Middle East to countries such as Nigeria. Method: This study examines both the political solutions proposed to mitigate the crisis including ceasefire and diplomatic mediation, inclusive regional negotiations, confidence-building measures, strengthening Iraqi governance, and long-term peace frameworks and the socioeconomic impact on Nigeria, particularly in terms of energy prices, inflation, foreign exchange stability, and household welfare. Results: Drawing on verified international and local sources, the research underscores that the resolution of the Middle East conflict through political and diplomatic measures is critical not only for regional stability but also for protecting Nigeria’s economy and social well-being. Novelty: The findings suggest that Nigerian policymakers must consider both global dynamics and domestic resilience strategies to buffer citizens from indirect consequences of international crises.

Abstract

Objective: This paper has discussed how state capacity affects the performance of development in the subnational governments in Nigeria based on the Weberian Bureaucratic Theory and the Institutional Theory by North. Method: Based on a descriptive qualitative research design and content analysis, the study examined the influence of administrative, fiscal, and regulatory capabilities on socio-economic outcomes in a selected set of states. Results: The results showed that those states that had integrated administrative professionalism, fiscal autonomy and effective regulatory enforcement continued to record better development outcomes in education, healthcare, infrastructure and human development. Conversely, states with weak bureaucracies, financial reliance and ineffective regulatory frameworks had low performance even when they had the same endowments of resources. The research also determined that the relationship between state capacity and development performance is mediated by leadership quality, strategic planning and institutional coordination. The paper has found that the effectiveness, coherence, and integration of state capacities rather than availability of resources are the key determinants of development performance in Nigeria. It underlined that the key drivers of sustainable development at the subnational level are strong institutions, not the availability of resources. Novelty: The study based on these findings suggested that subnational governments ought to focus on merit-based recruitment and on-going capacity-building in the civil service, to build internally generated revenue sources to promote fiscal independence, and to strengthen regulatory frameworks to implement policies effectively. It also emphasised the importance of steady leadership, strategic planning over the long term and increased intergovernmental cooperation to maximize the governance performance and decrease development inequalities among the states in Nigeria.

Abstract

Objective: This study aims to analyze how the digital transformation of Family Card (KK) renewal services through the Digital Population Identity (IKD) application at the Sidoarjo Regency Population and Civil Registration Office is progressing, specifically in terms of technological readiness, human resource competencies, policy support, and community participation in utilizing digital services. Method: This study employs a qualitative descriptive approach with data collection techniques including interviews, observations, and documentation. Informants were selected using purposive sampling, involving Disdukcapil officials and members of the public who use the IKD. Data analysis was conducted using the Miles and Huberman model, referencing Vial’s (2019) digital transformation framework. Results: The findings indicate that the IKD service has successfully made the process of splitting family cards more practical, faster, and accessible from home. Infrastructure and human resources are sufficiently supportive, though minor challenges remain, such as limited devices, network disruptions, and an activation process that initially confused some members of the public. Service procedures have become more efficient compared to manual methods, although they still depend on system stability. Public participation has also increased, although it still requires stronger guidance and digital literacy. Novelty: The novelty of this research lies in its specific focus on IKD-based family registration services, using a comprehensive approach that integrates technological, human resource, organizational, and community aspects within a single framework of digital transformation, thereby providing new insights into the development of more adaptive and relevant digital public services.

Abstract

Objective: This paper examined the growing menace of sign-out celebrations in Nigerian tertiary institutions and discussed strategies that institutional managers can adopt to address the problem. Method: The study adopted a review-based method through the examination of existing literature, newspaper reports, institutional observations, and documented incidents relating to sign-out practices in higher institutions. Results: The paper identified weak institutional regulations, moral decline, peer influence, inadequate counselling services, and poor security monitoring as major factors encouraging the trend. The study concluded that if urgent administrative and moral interventions are not introduced, the culture of destructive sign-out celebrations may continue to undermine the core values and integrity of tertiary education in Nigeria. Novelty: The paper recommended the establishment of clear institutional policies, strengthening of counselling services, provision of structured celebration alternatives, improvement in campus security, and active student participation in behavioural reorientation programmes.

Abstract

Objective: This study benchmarks the travel and tourism competitiveness of Uzbekistan against twelve comparator economies, including its immediate Caucasus and Central Asian (CCA) peers and three global tourism leaders, using a seventeen-pillar adaptation of the Travel and Tourism Development Index (TTDI). Method: A composite-index and gap-decomposition methodology is applied: pillar scores are aggregated into five thematic sub-indices, a competitiveness gap vector is computed against the peer mean, and the competitiveness-arrivals relationship is tested through bivariate regression. Results: Uzbekistan records an overall score of 3.68, ranking eleventh in the sample and 0.18 points below the unweighted comparator mean. The decomposition reveals a sharply bifurcated profile: the country is competitive on safety and security (6.17), price (5.49) and demand sustainability (4.13), but lags substantially on tourist-services infrastructure (1.45), cultural resources (1.85) and travel-and-tourism prioritization (3.30). A statistically meaningful positive association is found between competitiveness and arrivals across the sample. The findings indicate that Uzbekistan's competitiveness deficit is concentrated in policy-amenable infrastructure and resource-valorization pillars rather than in structural endowments, and a prioritized intervention sequence is proposed. Abstract

Objective: This study aims to examine the effect of financial derivatives and thin capitalization on tax avoidance in companies listed on the Indonesia Stock Exchange. Method: The study used a quantitative approach with secondary data from annual financial reports and generated 60 companies through purposive sampling. The analysis was conducted using multiple linear regression. Results: The results show that financial derivatives have no significant effect on tax avoidance, while thin capitalization has a significant positive effect on tax avoidance. Simultaneously, both variables influence tax avoidance. Novelty: These findings suggest that capital structure, particularly the use of debt, is an important factor in corporate tax avoidance practices.

Abstract

Objective: This study aims to examine the effect of Price Book Value (PBV) and Corporate Social Responsibility (CSR) on abnormal returns in LQ45 indexed companies on the Indonesia Stock Exchange during the 2022-2024 period. Method: The method used in this study is a quantitative approach with a purposive sampling technique, resulting in 35 companies as research samples. Data were analyzed using multiple linear regression with the help of SPSS. Results: The results show that Price Book Value (PBV) has a negative and significant effect on abnormal return. Meanwhile, Corporate Social Responsibility (CSR) does affect abnormal return. However, the results of the simultaneous test show that PBV and CSR have an effect on abnormal return. Novelty: The novelty of this study lies in its integrated analysis of market valuation metrics and sustainability disclosures during the volatile post-pandemic economic recovery period of 2022–2024. Unlike previous studies that often treat financial indicators and non-financial disclosures in isolation, this research provides fresh empirical evidence from Indonesia's most liquid capital market segment (LQ45), revealing the nuanced dynamics and shifting investor priorities where corporate social responsibility indicators interact simultaneously with valuation multiples to drive abnormal market returns.
