Abstract

Objective: This study aims to analyze the transformation of village governance through the implementation of e-Government in Sugihwaras Village, Candi District, Sidoarjo Regency. The focus of the research is directed at how the implementation of digital innovation can improve the quality of public services, transparency, accountability, and community participation in village governance. Methods: The research method used was qualitative descriptive with a case study approach. Data was collected through observation, in-depth interviews with village officials, and documentation. Data analysis was carried out thematically by referring to Dwiyanto's  theory of bureaucratic performance indicators, including productivity, service quality, responsiveness, responsibility, and accountability.   Results: The results of the study show that the implementation of digital applications such as SIPRAJA, Prodeskel, the Building Village Index (IDM), and the Data Desa Center (DDC) is able to accelerate administrative services, increase transparency in the use of Village Funds, strengthen bureaucratic accountability, and expand community participation through online complaint services. However, obstacles are still encountered in the limited number of human resources (especially elderly village devices), unequal internet access, and lack of budget support for sustainable development.  Novelty: The novelty of this research lies in the analysis of the village digital transformation roadmap which is prepared in stages, starting from strengthening infrastructure, increasing human resource capacity, integrating digital services, to participatory monitoring and evaluation. This approach shows that the success of digital transformation is not only determined by technology, but also by community involvement, regulatory support, and visionary village leadership.

Abstract

Objective: This study aims to analyze the implementation of e-Government through the Village Financial System (SISKEUDES) application in Larangan Village, Candi District, Sidoarjo Regency, with a focus on the effectiveness of the application's use in village financial management. Method: The method used is a descriptive qualitative approach with data collection through in-depth interviews with village officials, direct observation of SISKEUDES operational processes, and documentation studies of village financial reports. Data analysis was carried out using data reduction, data presentation, and conclusion verification techniques according to the stages of Miles & Huberman. Results:  The results show that SISKEUDES has increased transparency, accountability, and efficiency of village financial management by accelerating the process of recording transactions, financial reporting, and facilitating the realization of the Village Budget (APBDes). However, there are challenges in the form of the need to increase human resource capacity and technological infrastructure that support application optimization. Novelty: The novelty of this study lies in the detailed operationalization of the SISKEUDES application at the village level and the analysis of its impact on more modern and participatory financial governance. These findings provide an important contribution to the implementation of e-Government development policies in other villages in Indonesia, as well as serving as a practical reference for village officials in improving the quality of technology-based financial administration management.

Abstract

Objective: This study aims to analyze community empowerment through the utilization of MSMEs in the Taman Ghanjaran and Sumber Gempong Ketapanrame Trawas Mojokerto Tourism Villages based on Mardi Yatmo Hutomo's community empowerment theory indicators. The main focus of the study is to identify the role of capital, infrastructure development, mentoring, institutional strengthening, and strengthening business partnerships in improving economic welfare and village tourism attractiveness. Method: The study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation. Research informants include BUMDes managers, MSME actors, community leaders, and village officials. Data analysis was carried out using the Miles and Huberman interactive model which includes data reduction, data presentation, and conclusion drawing/verification. Results: The results of the study indicate that the five indicators of community empowerment have been implemented well and are mutually supportive. Access to capital is obtained through a combination of village funds, savings and loans, and banking partnerships. The development of tourism and MSME supporting facilities and infrastructure is carried out in stages and according to needs. The mentoring program is carried out through business management and digital marketing training. Institutional strengthening is evident in the effective internal coordination of Village-Owned Enterprises (BUMDes), while business partnerships develop through collaboration with the government, the private sector, and local communities. Novelty: This research provides a new contribution by comprehensively integrating Mardi Yatmo Hutomo's community empowerment indicators in the context of MSME-based tourism villages. This approach demonstrates that the success of tourism village development relies not only on natural potential but also on structured, participatory, and sustainable empowerment strategies.

Abstract

Objective: This study examines the implementation of transformational leadership by Ridwan Kamil within the framework of local government, focusing on his leadership during his tenure as Mayor of Bandung and Governor of West Java. Specifically, it explores three dimensions of transformational leadership proposed by Bass (1990): inspirational motivation, intellectual stimulation, and individualized consideration. Method: The study employs a qualitative literature review with a descriptive analytical approach, utilizing secondary data from academic journals, books, research reports, and official documents related to regional leadership. Results: The findings reveal that Ridwan Kamil effectively applied transformational leadership principles through a creative and inclusive urban development vision, digital innovation in public services, and personalized engagement with the community. Nevertheless, several challenges persisted, particularly bureaucratic rigidity, infrastructure constraints, and demographic diversity in West Java. Novelty: This study contributes to the literature by demonstrating that transformational leadership significantly enhances public participation, reinforces leadership legitimacy, and stimulates innovation in local governance, thereby enriching Bass’s (1990) theoretical model and offering practical insights for regional leadership practices in Indonesia.

Abstract

Objective: This study aims to analyze the implementation of the Sidoarjo Regional Tax Application (APDS) as a digital innovation designed to improve the efficiency and effectiveness of local tax services. Method: A qualitative research approach was adopted through interviews, observations, and document analysis involving staff from the Sidoarjo Regional Tax Service Agency (BPPD) and users of the application. The data were analyzed descriptively to identify key success factors and challenges during implementation. Results: The findings indicate that APDS enhances administrative efficiency, promotes transparency, and reduces bureaucratic barriers to tax collection. The success of this innovation is attributed to organizational support for digitalization, employee adaptability, and active community participation in utilizing the application. Novelty: This study provides new insights by demonstrating that the success of digital tax service innovation depends not only on technological readiness but also on organizational adaptability and staff commitment. The results contribute to the broader discourse on digital governance and offer a replicable model for local governments seeking to reform bureaucratic systems through digital transformation.

Abstract

Objective: This study aims to analyze and describe the implementation of the E-Buddy Digital Administrative Governance system as an effort to improve village administrative services in Bangah Village, Gedangan District, Sidoarjo Regency. Method: The research employs a qualitative descriptive approach with data collected through interviews, observations, and documentation to examine the effectiveness and challenges of E-Buddy implementation. Results: The findings show that E-Buddy has enhanced the efficiency of administrative services by accelerating correspondence processes, reducing the risk of archive loss, and facilitating electronic signatures. However, several challenges remain when assessed against six indicators: the system has legal legitimacy but lacks specific SOPs; transparency and accountability are emerging through digital records; participation is limited; performance and information flow are constrained by internet issues; fairness and capability are hindered by uneven apparatus competence; and inclusivity remains low due to limited community engagement. Novelty: This study provides new insights into the digital transformation of village governance, emphasizing that technological innovation must be supported by procedural clarity, human resource development, and community inclusiveness to achieve sustainable digital governance at the village level.

Abstract

Objective: This study aims to determine how the Berkat Sayang Program implemented by the Sidoarjo Social Services Agency has addressed hunger among vulnerable groups in Sidoarjo Regency. Method:  A qualitative descriptive method was used, with data collected through interviews, observation, and documentation. Informants consisted of the Head of the Personnel Subdivision of the Sidoarjo Social Services Agency, Social Services Agency staff, catering parties, and elderly beneficiaries who were directly involved in the implementation of the program. Results: The results of the study show that the implementation of the Berkat Sayang Program is in accordance with Edward III's theoretical indicators and provides tangible benefits for the welfare of neglected elderly people. Communication has been clear through coordination and socialization meetings between the Social Services Agency and TKSK along with the beneficiaries. In terms of resources, this program is supported by cross-sector human resources and increasing APBD funding. The implementers showed high commitment with the innovation of a geotag application to increase the accuracy of aid delivery by catering providers, even though distribution was sometimes hampered by weather. The bureaucratic structure has been organized through SOPs and a digital reporting system so that implementation is systematic and accountable. However, bureaucratic obstacles arise when replacing the names of deceased beneficiaries, as it is necessary to wait for the Regent's Decree for the following fiscal year, thereby reducing bureaucratic flexibility. Novelty:  The novelty of this research lies in the specific application of George C. Edward III's implementation theory to examine the Berkat Sayang program in Sidoarjo, focusing on indicators of communication, resources, disposition, and bureaucratic structure in social policies for vulnerable groups.

Abstract

Objective: This study aims to analyze the implementation of the 7P marketing mix strategy—Product, Price, Place, Promotion, People, Process, and Physical Evidence—in enhancing the competitiveness of the traditional culinary MSME Kue Lumpur Muda-Mudi. Method: The research employs a descriptive qualitative approach, with data collected through interviews, documentation, and observation to explore how each element of the marketing mix contributes to business performance and customer satisfaction. Results: The findings reveal that the 7P marketing mix strategy has been implemented consistently, particularly in the areas of product quality, competitive pricing, effective promotion, and competent human resources. These aspects have contributed significantly to strengthening customer loyalty and expanding market reach. However, improvements are still needed in process management and physical facilities to enhance customer comfort and satisfaction. Novelty: This study provides a contextual understanding of how the 7P marketing mix can be effectively adapted within traditional culinary MSMEs to maintain competitiveness amid modern market dynamics, thereby offering practical insights for local entrepreneurs seeking sustainable business development.

Abstract

Objective: This study aims to analyze the effectiveness of the Next Generation Social Welfare Information System (SIKS-NG) program in poverty alleviation efforts at the village level, especially in Sumorame Village, Indonesia. Method: The method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. The informants involved in this study consisted of village heads, SIKS-NG operators, and village officials who were directly involved in the implementation of the program. Results: First, human resource readiness is relatively good but is still limited to verification authority and time management. Second, technological infrastructure is adequate and supports system operations. Third, system management runs procedurally but lacks coordination because village authority is limited. Fourth, data accuracy is constrained by long validation and uncertain results. Fifth, the impact of the system on organizations and communities is not optimal because it still relies on old data and limited quotas. Novelty: The novelty of this study lies in the application of effectiveness theory as a whole in the village context and the disclosure of real implementation obstacles in the field. This study provides an important contribution to policy formulation in optimizing e-government services in social welfare programs in rural areas.

Abstract

Objective: This study aims to analyze the marketing communication strategies of the Krupuk Mahkota MSME in Kedungrejo Village, Jabon District, Sidoarjo Regency, with a particular focus on the effectiveness of personal selling in maintaining competitiveness in the digital era. Method: The research employed a descriptive qualitative approach using interviews, observations, and documentation to gain an in-depth understanding of marketing practices and consumer interactions. Results: The findings reveal that personal selling remains a highly relevant and effective strategy, as direct interaction, storytelling about the business journey, and friendly service foster consumer trust, emotional connection, and loyalty. Additionally, the strategy is enhanced through complementary sales promotions, such as periodic discounts and the use of customer testimonials, which strengthen the MSME’s brand image. Novelty: This study highlights that personal selling continues to serve as a distinctive competitive advantage for MSMEs amid digital transformation, demonstrating that human-centered communication offers an irreplaceable personal experience that digital promotional media alone cannot replicate.
