Abstract

Objective: This study examines how Business Intelligence (BI) tools enhance decision-making processes in fintech startups operating in Palu, Indonesia. As a developing city with unique socio-economic dynamics, Palu’s fintech sector faces challenges in data-driven competitiveness. This research aims to identify BI adoption levels, implementation barriers, and their impact on strategic decisions. Method: A mixed-methods approach was employed, combining surveys of 50 fintech startups in Palu with in-depth interviews of 10 key executives. Quantitative data analyzed BI usage patterns (e.g., dashboards, predictive analytics), while qualitative insights explored operational challenges and perceived benefits. Secondary data from local fintech reports supplemented the analysis. Results: Findings reveal that only 35% of fintech startups in Palu fully utilize BI tools, primarily due to limited technical expertise and budget constraints. However, adopters reported a 40% improvement in decision speed and accuracy, particularly in risk assessment and customer segmentation. The study also highlights Palu’s unique need for localized BI models to address informal economy data gaps. Novelty: This research contributes to the scarce literature on BI applications in emerging cities like Palu, emphasizing context-specific adaptations for fintech growth. It proposes a framework for BI integration tailored to small-scale fintech ecosystems in post-disaster recovery regions.

Abstract

Objective: This study aims to analyze how the TikTok account @megamustikasundari2 establishes personal communication with its audience through an authentic and empathetic communication approach. Method: Employing a descriptive qualitative method with the Communication Accommodation Theory as the analytical framework, the research explores strategies of convergence, divergence, and over-accommodation applied in the creator’s interactions. Results: The findings indicate that the account owner effectively fosters emotional closeness by utilizing familiar language, a consistent communication style, and active engagement through personalized greetings, comment responses, and content adaptation to follower characteristics. Furthermore, non-verbal elements such as facial expressions, tone of voice, and gestures significantly enhance the perceived empathy and authenticity of communication. Novelty: This study contributes to the understanding of how social media creators can apply accommodation strategies to build genuine and loyal digital communities, emphasizing TikTok as an emerging platform for relational communication and digital identity construction in contemporary interpersonal communication studies.

Abstract

Objective: This study aims to analyze public reception and perceptions of gay couples on TikTok, particularly focusing on how users interpret and respond to inclusive content related to sexual identity expression and LGBT advocacy. Method: Using a qualitative descriptive content analysis approach, data were collected through online interviews with followers of the TikTok account @chiko_ingham, allowing for an in-depth understanding of audience interpretations and attitudes. Results: The findings reveal that while visibility and acceptance of gay couples on social media have increased, public reactions remain diverse, encompassing supportive, neutral, and rejecting responses. These reactions align with Stuart Hall’s reception theory, categorized into three positions: dominant hegemonic (fully supportive), negotiated (partially accepting within personal or cultural constraints), and oppositional (rejecting based on cultural or religious norms). Novelty: This research contributes to the growing body of literature on digital media and gender studies by offering a nuanced understanding of how TikTok functions as a site of meaning-making and social negotiation surrounding sexual identity in contemporary society.

Abstract

Objective: This study examines the forms of communication enacted by teachers and students in the prevention of bullying at SDN Plumbungan. Bullying, as a persistent social issue in primary schools, affects students’ psychological well-being and social development. Communication serves as a central mechanism for fostering supportive relationships and minimizing social conflict. Method: This qualitative case study employed in-depth interviews, participatory observation, and documentation as data collection techniques. Informants were selected purposively, consisting of teachers and upper-grade students (fifth and sixth grades) involved in the school’s anti-bullying initiatives. Results: Findings reveal that bullying prevention is facilitated through two primary communication patterns: interpersonal and group-based. Teacher-student interpersonal communication is characterized by five key indicators, openness, empathy, supportiveness, positivity, and equality. Group communication, meanwhile, is marked by active student participation, clarity of information, responsiveness to reports, collective emotional support, and constructive feedback. These communication strategies help establish a school climate grounded in mutual respect and emotional safety. The results suggest the need for continuous development of teachers’ communication competencies and the integration of anti-violence values into the character education curriculum. Novelty: Further research may explore different educational levels or adopt quantitative approaches to assess the effectiveness of these communication strategies.

Abstract

Objective: This research investigates how well the LAPOR application (People’s Online Aspiration and Complaint Service) functions as a tool for managing public complaints at the Sidoarjo Regency Regional Secretariat. As a component of the National Public Service Complaint Management System (SP4N-LAPOR), the application aims to improve transparency, accountability, and public engagement in service delivery. Method: Employing a qualitative descriptive method through interviews, observations, and document reviews, the research included key participants such as application coordinators, service personnel, and user groups. The data were analyzed using Campbell’s effectiveness criteria, which encompass program effectiveness, achievement of goals, balance between inputs and outputs, and overall performance. Results: The results indicate that LAPOR speeds up the process of addressing complaints and protects the privacy of those making complaints; however, issues persist, such as unreliable internet access, reliance on central servers, and minimal public engagement stemming from insufficient outreach and limited digital skills. While there are enough human resources, the system still falls short of its full potential effectiveness, indicating a need for strategies to enhance literacy, outreach efforts, and technological infrastructure. Novelty: The study highlights both the practical benefits of LAPOR in speeding up complaint handling and protecting user privacy, as well as the persistent challenges that hinder full system effectiveness, offering insights for targeted improvements in digital literacy, outreach, and infrastructure.

Abstract

Objective: This study aims to examine how the Village Financial System (SISKEUDES) is implemented in Tambak Kalisogo Village, Jabon District, Sidoarjo Regency. Method: The method used in this study is a descriptive qualitative approach, where data collection is conducted through interviews, observation, and documentation, supplemented by secondary data from academic articles and official documents. The analysis in this study refers to Edward III's implementation theory, consisting of four indicators: communication, resources, implementer attitudes, and bureaucratic structure. Results: The results show that the implementation of SISKEUDES in the village has been carried out, although it still faces various obstacles. Some of the problems encountered include a lack of skilled implementers, inadequate technological infrastructure, and technical problems such as unstable internet connections. Nevertheless, communication between village officials and related agencies is quite effective, and the bureaucratic structure supports program implementation well. Novelty: To improve the implementation of SISKEUDES, regular training for village officials and improvements to supporting infrastructure are needed. Support from the local government and community participation are also key factors in realizing transparent and accountable village financial management.

Abstract

Objective: This study aims to analyse the implementation of the SIPRAJA application in Damarsi Village. Method: The analysis was conducted using George C. Edward III's policy implementation theory, which includes four indicators: communication, resources, disposition, and bureaucratic structure. Results: The results of the study show that the implementation of SIPRAJA still faces various obstacles. From the communication aspect, the lack of socialisation and public understanding has caused many applications to be rejected because they do not comply with procedures. From the resource perspective, limitations in the capacity of officials and technological infrastructure, such as internet connectivity, are the main challenges. In terms of disposition, although there is willingness from officials, the lack of technical guidelines makes service delivery inconsistent. Finally, in terms of bureaucratic structure, the absence of clear SOPs means that policy implementation lacks uniform standards. Novelty: This study shows that the success of digital service implementation is highly dependent on technical readiness, human resources, and effective coordination and communication among relevant parties.

Abstract

Objective: This study was designed with the aim of analyzing the process of diffusion of innovation in population administration services through the Si Superlaris application in Tulangan District, Sidoarjo, using the innovation diffusion theory of Everett M. Rogers and Floyd Shoemaker. This innovation comes in response to the need for more orderly and faster death registration to avoid social conflicts related to inheritance rights. Method: This research uses a qualitative research paradigm that is descriptive, with a data collection framework that includes three main techniques, namely interviews, observations, and documentation. Results: The results of the study show that the Si Superlaris application is able to simplify the procedure for submitting an heir's statement letter online by validating documents through a barcode signature. The implementation of this innovation has proven to be effective from four main indicators: ease of innovation, stable use period, support of social systems, and open communication between stakeholders. The original contribution of this research lies in the application of a holistic approach in examining technological innovations in population services at the sub-district level that has not been explored before. Novelty: This application is considered to be able to improve bureaucratic efficiency, ensure document legality, and strengthen digital governance that is transparent and responsive to the needs of the community.

Abstract

Objective: Study This aim For analyze role Gagangpanjang Village Government in develop Object Tour Punden Mbah Reco in the District Tanggulangin, Regency Sidoarjo. The study focused on four role indicators according to Siagian's theory: stabilizer, innovator, modernizer, and pioneer, to determine the extent to which village governments encourage community participation, optimize local potential, and ensure sustainable tourism development. Method: The research method used was descriptive qualitative with a case study approach. Data were collected through field observations, in-depth interviews with village officials, tourism managers, and MSMEs, as well as documentation related to the management of the Punden Mbah Reco tourist attraction. Informants were selected using a purposive sampling technique. Data analysis was carried out using the Miles and Huberman interactive model to identify patterns of village government roles according to Siagian's theory indicators. Results: The results of the study reveal concrete strategies of village governments in initiating capacity building programs, reactivating digital promotion, and exploring partnerships with external parties. Novelty: The novelty of this study lies in a comprehensive evaluation of the implementation of four indicators of village government roles in the context of community-based rural tourism development. This study shows how village leadership faces real obstacles such as limited supporting infrastructure, suboptimal digital promotion capacity, and the lack of intensive cooperation with the private sector. These findings make an important contribution to the understanding of village governance for sustainable tourism and offer a local tourism empowerment model that integrates community participation, digital transformation, and proactive leadership of village government.

Abstract

Objective: This study aims to analyze and describe the effectiveness of digital-based administrative services through the SIPRAJA (Sidoarjo Public Service System) application in Damarsi Village, Buduran District, Sidoarjo Regency. Method: This study uses a qualitative descriptive approach with data collection techniques through interviews, observations, and documentation. The theory used refers to the effectiveness indicators from Sondang P. Siagian, namely resources, quantity and quality of services, time limits, and service procedures. Results: The results of the study based on indicators show: Resources, the availability of human resources is sufficient, but has not received formal training and the number of personnel is still limited. Number and Quality of Services, SIPRAJA is able to accelerate services, but the level of community utilization is still low due to minimal digital literacy. Service Time Limits. services can be carried out quickly, but their effectiveness depends on the readiness of operators and systems. Service Procedures, application procedures are systematic, but public understanding is still low due to lack of socialization. Novelty: The study provides an original descriptive analysis of digital-based administrative services in a village context using SIPRAJA, highlighting specific effectiveness challenges in human resources, service utilization, time limits, and procedural understanding.
