Abstract

Policy paper ini menganalisis pengelolaan Dana Keistimewaan (Danais) di Kabupaten Bantul, yang saat ini masih berorientasi pada output fisik sehingga kontribusinya terhadap pemerataan pendapatan dan peningkatan kesejahteraan masyarakat terbatas. Studi ini menggunakan pendekatan Results-Based Management (RBM), kriteria evaluasi OECD-DAC, teori keadilan distribusi, pembangunan inklusif, serta analisis regulasi nasional dan daerah sebagai landasan konseptual. Metode yang digunakan meliputi identifikasi masalah berbasis data, analisis penyebab hingga akar masalah, serta evaluasi alternatif kebijakan menggunakan metode Bardach berdasarkan kriteria ekonomi, sosial, politik, dan kelayakan teknis. Temuan utama menunjukkan bahwa kendala utama Danais adalah regulasi dan indikator kinerja yang menekankan serapan anggaran, kapasitas kelembagaan yang terbatas, koordinasi lintas perangkat daerah yang belum optimal, serta sistem monitoring dan evaluasi yang belum berbasis data mikro-spasial. Berdasarkan evaluasi, rekomendasi kebijakan yang paling efektif adalah pembangunan sistem monitoring dan evaluasi Danais berbasis mikro spasial dengan indikator outcome–impact, mekanisme feedback loop, dan integrasi data lintas perangkat daerah, yang akan meningkatkan transparansi, partisipasi publik, dan efektivitas program untuk mendorong pemerataan pendapatan dan kesejahteraan masyarakat secara berkelanjutan.

Abstract

Air sangat penting untuk kehidupan karena merupakan komponen utama tubuh manusia dan makhluk hidup lainnya, serta berperan dalam berbagai fungsi vital. Tubuh manusia mengandung air sekitar 60-70% dari total berat badan. Persentase ini bisa bervariasi tergantung usia, jenis kelamin, dan komposisi tubuh (otot vs lemak). Kualitas air dapat mempengaruhi kesehatan dan kehidupan sehari-hari. Oleh karena itu pemerintah memikirkan dan mengelola air sebagai wujud pelayanan dasar kepada masyarakat. Sistem penyediaan air minum atau SPAM merupakan suatu upaya yang dilakukan oleh pemerintah untuk menyediakan air bersih dan sehat kepada masyarakat. Sasaran penyelenggaraan SPAM Kabupaten Bantul 2024 - 2028 adalah meningkatkan akses aman layanan air minum Kabupaten Bantul menjadi 18,23% dan akses layak air minum Kabupaten Bantul menjadi 100% pada Tahun 2028. Sedangkan pada tahun 2024 akses aman layanan air minum adalah 14,32 % dan akses layak layanan air minum sebesar 90,53%. Dalam rangka mewujudkan sasaran tersebut maka diperlukan penyelenggaraan SPAM Kabupaten Bantul yang berorientasi pada upaya peningkatan pendanaan, kelembagaan, dan penerapan NSPK. Upaya lain yang akan ditempuh adalah peningkatan penyediaan air baku, peran serta masyarakat, dan penerapan inovasi teknologi. Sedangkan untuk mengembangkan SPAM jaringan perpipaan akan dilaksanakan dengan mengikuti pola perkembangan wilayah yang sudah ditetapkan dalam rencana tata ruang. Sehingga pemerintah merencankan untuk membangun SPAM baru berupa Optimalisasi & Pembangunan IPA Baru, SPAM Kamijoro kapasitas 200 liter/detik, SPAM Kretek kapasitas 30 liter/detik, SPAM Jatimulyo, Dlingo kapasitas 30 liter/detik dan SPAM Bawuran Pleret kapasitas 20 liter/detik.

Abstract

Saat ini kepadatan lalu lintas di Kabupaten Bantul sangat tinggi akibat jumlah dan pergerakan kendaraan yang tinggi. Angka kecelakaan lalu lintas juga meningkat dengan pelaku dan korban kecelakaan di bawah umur 17 tahun sebesar sekitar 30% pada tahun 2023 dan 2024. Peraturan Menteri Perhubungan no PM 16 tahun 2016 tentang penerapan rute aman selamat sekolah (RASS) disusun dalam rangka menjarnin keselamatan bagi siswa dan pelajar untuk mencapai lokasi sekolah dengan rute yang arnan dan selamat. Penelitian ini dilakukan untuk mengkaji penerapan RASS di Kabupaten Bantul dan memberikan alternatif kebijakan yang dapat ditempuh. Penelitian dilaksanakan dengan metode kualitatif Teknik pengambilan subjek penelitian menggunakan teknik purposif sampling. Validitas data ditentukan dengan membandingkan hasil quesioner dengan observasi secara global kondisi penerapan RASS di Bantul. Analisis Tematik dipilih untuk mengolah quesioner dalam bentuk google form. Responden ditargetkan dari sekolah SD dan SMP di Kabupaten Bantul. Hasil penelitian menunjukkan bahwa sosialisasi terkait RASS kepada siswa dan warga sekolah masih kurang. Regulasi khusus terkait RASS di tingkat kabupaten belum ada. Beberapa kebijakan pendukung RASS sudah dilakukan di sekolah dan sekolah melakukan sosialisasi terkait keselamatan di setiap kesempatan acara. Fasilitas dan infrastruktur pendukung belum merata di seluruh wilayah kabupaten. Diperlukan edukasi berlalu-lintas yang aman. Kemitraan dan peran serta berbagai pihak merupakan kunci keberhasilan penerapan RASS. Kebijakan yang disarankan adalah di tingkat bawah/sekolah perlu dibentuk Forum RASS Kawasan dan di tingkat Kabupaten perlu optimalisasi peran Lima Pilar LLAJ, hubungan dan peran masing-masing dituangkan dalam peraturan bupati

Abstract

Geometric ability is one of the abilities needed for high school students. This ability affects students' ability to understand other mathematical topics. The purpose of this study was to analyze the geometry ability of high school students through traditional motifs. The type of research used was qualitative where the results of student projects were analyzed followed by interviews with students to dig deeper into students' geometry abilities. The subjects consisted of 108 students to work on the project and then 20 students were taken randomly for semi-structured interviews. Based on the results of the study, the results of the student level were in accordance with Van Hiele's theory where students were able to recognize geometric shapes, identify and analyze the properties of geometric shapes, and group shapes based on properties. Students also felt the benefits of this study such as getting to know more about transformations and their types,

Abstract

Best practices in Group Guidance with bowling career media aim to improve students' career understanding. The method used is descriptive qualitative. Data obtained based on observations, implementation of group guidance with bowling career media and questionnaires. The subjects of this study were students in class XB of SMA Negeri 1 Bantul. Based on the best practices in group guidance with bowling career media, the following were carried out: Explaining material about careers to teenagers or generation Z, group discussions about careers in the digital era, student presentations on career selection, and group guidance with bowling career media. Based on the results of the questionnaire and group guidance with bowling career media, students were able to improve their understanding of the careers they would prepare for.

Abstract

Best practices in differentiated English learning by reading 'Narrative' with an environmental theme aims to apply the ability to understand the contents of narrative texts of students. This method uses qualitative descriptive. Data obtained based on observations, implementation of learning and questionnaires. The subjects of this study were students of class X of SMA Negeri 1 Bantul. Based on the best practices in the learning carried out, namely showing narrative story videos, explaining the 'Narrative' material, group activities with differentiated task activities, group presentations. Based on the results of the questionnaire and differentiated learning practices, students can understand the material easily, foster an attitude of caring for the environment, being creative, communicative, sharing, cooperation and effective in learning. Learning to read narrative texts, students learn how to analyze narrative texts, increase language skills, various learning methods, collaborate in groups, foster environmental awareness and positive attitudes.

Abstract

This best practice research aims to examine students’ critical thinking skills through the implementation of the Viral Issue Based Learning model combined with the Focus Group Discussion method in economics lessons on the topic of inflation in Class XI.B of SMAN 1 Bantul, Yogyakarta. This research is a qualitative descriptive study involving 36 students as subjects. Data were collected through observation, questionnaires, and learning outcomes. To measure students’ critical thinking abilities, four indicators were used: (1) identifying problems; (2) analyzing problems; (3) solving problems; and (4) drawing conclusions.The research showed that the critical thinking skills of students in Class XI.B of SMAN 1 Bantul improved after undergoing the learning process using the Viral Issue Based Learning model with the Focus Group Discussion method. Their critical thinking ability increased from the moderate category (76.7%) to the high category (85.3%). Each critical thinking indicator also showed improvement. The ability to identify problems rose from 91.7% to 95.2%, the ability to analyze problems increased from 82.6% to 89.6%, problem-solving ability improved from 70.8% to 81.3%, and the ability to draw conclusions increased from 61.1% to 75%. Students’ learning outcomes in answering HOTS (Higher Order Thinking Skills) questions, which require critical thinking skills, also improved, with the average score increasing from 80.9 to 86.7. It can therefore be concluded that there was an improvement in students’ critical thinking skills through the application of Viral Issue Based Learning combined with the Focus Group Discussion method in Class XI.B of SMAN 1 Bantul

Abstract

In the digital era, educational technology is widely adopted to support student learning. However, recent classroom observations indicate that some Generation Z students may be more engaged during lessons that utilize traditional teaching tools, such as the physical chalkboard or whiteboard. This creates a paradox between the presumed digital preference of Gen Z learners and their actual classroom focus and engagement. This study aims (1) to identify and measure the preferences of 11th-grade Generation Z students regarding the use of physical whiteboards versus digital instructional media; (2) to explore the underlying factors behind their preferences; and (3) to analyze the implications of these preferences for student learning engagement. This research employed a mixed-method approach, combining quantitative Likert-scale questionnaires with qualitative interviews involving students and educators. The Wilcoxon Signed Ranks Test was used to compare preference scores between whiteboard-based and digital-based learning. Thematic analysis was applied to qualitative data to explore students' reasoning and experiences. The quantitative results revealed a significant preference for whiteboard use over digital media (p = 0.002). Most students reported increased focus and better understanding when the teacher used the board in a step-by-step manner. Qualitative findings supported these results, highlighting that whiteboards allow for a more synchronized learning rhythm, spontaneous interaction, and a sense of shared cognitive process between teacher and student. Despite being digital natives, Gen Z students in this study demonstrated a strong appreciation for the pedagogical value of traditional whiteboards. The findings suggest that combining digital tools with physical board usage offers a balanced approach that enhances focus and engagement. Educators are encouraged to integrate both tools to align with students’ cognitive needs and learning behaviors in the digital age.

Abstract

This study aims to analyze the socioeconomic, health, and demographic factors influencing poverty levels in the Special Region of Yogyakarta (DIY). The variables examined include Average Years of Schooling (RLS), the Human Development Index (HDI), Life Expectancy (UHH), total population, the Open Unemployment Rate (TPT), Gross Regional Domestic Product (GRDP), and the Regency/Municipal Minimum Wage (UMK). This research employs a quantitative approach using secondary panel data from the Central Bureau of Statistics (BPS) for the five regencies/municipalities in DIY from 2018 to 2024. Data analysis was conducted using a Fixed Effect panel regression model with Stata 17. The results indicate that HDI has a negative and significant effect on poverty levels, while Life Expectancy and the Open Unemployment Rate have positive and significant effects. Meanwhile, Average Years of Schooling, total population, GRDP, and UMK do not exhibit significant effects on poverty. These findings suggest that improving human capital quality and reducing unemployment are key factors in alleviating poverty in DIY. The study provides important implications for policymaking, particularly in enhancing education quality, health services, and employment opportunities. It also highlights potential avenues for further research, including the incorporation of additional socioeconomic variables and the application of spatial approaches to analyze poverty distribution patterns across regions in DIY.

Abstract

The tourism sector in the Special Region of Yogyakarta (DIY) is a significant contributor to the Regional Gross Domestic Product (PAD). However, the dynamics occurring before, during, and after the COVID-19 pandemic have created uncertainty regarding the contributions of various factors driving tourism. Empirical knowledge about the variables that most influence tourism revenue remains limited, particularly at the district/city level in DIY. This study aims to analyze the impact of the number of tourists, the number of tourist villages, the number of natural tourist attractions, and the number of museums on tourism revenue in four districts and one municipality in DIY, as well as to identify the factors that play a significant role in shaping the region's tourism performance. This research employs a quantitative approach using panel data analysis covering the period before, during, and after the COVID-19 pandemic. The dependent variable in this study is tourism revenue. In contrast, the independent variables include the number of tourists, the number of tourist villages, the number of natural tourist attractions, and the number of museums. The results indicate that the number of tourist villages (p = 0.0112) and the number of tourists (p = 0.0130) have a positive and significant impact on tourism revenue. Conversely, the number of natural tourist attractions and educational tourism does not show a significant effect. The variable for the number of museums shows a positive influence with a significance value approaching the threshold (p = 0.0527), indicating potential contribution. These findings emphasize that community-based factors and the level of tourist visits are the primary determinants of tourism revenue in DIY. In conclusion, tourism revenue in DIY is more influenced by participatory aspects through tourist villages and the intensity of tourist visits than by the number of formal tourist attractions. Therefore, regional tourism development strategies should focus on strengthening tourist villages and enhancing attractions for visitors
