Abstract

The purpose of this study was to determine the development of the apar tourism village as an ecotourism attraction in Pariaman City, in order to create harmony between every government organization between the city government and the provincial government in managing tourist villages to be better, safer, and more comfortable to achieve independence and community welfare. The results of this study indicate that: First, the strengths in the development of the Apar tourism village: (1) The existence of clear rules in the management of the apar tourism village, (2) the coordination towards the development of the apar village tourism, (3) the creation of the apar village tourism business. Second, Weaknesses in the development of the Apar tourism village: (1) Lack of public awareness in the development of the Apar tourism village, (2) inadequate human resources, (3) unsupported facilities and infrastructure. Third, the opportunities in the development of the Apar tourism village: (1) Realizing the apar village into independent tourism, (2) creating community welfare in optimizing the tourism potential of the apar village. Fourth, Threats in the development of the Apar tourism village: (1) The decrease in the source of income from the village original income (PAD), (2) Not yet maximized in developing the economic cooperation network of various parties. Fifth, the strategy in developing the Apar tourism village: S-O strategy, namely: (1) The existence of tourism promotion by utilizing information media, (2) Coordination of the government in providing facilities and infrastructure. The WO strategies are: (1) Government policies need to be firm in implementing a better tourist village, (2) Cooperation with the trade office in providing minimarket businesses in apar tourism villages. The ST strategy is: (1) CBT support is needed in improving tourism management in the Apar village, Pariaman city, (2) Setting up easy access for the Apar tourism village. The WT strategies are: (1) Providing training in improving the quality of existing human resources, (2) Providing ongoing socialization to the community.

Abstract

Universities in Indonesia are taking part in the transformation process and using an entrepreneurial approach to serve students in the new competitive environment better. This article seeks to determine student attitudes toward developing the university. It makes an effort to offer universities some suggestions to improve their performance. A random sample of employees at Makassar State University was interviewed to see their views on the services offered and the perceived quality. To meet deadlines and build deeper with local economic and productive systems, Makassar State University administration should focus on improving the quality of instructional services and non-teaching employees. Makassar State University administrative staff needs to have a student-focused mindset. To assess attitudes towards recent changes at Makassar State University.

Abstract

This study aims to analyze the implementation ofRegional Financial Management Information System (SIPKD)and analyze the factors that hinder the implementationRegional Financial Management Information System (SIPKD) in Regional Financial Management in Padang Panjang City. The type of research that will be used is qualitative research,with a descriptive approach. Data collection techniques were carried out through observation, interviews and recording. This study uses the analysis technique Manual Data Analysis Procedure (MDAP) to analyze the interview transcription data that has been obtained in the field. The findings of this study use George C. Edwards III's theory of policy implementation, which can be seen in the implementation of SIPKD for regional financial management that has not been optimal. This is due to not being optimal in socialization, employees who are still not proficient in the use of SIPKD, supporting facilities are not maximized, the network in the operation of SIPKD sometimes has errors and information has not been updated on the website, and the organizational structure is not in accordance with its field in Regional Financial Management in accordance with the recommendations. from the Ministry of Home Affairs

Abstract

The purpose of this study is to analyze the strengths and weaknesses of the application of the principles of the rule of law, transparency, and accountability in the implementation of the 2020 Pesisir Selatan Pilkada and to analyze the challenges and opportunities of applying the principle of the rule of law. law, transparency, and accountability in the implementation of the 2015 South Coastal Pilkada. 2020. D In supporting the implementation of the Pilkada with legal certainty, the Pesisir Selatan Regency KPU has determined 15 decisions, including: technical instructions for stages and programs; determination of voting day and date, technical instructions for nomination procedures; determination of nomination requirements, technical instructions for the implementation of socialization, technical instructions for working procedures for the Pesisir Selatan Regency KPU, standards and technical guidelines for preparing budget needs, goods and services needs, and honorariums; technical guidelines for the distribution and accountability of the budget; technical instructions for stages, programs and implementation schedules, technical instructions for the formation of PPK, PPS, and KPPS, technical instructions for updating voter lists, technical instructions for campaign implementation, technical instructions for the need and technical specifications for the prevention and handling of Covid-19 controlling protocol equipment in the implementation of elections. Abstract

Employee competence in an organization is very decisive in achieving an organizational goal. The better the human resources in an organization, the more opportunities to achieve effective and efficient organizational goals will be realized. This research was carried out with the aim of knowing how competence influences employee performance at the Personnel Agency and Human Resource Development Agency Bone regency. The stages of the research method, starting from theoretical studies and empirical studies, preparation of proposals, testing the validity and reliability of instruments, data collection, analysis and discussion. The data analysis used is multiple linear regression analysis. The results of the study show that there is a strong relationship and a significant influence on Academic Knowledge, Expertise and Communication in influencing motivation, thereby increasing employee performance

Abstract

Currently, various kinds of research and technology results are produced in Indonesia, but the problem is how far the results of research and technology can be adopted by the industry. In fact, with the increase in research output and technology produced, it is not proportional to the increase in the number adopted by the industry. Therefore, it is necessary to strengthen the Science Techno Park as an integrated area in developing research and technology results. The research approach used is qualitative with the aim of being able to examine strategies in strengthening the Science Techno Park. From the results of the research, it is known that the concept of BLUD and collaboration can be a strategy that is applied in Solo, Sragen and South Sumatra Techno Park.

Abstract

The purpose of the study was to determine the process of implementing licensing and non-licensing housing development which was held to meet housing needs for low-income people. The method in this study uses a descriptive research method with a qualitative approach. Data collection techniques using interview techniques, observation, and documentation related to the research. The data analysis technique in this study was carried out qualitatively. This study uses five dimensions of policy implementation from Van Meter Van Horn. Based on the results of research that has been carried out by researchers regarding the Implementation of Licensing and Non-licensing Implementation Policies for housing development for low-income communities in Sukabumi City as a whole it has been going well and optimally, but there are some things that are still not going well. Social and economic conditions have a good effect on the community, especially people with low incomes, previously they did not have a home and now have a home. Another thing is the decrease in investors in investing in the Sukabumi City area caused by the global pandemic which has an impact on all aspects.

Abstract

This study aims to determine the analysis of the existence of indigenous peoples in the administration of nagari government in Solok Regency and to describe what are the strengths in the analysis of the existence of indigenous peoples in the administration of nagari government in Solok Regency. This research is qualitative in nature using descriptive methods, so this writer will describe what was done in analyzing the existence of indigenous peoples in the administration of nagari government in Solok Regency, the obstacles encountered in realizing the existence of indigenous peoples and efforts to solve them. The results of this study are the State's effort to apply the same principle in village governance arrangements with different forms of government, which is an effort to keep diversity in unity. However, equating the principle of regulation in a communal society such as Nagari with the Village, in the end resulted in problems in the Nagari Government. The combination of adat and public administration in the context of a hybrid system has made Nagari the same as Desa. The enactment of Law number 6 of 2014 concerning Villages which was responded to by Regional Regulation Number 7 of 2018 has strengthened the position of the Nagari Government as a traditional village with another name. Unfortunately, there is still no customary government that is autonomous according to its special rights of origin. The regulation of Traditional Villages with other names is recognized by the state as long as they do not conflict with the principles of Village regulations regulated by law. The Nagari Government Regulation in Regional Regulation Number 7 of 2018 concerning Nagari which strengthens Nagari as a Traditional Village with another name is still a hybrid system. The existence of Nagari which was revived by the government is something that makes the Nagari people have too high expectations that their management will be able to be managed as Nagari used to be thick with traditional values. If the government does not fully provide genuine autonomy, the advice that researchers can give is the separation between traditional villages and administrative villages.

Abstract

 Participation in village development planning meetings is important in the implementation of development in each region, where participation in Gareccing Village is still relatively low so more enthusiasm from community leaders is needed to participate in development meetings. The purpose of this study is to find out Community Participation of Development in Gareccing Village, Sinjai Selatan District, Sinjai Regency. The research method used in this study is a qualitative method with a descriptive approach. The data sources of this study are the Village Chief, Chair and Members of the Village Consultative Body (BPD), Farmers Group, Chair of the Village Community Empowerment Institution (LPMD) and Community Leaders with a total of 8 people. Data collection techniques use interviews and document review. Research results of Community Participation of Development in Gareccing Village, Sinjai Selatan District, Sinjai Regency show that in terms of community participation in village development it can work well with Participation in Decision Making, Participation in Implementation, Participation in Taking Benefits and Participation in Evaluation. Community participation in infrastructure development in Gareccing Village is quite good, because the community provides assistance in the form of energy and thought. This shows that almost all community members know and are active in a series of infrastructure development activities starting from decision making, implementation, utilization, and evaluation of each stage of development undertaken. Participation or participation is basically a form of involvement and active and voluntary participation, the growth of participation in the development process requires trust and opportunities provided by the government to the community to be actively involved in the development process. Through participation, it means truly realizing that development activities are not only obligations that must be carried out by government officials themselves, but also require community involvement. Concern and awareness and responsibility of the community regarding the importance of development which aims to improve their quality of life.

Abstract

Function-worthy Certificate (LFS) is a form of government control over the strength of building construction before it is used. If the building is to be erected, it must have a Building Permit (IMB), then after the building is erected and before being used, it must have an SLF. The concept of service quality can be understood through consumer behavior in finding, buying, using and evaluating a product or service that is expected to satisfy their needs. indeed sometimes it takes a lot of time with fairly complicated requirements that must be completed by the developer or building owner. These factors influence each other in order to achieve a good qua lity of public service. Competence is the ability possessed by a person including knowledge, skills, creativity, attitude to do his job well based on work standards and procedures for providing services that have been set. The formulation of the problem in this study is how much influence employee competence has on service quality at the Makassar City DPMPTSP Office. The research methodology used is a quantitative research approach. The population is 79 samples. Purposive sampling so that the sample is 79 people. Data Collection Instruments, Observations, Questionnaires. Data Analysis Techniques Validity Test, Significance Test. Reliability test. The results of the HR Competency research have a positive and significant effect on. Quality of Service Management of Licenses for the Management of Function-worthy Certificates (LFS) at the Makassar City Investment and One Stop Integrated Services (DPMPTSP) Office. smaller than 0.05. Licensing Service for Feasibility Certificate Management (LFS) at the Investment Service and One Stop Integrated Services (DPMPTSP) with a Sig level value of 0.001 < 0.05.
