Abstract

This study aims to determine the implementation of a sustainable food garden program as an effort to accelerate the reduction of stunting in Bone Regency. The research method used is descriptive qualitative research. This study focuses on policy implementation using Merilee S Grindle's theory. The data analysis technique used is the Miles and Huberman model, namely data reduction, data presentation, and drawing conclusions. The results showed that the implementation of sustainable food garden program as an effort to accelerate the reduction of stunting in Bone Regency has been going well, in accordance with Merilee S Grindle's implementation theory. With several sub-indicators, the contents of the policy are interests, benefits, changes, decision-making, and program implementers. While the indicators that need to be improved are resources. Resources need to be increased so that the provision of vegetable seeds to the community can be more evenly distributed

Abstract

This study aims to review the implementation of batik waste management policies in Pekalongan City, this is because Pekalongan is the largest batik producing area in Indonesia with an average production of over sixty percent of the total national production capacity which is dominated by the small-scale batik industry or household industry, and this has caused pollution to the environment, this research uses a qualitative descriptive method with a field study approach compared to literature review or literature study and the results found that the environment, The number of Wastewater Treatment Plants (IPAL) that are still being built is small and not proportional to the amount of waste produced per cubic meter and day and the implementation of policy implementation which does not produce maximum output in overcoming batik wastewater in Pekalongan City because the target of building the number of Wastewater Treatment Plants in Pekalongan City has not been built one hundred percent at this time based on established policies and should be able to accommodate all wastewater from the remaining batik production in Pekalongan City.

Abstract

Effective local government asset management is critical for the efficient operation and sustainability of public institutions regarding their responsibility and otonomy given by the central government of Indonesia. On local government level, Regional Development Planning Office (Bappeda) is responsible as asset managers on province level. This study evaluates the management of regional assets at the Bappeda Office of West Sulawesi Province. Data collected through survey and interview with the office representatives and employee, supplemented by literature analysis of Domestic Affairs Regulation Number 19 Year 2016 to evaluates the policy implementation in the office. Data suggest that current activities or policy implementation in the office are alligned as the national policy standards. Core acts in the office includes planning – budgeting, procurement, utilization, optimization, security – maintenance, assessment, transfer, disposal, deletion, administration, guidance – supervision – control, and compensation – sanctions. The practices align with the Ministry of Domestic Affairs Policy, ensuring correct and effective implementation. Out of 100, we scored 58 - 59 to the current conformity level at Bappeda office. Some challenges remain with end-users, as some desire to personally own the official vehicles, occasionally breaching the rules, ownership, disposal, etc. The study underscores the importance of following established asset management cycles and regulations for effective asset utilization and maintenance, while highlighting the need for strategies to improve user compliance.

Abstract

Indonesia's recent governmental reforms, focusing on the need for enhanced public sector management to cope with modern administrative demands and societal expectations. The primary objective of the research is to evaluate the effectiveness of these reforms and to identify areas for further improvement in Indonesian governance. The methodology employed in this study includes a comprehensive review of existing literature, qualitative analysis of policy documents, and interviews with key stakeholders in the Indonesian government. This multi-faceted approach allows for a thorough understanding of the complexities involved in public sector management reform. The findings reveal significant advancements in transparency, accountability, and public engagement within Indonesia's governance structures. However, challenges such as bureaucratic inertia, inadequate resource allocation, and resistance to change remain prevalent. The study concludes with recommendations for enhancing governance practices, emphasizing the need for continuous innovation and stakeholder engagement in the public sector. This research contributes to the broader discourse on governance reform in developing countries, offering valuable insights for policymakers and practitioners involved in public sector transformation.

Abstract

This study aims to analyze the case study of the Stunting Program. The case study aims to find out how the role of the Depok City Provincial Government in preparing budget allocations in budgeting for social assistance for stunting programs in Depok City and how the implementation of the stunting social assistance program in Depok City itself sees that there are still several problems in the implementation process. By reviewing the case study, it is hoped that later it can provide solutions and improvements in the implementation of social assistance in the stunting program in Depok City. The prevalence of stunting in Depok City fluctuates from year to year. In achieving a reduction in stunting rates in toddlers, especially through regional financial policies and the APBD, the Depok City government must consider the regional financial situation and set development priorities. The research method used in this study is qualitative with a case study strategy that is analyzed descriptively and the number of respondents is 2 informants. The result of this study is that there is still a lack of data optimization in the synchronization of beneficiary data and a lack of public awareness of the importance of stunting reduction programs. Therefore, the recommendation of this study is the need for the role and cooperation of all parties involved, both internal and external, as well as increasing socialization media to provide confirmation about the importance of preventing stunting.

Abstract

Kompleksitas implementasi kebijakan merupakan fenomena yang tidak dapat dihindari, karena situasi implementasi kebijakan cenderung dinamis dan dipengaruhi oleh faktor iklim/lingkungan di mana kebijakan tersebut diterapkan dan perilaku para aktor dalam organisasi. Oleh karena itu, peran efektif aktor pelaksana menjadi salah satu kunci dalam optimalisasi kinerja implementasi kebijakan pangan bagi masyarakat miskin di kabupaten Bone, salah satu ciri yang dapat dimanfaatkan oleh birokrasi tingkat jalanan adalah diksi, karena diperlukan fleksibilitas dalam menghadapi permasalahan tersebut  . batasan yang tidak jelas, situasi yang tidak menentu, dan tuntutan yang saling bertentangan dalam interaksi sehari-hari antara aktor dengan penerima manfaat kebijakan. Penelitian ini akan mencoba mengeksplorasi bagaimana birokrasi tingkat jalanan  memanfaatkan diskresi dalam implementasi kebijakan pangan terhadap masyarakat miskin di Kabupaten Bone. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis data (Miles, Huberman &; Saldana, 2014) meliputi kondensasi data, penyajian data dan penarikan kesimpulan. Temuan dalam penelitian ini menyimpulkan bahwa penggunaan diskresi yang efektif pada peran aktor birokrasi tingkat jalanan  dapat meningkatkan kinerja implementasi kebijakan pangan bagi masyarakat miskin di kabupaten Bone.

Abstract

This research aim to investigate the influence of leadership style and the effectiveness of the control system on the performance of government employees, while considering organizational ethical culture as a moderating variable. Quantitative approach, causal associative, path analysis model to assess variable relationships. The primary objective is to discern the direct and indirect effects of independent variables (exogenous) on the dependent variable (endogenous). Data analyzed using Partial Least Squares (PLS) with SMART PLS software, including outer and inner model testing. Research finds organizational ethical culture significantly influences and moderates leadership style's influence on employee performance. Leadership style, internal control system effectiveness don't significantly influence employee performance. Organizational ethical culture doesn't moderate this influence significantly.

Abstract

Improving the quality of public services is carried out by the government, one of which is by creating public service innovations. SIMKAH (Nikah Management Information System) is present as a public service innovation related to marriage registration services at the website-based District KUA. The research method carried out at the Office of Religious Affairs (KUA) of Tanjung Morawa District, Deli Serdang Regency using a qualitative descriptive approach with 5 variables including Relative Advantage, Compatibility, Complexity, Triability and Observability. The results showed that the SIMKAH is an update of the marriage registration service which was originally manual to online so that the service delivery becomes effective and efficient. This can be seen from the five indicators in the theory of innovation attributes, only in the complexity indicator that there are still obstacles, namely technical problems such as system error network problems and lack of human resources who specifically manage this application, as well as the complexity that can be seen from the understanding and ability of the community to access online services that cannot be generalized. So that improvements are needed from the central system of the Ministry of Religion and socialization to the community regarding the use of SIMKAH innovations in marriage registration services. Data uniformity and integrated data backup in marriage registration services is very necessary to provide solutions to existing problems with the previous service system.

Abstract

Traffic congestion has a significant negative impact on regional economic activities and decreases community productivity.  The purpose of this study is to analyze the sources of congestion problems in Malang City and the best way to solve them with a high level of effectiveness. The method used is qualitative with secondary data study. The researcher used a classification-based analysis approach to address the congestion problem with a multidisciplinary approach and explore the root of the congestion problem in Malang City. The first step involves logical division to classify the problem situation into several components. Second, logical classification refers to the act of combining different circumstances, things, or individuals into larger groups or classes. The results showed that the source of the problem was found in the high volume of vehicles and disorderly parking due to the growing accumulative population mobility. As a result, the capacity of Malang City is not able to accommodate this. Recommendations from alternative options resulting from the satisficing method analysis were carried out. In the end, the option to reorganize the road space is the option that is considered to meet all the criteria.

Abstract

The aim of this research was to describe, interpret, and analyze an objective reality of surgical nursing service management at Makassar Regional Hospital. A qualitative approach has been employed since the data were gathered through interviews, observation, and documentation. Some significant findings to emerge from this research are the general performance of surgical nursing service management at the Makassar Regional Hospital which have utilized management resources as inputs. Those are also determinably managed through proper managerial processes with some outputs referring to the hospital service standard indicator. The process of supervision in the context of surgical nursing service management automatically runs by forcing the implementation of valid Standard Operating Procedure in surgery. In line with that, the management evaluation have been done periodically but not in the context of core business process analysis. As a result, it is recommended for three features of the business process analysis to be further added: the first is by measuring the performance quality towards customers’ (patients) attributes for improving service accuracy and precision; the second is by updating the system to increase the process effectiveness of nursing service management through identified evaluation; and the last is by optimizing an efficient productivity.
